A
C
B
B
D
If
I
had
four
six
hours
to
chop
down
a
tree,
I'd
spend
the
first
four
sharpen
and
the
piece
I'm
about
to
speak
about
has
been
20
years,
trying
to
get
an
audience
with
the
city
of
thousand
oaks
to
discuss
this
copper
curtain
issue,
which
was
originally
presented
in
march
2000
in
response
to
an
rfp,
and
so
I
bring
it
back
every
few
years.
In
the
beginning
it
was
told
that
they
were
fixing
the
building,
and
so
they
couldn't
do
anything
to
the
building.
D
So
in
2008
I
brought
it
back
and
I
had
done
a.
I
had
moved
forward
the
whole
time.
It's
been
a
long
time
sharpening
this
axe
for
me
and
I
moved
forward
with
the
project
all
along
hoping
that
I
would
get
an
get
an
audience
at
any
rate.
D
On
january
16th
I
went
to
jay
spurgeon
in
public
works,
because
I
knew
him
well
and
he
was
the
only
one
who
acknowledged
that
I
had
been
behind
the
golden
oak
on
the
civic
arts
plaza,
and
I
brought
my
son
out
there
to
the
ceremony
and
I
was
sitting
there
and
you
know
my
son
was
looking
at
me
when
there
was
no
mention,
and
they
approached
me
and
said
you
should
be
proud
of
your
dad.
B
D
I'd
just
like
to
speak
to
to
the
response-
and
it
says
thanks
for
meeting
with
me,
billy
on
january
16th.
Your
proposal
was
interesting,
but
the
short
answer
is
the
city
will
not
be
pursuing
any
changes
at
this
time
and
it
occurred
to
me.
I
wish
claudia
were
here,
but
several
months
ago
claudia
spoke
when
we
approved
the
monies
for
the
for
the
civic
arts,
positive
changes
with
the
design
firm
that
she
raised
the
question
high
court.
D
Sorry
claudia
raised
the
question:
are
they
going
to
be
tasked
with
addressing
the
copper
curtain
and
the
response
from
drew
powers
was
yes,
but
as
far
as
I
know,
that
was
never
done
to
this
intel.
That
would
be
an
agenda
item
that
would
still
be
on
the
table.
B
Excuse
me
billy
too
much
if
you
have,
if
you
could
wrap
it
up
in
30
seconds
to
a
minute
not
going
to
be
right
on
on
the
buzzer
but
like
to
wrap
it
up.
If
you
could.
D
Getting
rejected
without
any
opportunity
to
talk
is
just
not
the
way.
I
think
the
city
should
be
running
things
and
I'm
talking
to
the
board,
because
I
know
you
were
influential
people
in
the
in
this
kingdom
and
I
was
going
to
get
it
back
to
adopt
a
note,
because
the
final
part
of
this
response
was
about
how
well
adopted
oak
is
doing.
And
if
you
look
at
page
8
in
here,
you'll
see
that
that
is
not
the
case.
B
A
I
don't
need
it
on
the
room
is
small.
Do
I
need
it
on
it's
on
okay,
good,
my
name
is
janet
wall.
I've
been
a
resident
of
thousand
oaks
for
35
years.
I
know
most
of
you,
I'm
here
tonight
to
read
a
letter
to
you.
It's
a
very
short
letter
from
lynn
lawrence,
ed
lawrence's,
daughter
about
a
possible
trail
naming
after
her
dad
ed
lawrence,
who
documented
our
city
so
well
with
all
of
his
beautiful
photographs.
A
Over
the
years
I
had
the
honor
of
being
with
ed
when
he
passed
into
the
next
world
and
he
was
a
very
special
person.
A
I
know
the
city
has
acquired
his
collection
of
photographs
and
I'm
sure
it's
it's
something
that's
valued
by
all
of
us,
but
I
am
hoping
that
a
trail
naming
can
happen.
I'm
not
sure
that
lynn
is
right
with
what
she
said
about
wildwood,
but
I'll
read
the
letter
to
you
and
I
did
leave
written
copies
with
the
secretary
to
the
thousand
oaks
city,
council
and
costco.
A
I
understand
you
may
be
considering
renaming
a
hiking
trail
in
my
dad,
ed
lawrence's
honor
in
his
favorite
place
in
thousand
oaks
wildwood
park.
Dad
hiked
those
trails
regularly
and
loved
them
all.
My
family
is
very
excited
about
this
possibility.
What
a
great
tribute
and
honor
that
would
be
to
the
man
who
loved
thousand
oaks
so
much.
He
dedicated
most
of
his
life
to
making
a
photographic
history
of
the
canejo
valley,
the
people
and
surrounding
areas.
B
C
The
specific
donation
area
is
located
at
the
southern
end
of
ventu
park.
Road
between
costco's
hope,
nature,
preserve
and
ventu
park,
open
space
and
supports
dense,
chaparral
vegetation
that
provo
provides
important
wildlife
habitat
this
map.
On
page,
seven
of
your
packets
illustrates
the
extent
of
the
donation
area,
which
is
shown
in
blue
the
land.
The
rasnows
will
retain,
as
shown
in
yellow
and
existing
open
space
is
green.
C
The
ad
hoc
committee
and
staff
have
worked
diligently
with
the
rasno
family
to
bring
this
open
space
acquisition.
To
conclusion
these
efforts
culminated
last
month
on
january
9th,
when
rasnow
family
members
executed
the
grant
deed
transferring
the
donation
area
to
costco.
The
final
final
82-acre
donation
area
consists
of
57
parcels.
C
34
of
these
will
be
transferred
in
their
entirety,
while
portions
from
23
parcels
will
be
transferred.
Key
points
of
the
completed
transaction
include,
the
rasnows
will
retain
ownership
of
their
access
road.
They
have
also
installed
a
new
security
gate
further
south
on
their
access.
Road
and
costco
will
be
relocating
a
portion
of
the
las
robles
trail
to
pass
in
front
of
that
new
gate
and
we'll
also
be
installing
new
fencing
on
both
sides
of
the
access
road
at
the
trail
crossing
to
direct
users
across
the
road.
C
In
addition
to
that,
we'll
also
be
installing
a
variety
of
signage
which
includes
no
parking
signs
at
the
crossing,
as
well
as
signage.
That
indicates
that
the
access
road
is
private
and
that
the
trail
crossing
area
is
not
a
trailhead
supplemental
signage
advising
users
of
these
requirements
will
also
be
installed.
At
other
trail,
heads
in
the
las
robles
trails
network
and
we'll
also
be
working
to
resolve
a
small
number
of
encroachments.
C
This
map
on
page
16
of
your
packets,
illustrates
the
trail
relocation
zone.
It's
shown
in
the
orange
hatched
pattern
and
depicts
the
anticipated
area
in
which
the
new
trail
segment
would
be
placed.
We've
also
had
this
area
assessed
by
an
outside
biological
consultant
for
the
potential
presence
of
sensitive
resources.
C
C
This
work
has
already
begun
and
we
hope
to
have
the
reconnaissance
completed
in
the
next
few
months,
and
staff
will
also
be
working
with
our
consultant
to
complete
the
land
transfer
at
the
county
level
in
acquiring
their
land
over
the
years.
The
rasnow
family
have
facilitated
preservation
of
a
valuable
native
habitat
area
and
wildlife
corridor
by
remaining
dedicated
and
committed
to
the
donation
process.
The
rasnal
family,
the
ad
hoc
committee
and
staff
have
secured
permanent
preservation
of
this
significant
habitat.
C
The
rasnow
family's
donation
of
this
land
connects
two
costco
open
space
areas
and
adds
a
significant
section
to
the
ring
of
gr
open
space
around
the
city
and
preserves
these
natural
hillsides
and
the
accompanying
view
sheds
for
the
entire
community.
So
thank
you
to
the
rasnow
family
and
to
the
ad
hoc
committee.
This
is
truly
a
significant
achievement.
E
I
just
wanted
to
make
a
couple
of
comments.
This
has
been
a
very
lengthy
process,
but
I
can't
think
of
any
other
process
or
properties.
E
It
was
worth
this
much
time
and
effort
and
especially
for
the
effort
that
the
rasno's
had
and
the
foresight
of
trying
to
preserve
open
space,
not
necessarily
on
behalf
of
the
city
but
as
a
result,
it
did
benefit
the
city
and,
as
I
look
at
particularly
the
graphic,
that's
up
above
on
the
screen
right
now,
where
it
shows
the
upper
portion
of
that
ridge
dotted
with
all
the
preserved
open
space
that
every
one
of
those
could
have
had
a
house
on
it.
E
E
I
can
remember
talking
about
this
30
years
ago,
as
those
plans
were
going
underway
with
some
of
the
development
in
the
area,
and
I
just
absolutely
thrilled
to
see
this
coming
to
conclusion
and
seeing
the
the
outcome
of
the
city's
effort
and
the
rasno's
effort
to
on
behalf
of
koska.
I
know
the
city
has
been
doing
a
lot
of
the
the
uplifting
to
make
this
happen.
E
Even
though
the
park
district
was
involved
with
some
of
the
initial
trail
arrangements,
we're
just
thrilled
to
see
this
taking
place
and
again,
thank
you
to
the
rasno's
for
that
contribution.
B
F
When
we
started
this
process
seven
and
a
half
years
ago,
how
many
times
did
we
were
we
almost
about
to
throw
in
the
towel?
We
were
frustrated
going
back
and
forth.
Of
course
there
was
world
travel
involved
as
well
during
negotiations
when
you
were
in
southeast
asia.
I
got
a
call
from
eleanor.
While
I
was
in
austria,
I
think,
and
so
we
were
really
going
back
and
forth,
but
the
staff
from
costco,
as
well
as
the
city
and
our
outside
attorney,
you
all
made
it
work.
It
took
really
a
whole.
F
It
took
a
city
to
accomplish
this,
it
and
faith
you
had
to
have
had
faith
in
this
process
because,
as
I
said,
seven
and
a
half
years,
my
kids
are
now
14
years
old.
You
know,
I
don't
look
the
same
anymore,
but
we
you
are
leaving
behind
something
for
future
generations,
and
this
is
the
rats
now
legacy
truly.
So
it
is
absolutely
my
honor
to
present
to
you
this
commendation,
thanking
you
for
your
donation
of
82
acres
to
the
city
of
thousand
oaks
and
the
gift
that
you're
giving
nature
as
well.
F
F
G
G
Thank
you,
claudia
and
thank
you,
anna
and
jim
and
and
here's
stay
here
with
me
ma
yeah,
I'm
tina
rosnow
and
eleanor
resnow
and
my
brother
brian
couldn't
be
here
tonight,
but
I
speak
on
his
behalf
as
well,
and
my
father,
who
passed
away
just
after
we
made
the
offer
in
2012.
He
passed
away
christmas
eve
of
2012,
but
he
was
so
much
wanting
this
gift
to
be
made
as
well.
So
we
are
speaking
for
him
tonight.
Also,
the
gift
of
this
land
has
been
a
long
process.
G
G
G
We
hope
that
folks
will
walk
the
trail
system
during
daylight
hours
during
daylight
hours.
I
want
to
emphasize
that,
because
the
trails
are
closed
from
dust
to
dawn
and
that's
for
your
own
safety.
We
have
cougars
up
there
that
they
can
remove
their
headphones
and
enjoy
the
sound
of
the
birds,
the
smell
of
sage
and
wild
lilac.
The
caress
of
the
breeze,
the
site
of
such
wondrous
beauty
in
the
mosses
and
ferns
that
grow
in
the
shade
of
the
chaparral.
G
We
hope
that
experiencing
nature
up
close
and
personal
will
help
to
restore
all
that
is
good
in
the
soul,
that
it
will
help
to
heal
wounds,
bring
peace
to
one
spirit
and
thereby
spread
peace
in
the
world.
So
that's
my
comments
on
behalf
of
the
family
and
the
only
other
thing.
I
would
ask
the
public
to
please
not
use
ventu
park
to
access
the
trail.
G
Our
neighbors
were
not
as
enthusiastic
about
this
donation
that
the
people
that
live
down
the
road
were
worried
that
it
would
increase
the
public
coming
up
onto
a
what
is
a
private
road.
So
we
don't
allow
access
through
the
gate,
and
I
just
want
to
remind
folks
that
we
cannot
let
people
access
the
trail
through
the
gate.
Once
it's
moved
below
the
gate,
we
won't
be
the
gatekeepers
anymore
and
we
relish
when
that
day
comes.
G
But
I
I
do
want
people
to
understand
that
there
is
a
reason
why
we
can't
when
they
come
down
to
the
gate
wanting
to
get
out.
While
we
stopped
them
and
saying
you
have
to
go
back
to
the
trail,
because
it
does
create
a
burden
in
our
what
can
be
a
dangerous
road,
it's
it's
not
the
widest
and
there
is
a
fair
amount
of
traffic
for
the
homes
below.
So
that's
it.
Thank
you.
So
much.
H
A
H
I
knew
that
you
and
harmon
had
land
up
on
top
of
the
hill.
I
I
didn't
know
how
much,
but
I
have
been
on
this
board
now
for
several
years,
not
nearly
as
long
as
my
seat,
mate,
here,
claudia
and
and
I'd
like
to
thank
claudia
for
being
involved
in
this.
I
was
very
good
of
you
to
do
this
and
I
appreciated
your
remarks.
B
Ladies
before
you
leave
I'd
just
I'd
like
to
add
my
thanks,
I
don't
have
the
the
history
that
director
jones
has.
I
don't
have
the
background
that
director
bill
delpena
has
but
having
read
the
the
background
of
this
this
process,
as
director
nichols
said,
looking
at
the
maps
what
your
family
has
done
for
our
community
is
just
absolutely
spectacular.
So
thank
you.
Thank
you.
Thank
you.
So
much
for
what
your
family
has
done.
B
B
Okay,
well,
that
was
certainly
the
high
point
high
point
of
our
meeting
this
evening.
Gonna
move
along
to
item
five
consent,
calendar
approval
of
minutes
from
the
december
fourth
meeting.
What
is
the
pleasure
of
the
board.
B
B
That's
why
my
reign
was
so
short
6a
election
of
chair
and
vice
chair.
I
Yes,
vice
chair
huffer
and
members
of
the
board
kaska's
according
to
section
12
of
koska's
manual
procedure,
the
costco
board
select
the
chair
and
vice
chair
at
the
first
meeting
of
each
calendar
year.
Today
is
that
bright
day,
and
I
will
hand
this
off
to
the
board
to
make
that
decision.
B
B
B
And
a
second
any
additional
nominations,
if
not
all
in
favor
of
rory
skate
being
named
as
chair
for
the
coming
year.
Please
signify
and
he
opposed.
Thank
you
very
much.
B
H
B
F
Thank
you
to
my
colleagues
for
the
nomination
and
approval.
I
appreciate
it.
We
have
a
next
on
the
agenda,
the
annual
financial
report
and
this
will
be
presented
by
mr
stark.
I
Yes,
costco's
annual
financial
report
for
fiscal
year,
2018
2019,
which
ended
june
30th
2019,
is
included
in
your
package
for
your
review.
This
report
was
prepared
by
accounting
staff
in
the
city's
finance
department
and
audited
by
rogers
anderson
malady
and
scott
michael
aguilar
is
here
from
the
finance
department,
with
a
few
notes.
J
All
right
good
afternoon,
so
just
to
begin
costco's
net
position
increased
just
under
a
hundred
thousand
dollars
to
76.4
million
dollars
at
fiscal
year.
At
the
end
of
fiscal
year,
2019.
J
J
J
I
am
relatively
new
to
the
city.
That's
a
great
question.
I'll
have
to
research
that
and
get
back
to
you.
Okay,
I
think.
H
F
F
I
I
Yet
the
among
the
updates
was
a
listing
of
activities
that
koski
had
been
taking
to
address
this
issue
item
six
on
that
list
was
that
koski
committed
to
identify
and
advertise
alternative
trail
heads
other
than
the
trailhead
at
the
terminus
of
avenida
de
las
flores
koska
has
has
been
doing
that
through
social
media
and
out
public
outreach
events
and
the
you
know
the
focus
being
trying
to
direct
wildwood
users
to
the
hill
canyon
trailhead,
where
there
was
a
little
more
space,
but
still
excellent
access
to
the
trails.
I
I
I
Two
options
were
considered
when
we
were
looking
at
enhancing
the
parking
one
was
to
the
parking
facilities
at
our
existing
parking
lot,
trying
to
make
that
a
little
bit
bigger
and
the
other
option
was
partnering,
with
ventura
county
parks
department
to
arrange
for
free
parking
at
the
santa
rosa
valley
park
staff
pursued
the
partnership
with
ventura
county
parks,
because
their
parking
lot
is
already
in
place.
It's
built
to
a
high
standard
and
holds
a
high
number
of
vehicles.
I
I
I
F
Thank
you,
mr
stark.
Are
there
any
questions
director
huffer.
B
I
B
I
E
I
The
short
answer
is
no,
I
do
not
know
that
amount,
but
you
know
they
have.
The
gate
counts
as
really
the
only
reliable
data.
I
think
a
lot
of
people
drive
in
and
drive
out,
but
we,
I
imagine
that
yes,
some
people
are,
are
utilizing
that
parking
area
for
our
parking
lot.
I
guess
when
our
parking
lot
is
full.
Some
people
are
still
willing
to
pay
the
fee.
Some
are
not,
and
we
thought
that
was
a
deterrent.
E
Okay-
and
we-
I
didn't
specifically
see
here-
but
is
there
an
option
based
on
the
agreement
to
also
do
programming
at
that
site
cost
of
programming,
or
is
it
just
for
parking
in
the
you
know,
associated
activities
that
go
with
it.
I
F
I
I
I
I
I
think
the
the
cause
well
since
costco
wouldn't
be
doing
the
enforcement.
The
police
would
be
doing
the
enforcement.
A
I
Doesn't
really
reach
our
our
jurisdiction?
The
the
important
part
about
going
forward
with
creating
a
large
space
for
more
vehicles
is
that
we
will
continue
to
recommend
people
utilize
this
area
and
once
the
second
bridge
comes
in,
and
access
they'll
be
able
to
access
canelo
canyons
western
plateau
wildwood
all
those
places
from
one
central
spot.
We
don't
think
we
would
be
in
a
place
where
there
would
be
alternatives
that
you
know
when
the
lot's
full
apparently
paying.
The
two
dollars
is
a
barrier
for
yeah.
E
E
Mr
stark,
could
you
clarify
for
me
what
the
actual
annual
fee
is?
Oh.
I
F
F
A
I
That
is
now
sage
mountain
senior
living
located
on
at
34.99
grande
vista
drive
on
a
property.
That's
approximately
55
acres
in
total.
Today
that
does
contain
it
does
contain
a
a
prominent
hillside
too.
I
I
So
this
is
how
the
part
the
split
shakes
out-
34
partial,
a
34.7
acres,
will
be
transferred
to
costco
parcel
b,
will
be
retained
by
sagemount
and
will
contain
the
retirement
facility,
and
some
prominent
rock
outcroppings
staff
did
go
up
and
inspect
all
the
survey
markers
on
these
things.
To
make
sure
we're
there
and
I'll
tell
you
that's
a
good
hike
if
you
ever
want
to
do
it.
I
It's
some
some
steep
terrain,
the
final
step
in
the
final
step
in
transferring
the
title
there
there's
a
mechanics
lien
on
it,
currently
that
those
are
very
fairly
common
in
construction
projects,
and
we
expect
that
to
be
moved
off
the
title
in
march,
so
the
transfer
wouldn't
actually
happen
until
until
that's
taken
care
of
the
staff
recommends
approving
the
transfer
of
the
37
34.17
acre
over
space
property
from
sage
mountain
senior
living
over
to
costco
and
I'm
available
for
questions.
I
E
F
I
This
chart
shows
10
acquisition
projects
that
we've
done
that
have
yielded
200
acres
of
permanently
protected,
open
space
around
our
fine
community.
Most
of
these
represent
small
parcels
being
acquired
in
the
southern
ridge
area
and
the
skyline
drive
area.
I
These
are
infills
parcels
around
mostly
land
that
costco
or
the
city
already
owns,
so
in
phil
work,
the
big
ones
are
out
in
dos
vientos,
the
the
two
we
see
in
the
middle,
about
114
acres
that
came
out
of
the
operating
engineers
property.
You
know
I'll
show
you
where
these
actually
occurred,
but
back
up
in
here
also
we
counted
the
raz
now
property
here
that
you
heard
a
lot
about
earlier
in
this
meeting.
I
This
map
kind
of
shows
the
distribution
of
where
the
acquisitions
have
taken
place
on
sort
of
the
far
right
and
that
circle
you
could
kind
of
see
those
are
the
two
operating
engineers
parcels
then
in
the
center
it
shows
the
res
now
donation
and
within
that
area,
we've
done
a
couple
acquisitions
too.
So
there's
both
donation
and
acquisition
going
on
in
that
area.
I
I
I
I
Here's
kind
of
a
close-up
of
the
the
three
properties
we
picked
up
on
skyline
on
the
upside,
the
the
one
that's
kind
of
on
your
left,
the
bright
green
one,
the
property
below
it,
and
next
to
it,
they're
white
still
we're
in
escrow
on
those
we
actually
have
four
escrows
current
right
now
as
well.
So
we're
continuing
to
do
that.
Work
with
that.
I
could
take
any
questions
on
on
our
work.
E
Yes,
thank
you,
madam
chair,
just
a
point
of
clarification,
mr
stark.
The
map
that
accompanies
this
is
titled
natural,
open
space
protected.
I
just
wanted
to
verify
that
this
was
not
necessarily
all
costco
owned
land.
This
is
just
open
space
within
the
planning
area.
Is
that
correct?
Yes,
okay,
okay,.
I
E
And
the
only
other
comment
I
had
was:
I
was
looking
at
that
list
for
200
acres
and
I
thought
you
know
there'd
be
a
lot
of
entities
and
agencies
would
be
absolutely
thrilled
with
200
acres.
We
kind
of
look
at
that
as
oh
another
200,
because.
E
F
Any
other
questions
none,
I
do
have
a
question
the
I
mean
we're
doing
really
well
in
open
space
preservation,
and
I'm
wondering
these
are
all
now
owned
by
the
taxpayers
so
to
speak
and
voter
protected.
That's
voter,
protected
land,
correct,
yes,
and
it's
under
the
parks
initiative,
and
I
forgot
to
check
to
see
when
it
sunsets.
K
F
F
Do
we
need
a
vote
on
this?
No,
we
don't
that's
just
an
update,
okay,
very
good,
okay,
and
with
that
we're
going
to
information
items.
Well,
we
already
did,
but
with
the
volunteer
core
activity.
That
is
a
verbal
report
and
who
will
present
that
that.
I
Bring
in
the
big
guns
for
that,
we
just
wanted
to
share
the
volunteer
activities
since
you're.
Your
last
meeting
here
in
december
trail
watch
29
reports
about
45
hours
of
volunteers,
putting
their
eyes
out
on
the
trails
adopted
trails.
We
received
23
reports
in
55
hours.
I
F
H
H
F
Yeah,
it
was
determined
that
no
agenda
item
was
needed
and
that
the
committee
could
meet
to
begin
the
work
on
the
trail
naming,
and
we
started
that
when
a
couple
of
weeks
ago,
jim
that
we
just
mr
huffer
and
I
just
have
to
find
a
date.
H
F
More
on
that,
a
little
bit
later
on
during
board
member
comments,
all
right,
then,
mr
kuba.
L
Good
evening
and
I
have
a
powerpoint
presentation-
recent
ranger
operations,
I've
I've
been
trying
over
the
years
to
introduce
you
to
ranger
life,
and
I
think
what
I'm
going
to
start
doing
is
starting
off
with
smiling
rangers
and
finishing
with
the
sunset.
So
that's
that's
going
to
be
my
goal
from
now
on,
the
rangers
are
relatively
low
tech,
but
this
is
very
efficient.
This
is
their
white
board
in
their
workshed.
All
the
notes
are
there
about.
L
L
L
One
of
the
big
projects-
lisa
sweaty
project
this
last
month
was
rebuilding
the
sutter
walls
and
the
rangers
were
really
proud
that
they
used
both
of
our
gas-powered
sherpas
and
when
I
made
this
slide,
I
realized
you
may
not
know
what
a
gas-powered
sherpa
is.
So
it's
a
track-driven
wheelbarrow
and
they
can
hold
about
a
thousand
pounds
and
they're
very,
very
stable
and
very,
very
slow,
but
better
than
ruining
somebody's
back.
And
then
I
realize
you
might
not
know
what
a
sutter
wall
is.
L
L
I've
also
decided
to
take
advantage
of
this
upcoming
los
robles
trail
reroute
that
we're
doing
on
the
rasnelle
donation,
and
so
we
expect
it
to
take
quite
a
bit
of
time
so
over
the
next.
Probably
four
meetings
I'll
be
giving
you
updates
and
hopefully
give
you
a
little
bit
of
training
or
show
you
how
we
build
trails.
L
As
anna
said,
there's
we
evaluate
for
sensitive
plant
species,
archaeological
sites,
nesting
birds,
land
ownership,
rock
outcroppings,
we're
looking
for
cool
views,
something
that's
going
to
be
exciting
for
the
user.
Those
are
the
criteria
that
we
use
and
then
we
start
off
using
google
earth
and
we
figure
out.
Can
we
get
the
elevation
drop
or
gain
that
we
need
to
over
the
distance?
And
in
this
case
we
were
able
to
be
very
close
to
what
we
need
at
least
from
a
google
earth
situation.
L
This
saves
us
a
lot
of
time
of
crawling
around
in
the
dirt
before
we
go
out
in
the
dirt.
So
it's
nice,
then
we
point
for
a
couple
of
days,
usually
we'll
stand
out.
If
we
have
an
opportunity
to
be
in
this
situation,
where
we're
able
to
stand
there
and
look
and
kind
of
get
some
ideas,
and
we
do
some
discussion.
We
had
a
good
brainstorming
session
there
out
there
with
the
rangers
and
came
up
with
some
good
ideas,
and
then
they
started
crawling
around.
L
This
is
an
actual
gps
track
from
last
week
for
the
first
time
that
they
went
out
there
and
you
can
see
how
the
rangers
go
up
and
down
and
everything
and
there's
no
trail
there.
This
is
all
on
hands
and
knees,
a
lot
of
its
elbow
crawling
to
find
a
way
to
get
from
point
a
to
point
b
and
then
comes
the
actual
flagging.
Now
that
area
has
been
cut
just
enough
to
crawl
through
a
little
bit
easier
and
to
get
a
view.
This
is
the
tool
that
the
rangers
use.
L
This
is
called
the
clinometer
in
my
hand,
and
so
they
have
that
around
their
neck
and
then
they're
eyeballing
and
it
it
has
a
rotational
thing
in
there
that
tells
you
the
percent
of
grade
and
that's
how
we
establish,
where
we're
going,
to
try
and
put
the
trail
very
thick,
very
spiky
cyanothis
and
only
three
ticks.
The
first
day,
six
ticks
the
second
day.
L
Happy
reign,
well,
they're
not
smiling
quite
as
much
at
the
end
of
that
that
trek
lots
of
protective
gear
to
protect
from
ticks
and
from
all
the
stabby
plants.
L
This
is
over
in
the
western
plateau.
A
really
nice
beauty
shot.
That's
about
what
it
looks
like
right
now,
and
it's
a
good
transition,
because
a
really
big,
large
local
bike
company
interviewed
the
rangers
about
how
they
use
their
bikes
and
it
was
a
fun
meeting
for
about
an
hour
and
a
half.
We've
got
a
tour
of
all
their
bike
areas.
L
All
the
nice
bikes
that
they're
looking
for
but
they're
looking
for
information
about
how
we're
using
the
trailers
on
the
bikes
to
carry
tools,
how
we're
using
them
for
patrol
what
would
make
it
easier?
Would
it
be
better
to
have
mounts
on
a
bike
to
actually
attach
the
tool
to
the
bike
and
stuff?
It
was
a
great
discussion
and
really
fun
for
the
rangers
to
be
able
to
see
some
of
the
new
bikes
that
are
coming
down.
The
line.
L
So
I
was
trying
to
get
a
word
out
to
the
public
too,
if
it's
warm,
if
it's
cold
be
prepared
for
where
you're
going
be
in
shape
for
doing
when
the
hike
you're
doing
always
carry
water
dress
correctly,
look
out
for
ticks
stay
out.
If
it's
raining,
we
do
sign
and
close
up
the
parks
and
mind
your
doggies
and
there's
a
sunset.
F
Lovely,
thank
you.
So
much
are
there
any
questions
director
huffer.
B
I
appreciate
you
answering
the
questions
ahead
of
time
as
to
the
wall
and
the
vehicle
and
all
that
good
stuff.
Could
I
guess
or
assume
that
the
when,
when
the
las
robles
trail
is
going
to
be
starting
under
construction,
that
there
might
be
a
trail
work
day
to
to
assist
with
that
process,
we.
L
It's
based
on
how
far
we
get
with
all
this
crawling
around
in
the
bushes.
We
expect
that
to
take
at
least
a
couple
months,
a
month
or
two,
then
the
area
has
to
be
brushed,
meaning
we
have
to
cut
the
brush
out
to
create
the
space
to
cut
the
dirt
trail.
Yes,
we
are
expecting
it
to
be
we're
hoping
it's
going
to
be.
The
fall
trail
work
day.
E
L
That
is
actually
part
of
the
brushing
the
brush
that
we
cut
will
be
pushed
into
the
old
trail
to
block
it.
We
will
also
rehab
the
trail
as
best
we
can
the
old
trail
as
best
we
can
we'll
probably
bring
in
a
seed
mix
to
put
into
it
we'll
loosen
up
the
soil
so
that
water
will
permeate.
L
L
F
K
Well,
I
just
may
maybe
be
a
little
redundant,
but
staff
was
going
to
take
this
moment
to
let
the
board
know.
We
were
going
to
convene
the
costco
naming
committee
to
address.
You
know
ed
lawrence's
passing
and
whether
there's
a
and
a
really
good
idea
and
location
for
recognizing
his
contributions
to
the
community.
So
we
will
be
getting
that
committee
together
and
then
I
like
to
brag
once
in
a
while.
K
So
you
know,
canelo
reckon
park
is
part
of
costco
and
we're
a
special
district
and
director
huffer
next
to
me
was
named
ventura
county
special
district
administrator
board
member
of
the
year
for
2019.
L
H
I
was
not
exact
well,
I
was
not
exactly
in
the
prime
of
life
when
I
was
out
there
with
julia
swinging
a
pic,
but
you
know
I
tried
and
I
got
through
in
time
for
lunch
and
so
forth,
but
I
I
have
known
julia
for
quite
a
while.
I
don't
know
how
many
years
I
guess,
seven
or
eight
and
her
contribution
has
just
been
amazing,
with
all
the
different
walks
or
hikes
that
she
has
organized
and
all
the
trail
clearing
and
all
the
other
things.
I
couldn't
name
all
the
things
she's
done.
H
F
As
you
said,
ed,
julia
or
julie,
as
she
was
known,
was
a
longtime
champion
for
open
space
and
she
passed
away
last
month
january
23rd.
While
on
an
archaeological
tour
in
ethiopia.
She
left
a
legacy
not
just
on
the
land,
but
on
the
numerous
open
space
advocates
within
our
local
conservation.
Community
julie
was
born
in
yosemite
village
hospital
to
jules
and
sarah
icorn.
F
On
august
28
1940,
her
father
was
an
early
mountaineer
and
music
teacher
and
her
mother
was
an
artist.
She
