that
the
Planning
Commission
make

recommendation
to
city
council
for
all
proposed
zone
change.

the
property

earlier
this
year.
Actually,
when
the
previous
owner
occupied
the
site,
the
subject
property
is
located
in
the
Hampshire
Road
West
model
neighborhood,
which
is
located
north
of
the
101
Freeway
West
of
Hampshire,
Road
and
south
of
Thousand
Oaks
Boulevard
at
the
front
of
the
property
crust
faces
Crescent
way
and
the
rear
actually
a
butts,
an
alley
that
runs
parallel
to
Crescent
Way.

The
subject
property
was
originally
developed
in
1958,
with
a
696
square
foot
single
family
home
on
the
5600
square
foot
lot
in
a
residential
neighborhood
for
many
years.
The
previous
owner,
which
was
Mana
Food
Bank,
operated
from
within
the
existing
residence
as
an
accessory
use
as
mana's
needs
for
services
grew
and
the
use
of
the
property
was
no
longer
residential
city
council
approved
a
zone
change
for
the
property
in
1988
to
PL,
which
allows
for
institutional
and
miscellaneous
uses
in
2022.

In
reviewing
his
own
change,
staff
looks
at
the
site
and
the
surrounding
uses
to
make
sure
that
the
pros
to
make
sure
that
the
proposed
zone
is
compatible.
This
slide
shows
the
subject
site
on
the
city's
zoning
map.
It's
in
the
middle
of
the
screen
in
a
shaded
blue,
which
corresponds
to
PL,
which
allows
for
the
institutional
uses,
but
does
not
actually
allow
for
residential
use.

at
the
general
plan
and
the
land
use
designations
of
the
subject
site
and
surrounding
properties.
This
is
a
portion
of
the
existing
land
use
map
of
the
general
plan.
The
property
is
outlined
in
white,
the
subject
site
and
the
properties
to
the
west,
south
and
east,
which
are
colored
well.
That's
kind
of
a
dark,
yellow,
almost
green
on
the
screen
have
a
general
plan.
Language
designation
of
medium
density,
residential
which
is
intended
for
residential
uses.
The
properties
immediate
to
the
north
have
a
general
plan.

lastly,
we
evaluate
the
California
Environmental
Quality
act,
which
is
sequa
in
this
case,
since
the
proposed
zone
change
will
align
with
a
will
align
with
the
general
plan.
Land
use,
designation
and
the
proposed
project
does
not
include
any
changes
to
the
site
or
improvements
to
the
site.
It
can
be
seen
with
certainty
that
the
proposed
zone
change
will
not
have
a
significant
effect
on
the
on
the
environment.
Therefore,
staff
has
determined
that
the
project
is
exempt
from
SQL
pursuant
to
section
15061
B3.

the
public
hearing
notices
went
out
when
the
sign
went
up,
I
received
two
phone
calls
one
from
a
neighbor
asking
what
the
12u
meant
as
part
of
the
zoning
designation
and
then
another
from
a
nearby
property
owner
who
believed
that
there
would
be
changes
to
the
project
and
wanted
to
see
see
plans.
But
since
there
are
no
changes
to
the
site,
there
are
no
plans
to
view.

was
actually
my

This
is
only
basically
doing
the
zone
change
whether
or
not
the
structure
is
going
to
be
modified.

a
totally
different
issue.

not

we

owners
were
basically
dealing
with
until

heard

moving
at
the
relocation
of
Mana
to
its
new
location
because

our
past
relationship
with
the
owners,
they
suggested
that
we
basically
consider
buying
it,
which
we
did
and
we
are
happy
about
it.
However,
we
had
no
idea
the
process
of
reverting
it
back
to
what
it
was
always
as
a
residential
confirming
to
all
the
other
neighbors
would
be
so
complicated
and.

people
would
like
to
