no
crosswalk
areas
for
pedestrian
crossing

transit
center

be

additions

report

there
had
been
some
revisions
to
the
plans

involve
installation

three
new
landscape
walls
near
three

trees
that
were
originally
identified

removal

designed

preserve
these
trees
in
place.

there
are
the
reason
for
these
removals
are
these
trees
are
located
within
the
excavation
and
backfill
area
for
the
site,
improvements
going
through
that
landscape
area
and
that's
to
create
that
transition
and
the
ada
compliant
path
of
travels
transplanting
was
looked
at.
We
evaluate
each
tree
to
see
if
they
could
be
relocated,
but
due
to
the
size
of
some
of
the
trees,
the
location
of
trees,
the
sloping
terrain
and
the
amount
of
loot
ross
loop
root
loss
resulting
from
the
boxing
process.
It
was
not
a
viable
option.

thousands
municipal
code
it
requires
mitigation
for
removal
of
healthy,
protected
trees.
The
city
policy
is
to
provide
three
replacement
trees
for
each
protected
tree
removed.
Generally,
that's
two
24-inch
box
trees
and
one
36-inch
box
tree
in
this
case.
The
city
will
provide
four
replacement
trees,
all
about
24-inch
boxes.

project
has
been
reviewed
in
accordance
with
the
california
environment
quality
act
provisions
as
it's
been
found
to
be
categorically
of
class
1
and
class
4

exemption.
Since
it's
consistent
with
the
general
plan
designation,
there

nor
is
there
any
expansion
of
the
existing
uses.

from

be
nice
if

never

chop
down
oak
trees,

there

public
safety
factors
at
work
here,
which
you
mentioned,
and
we
don't
live
in
that
ideal
world.

live
in
the
real
world
where
we
have
to
balance

different
things,

think
that,

the
extent
possible,
you've
done

good
job
of

striking

balance.

say
a
brief
word
in
favor
of
regulation.
We've
had
we've
had
so
much
talk
recently
about
how
onerous
regulations
can
be
and
we've
had
the
past.
Two
meetings
of
this
commission
have
been
very
unusual
in
that
city
staff
has
recommended
denial
of
motions,
because
there
were
multiple
places
where
both
applications
were
at
variance
with
city
regulations
and
not
only
in
those
hearings
but
other
times
we've
heard
many
times.

Applicants
will
say
well
we're
only
here
because
of
this
one
little
thing
where
there's
there's
a
place
where
we're
out
of
out
of
spec
in
some
way,
and
that
wasn't
the
case
in
the
past
two
hearings.
We
were
here
because
there
there
were
a
preponderance
of
places
where
the
application
would
vary
from
what
the
city
regulations
require
and
that
that
automatically
places
the
hearing
before
this
commission-
and
I
want
to
thank
staff
for
doing
its
job.

In
saying
we
we,
as
a
city
elected
the
city
council
that
made
regulations
that
the
city
staff
is
implementing,
and
I
know
sometimes
it
can
seem
from
the
applicant's
side
as
if
they're
complaining
about
this
is
too
hard
or
this
is.
This
is
onerous
in
some
way,
but
we're
just
doing
what
city
residents
have
asked
everyone
to
do
and
that
that's
a
good
thing.

reason
people
live
here
is
because
we
have
good
planning
and
we
have
good
regulations
and
we
implement
those
regulations,
and
I
think
that's
a
good
thing
and
I'm
glad
to
see
that
process
working
and
with
regard
to
these
two
previous
cases,

come
back

better
applications
as
a
result,

cents
for
regulation,
where
it
can
