oaks

transportation
advisory
commission
and
like
all
volunteers,
you

this
because
you
love
the
community

you

a
passion
for
our
community
and
you
generously
volunteered
your
time
to
serve,

course,
is
also
time
away
from
your
family,
and
you
have
proven
to
be
an
invaluable
resource
in
the
city's
decision
making
process
and
when
I
say
decision
making
process
I
want.
I
I
would
like
to
actually
mention
a
few
things
in
which
angie
had
a
hand
and
on
which
she
voted
and
made
a
decision
to
improve
the
quality
of
life
for
all
the
residents
in
thousand
oaks
and
those
decisions
and
impacted
bicycle
safety.
We
improved
bicycle
safety.
We
also
added.
When
I
say
we
I
mean
you,
the
traffic
commission
approved
green
bike
lanes.
I
You
also
voted
on
something
that
is
actually
turning
out
to
be
very,
very
good,
and
that
is
the
flashing,
yellow,
aero
traffic
signal
and
we're
seeing
more
and
more
of
those
in
the
city
of
thousand
oaks,
and
you
all
started
that
we
also
you
also
have
made
decisions
regarding
traffic
calming
measures
in
the
community
in
various
communities.
In
thousand
oaks,
you
made
decisions
on
road,
re-striping
improvements,
pedestrian
access
and
safety,
pedestrian
mobility,
enhancements,
pedestrian
and
bicycle
master
plan
and
we're
still
working
on
finishing
the
master
plan
and
we're
actually
making
improvements.
I
Now,
thanks
to
you
guys
also
on
the
bicycle
lane
on
rancho
road
and
you
all
and
you
angie
also
voted
on
capital
improvement
projects
since
installing
stop
signs
and
also
with
hopping
with
the
crossing
guards.
So
in
five
and
a
half
years,
you've
had
a
hand
in
a
lot
of
decisions
that
impact
the
quality
of
life.
Four
thousand
oaks
in
a
very,
very
good
way,
and
I
wish
you,
on
behalf
of
the
city
council,
best
of
luck
and
whatever
decision
you're
making
for
the
future.

taken

their

like

the

very
sorry,

hopefully
that
that
inspires

group
to
really
know

much

work
means
to
the
safety

our
community

all

consider
some
minor
minor,
roadway,
signing
and
striping
modifications
to
the
to
patrol
road,
just
east
of
briar
avenue
and
here's
a
vicinity
map
that
shows
the
area
that
we're
going
to
be
considering
tonight.

The
first
thing
is
shown
in
this
photo
the
there's
a
mature
oak
tree
on
the
north
side
of
the
street,
which
causes
issues
with
the
vertical
clearance
for
westbound
traffic,
as
it
passes
by
this
tree
and
tree,
is
right
up
against
the
curb
and
cars
have
to
move
or
larger
vehicles
have
to
move
more
towards
that
center
line.
That
you
see
there
to
avoid
striking
the
branches
or
overhanging
a
tree
is
about
50
years
old
and
is
about
40
feet
in
height.

The
second
area
of
concern
is
for
pedestrian,
the
sidewalk
accessibility.
This
photo
illustrates
the
issues
that
pedestrians
deal
with
when
they
pass
through
this.
This
area,
the
area
closer
to
the
fence,
there's
a
clearance
of
about
eight
feet,
but
if
you're
right
up
against
the
tree
in
that
sidewalk,
the
height
clearance
is
about
three
and
a
half
feet.

We
also
added
advanced
warning
signs
telling
drivers
that
the
height
clearance
is
about
ten
ten
and
a
half
feet,
and
also
the
road
narrows,
and
we
also
act
added
reflectors
to
the
tree
branches,
so
that
limbs
that
are
overhanging
are
visible
at
night.
So
here's
a
couple
pictures
I'll
show
you
what
would
happen
what
we
put
out
there.
We
have
the
two
warning
signs
prior
to
the
tree
with
the
height
clearance
and
the
road
narrows
right
here
is
right.

So,
with
the
phase,
one
measures
that
are
in
place
right
now
with
the
traffic
commission's
action
tonight,
we're
looking
to
implement
a
new
set
of
measures
that
would
which,
while
also
temporary,
would
further
increase
the
vertical
clearance
for
westbound
traffic
by
additional
two
feet.
The
current
clearance,
again
I
mentioned,
was
ten
and
a
half
feet
and
will
become
twelve
and
a
half
put
with
a
clearance
of
additional
improvements.

The
action
would
require
shifting
the
center
line
to
the
south
by
three
feet.
To
pick
up
this
two
feet
of
vertical
clearance,
we
would
introduce
new
white
edge
line
striping
along
with
white
vertical
delineators
to
taper
traffic
towards
to
the
south
away
from
the
tree.

The
lane
shift,
travel
lanes
are
somewhat
narrowed
and
then
off
to
the
right,
the
white
edge
line
is
going
to
be
painted
with
white
delineators
traffic
will
be
tapered
down.
I
believe
both
travel
lanes
will
be
about
11
feet
in
width
so
back
to
existing
condition
on
this
slide
and
with
the
measures
that
we're
proposing.
This
is
what
the
location
would
look
like.

We
plan
to
further
evaluate
this
intersection
in
the
future
to
analyze
the
oak
tree
and
the
roadway
in
more
detail,
we'll
look
at
the
tree's
health
structural
integrity,
as
well
as
the
budget
and
cost
per
potential
additional
roadway
modifications
to
create
even
more
vertical
clearance
by
shifting
traffic.
Another
three
feet
to
the
south
and
also
address
pedestrian
accessibility
concerns,
we'll
also
evaluate
this,
our
future
capital
project
and
include
public
outreach.

public
outreach.

mailed
out
165
notices
to
residents
within
a
thousand
feet
of
the
street
to
provide
input
to
the
traffic
commission.
This
evening
message
we
heard
from
the
community

preserve

tree
possible

believe
that
tonight's
action
would
achieve
that
goal.

traffic
commission

the
staff

redesigning
this
roadway
in
order
to
preserve
this
tree.
I'd
like
you
to
know
that
jimmy
dean,
who
is
a
well-known
arborist
in
our
community
and
I
met
out
at
the
tree-
and
I
think,
staff
at
some
point
said
that
the
circumference
of
the
tree
was
48
inches,
but
we
actually
measured
each
limb
because
it
is
a
multilin
tree
and
I'll
just
add
right
here.

That
is
very
unlikely
that
this
is
a
50
year
old
tree
that
was
planted
when
the
other
trees
were
planted.
It
is
much
much
larger
and
it
is
likely
a
heritage
tree
that
has
been
there
many
years
and
was
simply
in
the
right
place
to
be
preserved
instead
of
cut
down
at
the
time
that
the
neighborhood
was
designed.

So
anyway,
jimmy
and
I
met
out
there
and
then
I
have
consulted
with
dr
fred
roth,
who
is
a
very
well
known,
assessor
of
the
value
of
trees,
and
he
has
come
up
with
a
number
for
the
value
of
this
tree,
because
at
one
point
I
think
staff
said
that
it
would
be
likely
around
fifty
thousand
dollars
to
redesign
the
roadway
anyway.
Dr
fred
roth
believes
that
the
the
value
of
the
tree
is
a
hundred
fifty
five
thousand
five
hundred
dollars,
and
this
is
international
society
of
arboriculture
standards.

It
does
not
include
any
type
of
depreciation,
dr
roth
and
jimmy
both
think
the
tree
is
of
a
quality
which
is
the
highest
rating
that
you
can
give
it.
Another
depreciation
factor
is
location
of
trees,
so
that
is
something
that
could
likely
bring
the
the
value
down
a
little
bit.

But
probably
not
jimmy
dean
wanted
to
be
here
tonight,
but
he
was
not
able
to,
but
he
said
that
it
is
very
likely
that,
as
far
as
the
handicapped
access,
which
is
what
brought
this
whole
matter
under
your
scrutiny,
a
retaining
wall
and
a
bypass
by
the
sidewalk
right,
where
the
the
culvert
is
that
is,
I
believe,
that's
county
property,
because
it's
drainage,
a
retaining
wall
at
that
point,
is,
is
very
likely
a
good
solution
as
well.
So
I
just
wanted
to
bring
those
facts
to
your
attention.

the
comments

our

everybody
had
to

positive
comments

leaned

well

so

we

solution

alternative

to
eliminate

those
sentiments

extend

commendations
to
the
city
staff

working
this

confirm
one
thing,
and
that
is
we're
simply
ruling
on
continuation
of
phase
two
today.
But
this
is
a
three-phase
approach
to
do
something
with
this
tree.
So
does
staff
have
any
ideas?
How
far
out
maybe
phase
three
is
on
it
or
does
that
depend
on
how
fast
the
tree
grows?.

I

address
that
one
commissioner,

city,
engineer,
phase
three.
We
are
currently
programming
our
next
two
year,
capital
improvement
budget,
and
so
we're
going
to
be
including
that
project
in
that
next
budget
and
so
that'll
be
entered
and
provided
funding,
and
you
know
other
other
factors
and
that
will
be
included
in
the
next
two
year
budget
and
will
be
performed
at
that
time.

see
that
as
needing
to
be
done
sooner
rather
than
later,
because
phase
two
doesn't
resolve
the
pedestrian
access
issue
so
that
that's
the
while
it
moves
the
cars
away
and
it
improves
the
safety
for
the
vehicles.
We
want
to
also
address
the
pedestrian
safety
and
additionally,
push
the
vehicles
even
further
away
from
the
tree
as
best
as
best
we
can
to
provide
even
more
vertical
clearance,
so
we're
hoping
that
would
be
an
item
in
that
next
two-year
budget.

regards
to
the
staff
recommendation

a

bringing

think
they
want
to
see

that's

our
recommendation
going
council
is
only
related
to
phase
two.

three

important

concrete
could

to
help
mitigate

that's

great

only

as
it
is
that
it
follows
any

safety

up

this
year,
we
had
a
resident
that
approached
the
city
because
they
had
a
parking
dilemma.
Their
garage
was
too
low
for
the
height
of
their
vehicle
to
enter.
They
had
a
slope
on
the
driveway,
which
was
too
steep
for
this
person
to
set
up
their
wheelchair
when
they
were
alone
and
his
neighbors
were
frequently
parking
in
front
of
his
house.

So
we
visited
the
site
and
we
confirmed
that
the
citizen
did
have
a
hardship
regarding
the
height
of
the
garage,
the
slope
of
the
driveway
and
parking
in
front
of
his
home.
So
after
careful
consideration,
we
work
with
the
resident
and
we
agreed
to
apply.
He
agreed
to
apply
for
an
encroachment
permit
which
would
allow
him
to
install
a
disabled
parking
space
in
front
of
his
house
to
overcome
the
hardships
that
he
was
facing
on
a
daily
basis.

The
proposal
tonight
recognizes
that
it
is
sensitive
to
persons
with
disabilities
and
offers
an
option
of
creating
accessible
parking
near
their
homes
under
certain
conditions
for
accessible
off-street
parking
conditions
are
limited
with
the
proposed
policy,
the
city
will
standardize
and
process
bike
and
looking
the
criteria
by
which
access
to
on-street
disabled
parking
on
residential
streets
is
granted
city-wide.

are
about
eight
key
provisions
in
the
policy
that
are
detailed
in
the
staff
report,
including
demonstration
of
need,
ada
requirements,
installation
cost,
meeting,
state
and
federal
parking
standards
and
others.

attachment

our

is
there's

points.
First
of
all,
I
think
this

idea

concern
is
two

in
regards
to
the
gentleman
or
the
family.

working
well
with
the
city
to
accommodate
this.
What
happens
if
any
given
neighbor
in
the
area
decides
that
they've
got
a
guest
who
has
a
disabled
parking
sticker
and
now
after
this
family
has
gone
through
all
this?

concern
is
for
liability
to
the
city.
There
is
no
doubt
that
there
is
not
beautiful,
easy
disabled
access
from
the
the
door
of
that
car
all
the
way
back
to
the
person's
home
and
I'm
hoping
that
there's
some
kind
of
waiver
or
something
in
there,
so
that
the
city
is
treated
with
understanding
in
that
regard,
and
with
that
I
want
to
see
if
any
other
commissioners
have
questions
as
well,
and
you
can
answer
them
now
or
later
really
makes
no
difference,
but
on
the
split
issue
here
dealing
with
disabled
access
for
this
neighbor.

read
addressed

just
one
other
question

addition

it

my
packet
anyway,
because
there's
a
list
of
things

number
eight
listed

can't
reserve
that
spot

anybody

placard

a
disabled
plate
can't
use
it.

is
city
property.

can
see
from
a
legal
standpoint
how
that
is

paragraphs
down
though

say

staff
recommends
amending
the
section
to
say
anybody
that
wants
that
specific
spot
has
to
have
a
disabled
license
plate
so
that
they

play
musical
vehicles,
which
also
makes
sense,
and
I
just
wanted
a
little
clarification
to
make
sure
the
person
applying
it's
for
a
specific
vehicle
for
them.

in

read

parking
space
is
open
to
anyone
with
a
disabled
license
plate,
and
we
advised
the
citizen

if

to
construct
a
parking
space,
it's
not
a
reserved
spot
strictly
for
him.

person,
a
disability
that
have
has
placards
or
a
plate,
could
use
that
space,
so
they
were
willing
to
go
ahead
and

install
the
parking
space
themselves
and
they
figure
that
you
know
people
in
the
neighborhood.
They
would
follow
the
honor
system
and
know
that
this
person's
disabled
and
not
try
to
poach
that
space
in
front
of
his
house
every
day.
So
that
was
a
case
where
things
did
work
out.

second
question,
though,
still
stands,
and
that
is,
if
anybody
who
has
a
disabled
access
license
plate
parked
there
is
there
anything
we
can
do
so
that
we,
as
we
all
know
there
have
been
some
entities
that
go
around
looking
for
things.
They
don't
feel
are
perfect
for
disabled
access
parking
spots,
and
I
wanted
to
make
sure
that
if
there's
anything
possible,
the
city
can
do
to
limit
its
liability
that
you
look
into
that.
That's
all.

required

property

viable

the
applicant

going

difficulty

imagination

turn
down
an
applicant

a
parking
space

sue

city

say

discriminated

parking

five
blocks
away
a
parking
spot
on
the
street
handicapped,
dedicated
disabled
parking

are
you
discriminating
against
me

saying
that
my
disability
is
less
severe
or
is
of
lesser
significance

person

got
the
space
down
the
street?

feel
like

is

worms

the
city
is

right

situations

circumstances

in

work
with

on
identifying

objective
criteria,

it

time
it's
going
to
be
a
case-by-case

This
is
on
the
second
coordinate
amendment,
which
is
to
revise
our
oversized
vehicle
ordinance
to
deal
with
an
issue
that
the
police
have
been
dealing.
That's
become
becoming
problematic
during
their
enforcement
of
this
ordinance,
rv
ordinance
was
adopted
in
2009
in
response
to
commercial
vehicles
and
rvs
being
stored
on
public
streets.

What
was
happening
back,
then,
is
vehicles
were
being
moved,
every
71
hours
to
get
around
the
72-hour
parking
ordinance,
and
so
some
of
those
situations,
some
of
the
owners
were
even
willing
to
get
a
citation
occasionally
because
it
was
cheaper
to
pay
the
fine,
a
parking
ticket
than
to
pay
for
a
spot
in
a
port
storage
facility,
and
then
you
know
we
adopted
the
ordinance
it
became
successful
and
it
nearly
eliminated
all
the
parking
issues
of
rvs
being
stored
on
city
streets.

are
a
few
exemptions
that
are
granted
in
this
ordinance.
One
of
them
is
to
be
handicapped
or
disabled,
placards
and
or
license
plates,
and
what
we're
finding
is
some
owners
have
found.
This
are
skirting
around
the
world
they're
using
their
placard
on
their
rv
on
a
frequent
basis
and
using
the
street
to
store
their
rv.
So
what
we're
looking
to
do
is
remove
the
placard
requirement
eliminate
everything
to
disabled
plates
only,
and
we
believe
this
would
resolve
the
issue
that
the
police
are
currently
dealing
with.

this
is
a
screenshot

current
ordinance
as
it
is
written
in
the
books
and
the
two
words
that
are
covered
in
red.
Those
are
the
two
words
we're
eliminating
from
the
ordinance
that
would
resolve
this
matter.

collaborated
with
the
police
department
on
this
matter.
They
endorsed
this
proposal
to
remove
the
placard
exemption,
if
approved
by
the
council.
Ultimately,
change
is
expected
to
reduce
the
number
of
complaints
that
they
receive,
involving
abuse
of
disabled
placards.
It
would
strengthen
an
already
effective
tool
that
they
have
to
work
with
to
deal
with
storage
of
rvs
and
large
trucks
on
streets,
and
it
would
address
somewhat
of
a
weakness
in
the
current
organs.

oaks

aware

took
place
at

crosswalk
in
westlake
village
and

comment
is
shockingly
about
five
days
after
that
happened
myself
and
two
cars
ahead
of
me
were
stopped
at
a
flashing
crosswalk
and
an
suv
blew
through
at
about
50
miles
an
hour
in
the
right
lane
passing
all

us.

the
flashes,
as
you
know,
take
place

few
moments
after
someone
has
crossed,
so
no
one
was
put
at
risk,

if
we
could
suggest
that
we
have

little
bit
more

they're

spread
thin

regular,
surprise
patrols
on
the

lighted
crosswalks
that
we
have
particularly
one
the
one
on
orchard
because
speed
limits

well
as
one

two
people
just
ignoring
it,

prove
to

fatal,

a
regular
session,
and
that's
coming
up

the
next

days
for
sure.

traffic

near
the

I
understand
they're

to

place

crossing
patterns

changed,
maybe
that
we
look
applying
them
in
other
areas,

was

lot

foot
traffic

and
the
24-hour
fitness
goes

could
have
pretty
significant
impact

look

As
you
know,
we've
constructed
three
other
pedestrian
crossings
on
thousands
boulevard
between
moore
park,
road
and
duesenberg
over
the
last
year,
and
this
additional
one
that
you're
referring
to
is
one
that
we've
actually
received
a
grant
for
that.
The
grant
pays
for
90
of
the
project
and
it's
location
specific,
and
it's
because
of
the
accident
history
there
and
so
forth.
So
we
wouldn't
be
able
to
repurpose
or
modify
that
in
any
fashion.

However,
there
are
still,
although
the
24
hours
currently
not
there,
I
mean
there
would
be
an
anticipation
that
whatever
is
at
that
property
or
whenever
they
do
come
back
there,
there
would
be
additional
foot
traffic,
but
even
without
that
there
is
still
the
normal
thousands
boulevard,
foot
traffic
there
and
there's
residential
communities
on
both
sides
crossing
and
kind
of
a
park
nearby.
So
we're
still
proceeding
forward
now.
Having
said
that,
it's
a
grant
funded
project
and
a
lot
of
you
know
hoops
and
hurdles
to
jump
through.
