evaluation
of
the
area
of
lenin.

motivation
is
to
improve
the
quality
of
life
within
my
neighborhood.
While
preparing
this
request,
we
experienced
two
accidents
last
week,
one
on
lynn
on
the
straightaway,
between
jans
and
camino
monzanas.
That
said
that
it
was
because
of
a
left
turn.

have
a
video
library
of
that
includes
low-flying
helicopters,
distracted
drivers
on
phones
and
shavings,
a
semi-tractor
trailer,
making
a
u-turn
on
lynn,
concrete
truck,
making
a
left
turn
across
land
against
a
red
light
bicyclists
on
the
sidewalk,
numerous
crosswalk
violations
and
vehicles
producing
over
95
decibels
as
they
open
it
up
and
speed
down.
Lynn.
Add
to
that
young
crowd
who
use
the
park
on
jantz
as
a
place
to
drink
cut
donuts
in
the
street.
You
can
see
them
on
august
23rd
set
off
munitions
which
brought
the
concern
of
fires.

believe
brianna
sent
a
video
to
the
police,
so
they
do
have
that
information.
Add
that
to
the
fire
trucks
and
the
ambulances
that
already
frequent
the
area
and
it's
just
a
mad
house.
I
would
like
to
offer
some
possibilities,
though
you
know
I,
I
don't
think
you
can
come
forward
with
a
problem
when
you've
lived
here
as
long
as
I
have
and
not
have
some
solutions.
So,
first
off,
let's
hire
more
patrol
officers.
I
understand
in
the
last
few
years
the
number
is
dwindled
to
41.

down

officers.
From
three
decades
ago,
when
we
had
two
homeless
citizens,
recall
our
volunteers
in
policing
that
we
lent
to
aguero
park
a
cruiser
or
a
motorcycle
on
the
pads
on
lynn.
There
doesn't
need
to
be
an
officer
there
to,
I
think,
have
an
effect.

Instead
of
warning
people
on
the
loudspeaker
to
get
off
their
phone
ticket
them,
it's
quieter
and
more
people
are
likely
to
behave.
If
they're
sighted
mount
a
camera
on
lynn
and
jan's
intersection,
let
people
know
you're
doing
so,
and
there
will
be
a
grace
period
before
ticketing
people
needed
to
be
encouraged
to
be
good,
rotate.
The
motorcycle
officer
that
sits
on
auto
mall
to
lynn
road
invest
in
a
dosimeter.
That's
a
device
that
measures
sound.
We
now
have

make

on
the

on
the
collision.

summary,
that's

those
reports
we'll
take
a
look
and
see
if
there's
anything
that
we
can
correct
with
you

maybe
additional
timing,
adjustments
or
maybe
signs
were
not
visible
or
signal.

visible
things
like
that.
So.

that

also
mentioned
certain
violations
that
occurred
out.
There

mean
we
could
talk
to
the
police
department,
see
what
they
can
do
about
ramping
up
enforcement
for
the
speed
limit.

they've
been
out
there
quite
frequently.

conversations
with
sergeant
carl
patterson.

met
miss
martin
at
the
intersection
a
number
of
years
ago
to
discuss
some
of
the
challenges
that
we
have
and
face
with
police
enforcement
city-wide
not
just
at
that
intersection
and
on
lynn
road.
So
we're
we're
you
know
trying
to
find
different
ways
to
try
to
respond
to
these
types
of
requests
throughout
the
city.
There
was
also
a
question
about
speed
humps
on
colombia
versus
land.
I
know
you
know.

The
state
sets
the
speed
limit
according
to
the
way
most
drivers
are
driving
and,
and
thus
the
speed
limit
on
streets
like
lin
road
that
are
45
to
50
miles
an
hour.
That's
based
on
a
radar
survey
that
we
conduct
based
on
vehicles
that
we
observe
traveling
so,
but
you
know
we're
we're
looking
at
putting
in
radar
feedback
signs
on
lin
road
over
the
next
three
to
six
months.
So
I
think
that
should
help
some
things
out
and
and
not
just
lynn
road.

looking
at
doing
these
these
things
city-wide,
because
we're
hearing
these
similar
concerns
on
other
streets
throughout
the
city.

project

villas
drive
between
thousand
oaks
boulevard
and
kanaho
school
road.
The
project
will
provide
a
safe
route
to
kanoho
elementary
school
and
colino
middle
school
and
will
provide
access
to
thousand
knox
boulevard
for
regional
transit
shopping
and
jobs.

is
it's

we're
providing
sidewalks
on
both
sides
and
parking
on
one
side
again
we're
providing
the
12
feet,
minimum
travel

this

shows
sidewalks

parking

we're
maintaining
to
it.
The
12
feet
wide
traveling.

should
be
a
benefit
of
the
project
as
well.

during
that
community
meeting
there
was
you
know,
because
there
is
some
slight
loss
of
parking
overall
net
on
the
project,
because
currently
people
are
parking
where
the
sidewalk
belongs.

anything

comment

that.

believe
that
over
time,
though,
regarding
those
issues
regarding
speed,
I
almost
feel
this
drive.

believe
the
citizens
have
been
made
aware
that
there
is
a
speed,
hump
process
and
if
they
choose
to
circulate
a
petition
for
the
city
to
consider
speed
humps,
you
know
we
were
happy
to
do
so.
However,
so
far,
we
have
not
received
a
petition
back
from
the
residents
on
los
feliz
hope.
You
know
showing
that
there's
support
for
having
speed,
humps
and
cells
on
that
street.

affect
the
sidewalk
construction

consider

it

adding

sign
control
at
three
intersections
two
are
located
within
residential
neighborhoods
and
one
is
along
a
major
street.
We
typically
bring
these
traffic
evaluations
for
stop
signs
once
a
year
to
the
traffic
commission
number
one
to
allow
for
public
input
on
the
proposed.
Stop

That
the
driver
behavior
at
some
of
the
intersections
or
at
all
three
of
these
intersections
can
be
corrected
with
the
installation
of
the
proposed
stop
signs,
and
I
want
to
mention
that
again
that
city
council
approves
all
stop
sign
installations.
So
we've
adopted
a
practice
here
to
bring
these
to
traffic
commission
before
they
move
on
to
city
council,
for
consideration.

Another
item
is
that
we're
not
proposing
always
stop
control
based
on
the
volume
of
traffic
at
any
of
the
three
intersections
and
the
traffic
line
conditions
are
summarized
on
this
slide,
two

them

intersections,
where
proposing
stop
control
are
on
the
terminating
legs
only
for
the
four-legged
intersection
of
wall
park,
road
and
green
meadow
avenue.
If
you
drove
out
there,
three
of
the
four
legs
have
stopped
control
and
one
leg.

a

of

avenue
at
nowak,
avenue
noack,
terminates
in
the
westbound
direction
at
donek
and
the
intersection
is
just
south
of
the
los
robles
medical
center
at

intersections.
The
vehicle
code
requires
the
terminating
street
shell
yield
to
the
cross
street
traffic.
Whether
signage
is
posted
or
not
at
locations
where
signage
is
not
posted,
the
city
has
adopted
practice
to
post,
stop
signs
at
the
terminating
legs
to
eliminate
any
confusion
as
to
who
has
a
right-of-way
and
to
be
consistent
with
our
best
practice
policies
within
the
field
of
traffic
engineering.

intersection

Looking
to
the
right,
you
notice
that
there's
shrubbery
and
parked
cars
that
impair
your
line
of
sight
and
then,
when
you
look
over
to
the
left,
a
similar
sight,
distance
impairment

slight
road
curvature,
we
have
a
similar
situation
that
exists
at
the
intersection
of
green
ridge
street
at
verna
vista
drive.

drivers

that

on
columbia

well

last
few
days

seen
two
very
strange
things:
one
that's
not
too
unusual,
and
that
is
people
turn
right
on
red
with
regularity.

unusual,
is

happened
to
be
there
when
no
one
was
turning
right
on
red
and
as
soon
as
we
got
the
green
light,
a
big
van
crashed
the

light
coming
from
what
would
be
considered-

guess

north

might
not
be
a
bad
idea
to
put
that

the
circulation
for
taking
a
look
at
some
enforcement
there.

road
surfacing

inconvenience,
