is
a
continuation
of
the
june
16th
discussion
to
consider
traffic
concerns
on
bridgegate
street
west
of
westlake
boulevard
and
to
refresh
everyone's
memories.
Here's
a
location
map
that
shows
the
third
mile
segment
of
bridgegate
street
shown
in
blue
west
of
west
lake
boulevard,
petrara
road
is
to
the
south
and
triumville
canyon.
Road
is
to
the
north.
Bridgegate
is
a
collector
street
that
has
a
35
mile
per
hour,
speed
limit
and
last
october.

During
the
pandemic,
we
measured
the
daily
traffic
volume
to
be
just
above
1500
vehicles
per
day,
with
a
prevailing
speed
of
37
miles
an
hour
to
the
west
of
belcroft
avenue.
Bridgegate
street
narrows
and
becomes
a
standard
residential
street
fronted
by
single
unit
homes,
with
a
posted
speed
limit
of
25
miles
an
hour.

The
primary
traffic
concerns
have
been
voiced
by
residents
focused
on
speed,
pedestrian
safety
and
driving
behavior,
and
to
resolve
the
traffic
concerns.
Staff
was
asked
to
consider
implementation
of
a
number
of
traffic
control
measures,
including
a
speed
limit
reduction.
Speed
humps,
always
stop
sign,
control
and
mark
pedestrian
crosswalks.

Thus,
road
striping
was
proposed
as
an
alternative
alternative
measure
to
calm
traffic.
At
the
june
16th
meeting,
the
commission
considered
public
input
on
the
road
striping
proposal.
The
overwhelming
majority,
who
provided
public
public
input,
did
not
support
implementation
of
road
striping
49
individuals
expressed
opposition
while
two
supported
it.
The
commission
voted
on
two
separate
motions
to
implement
road
striping.
Both
motions
failed
after
further
discussion.

The
commission
asked
that
this
item
be
brought
back
in
july
with
additional
information,
such
as
studies
or
data
on
the
use
of
road,
striking
effectiveness
to
slow
vehicle
speeds
and
an
option
to
evaluate
the
matter.

This

The
new
information
and
recommendation
has
been
included
in
the
july
staff
report,
including
updated
collision
statistics.

For
two
weeks
after
the
june
16th
meeting
staff
continued
to
receive
public
input
on
the
road
striping
proposal.
The
number
of
citizens
expressing
opposition
to
road
striping
increased
to
57
compared
to
49
at
the
time
of
the
june
meeting
and
the
number
of
citizens
who
expressed
support
for
road
striping
reduced
from
two
to
one.

addition,
staff
received
a
petition
circulated
by
the
neighborhood
residents,
which
contained
106
signatures,
expressing
opposition
to
the
implementation
of
road
striping
and
no
parking
restrictions
to
bridgegate
street
in
preparation
of
tonight's
meeting
staff
repeated
the
june
meeting
notification
process,
approximately
320
meeting
notifications
were
mailed
to
the
neighborhood
highlighted
in
yellow
on
this
map.
The
media
notification
indicated
that
there
are
two
options
under
consideration
with
option,
one
being
the
staff
recommendation.

Staff
has
received
feedback
from
13
citizens
supporting
option
number
one

copies,
that
feedback
have
been
shared
with
the
commission
prior
to
this
meeting
two
additional
feedback.
Just
before
the
meeting,
we
have
received
no
emails
supporting
option
number
two.

These
measures
consist
of
speed,
limit
enforcement,
use
of
a
portable
radar
feedback,
sign
assistance
of
the
homeowners
association
to
get
the
message
out
to
slow
down
traffic
monitoring
in
the
fall
of
this
year
and
return.
If

when
traffic
engineering
countermeasures
become
warranted
option.
Two
is
shown
here
on
the
slide,
which
is
a
road
striping
option
that
incorporates
center
line
striping
bike
lanes
and
parking
lanes.
The
commission
voted
two
four
and
two
against
on
this
option
last
june
and
it
garnered
a
handful
of
favorable
comments
from
the
public
during
discussion.

the
staff
recommendation
is
in
the
report.
The
recommendation
takes
into
account
the
public
input
received
traffic
data
collision,
history
and
the
ability
to
monitor
and
bring
the
item
back
to
the
commission
for
further
action
should
it

radar
feedback
signs
to
give
the
education

public

realize
how
fast
they're
going.

have
been
out
there
several

days

week

times

the
day.
In
the
last
couple
of
weeks.
The
highest
speed
I
got
was
41
miles
an
hour.
It
was
one
car.
The
majority
of
people
are
doing
below
the
speed
limit.
Quite
honestly,
between
33
and
35.

the
speed
is
still
persistent
above
what
would
be
safe
and
the
difference
between
a
posted
speed
limit
and
a
safe
speed,
which
is
what
you
have
to
cite
for
just
because
somebody's
doing

in
a
35
mile
an
hour
zone
does
not
mean
they
get
a
ticket.
There
is
a
giant
leeway.
If
you
will,
that
has
to
be
argued
in
court.
It
has
to
be
defendable
in
court.

typically,
we
give
people

least

miles

over
so
you're
talking
at
least

there

concern

respect
to
a
preferred
versus
residence
or
residence
desired.

crosses
bridge

particular
intersection-

remember
we
were
saying
you
know-
there's
actually
sidewalks
on
the
north
side
and
there's
a
signalized
intersection
at
westlake
and
that's
preferred

recommendation

have
of

public
outreach
campaign
to
also
include
discussion
with
the

neighborhood
about
the
preferred
pedestrian
paths

they
understand
some

safety

of
accommodate

part

payment
program
staff
has
identified
three
road
segments
which
have
excess
road
capacity
at
this
time
where
we
have
an
opportunity
to
implement
potential
lane
reductions
after
the
streets
are
reservised,
a
public
outreach
will
play
a
key
role
in
whether
the
community
agrees
with
the
concepts
to
restripe
the
road
segments
to
better
balance
and
needs
of
all
modes
of
travel,
including
vehicles,
bikes
and
pedestrians.

Here's
a
project
map
of
the
2022
payment
program.
The
city
is
responsible
for
maintaining
380
miles
of
roadway
and
next
year
the
city
is
planning
to
resurface,
approximately
67
miles
of
that
roadway
and
the
affected
areas
are
shown
in
color.
On
this
map,
there's
a
cost
savings
to
the
city
is
a
key
factor
in
considering
potential
restriping
for
street
segments
during
the
repayment
process,
since
new
striping
arrangements
can
be
implemented
at
little
or
no
additional
cost.
The
next
opportunity
to
strike
a
roadway
differently
would
be
another
15
to
20
years
in
the
future.

we
didn't
plan
now
and
determine
the
road,
striping
should
be
changed
in
a
few
years.
There
is
a
cost
to
grind
off
paint
and
visually.
The
road
service
surface
can
be
unsightly
with
scar
marks
from
paint
grinding.
Therefore,
the
most
efficient
way
to
install
new
striping
is
during
the
repayment
servicing
process,
and
the
city
has
been
reaping
the
benefits
of
this
cost
savings
practice
for
over
20
years
for
the
2022
payment
project.

drive

lynn
road
to
moore
park
road.
This
is
a
one

a
quarter
mile
segment
that
is
six
lanes
with
an
average
daily
traffic
volume
of
nineteen
thousand
vehicles

the
east
end
towards
the
west
end.
The
east
end
is
about
five
thousand
vehicles
less.

limit
here
is

miles

a
proposal

the

three
travel
lane
is
converted

bike
lane

buffer
zone
between

vehicle
and
bike
lane.
The
reasons
for
the
change
include
excess
road

bike
lane

In
the
city's
active
transportation
plan.

separation

not
using
vlog
spaces,

makes
smarter
sense
just
to
stay

road
and
avoid
going

meandering
through

vientos
to

to
the
101
freeway.

in
with

little
bit
of
an
opinion

Just
viento's,
like
much
of
a
thousand
oaks,
is
aging
as

one
thing
I
notice
is
that
there
are
a
lot
less
people

I
will
say
mainly
teens
than
there
were
when
my
kids
were
growing
up.

just
a
little
older
populist
and,
of
course,
when
those
kids
get
into
their
30s
and
40s
they're,
not
they're,
not
moving
up
here,
they're
moving
in
other
areas
of
the
city,
so
that
could
have
something
to

it

just
demographic
changes
which
you

we're
seeing
all
over
the
place,
but

capacity

roadway

to
it
or
the

spills

the

the
traffic
pattern
is

we
pass

intersection.

feet
after

intersection

lanes

highly
recommend

times
on
these
channels
to
get
people
involved
to
sign
up
to
these,
you
know
zoom
public
meetings
and
get
their
public
input,
but,
in
addition,
specifically
speaking
more
to
the
hillcrest
location,
I
think
it
would
be
worth-
and
I'm
sure
you're
going
to
do
this,
but
talking
directly
to
the
mall
talking
directly
to
the
the
fire
department
right
there
getting
specific.

of
those

businesses

partners
along
that
corridor,

think

be

just

they
