climate
mitigation
strategy
and
that's
where
those
priorities
get

set

mitigation
actions.

emergency
action
plan.
Mitigations
are
in
adaptation
is
through
the

climate
adaptation
strategy,
and
so
we
have
a
group
that
does
that
prioritization
and
then
we
have
a
team
in
our
senior
Government
funding
that
works
with
the
province
and
the
federal
government
both
to
understand
what
programs
they
have.

that,
given
there's
a
lot
of
discussion
right
now,
sort
of
a
year
later
after
the
atmospheric
rivers
and
the
impact
on
communities
are
talking
about
this
in
terms
of
Abbotsford

risk
and
also
sea
level
rise.

risk

in

city

that
this
aligned.
This
report
intends
to
align
the
Vancouver
by
law
with
the
provincial
decision
to
enable
establishments
to
open
during
FIFA
World
Cup,
but
it
does
not
extend
the
hours
for
serving
liquor
during
the
games
and
I
have
heard
commentary
some
from
some
members
of
the
hospitality
community
that,
while
it's
a
nice
gesture,
it
may
not
economically
be
feasible
to
remain
open.

serving

a

breakfast,
for
example,
by
the
time
they
pay
for
staff
to
come
in
and
they
pay
wages
and
the
expenses
of
staying
open
that
in
practice,
this
may
not
result
in
many
establishments
actually
taking
advantage
of
it

wonder
if
staff
can
comment
as
to
any
discussion
that
may
have
happened
with
provincial
counterparts
as
to
why
there
would
be
a
hesitant
to
allow
liquor
sales
during
the
extended
hours
and
whether
or
not
Vancouver
wants
to
take
a
different
advocacy
perspective
on
that
or
not.

policy
directive

province
released
earlier
this
month.
Staff
have
had
not
have
not
had
the
opportunity

engage
in
meaningful
conversation
about

hours
of
liquor
service.
We
understand
that
from
the
motion
from
the
policy
directive
that
there
currently
is
no
increase
in
liquor
service
hours,
and
that
is
the
provincial
decision
on
that
standpoint.

allowed,

would

engage

determine
what
procedure

going
to
contemplate
in
those
scenarios.

benefits

impacts

review
impact
from
this
bylaw.

short-term

to

that's

we

monitor
sort
of
the
outcomes

look
to
how
how
this
is
impacted
and
I
appreciate
that
this
is
a
very
new,
very,
very
last
minute
proposal
from
The
Province
like
just
a
couple
weeks
ago.

they
announce
this
and

appreciate?
This
is
probably
a
little
bit
of
a
scramble.

Olympics

more
aligned
with

in
May
2021
there
was
a
particularly
resurgent
wave
of
anti-Semitism,
with
synagogue's
torch
Holocaust
for
memorials
to
face
cemeteries,
desecrated
and
Jewish
institutions,
vandalized,
underpinned
by
a
dramatic
rise
in
hate
crimes
and
incendiary
online
anti-Semitism
through
social
media
stats.
Can
data
shows
that
hate
crimes
against
the
Jewish
populations
Remain
the
most
common
reported
by
police?

This
is
a
disturbing
Trend,
with
a
dramatic
rise
of
47
percent,
since
2020
and
cumulatively
59
increase
over
the
last
two
years,
while
our
Jewish
population
are
only
one
percent
of
our
peoples
in
Canada,
yet
they
were
victims
of
14
of
all
reported
hate
crimes
and
are
10
times
more
likely
than
any
other
Canadian
religious
minority
to
be
the
target
of
hate
crimes.
This
should
be
alarming
to
anybody
that
means
I'm.
Here
in
Vancouver,
we
see
security
guards
at
Jewish,
community,
centers
schools
and
places
of
worship.

It
means
as
a
counselor
that
I
have
received
calls
from
residents
where
swastikas
have
been
drawn
into
new,
wet
cement
on
sidewalks
in
front
of
homes
or
graffitied
onto
synagogues
for
weekend
congregations
to
see
it
is
incumbent
on
all
levels
of
government
to
take
action
and
the
best
means
to
combat
hate,
as
we
all
know,
is
through
education.
It
is
more
powerful
than
any
punitive
actions
could
ever
be.
Ira
is
a
working
definition
that
can
be
used
as
a
tool
to
further
education
that
will
Foster
understanding
to
combat
anti-Semitism.

We
must
begin
by
defining
it
and
I
believe
wholeheartedly
that
the
community
has
the
right
to
Define
its
own
hate
and
not
to
have
the
definition
or
the
right
to
do
so.
Criticized
anti-Semitism
is
toxic
to
democracies.
It
is
the
canary
in
the
mine
shaft
of
evil.
Three
years
ago,
in
this
Council
chamber,
we
had
the
opportunity
to
adopt
this
definition
and
Council
chose
not
to
do
so.

over
three
years
ago
we
had

moment
in
time.
Things
have
worsened,
but
we
do
have
a
second
opportunity
to
send
a
strong
mate
of
support,
a
strong
message
of
support
to
our
Jewish
community
that
we
stand
with
them
shoulder
to
shoulder
against
hate
and
I,
sincerely
hope
that
this
Council
will
take
that
opportunity.

glad

I
think
that
was
a
new
committee
that
had
a
lot
of
new
members
and
as
many
of
our
city
advisory
committees,
they
were
finding
their
feet.
They
prioritized
other
work
ahead
of
this
one,
but
eventually
after
two
years
and
the
community
writing
in
a
number
of
times
asking
for
some
type
of
resolution,
one
way
or
the
other
as
opposed
to
just
letting
it
sit
there.

didn't
deal
with
it
and
when
they
started
to
discuss
it
was
not
able
to
come
to
resolution.

think
that
this
is
something
that
Council
should
have
dealt
with,
in
my
opinion,
as
opposed
to
sending
it
to
a
committee

our
city
by
having
inclusive
and
accessible
Services,
accessible
programs,
buildings
and
public
spaces

ways
to
get
rid
of
barriers
that
stop
people
from
taking
part

of
us
who
are
able-bodied.
We
may
take
for
granted
the
ability
to
access
buildings.

We've
had
even
a
conversation
here
in
the
last
Council
about
access
to
City
Hall.
While
we

ramp,

had
concerns
raised
about
access
to
the
stairs
and
we
had
an
additional
rail
guard
added
and
but
we

think

not
only
physical
disabilities

visual
impairment.

with

impairments,
intellectual,

spoken

families,

example,
who've,
had
challenges
accessing
schools

the
vsb,

well

accessing
appropriate
programming
for
their
children
who
have
disabilities
as
well

park
access
and
having
accessible
Parks.

work

accessibility
strategy.

seeks

update
in

accessibility
audits
completed

platform
commitment

forward

step

address

respond
to
concerns
that
we
heard
from
members
of
the
public.

many
of

know
in
any
given
year,
one

five
Canadians
experience
a
mental
illness,
and
this
can
have
a
great
impact
on
those
individuals
and

what
we're
hoping
to
do
with
this
motion
is
to
build
on
successful
Partnerships
between

VPD
and
VCH
that
serve
to
address
and
support
individuals
who
are
in
distress
in
our
communities.
Examples
of
these
programs
include
car
8788,
the
mental
health,
cars
and
I
know
a
member.

A
number
of
counselors
have
had
an
opportunity
to
experience
that
service
assertive
Community
treatment
teams,
as
well
as
the
assertive
Outreach
teams.
All
of
these
programs
support
individuals
who
are
struggling
with
mental
illness.
Some
of
them
may
have
contact
with
police,
but
the
focus
is
on
supporting
these
individuals
and
getting
them
to
the
right
supports
whether
that
be
housing,
whether
that
be
Health
supports,
and
it's
a
team
effort.
These
programs-
and
these
are
proven
programs.

In
fact,
what
we
have
seen
is
that
municipalities
across
the
Lower
Mainland
are
looking
to
replicate
similar
programs
and
we've
seen
this
in
other
jurisdictions
as
well.
We
believe
that
this
will
complement
further
supports
that
we're
looking
to
introduce,
which
is
around
peer
assistance,
Crisis
Intervention,
which
is
also
in
our
platform.
We've
also
continued
to
work
with
the
provincial
and
federal
governments
to
ensure
there
are
necessary
mental
health
supports
in
place
through
those
levels
of
government.

investing

just
to
acknowledge
the
work
of
our
protocol
team
and
staff
for
the
inauguration
ceremony
that
took
place
I've
heard
from
countless
people
over
the
last
week
how
meaningful
they
felt
that
that
ceremony
was
with
representations
of
the
local
First
Nations.
Also
the
faith
leaders.
It
was
a
absolutely
Pitch,
Perfect,
Welk
done
event
and
very
well.
