city
limits
and

that

way

north

Drive
always
has
standing
water,

that

is

there

having
that
land
for

years
we
have
never
had
standing
water
continually

or

water

it
would
dry
up
this,
never
dries
up
and
honestly,
if
I
owned
that
property
to
the
south
of
that
I'd
be
really
upset.

know
that
there
is
an
issue
up
there,
where

waterway
was
there
for
years
and
years

years
and
I
think
what's
happened,
you're
absolutely
right,
it

hold
water
for
a
long
time,
but
we'd
have
all
these
homes
up
there.
Now
that
are
in
that
shallow,
you
know
with
the
high
water
coming
up
and
yeah
every
one
of
them
are
pumping
water
out.
There
has
to
be
a
solution.

know,
I'm
getting
emails
from
a

there

she
is
struggling
with
water
there
and-
and
it
sits
there-
whether
we
have
to
tile
that
and
put
the
sump
pumps
in
there
to
get
the
water
out
is,

one
of

ideas
that
the
engineering
department
is
looking
at,

I
do
know
that
they're
looking
at
two
or
three
different
items,
different
ways
that
we
can
move
the
water.

that's

walked
there
when
the
snow
melted,

The
frost
came
out
of
the
ground.
The
snow
melted,
the
water

running
from
this

it's

was
crossing
the
road
that
road
was
just
water
and
it
there's
not
enough
sump
pumps
up
there.
People
didn't
have
their
sump
pumps
running
out
there,
so
the
water
was
just
a
natural
drain
coming
off
this
field
off
this
way
and
down
into
that.

pumps

probably
still
in
the
drains,

the
outside

The
area
that
we're
zoning
and
planning
today
is
south
of
there,

natural
drainage
way

street

where
that
water
is
being
held.

looks
like
it's
one

It
could
be

wetland

The
part
of
the
problem
is
this
is
a
wetland
and
it's
been
designated
a
wetland.
You
see
where
the
water
ponds.
It
was
designated
a
wetland
before
this
ever
developed
and
the
Corps
of
Engineers
has
looked
at
this
and
we
can
dry
it
up.
We,
its
wetlands
are
protected,
but
that
doesn't
mean
you
can't
develop
around
them.

would
have
to
mitigate,
but
there's
a
couple
of
different
things
that
you
could
do
to
change
that
and
the
fact
of
the
matter
is
development
did
change
it.
They
had
equipment
in
that
channel
and
the
equipment
left
the
land
lower
where
the
water
ponds
then
downstream.
So
the
water
can't
flow
and
there's
just
not
very
much
great
and
the
whole
thing
where
you
can
make
it
be
a
steady
grade,
but
I
know
the
engineers
here
and
he
had
the
contractor
out
there
trying
to
regrade
and
make
it
drain
and
there's
it's
not
the
same.

Having
soil
and
vegetation
needs
a
greater
slope.
Then
you
can't
control
it
as
well
as
you
could
pavement
or
concrete
that
sort
of
thing.
So
it
is
an
issue
we,
we
know
it
was
a
wetland,
the
water
that
she's
talking
about
draining
to.
It
is
also
a
wetland,
and
this
isn't
new
information.
This
information
we've
had
for
decades.

know
it's
wet
and
when
you
develop
in
wetland
areas,
these
are
the
kind
of
problems
you
can
expect
and
it
only
exacerbates
it
when
everyone
wants
to
have
a
basement
and
the
basements
pump
24/7,
they
don't
stop.
It
isn't.
Just
when
there's
a
rainstorm
there's
a
trickle
of
water
and
every
place,
we
have
ditches
downstream
from
areas
that
have
sumps.
We
have
these
kind
of
problems
and
we
get
calls
all
the
time
for
it's.

Why
we're
doing
19th
Street
we're
putting
under
grain
underground
drains
there
we've
had
nothing
but
complaints
about
those
from
the
moment
they
went
in
because
people
drain
their
sumps
to
them.
They
never
dry
up,
and
you
know
it
used
to
be
when
it
would
rain
the
water
would
flow
through
it
and
then
it
would
dry
up.
But
when
you
pave-
and
you
change
the
natural
ground
that
doesn't
happen
anymore
and
we've
done
that
out.

nice
for
us
as
applying
commissioned
to
be
able
to
see
that
the
tail
end
of
a
development
like
that,
where
we
can
look
and
see,
we
said
it
was
going
to
drain
this
way.

factors

change
everyday
things
that
are
in
our
control
and
things
that
are
not
in
our
control,
probably

something

concern
for
us
north

go

supposed
to
go
into
the
storm
sewer,

don't
know

that'll

developed,
and
so
all
of
this,
where
this
water
did
run
we're
concerned
about
where
that's
gonna
go
in
a
wet
year
and
so

don't

think

it

plan

it

flow
out

there
