revenues

expenditures.

we
balance
the
budget,
when
the
mayor
and
I
look
at
it
and
see
what
needs
to
be
cut,
what
doesn't
need
to
be
cut?
We
calculate
that,
based
on
a
five-year
historical
data
chart.

we
collect
more
than
we
anticipate,
we
spend
less
than
we
anticipate,
so
we
take
those
percentages
and
we
put
those
into
the
requested
numbers
and

then
so
we're
going
to
anticipate
getting
more
spending
less

that's

that
budget
balanced.
So
you
will
see
that
in
historically,
where
we're
at
the
hundred
and
six
percent,
we
usually
collect
over
what
we
anticipate

we
spend

ninety
five

believe
percent

we

2009
was
the
one
year
that
we
didn't
so

other
reason

city
staff
has
routinely
been
asked
about
our
commercial
building
height
restrictions
in
the
past
several
years
and
what
the
trend
is
is
similar
to
the
Hampton
Inn
Hotel,
where
hotels
are
now
becoming
3,

stories,
plus
tall
structures
and
the
requesting
rates
is
because
of
our
the
way
our
ordinance
has
a
restriction
on
those
Heights.
So
staff
has
requested
that
we
increase
the
building
heights
in
the
c1
c2
and
c3
districts
to
a
maximum
of
60
feet.
Previously
they
were
50
and
30
feet.

The
impetus
for
this
ordinance
changed.
This
repeal
is
to
simply
make
sure
that
you
know
one
type
of
licenses
and
singled
out
for
seemingly
unknown
reasons.
What
this
ordinance
did
and

does
currently
is
restrict
malt
beverage
retailers
licenses
to
those
businesses
that
predominantly
do
business
in
food
preparation
on
the
premises,
that's
sold
on
the
premises
lodging
or
in
selling
alcohol,
and
you
know
this-
this
ordinance
was
adopted
back
in
1993.

this
clarification
would
do
by
eliminating
this
provision
is
to
simply
get
rid
of
a
provision
that
didn't
seem
to
have
any
rationale
as
far
as
we
could
discern
at
this
point
in
time
and
just
to
ensure
that
folks
don't

pay
the
$25
more
to
circumvent
this
law
to
get
an
on
sale,
off
sale
or
off
sale
malt
beverage
in
an
off
sale
retail
wine
license.

that's

genesis

this
ordinance.

permission

accept
a
grant
from
the
South
Dakota
Attorney
General's
Office,
specifically
the
drug
control
fund.
Earlier
this
year
we
became
aware
of
an
opportunity
to
make
application
for
funding
to
purchase
body,
worn
cameras
for
the
officers
in
our
department
and,
like
I
said
recently,
we
became
notified
that
we
are
recipient
of
funding
to
do
that
project.
So
that's
what
we're
here
for.

you
know
the
one
thing
that
seems
like
you
hear
a
lot
of
when
when
it
becomes
known
in
a
public
environment
without
you
know
that
when
there's
an
issue,
that's
big

that
draws
everybody's
attention

altered.
The
video
I
mean
there's
always
that
skepticism
is
there.
How
do
we
ensure
the
public
that
these
will
be
used
appropriately?
The
data
will
be
stored
and
in
a
responsible
manner,
yeah.

to
say,
we've
been
testing
this
process
for
about
the
last
two
years,
specifically
Hardware
over
the
course
of
the
summer.
We've
researched
policies
and
captain
rumors
has
prepared
a
policy
based
on
standards
that
have

come

departments,
major
departments
in
the
US,
so
by
policy
we'll
have
it
covered
and
then,
of
course,
as
far
as
which
piece
of
hardware
to
go
with
and
so
forth,
and
the
cloud
storage
of
video
assistant
chief
to
me
has
done
some
most
of
that
research.

confident
in
saying
that
through
training
through
policy
and
through
experiences
that
happen
in
the
United
States
that
we'll
be
able
to
make
sure
that
when
those
videos
are
requested,
we'll
have
them
available.

happen

not
have
the
camera
on,
but
for
the
most
part,

our
officers
are
approaching
a
call
for
service
they'll
have

camera
on
and

there's
specific
guidelines
as

what

when
and

start
with
maybe
in-car
cameras
like
we
did,

you
move

camera

weapons

forth,

it's
all
tying

far
as
where
do
you
store
all
the
video

right
now

our
in-car
cameras,

storing

just
local
servers,

eventually

might
be
able
to
tie
all
this
together.

cameras

body
cameras

car
cameras
and
put
that
into
one
system.
That's
easily
searchable
and
easily
accessible
by
not
just
our
department,
but
we
might
have
the
state's
attorney's
office
that
wants
to
look
at

videos

we
might
have
somebody
from
Council
or
the
mayor.
That
would
need
to
look
at
those
video
videos
for
a
certain
purpose.
So
that's
the

stored

manner

everything

tracked

that
you
know
somebody

look

video
you'll
be

to
know
who

never
used
and

our
hope

record
video

day
long

hope

that
we'll

have

video

cloud
storage

scene

age

need

move
forward

part

numerous

taxes
