work
session

I

I
will

You
probably

a
little

and
we're
gonna
have
a
presentation
tonight
on
discussion
about
the
Lions
Club
on
the
proposed
picnic,
shelter
and
restrooms.
So
if
you,
gentlemen,
want
to
come
on
up
use
the
speakers
in
front
of
you
and
introduce
yourselves
to
the
council,
even
though
we
all
know
you,
the
public
will
be
watching.

the
opportunity

I
am
Tom
Marquardt
representing
the
Watertown
Lions
Club,
and
this
is
Michael
White.
He
is
the
president
of
the
Watertown
Lions
Club
current
term
to
this
year
and
we're
here
to
discuss
what
we
think
is
probably
a
just
a
wonderful
addition
to
Watertown
and
it
is
at
the
Alliance
Park
and
I'd
like
to
do
a
small
presentation
and
I'd
definitely
be
open
for
comments
and
one
of
the
things
preparing
for
this
presentation.

The
number
you
see
on
the
brochure
is
about
a
four
hundred
thousand
dollar
number,
and
up
here
we
have
listed
at
$350,000
improvement
and
the
numbers
came
from
we
like
to
call
the
400,000,
but
we
feel
very
comfortable
that
we
need
to
generate
the
350,000
dollars
and
I
can
kind
of
go
over
just
a
little
bit
with
you
here
on
on
what
we're
doing
this
area
here
will
be
the
parking
lot
to
give
a
little
orientation.
First
of
all,
is
what
I'm
pointing
on
down
here
along
here.

This
is
third
Avenue,
as
we
adventure
along
here
and
currently
we
would
come
in
right
now
into
this
driveway
and
there'd
be
a
loop
around
that
comes
around

goes
back

house

sitting

is
right.
Now
what
we
chose
to
do
is
we're
going
to
take
and
close
off.

we
have
just
one
access
to
this
area
and
we're
going

not
utilize
this
drive
in
we're

utilize
this
drive

then
we're
going
to
have
a
parking
spaces
over
in
this
area.
We
would
have
23
parking
spots
and
then
we
have
another
four
parking
spots
here
and
then
we
have
two
handicapped
accessible
parking
lots
here
on
that,
drawing
that
I
have
sitting
there
for
you.

a
little

what's
going

we're
working
with

architects,
out
of
Sioux
Falls,
has
volunteered
their
time

put
together
our
structural
design
and

whole
works.
They've

really
wonderful
and
just
it's
all
coming
to
us
free
of
charge.
Awesome
engineering
is
volunteering
their
time
and
effort
for
all
the
structural
design
and
for
the
civil
engineering.
So,
what's
being
done
here,
we're
it's
getting
taken
care
of
and
we're
gonna
serve.

city,
as
we
take
a
look
at
this
structure
here,
we
have
as
an
indicates
there,
we
have
the
women's
restroom
and
then
we
have
a
men's
restroom,
and
then
we
have
a
storage
area
in
between
this
area.
Here

enclosed
picnic
shelter.
This
area
here
is
the
exposed
area.
If
we
go
over
to
this
drawing

it
shows
that
there's
a
can
of

that
goes
along

top
of
that
enclosed

that's,
what's
going
to
be
basically
generally
acceptable,
accessible,
365
days
a
year
to
the
general
public,
the
restrooms
here
have
access
to
the
outside
and
they
have
access
to
the
inside.
These
restroom
areas
or
access
will
be
just
like
if
there
are
any
other
restroom
in
any
of
the
other
parks
in
Watertown.
This
area
in
here
these
doors
are
able
to
be
locked.
Now,
when
we
take
a
look
at
this
area
here,
there's
four
different
windows
here
and
it's
a
little
easier
to
see
on
your
drawing
where
I
marked
it
windows
with
screens.

There's
four
of
them
that
face
this
area
here,
which
will
face
the
pond,
then
there's
a
pair
of
them.
That'll
be
on
this
side.
Here.
Those
screened
in
windows
will
have
stainless
steel
roller
doors
on
the
outside
of
them,
so
that
those
doors
can
be
closed
down
in
a
event
that
you're
having
there
that
it's
really
windy
outside,
and
we
have
total
control
for
the
city
for
this
particular
project
in
this
enclosure
and
we're
looking
working
with
the
city.
Jay's
been
wonderful
to
work
with.

Okay,
we're
going
to
take
and
we're
gonna
have
sidewalks
installed
here
and
here
handicap
accessible,
so
it
connects
up
to
our
existing
sidewalks
throughout
the
whole
thing.
The
area
that
is
exposed
on
the
inside
and
outside
will
be
burnished
block
and
to
kind
of
give
a
little
bit
of
a
feeling
of
what
burnished
block
is.
If
you
are
familiar
with,
the
concession
stand,
restrooms
that
they
put
up
out
in
the
latest,
softball
diamond,
they
use
burnished
block.
There
is
really
a
nice
appeal.

Okay
kind
of
spearheading
this
project
for
the
Lions
Club
excuse
me
is
Dustin
Brown,
a
member,
these
names
of
companies
that
are
listing
our
names
and
members
of
our
Watertown
Lions
Club
and
from
great
construction.
We
have
Dustin
Bernal.
He
and
I
are
co-chairs
this
project
and
that's
the
expertise
he's
bringing
to
that,
along
with
the
other
disciplinaries
within
construction,
is
brought
in
as
glass
products
and
or
incorporated
Redlinger
brothers,
active
heating
ventilation,
block,
excavate
and
Mark.

What
electric
are
all
representatives
with
members
of
our
Lions
Club
and
they're
all
bringing
their
expertise
to
this
project
along
with
labor
and
material
and
kind
donations?
So
that's
kind
of
the
just
of
it.
One
of
the
main
reasons
we're
here
right
now,
mayor
Thorson,
mentioned
and
wanted
to
know
how
things
were
going.
As
far
as
our
fundraising,
we
started
getting
things
we're
just
starting
to
kick
off
our
fundraising.
Currently
we
have
right
now
we
have
$60,000
cash
in
the
bank,
waiting
to
be
spent
with
Lions
Club,
and
we
came
out.

We
got
ready
to
do
our
major
fundraising,
going
out
and
asking
people
to
drop
anywhere
between
ten
to
fifty
thousand
dollars.
If
we
can-
and
we
realized
real
quick
like
that,
it's
a
lot
easier
to
ask
them
to
put
out
fifty
thousand
dollars
in
two
possibly
three
year
type
payments,
it's
a
little
more
palatable
to
the
bookkeeping
process,
and
so
we're
here
to
ask
the
City
Council
to
front
us
to
tune
our
access
to
a
tune
of
about
two
hundred
thousand
dollars
that
we
would
pay
back.
When
the
money
comes
in.

I'm,
not
gonna,
really
mention
a
whole
lot
of
names
and
the
for
fear
of
of
not
mention
not
mention
them
all.
But
we've
had
tremendous
support
within
the
community
and
we're
looking
here
for
the
city
of
Watertown
to
put
two
hundred
thousand
dollars
up
that
we
would
have
access
to.
So
we
can
get
this
project
up
and
going
and
get
it
completed.

Our
time
frame
for
completion
is
to
have
our
inaugural
event
on
free
fishing
weekend,
I
believe
it's
May
28th
of
next
year
of
2017,
and
we
have
in
conjunction
with
the
Dakota
sportsmen,
the
walleye
fishing
league,
the
sodic
ice
fishing
league,
the
game,
fish
and
parks.
The
FOP
and
we're
gonna,
put
on
a
fishing
seminar
on
search
and
rescue
cotton,
county
search
and
rescue
and
we're
gonna
put
on
a
fishing
seminar
and
we're
gonna.

Have
it
set
up
a
little
areas
along
there
and
any
young
child
or
adult
wants
to
come
in
and
wants
to
learn
how
to
put
their
line
on
there.
Real
something
as
simple
as
I
was
out
there
walking
around
talking
to
people
and
scoring
on,
and
this
Lord
shaver
was
sitting
out
there
in
his
casting
and
then
his
buddy
could
cast
a
lot
further
than
he
could
and
he
was
becoming
really
frustrated.
So
I
looked
at
it
in
here,
a
two
piece
line
or
two
piece
rod.
Well,
he
had
two
piece
trout.

It
helps
me
to
the
top
piece:
has
a
tendency
to
turn
well
I
had
it
turn
all
the
way
around
and
he
had
a
twist
in
his
line.
So
he
couldn't
cast
that's
like
turning
around
for
him
and
showed
him.
You
know
and
then
oh
geez,
that's
great.
Those
are
the
little
things
we
want
to
hold
a
seminar
and
we
want
to
do
an
annual
thing
like
that.
So
that's
our
inaugural
event.
So
with
that
I'm

the
council

the
work

and
discuss

the
city
kind
of
fronting
the
dollars,
whether
there
be
interest
or

decision

council
needs

they
go
with
this.
But
it's
just
one
of
those
things
that
I
read
a
really
nice
article
in
the
paper
the
other
day
about
how
service
clubs
like
yourself,
get
involved
with
the
community
and
just
make
things
happen.

you
guys
had
the
swimming
pool
and
it
kind
of
you
gave
that
to
the
city
at
one
particular
time
now.
You've
got
Lions
Park
and
look
what
you're
doing
to
that.
So
I
think
it's
really
a
great
project.

Don't
think
that
I
would
have
any
issue
of
going
out
there
and
having
the
city
borrow
dollars,
but
that's
a
decision
they
would
have
to
make
mm-hmm
so
I'll
open
it
up
for

the
cost,
what
we're
going
to
incur
building
it
because
of
in-kind
donations
in
kind,
labor
and

reduced

we

huge

the
different
contractors
that
are
donating
their
time

contractor
they're
not
taking
their
margin,
and
we
know
that's
about
50
percent
of
the
whole
project
angling
them.

quite

there

determine
working

us

engineering.

far
we

we're
running
in
some
real
positive
there

Originally,
it
was
a
gravel
pit
and
what
we

they

to
reclaim
it,
so
they
put
some
dirt
down
black
dirt
to
come
in
we're
hoping
we
can
get
that
350
in
the
parking
lot,
and
that's
where
that
400
on
the
brochure
that
we
got
there,
where
we're
hoping
not
to
exceed
that
we're
plans
are
not
also.

of
we're
looking
at
what
the
original
intent
on
any
improvements
we're
doing
here
was
to
enhance
for
the
youth
the
community
of
water
comes
when
you
drive
by
there.
I've
dived
I've
been
taking
pictures,
and
it's
pretty
incredible.
You
know,
kids
that
are
eight
to
ten
twelve
years
old
riding
their
bikes
over
there.
Then
you
got
the
kiddie
pond
on
the
other
side,
but
the
problem
that
I
see
with
a
kiddie
pool
my
tried
to
compare
the
two
of
them.

This
park
has
an
environment
that
is
I,
think
probably
one
of
the
safest
places
for
the
kids
in
the
city
of
Watertown
to
hang
out,
because
it's
got
that
third
Avenue
exposure
there's
a
lot
of
traffic
that
are
on
there
and
it
you
can
really
see
what's
going
on
all
the
way
around
that
Park
area,
so
we're
not
building
this
to
be
able
to
host
huge
weddings
and
we're
not
building
us
to
be
able
to
host
great
big
family
events.
We're
building
this.

so
family
of
eight
ten
fifteen
can
get
together
and
they
can
come
in
here.
We
got
it
set
up
to
this
area
right
here.
If
you
look
on
your
print
that
I
have
you.
This
area
right
here
is
gonna,
be
basically
set
up
our
serving
color
and
I
guarantee
you.
You
will
not
be
able
to
trip
the
breakers
there
with
amount
of
power
that'll
be
available
with
your
crackpots.

trying

work

League

jumped
on
board

trail
that
is
connects.

park

the
frisbee
park
has
been
a
real
contention
and
a
forum,
and
aside
for
our
law
enforcement
and
the
fire
department,
because
what's
been
in
a
paper
and
if
you
ever
go
back
there
and
that
trail
you
realize
that
some
things
that
are
happening
back
there
probably
aren't
the
most
appropriate
things
to
see.

taken
that
on

they're
gonna
make
a
nature
trail
on
it.
You're
gonna
be
able
to
go
back
down
through
there,
they're
gonna
open
it
up
light.
It
opened
about
five
foot
pass
each
thing.
If

fire
department's
vehicle

get
down
through
there
in
case
there's
a
fire
there,
they
got
to
have,
they
can
get
their
small
vehicle
down
through
there.
The
police
department
can
get
back
in
there
with
their
four-wheelers
and
see.

What's
going
on
back
here
and
they're,
gonna
make
a
nature
trail
out
of
South
Dakota
Game
Fish
Park
stepped
up
Rhett
Russell
from
aquatic
section
for
the
Wildlife
Division
for
public
access,
Bryan
black
wall
for
the
fishery
biologist,
both
of
those
we
talked
to
Brett
and
he's
got
some
really
cool
ideas
to
enhance
the
scenery
there
in
a
public-access,
Bryan
black
wolf,
the
fishery
biologist.
They
do
the
stocking
of
this
particular
pond.
It's
called
a
put
and
take
type
stocking
it's
for
urban
fishing
and
basically
said
they
have
intention
of
it.

As
long
as
we
continue
to
improve
this,
we
will
be
on
the
highest
priority
or
one
of
the
high
priorities
for
the
game.
Fish
and
parks
department,
Marni
Lambie,
that
she
is
the
chief
MP
nature
coordinator
she's,
come
to
Watertown
and
she's
just
getting
started
in
Watertown
last
year.
She
did
two
of
the
school's
I
visited
with
her.

What
can
we
do
to
make
it
more
enticing
for
you,
they
get
buses
and
they
get
individual
schools
and
they
bring
them
down
and
do
nature
education
and
nature
environment,
and
she
intends
to
do
all
the
grade
schools.
This
year
we
got
the
Dakota
sportsmen
on
board.
They're
there
going
yeah
we're
gonna
be
involved.
We
got
the
groups
we're
working
with
for
functions
here.
Is
the
Hockey
Association
they're
talking
about
doing
pond
hockey
boy
I
told
you
when
I
got
some
of
the
guys
together
that
are
associated
with
hockey
and
I
said.

we
get
this
set

That's
why
we're
insulating
the
bathrooms,
the
restrooms?

we
are
insulating
those

In
order
to
be
able

have
it
heated
in
there
and
then
the
open
area
we
will

reliant

wheelchair
and

kind

guiding
light
for

access

he
says,

it
so.

can
pull
up
here.
Any
place
I
want
to
in
here
and
I
can
get
anywhere
I
want
to
in
this
park,
and
so
what
we're?
Taking
that
as
a
huge
thing,
is
that
handicap
access
our
intention
and
the
area
that
we
don't
have
sidewalk.

goes
off
towards
the
railroad
tracks.
The
South
Dakota
Community
Foundation
has
monies
available,
they
don't
do
brick-and-mortar,
but
they
do
handicapped
access.
So
we
want
to
take
and
have
the
area
going
off
towards

railroad
tracks.

want
to
have
that
not
only
be
able
to
have
a
sidewalk
there,
but
we
want
to
put
a
couple
of
different
places
where
people
can
pull
their
wheelchair
down
by
themselves
and
be
right
at
the
water's
edge
and
fish.

like
everybody
else
can.

park

we're
prepared
to

up

place

drive

coming

to
Watertown
from
that
side
of
town

I've
been
involved

a
lot

activities

everything
from
camp
chance
to
some
other
thing

now
I'm
not
saying
I'm
gonna,

this
money,
but
it's
worth
a
million
dollars
to
me.

a

butterfly
place,

they've

pond
out

thing
for
kids
at
a
place
where
they
painted
t-shirts,
and
some
of
the
group
was
fishing
and
it
had
kayaking
and
all
this
stuff,
and

was
a
big
weekend.

Falls
and
it's
not
much
different
than
this
whole
scenario.

think

fits

I'm
just
trying
to
get

been
nothing

really
looking

unveiling
the
true
potential

exciting

structure

the
road

downstream

deep

there

and
a
half
feet
off
the

tremendous
amount

water
that
flowed

Creek.

aftermath,

debris
that

see

debris
line
way
up
here
and
these
folks
cleaned
all

up,
raked

and
put
it
in
a
pile.

our
crews
are

swing

pick
it
up

dispose
of
it.

that
was
a
good
thing,
but
you
can
see
these
ditches
saved
the
save
the
properties,
the
properties
didn't,
get
any
signal
for
the
significant
damage.

nobody

water

their
basements,

this
type
of
event,
even
they
got
water
in
their
basements
from
all
kinds

Council

resolution
1415,
that

the
City
Council's

resolution,

framework

event

alcoholic
beverage
license,
and
so
since
then,
the
zoo,
as
well
as
the
chamber
of
commerce,
have
taken
advantage
of
this
particular
license
scheme
and
what
it's
designed
to
do.
It's
provided
in
statute.

what
this
change
does
is
it
replaces
resolution
1415
with
a
new
resolution
that
changes
some
of
the
criteria
or
changes
really
the
framework
for
issuing
a
special
alcoholic
beverage
license
with
the
understanding
that,
as
a
permanent
fixture
in
our
regulatory
scheme,
it
will
have
to
become
an
ordinance
here
at
some
point
and
we'll
be
working
expeditiously
to
make
this
an
ordinance,
as
opposed
to
purely
a
resolution.
But
in
the
meantime,
these
are
the
changes
that
have
been
made
to
resolution
1415
by
resolution.

operative
provisions.

resolution
was
for
a
special
on
sale
license
and
then,
for
whatever
reason,
there
was
reference
below
that
to
the
fact
that
quote
the
City
Council
will
not
consider

application
for
issuance
of
a
special
on
sale
license.
So
the
thought
was
to
strike
reference
to
that
license
in
operative
part
one,
and
just
note
that
the
City
Council
will
not
issue
it.
So
there
are
three
temporary
licenses
and
those
are
the
special
malt
beverage
retailers
licensed
malt
beverage
being
any
alcoholic
beverage
derived
from
a
malt.

So
your
beers,
some
of
those
fruity
flavored
alcoholic
beverages,
your
mike's
lemonade.
That
kind
of
thing
then
there's
the
on
sale.
Wine,
retailers
license,
which
means
on
sale.
You
can
consume
the
wine
on
the
premises
and
then
the
special
off
sale
package
wine
dealers
license.
You
can
take
wine
to
consume
it
off
premise,
wherever
the
special
event
is
being
had.
So
that's
operative
provision,
one
operative
provision,
two
didn't
change
much,
but
for
the
fact
that
the
reference
to
for
the
duration
of
a
special
event.

earlier
resolution
didn't
have
this
phrase,
but
we've
added
the
phrase
quote
and
the
license
is
to
be
used
in
a
publicly
owned
facility
as
a
second
requirement
to
when
a
public
hearing
is
not
required,
so
that
reflects
South,
Dakota,
codified
law,

the
fourth
operative
phrase,
was
changed
again
to
reflect
that
this
is
a
special
event
based
provision
of
licensure,
as
opposed
to
looking
at
those
particular
types
of
special
licenses
in
the
operative
provision
number
one.

can
have
any
number
of
those
types
of
light
you
could
have
all
three.
