During
this
project
it's
been
ongoing
all
summer
the
prod
the
contractor
had
fallen
behind
schedule
fairly
early
in
the
project
and
then
towards
the
end.
We've
encountered
some
difficulties
with
some
of
this
workmanship
I'm
going
to
read
excerpts
from
the
memorandum
to
you
and
at
any
point,
if
you
have
a
question,
just
feel
free
to
ask
me:
construction
of
cell
six
has
not
progressed
in
accordance
with
the
construction
schedule
established
by
Bates
construction.

Lack
of
progress
will
sell
six
construction
and
a
blockage
recently
discovered
in
the
under
drain
system
installed
by
Bates
construction
that
has
affected
the
integrity
of
the
clay
liner
in
cell
six
has
resulted
in
a
construction
stoppage.
The
substantial
completion
of
cell
six
will
not
occur
during
the
2016
construction
season.
Then
I'll
go
into
some
more
explanation
to
support
that
purp.
The
purpose
of
this
and
the
recommendation
earthwork
operations
within
the
cell
were
substantially
completed
on
September
6
of
2016.

During
a
September
19th
inspection
by
the
Project
Engineer
of
Houston
engineering,
it
was
discovered
that
a
significant
portion
of
the
geocomposite-
and
that
is
a
fabric
and
poly
liner-
that
was
put
on
this
slope
all
the
way
from
the
north
side.
All
the
way
down
the
east
slope
here
and
what
that
was
designed
to
do
is
intercept
water
that
we
knew
was
potentially
coming
out
of
the
side
hill
here
and
then
convey
it
to
that
drain
tile.
That
goes
underneath
the
toe.

During
the
pre-construction
meeting,
the
contractor
indicated
that
he
intended
on
utilizing
wheel
packing
from
loaded
scrapers
units
to
achieve
compaction
on
the
landfill
grades.
The
project
engineer
had
some
concerns
with
that
and,
despite
their
concerns,
the
construction
method,
the
contractor
proceeded
with
wheel,
packing
processing
indicating
that
they
had
successfully
completed
construction
of
cell
3
at
the
Watertown
landfill.

One
did
fail
and
in
a
localized
area
and
that
will
subsequently
read
the
work
was
redone
and
retest
showed
that
the
passing
permeability,
substantial
completion
of
the
soil
barrier
base
grades
and
side
slopes
was
achieved.
Aprox
approximately
on
October
28th,
however,
on
Saturday
November
5th,
while
beets
construction
was
working
on
removing
this
stockpile
left
in
the
bottom
of
the
cell
6
representatives
from
Scott
engineering,
who
was
working
as
a
subcontractor
to
hei
on
this
project,
observed
accumulated
water
adjacent
to
the
groundwater
under
drain
system,
and
you
can
see
that
on
this
photo.

So
the
additional
investigations
confirm
the
integrity
of
the
drain
tile
and
the
dewatering
trench
was
also
completed
a
high
point.
They
the
dug
it
opened
at
the
high
end
and
in
the
middle,
and
then
they
we
dumped
water
down
that
to
see
if
that
drain
tile
was
working
or
not
when
we
dumped
it
in
the
middle.
In
about
12
minutes,
it
showed
up
at
the
live
station
outside
of
this
lagoon
and
indicated
that
portion
of
the
Thunder
drain
was
working
fine.

So
fast
forward
the
recommendations,
remedial
remedial
action
to
remedy
this
Travis
fights
soil
by
barrier
layers
will
not
be
able
to
be
completed
during
2016
as
a
result
of
freezing
temperatures
in
the
spring
of
2017.
When
conditions
allow,
the
baseliner
of
cell
six
should
be
reconstructed
to
remove
the
stratified
layers.
Hei
recommends
that
the
corrective
actions
include
the
removal
of
one
foot
of
soil
barrier,
layers,
materials
and
redo
the
entire
base
grades
of
the
cell.

The
remaining
material
should
be
disc,
andrey
compacted
utilizing
a
sheep's
foot
compactor
lifts
three
and
four,
which
is
that
upper
one
foot
should
be
placed
in
a
similar
manner
to
knit
the
various
layers
together
and
complete
the
required
two
foot
compacted
barrier
layer.
These
operations
will
be
will
necessitate
duplicating
the
previous
completed
soil
testing
operations
for
each
lift.
To
avoid
further
complication
sche,
I
recommends
that
bates
construction
operations
to
repair
the
liner
system
be
observed
with
full
time
on-site
inspector.

So
I
wanted
you
to
know
what
was
going
on
in
cell
six
and
that
why
we
aren't
going
to
get
it
done
this
year
and
to
know
that
we're
outlining
a
remedy
and
a
path
to
get
this
done
right
going
forward.
Now
we
anticipate
two
things:
we'll
have
to
have
documentation
where
the
contractor
will
probably
pay
for
all
of
the
retesting
work.
That
needs
to
be
done
and
just
for
record
since
the
September
30th
date,
we
have
been
occurring
five
hundred
dollars
a
day.

Well,
we've
been
trying
to
work
things
out
with
them
all
the
way.
Through
this,
they
were
confident
that
they
could
get
it
done
by
their
means
and
methods,
and
apparently,
at
the
end
of
this,
that
we've
proven
that
that
didn't
work
and
it's
not
accurate.
They
met
all
that.
The
odd
thing
is
they've
met
the
testing,
but
what
they've
also
done
is
fractured
that
liner
such
that
water
flows
through
it
and
doesn't
it
doesn't
perform
the
way
we
would
expect
it
to
so.

the

outside
of
the

the
cell.
Six
is
a
stormwater
pond
and
there's
a
lift
station
right
down
here
in
the
corner
and
all
that
water
that
would
be
collected
underneath
that
geomembrane
gets
piped
to
that
lift
station

station
gets
pumped
into
the
pond,
and
then
the
pond
helps
clarify
the
water
and
it
goes
out
down
into
a
natural
drainage
way
outside
of
the
lagoons
or
out
of
the
landfill
site.
