thought
we'd
come
up
and
give
you
a
brief
summary
of
where
we're
at
with
the
Veterans
Cemetery
we've
been
working
hard
behind
the
scenes,
but
we
haven't
really
put
out
any
information.
So
far,
we've
been
busy
trying
to
get
estimates
on
all
the
things
that
are
necessary
to
be
done
to
make
it
a
reality,
and
one
thing
that
I
did
talk
to
just
in
a
few
minutes
ago.
We
did
get
a
letter
back
in
February
with
the
Council's
approval
to
go
forward
with
this.

We
thought
we
were
going
to
be
able
to
drill
a
well
and
provide
water
that
way,
but
there's
too
much
iron
in
the
water,
and
they
would
say
our
headstones
would
probably
turn
red
after
a
while.
So
we're
going
to
plan
on
hooking
up
the
city,
water
and
we
have
talked
to
utilities
about
it,
and
we've
got
a
little
a
little
more
work
to
do
on
that
end.

had
some
people
that
have
asked.
Where
is
it
yet?
Some
people
don't
know
where
it's
at
but
I,
think
most
people
know
it's
just
east
of
the
city
park
where
winter
wonderland
was
and
that
there's
about
29
acres
there
we
plan
on
carving
out
by
Baker's
for
the
cemetery
we
think
that'll
last
anywhere
from
10
to
20
years
before
it's
full
and
then
we'll
be
able
to
expand
it
and
beyond
that
five
acres,
we
plan
on
putting
a
road
through
there
one-way
road
and
we'll
have
nice
sign.

of
like
Veterans
Memorial
has
on
each
entrance.
One
entrance
has
the
exit
and
one
that
you
come
into
and
I
guess
we're
gonna,
leave
it
more
up
to
questions.

you

don't

information
about
about
the
cemetery,
but
we

like

Quite
a
while
ago,
when
this
was
first
being
discussed
and
good
good
news
is.

that
there's
enough
distance
between
existing
driveways
that
they'll
allow
us
another
full
access,
driveway
here
too,
if
that
becomes
a
part
of
the
program,
so
it
should
work
and.

raise
all

money
ourselves,
basically

the
maintenance

love

maintain
it
for
years

come,

I
don't
know
whether
I'll
be

There
is
a
commission
and
a
committee
down
south
near
Sioux
Falls.
That
is
also
trying
to
get
a
veteran
cemetery
in,
but
they
would
like
to
go
through
the
state
and
the
state
has
declined
to
do
anything
with
it.

this
point,
we
feel
we
have
the
big
advantage
of
doing
it
with
Watertown
and
kind
of
all
the
procedure
that
Black
Hills
National
Cemetery
went
through.
They
started
their
cemetery
first
and
then
he
asked
for
VA
to
come
and
make
it
a
National
Cemetery
we're
only
one
of
five
states
that
don't
have
the
state
Simonton
Veterans,
Cemetery
so,
and
the
two
cemeteries
one
in
Minneapolis
at
Fort,
Snelling
and
one
in
at
Sturgis,
is
the
closest
ones
and
we,
we
think
we're
in
a
perfect
position
to
have
a
veteran
cemetery
right
in
between
them.

did
talk
with
pinky
burns,
who
does
South
Lake,
Drive
and
North
Lake
Drive
other
than
the
highway,
and
he
said
it
would
cost
him
about
an
hour's
work
at
$225
to
do
that
and
the
city
removed
snow
ten
times
this
year
that
were
two
inches
or
more
so
we're
figuring
twenty
two
hundred
and
fifty
dollars
and
I
remember
being
on
the
council.
We
set
aside
three
hundred
thousand
each
year
for
snow
removal.
Sometimes
we
didn't
use
it
all.
Sometimes
we
went
over
and
had
to
add
some
to
that
budget.

probably

be
all
automatic
on
a
timer.
The
watering
des
moines
would
and
we
did
get
a
private
quote
on
mowing,
just
to
give
us
an
idea-
and
that
was
five
hundred
dollars.

we
think
that
was
a
little
bit
high.
So
that
would
let's
see
five
hundred
fifty
times,
we
usually
start
mowing
in
May,
June,
July,
August,
timber
and
October.
So
six
months
times
the
550

don't
have
that

the
size
of
Mount
Hope
Cemetery,
and
you
appropriate

a
hundred
and

thousand
here
to
the
cemetery

operate.

Hope

we're
going
to
be
about
ten
percent
size
of
that
and
we
sat
down
and
figured
out
and
I
don't
have
the
mowing
charge,
but
it
came
out
to
be
about
10%
of
what
you
appropriate
for
there
and
and
I'm
sure
we
can
deliver
on
about
that
percentage.

a
lot
longer
than
we
thought
to

get
estimates
there.

like
all
the
estimates
that
we
got
there
is
taking
quite
a
bit
of
time

on
the
water
issue
and
find
out.
We
had
a
well,
you
know
the
information
for
a
while
and
everything
and
then
I
got
a
sidetrack.
So
now
we
go
to
city
water.

there's
been
a
few
setbacks
that
we
have
had,
but
we
feel
pretty
confident
that
this
is
pretty
accurate
money
and-
and
we
have
chor
to
get
it
done,
but
I
think
we
can
get
it
done
with
your
help
as
far
as
not
necessarily
financial
other
than
the
maintenance,
but
to
help
us
in
any
way
that
you
can,
with
the
letter
that
we
can
send
out
showing
that
the
city
is
behind
this
and
I
I,
think
it's
a
very
worthwhile
project
and
I
think
it's
something
that
is
needed
in
eastern
South
Dakota.
So.

Moving
forward
they're
running
into
some
roadblocks,
there's
two
ways
of
beginning
a
Veterans
Cemetery:
the
VA
will
come
in,
buy
the
land,
do
everything
pay
for
everything
and
then
they
turn
the
keys.
And
then
they
say
you
have
to
set
aside
this
amount
of
money
in
order
to
maintain
and
:
go
at
it
and
the
state,
with
her
shortage
on
sales,
tax
they've
declined
to
even
try
to
get
a
settlement
and
Veterans
Cemetery
down
there
and
the
biggest
hang-up
for
them
is
the
maintenance
part.

expressed
some
skepticism,
or
you
know,
through
some
cold
water,
on
this
little
bit
from
my
perspective
and
I
I
like
more
when
I
earing
this
time
compared
to
the
last
couple
times,
gentlemen,
so
I
guess
I.
You
know
optimistic
this
time
that
maybe
they
can
go
forward
with
this
and
see
it
get
done.

like

been
elected
mayor
of
Watertown
I'll.
Do
all
I
can
to
fulfill
my
role
as
a
leader
of
this
beautiful
city.
I
will
promote
and
facilitate
city
and
Vance
Menino
cater
to
and
spokesman
for,
the
council,
the
staff
and
the
citizens.
I
will
act
responsibly
to
fulfill
the
city's
mission.
I
will
direct
the
public
works
of
our
community
with
strategy,
as
well
as
with
compassion
to
meet
the
needs
of
all
of
the
citizens.

Five
general
goals:
the
first
to
create
a
quality
of
life
management
strategy,
the
second
to
establish
an
affordable
housing
framework
goal.
Three
build
a
city
organization,
optimization
plan,
number
four
generate
an
economic
health
program
and
finally,
number
five
to
report
upon
the
state
of
the
city
of
Watertown.
So
these
are
pretty
broad
general
goals
and
I've
broken
each
of
them
into
tasks
which
can
be
measured
as
to
whether
they're
completed
or
not.
A
Starting
with
my
first
goal
to
create
a
quality
of
life
management
strategy,
I
will
identify
challenges
for
each
current
project
in
our
quality
of
life
plan,
including
the
softball,
complex
Ice,
Arena,
skatepark,
gun-range,
downtown
two-way
streets
and
bike
trail,
and
these
are
all
various
stages
of
completion.
I
will
write
an
action
plan
for
each
projects.

First,
I'll
form
a
land,
development
building,
cost
reduction,
advisory,
team
of
developers,
contractors,
citizens
and
staff.
We
will
compose
a
brainstorm
list
of
cost-cutting
measures,
I'll
form
a
financing
incentive,
advisory,
team
of
bankers,
Realtors
and
staff,
and
compose
a
brainstorm
list
of
program.
Opportune
measures.

Plan
to
attend
at
least
one
meeting
of
each
board
and
I
hope
to
attend
all
of
the
board
meetings
as
I'm
able,
I'll
acquire
an
organization
chart
from
each
department
and
I've
already
started
that
I
will
identify
troublesome
ordinances
and
notify
the
council,
because
I
believe
we
should
enforce
our
ordinances
or
get
rid
of
them.
If
we
don't
need
them,
we
need
them.
We
should
be
enforcing
them
in
list
target
areas
upon
which
to
focus
improvement,
efforts
and
these
could
be
within
individual
departments
or
areas
of
concern.

My
fourth
goal
has
to
do
with
the
our
economic
health
I
want
to
generate
an
economic
health
program.
First
I'll
create
an
economic
growth
advisory
team
and
then
define
the
factors
by
which
economic
health
will
be
measured.
There
are
so
many
so
many
ways
of
measuring
economic,
health
and
I
want
to
nail
that
down
to
describe
the
baseline
condition
so
that
we
can
know
that
we're
progressing
in
the
future.
A
You've
heard
about
these
four
goals
throughout
my
campaign
and
then
finally,
my
fifth
goal
is
to
report
upon
the
state
of
the
city
of
Watertown
and
I
hope
to
do
that.
At
the
end
of
the
hundred
year
period,
the
end
is
October
13.
That's
a
Friday
and
October
16th.
There's
a
council
meeting
so
I
hope
to
give
a
report
at
that
October
16
council
meeting
as
to
the
status
of
the
city
at
that
time,
and
so
I
expect
to
take
these
four
key
areas
and
continuously
devise
future
plans
to
move
forward.
