B
Our
Heavenly
Father's,
we
come
to
you
this
evening,
it's
again
dark
days
in
our
country,
Lord,
as
we
consider
what's
taking
place.
What
has
taken
place
in
Las,
Vegas
and
Lord.
Our
hearts
go
out
to
those
families,
members
of
50-some
that
were
killed,
and
so
many
many
more.
They
were
wounded
and
hundreds,
if
not
thousands
who
have
been
traumatized
never
again
to
be
the
same.
At
the
same
time
God
we
thank
you
that
we
live
in
a
community,
that's
safe
and
sometimes
isolated
from
these
things.
Lord.
B
We
take
it
for
granted
so
many
times,
as
we
also
often
take
for
granted
the
services
of
our
our
city,
employees,
those
first
responders,
our
police
and
and
paramedics,
the
firefighters
God,
who
they
leave
the
safety
of
themselves
behind
to
and
take
the
risk
of
their
lives
to
help
others.
Lord
we
pray
that
you
would
protect
him,
keep
your
hand
upon
them,
watch
over
them,
god
be
with
their
families
during
their
times,
when
they're
alone
at
night,
without
their
loved
one
God.
We
thank
you
for
each
one.
B
Who's
here
is
a
part
of
our
city
leadership.
What
a
blessing
it
is
God
that
we
can
come
together
and
conduct
such
business
and
Lord.
We
thank
you
for
your
presence
here,
god
I.
Thank
you
for
the
sacrifices
of
time
and
efforts
made
Lord,
sometimes
sacrificially
of
their
own
lives,
their
own
families
and
and
responsibilities
to
help
lead
this
great
city
Lord.
We
know
we're
not
perfect,
so
we
come
to
you
today
and
we
cry
out
to
you
for
wisdom,
for
understanding
and
for
patience.
A
Thank
you
Pastor
before
we
move
on,
I
would
like
to
just
take
another
moment
of
silence
for
the
Las
Vegas
victims,
but
also
we've
recently
lost
a
longtime
city
attorney,
Stanton
Fox,
who
many
of
us
worked
with
and
we're
friends
with,
and
that's
a
deep
loss
to
our
community.
So
let's
just
take
another
moment
of
silence
and
remembrance
of
Stanton
in
the
Las
Vegas
victims.
D
A
You,
the
first
item
on
the
agenda,
is
approval
of
the
consent
agenda.
Do
I
have
a
motion
in
second
second
by
l'olam
any
discussion,
all
those
in
favor
signify
by
saying
aye,
it
was
opposed
signify
by
saying
name.
Motion
carries
the
second
item
on
the
agenda
is
approval
of
the
agenda.
We
have
a
motion,
and
second
so
our
second
second
by
l'olam
any
discussion,
all
those
in
favor
signify
by
saying
aye.
A
You
know
it
takes
a
lot
of
people
to
make
a
community
do
its
thing,
and
we
have
a
lot
of
volunteers
that
put
in
lots
and
lots
of
time
and
effort
to
making
our
community
be
what
it
is
and
it's
an
awesome
place
to
live
and
I
want
to
thank
these
people
who
are
in
front
of
you
for
volunteering
to
serve
for
many
years
on
various
boards
as
volunteers.
So
let's
give
them
a
big
round
of
applause
and
I
as
a
token
of
appreciation.
I
have
a
certificate
for
each
of
you.
A
A
A
Pad
also
served
on
the
Planning,
Commission
and
Board
of
Adjustment,
but
I
mean
way
above
and
beyond.
He
was
on
there
for
17
years
and
he
served
as
the
chairman
for
a
lot
of
those
years,
and
so
when
he
stepped
down,
we
lost
a
lot
of
institutional
knowledge
and
I
didn't
want
that
to
go
without
a
very
special
token
of
appreciation
from
the
city
of
Watertown.
So
thank
you
very
much.
Pat.
A
Pam
served
for
25
years
on
the
Watertown,
Housing,
Authority
and
I
know.
This
is
not
a
board.
That's
taken
lightly,
that's
a
board
that
puts
in
a
lot
of
time
and
effort
and
care,
and
that
job
was
not
easy.
I
mean
Pam,
went
through
many
struggles
and
crises
with
that
board
and,
and
she
led
it
for
a
lot
of
years
and
hearing
after
hearing
these
were
difficult
situations
and
you
really
went
above
and
beyond,
and
thousands
of
people
in
our
community
we're
benefitting
because
of
your
efforts.
So
it
is
with
my
heartfelt
appreciation
that
I.
E

A
H
A
A
I
Sir
I've
one
comment:
I'm
gonna
direct
this
question
to
Vince
I
meant
to
ask
Vince
before
the
meeting,
but
I've
been
recusing
myself
from
the
licenses
for
alcohols,
because
I
I
have
a
part
over
business
that
has
a
beer
license
and
I
should
have
discussed
this
with
Vince
prior,
but
Vince.
Do
you
think
I
should
keep
recusing
myself
from
those
or
what
are
your
thoughts
I.
A
Any
other
discussion
see
none
all
those
in
favor
signify
by
saying
aye.
Those
opposed
signify
by
saying
name
motion
carries
item
number,
six
application
for
a
new
retail
on
sale.
Sunday
liquor
license
for
cloud.
Nine

Golf
Course
at
625,
20th,
Avenue,
southeast
I'll,
open
the
public
hearing.
Is
there
anyone
in
the
audience
which
would
like
to
speak
about
this.
K
H
I
J
A
Any
other
discussion
see
none
all
those
in
favor
signify
by
saying
aye.
There
was
a
post
signify
by
saying
name.
Motion
carries
item
number.
Seven
is
the
plat
of
lot
G
of
caboose
subdivision
resolution
number
17
30.
They
have
a
motion
in
a
second
for
approval,
move
by
Bueller,
second,
by
Danforth,
discussion.
Shane.
Would
you
like
to
tell
us
about
this?
Yeah.
L
L
Previously,
this
alley
exited
onto
11th,
Street,
northeast
and
then
subsequently
relocated
or
the
entrance
got
relocated
on
the
Kempe
Avenue
at
some
point
in
the
recent
past
and
upon
doing
that,
they
recognize
that
the
alley
was
not
really
located
within
the
right-of-way.
So
there
was
an
effort
that
moved
the
alley
straightened
it
out
it
kind
of
wandered
through
this
property
to
the
north,
a
little
bit
on
its
way
back
to
the
to
the
northwest.
L
So
the
realtor,
the
property
owner
on
both
sides,
all
worked
together
and
came
to
the
city
with
a
with
a
plan,
and
the
plan
was
that
the
property
owner
to
the
north
would
grant
some
extra
land
off
of
their
parcel
in
order
for
us
to
shift
the
alley
or
make
enough
room
for
the
alley
to
accommodate
for
the
encroachment
of
the
fence.
So
they
this
item
lot
G
and
item
8
and
9
are
all
related.
L
L
H
L
A
L
L
Basically,
I
mean
we
were
facing
a
possibility
of
either
having
to
som,
tell
somebody
to
tear
down
a
brand
new
fence
again
or
relocate
the
right
away,
and
thankfully,
the
property
owner
to
the
north
recognize
their
role
in
the
overall
scheme
of
things,
and
they
had
the
room
inside
on
outside
of
their
retaining
wall
and
actually
worked
very
well
with
the
city
and
the
other
property
owner
to
accommodate
them.
You.
L
E
A
L
A
M
L
A
L
Okay,
so
we're
dealing
with
the
extreme
east
end
of
the
alley.
The
alley
extends
to
the
northwest
and
then
parallels
between
Kemp
and
First
Avenue,
but
it
just
dead
ends
in
a
in
people's
backyards
and
all
of
the
folks
that
have
garages
back
here
access
that
alley.
So
it
is
an
important
piece
that
still
needs
to
be
maintained,
and
you
know
it's
not
an
ideal
alley
because
it
does
dead-end,
but
it
still
serves
a
purpose
to
the
public
that
are
joining
in.
A
A
D
L
In
one
comment,
I'll
make
just
for
clarification
is
even
though
we
vacated
this
portion
of
lot
for
a
tour
that
will
become
part
of
a
lot
for
eight.
We
retained
a
utility
easement
over
it,
so
if
there's
any
wires
or
other
utilities
in
there,
we've
maintained
that
access
as
well.
So
it
becomes
an
easement
very.
A
C
Okay.
Thank
you
mayor.
This
item
is
to
approve
the
long-term
equipment,
replacement
and
capital
projects
plan
that
you
all
discussed
in
September.
The
information
that
was
attached
to
the
agenda
only
reflects
one
change
and
that
was
to
move
the
$50,000
for
the
phosphorus
removal
facility
upgrade
from
year
2022
to
2020
for
the
big
sue
watershed
fund.
A
C
Thank
you
mayor.
This
is
the
resolution
used
by
the
finance
department
to
basically
set
aside
funds
for
the
future
capital
projects.
You
already
see
saw
these
numbers
in
the
budget
ordinance
that
was
approved,
and
basically
this
resolution
just
shows
the
auditor
that
the
council
has
given
their
approval
to
set
the
funds
aside
for
future
capital,
Chris.
N
Just
real
quickly,
Tara
Dakota
has
been
with
us
for
about
seven
years,
he's
been
with
sergeant
Kirk
Ellis
performing
well
one
day
she
just
jumped
out
of
the
back
seat,
whimpered
a
little
bit
and
favored
her
leg
for
the
rest
of
the
evening.
Next
day
they
went
in
for
an
x-ray.
They
found
out
her
hip
was
out
not
a
huge
deal.
N
She
suspected
bone
cancer
sent
it
off
to
an
expert
on
Sioux
Falls,
who
confirmed
that
and
recommended
that
we
retire
immediately
because
the
success
of
all
of
it
breaking
again
and
maybe
being
a
further
break
and
worse
and
maybe
have
to
put
it
on
immediately.
So
at
this
time,
she's
comfortable
she's
been
doing
fine.
She
runs
around
the
yard
a
little
bit
but
worried
that
if
she's
out
jumping
around
she's
gonna
break
something
in
hurt
worse
than
she
is
now
so
the
vet
recommended
that
we
retire
her.
So
we
are
going
to
retire
her.
N
N
Actually,
I'm
glad
you
asked
that
Adam
we
do
we've
got.
We've
had
great
some
tremendous
community
support
for
this
program.
Since
the
day
we
started
it.
We
actually
had
two
donors:
I
wanted
to
buy
us
another
dog,
and
so
we've
got
process
and
works
now
to
identify
another
Handler
and
go
out
and
find
us.
Another
dog
absolutely
sounds
good.
H
N
A
N
C
A
N
Can
we
try
this
again?
It
worked
pretty
good.
We
got
him
in
and
trained,
and
everything
worked
out
great.
So
we
did
that
a
second
time.
Well,
lo
and
behold,
here
we
are
a
little
over
400
days
later
and
I
haven't,
had
anybody
resign
or
leave
the
department,
so
that
would
mean
that
this
officer
would
have
to
leave
employment
with
us
on
or
about
November
1st.
N
So
I'm
talking
with
Sarah
I
said
what
are
the
chances
of
coming
before
council
see
if
they
were
to
authorize
me
to
keep
that
position,
at
least
through
the
end
of
this
year,
which
is
two
more
months?
I
figure
that's
going
to
be
about
$7,600,
I,
fairly,
confident
that
I
can
absorb
that
within
my
budget
already
and
if
not
I
would
have
to
ask
for
a
supplement,
of
course,
towards
the
end
of
the
year
and
then
also
I
was
going
to
ask
about
keeping
that
position
temporary
for
another
six
months
next
year.
N
Didn't
budget,
for
it
didn't
anticipate
it.
Like
I
said
we
had
one
officer
leave
our
department
in
2015.
He
went
to
a
Minnesota
job
to
be
closer
to
his
family.
We
had
another
officer
leave
in
2016
again
to
Minnesota
wife
had
a
baby,
they
moved
closer
to
family
and
so
far
in
2017
we
haven't
had
an
officer
leave.
I
did
check
to
see
kind
of
what
our
average
was
about.
A
25
year
averages
three
little
over
three
officers
a
year,
so
odds
are.
N
N
Little
bit
of
roll
of
the
dice
I'd
like
to
be
able
to
least
keep
her
on
for
through
the
end
of
this
year
and
see
where
that
leaves
us
and
if,
if
you
want
me
to
or
need
me
to,
I
could
come
back
in
the
end
of
December
and
try
to
see
where
we're
at
maybe
ask
for
six
more
month.
Extension.
At
that
point,
when
I
talked
with
Sarah,
she
said
go
ahead
in
the
spring
to
Council
and
see
what
some
of
your
thoughts
are
so
I
sure
be
happy
to
answer
any
questions.
G
N
G
N
M
G
M
D
D
A
D
A
G
A
J
A
J
I'd
like
to
point
out
on
agenda
items,
14,
15
and
16,
the
the
change
in
format
of
the
agenda
items,
the
first
larger
print
is
the
actual
ordinance
that's
being
adopted,
and
that
would
be
published.
The
second
part
is
what
would
be
a
format
that
perhaps
you've
seen
in
the
past.
That
includes
a
lot
of
language.
It
puts
it
in
context
that
allows
for
perhaps
a
reader
to
understand
where
it
is
why
it's
at,
and
instead
of
publishing.
J
All
of
that
we'll
be
publishing
the
shorter
version
and
we
have
the
similar
type
of
setup
with
the
item
15
and
item
16
shows
where
in
context
they
go
okay,
so
first
moving
to
item
37,
it
involves
the
and
that
this
comes
from
drafting
project
adjusting
and
put
in
place
and
so
on.
To
a
certain
extent,
I'm
trying
to
read
his
mind,
but
the
language
rel
is
relatively
straightforward.
The
idea
being
that
what
we're
trying
to
do
as
a
city
is
sunset
conditional
uses
that
were
not
acted
upon
or.
A
J
Is
again
that
type
of
situation
where
somebody
obtains
a
property
right
through
the
process,
but
then
does
not
act
upon
it.
So
it
creates
a
provision
that
ends
that
and
if
somebody
has
failed
to
to
perform
to
fail
to
to
carry
out
the
the
ineffectual
promise
that
a
building
permit
is
evidence
of,
then
the
the
city
can
act
to
take
action
against
the
person
to
either
force
the
completion
or
and
the
building
permit
right.
L
A
L
E
M
M
Mayor
I
do
have
a
couple
questions,
just
I
know
it's
first
read
but
just
food
for
thought
as
we
go
forward
on
that.
But
if
we
do,
we
have
a
system
in
place
that
tracks
those
that
says.
Okay,
this
one
is
now
we
got
to
check
on
it
to
see
if
it
is
completed
or
not.
Does
that
mean
to
cut
because
you
really
don't
close
them
out
per
se
as
the
permit
holder,
correct
right.
L
Throw
it
away
in
the
building
officials,
Department,
does
track
and
monitor
the
activity,
and
if
activity
goes
dormant
for
a
considerable
amount
of
period,
the
current
practice
is
to
ask
them
why
they
aren't
making
significant
progress
and
we're
actually,
in
my
opinion,
starting
to
reach
out
and
make
sure
that
the
intended
activities
are
proceeding,
because
we
have
had
a
few
in
the
near
recent
past
that
just
seemed
to
never
get
completed.
Yeah.
M
No
I
I,
like
that,
the
intent
of
what
we're
doing
here
just
I,
want
to
make
sure
systematically
that
we
have
something
there
and
then
the
second
thing
is
when
the
the
action
is
to
be
taken.
Who
is
it
that
makes
the
decision
on
it?
Is
that
the
the
would
that
be
Ken?
Who
makes
that
decision
of
what
has
to
happen
with
that
property,
or
does
that
come
to
the
attorney's
office?
Does
that
come
to
the
council?
The.
J
The
other
point
to
keep
in
mind
is
that
there's
graduated
it's
on
graduated
steps
of
of
enforcement,
administrative
Lee
can
can
enforce.
If
people
really
become
obstinate,
then
there
can
actually
be
resort
to
process
resort
to
lawsuits
or
prosecutions,
and
in
fact,
my
fourth
day
in
office,
Ken
brought
one
and
put
it
on.
My
desk
is.
J
That
was
a
subject
of
discussion
at
the
the
Planning
Commission.
It
is
a
a
fudge
term
that
is
leaves
it
open
for
discussion.
But
the
point
to
keep
in
mind
is
reasonable
is
used
in
a
lot
of
statutory
context.
We
have
you
know,
guilt
beyond
a
reasonable
doubt
right,
chief
yep,
if
there's
a
negligence,
type
of
scenario,
it's
a
reasonable
man
standard.
So
reasonable
is
a
term.
That's
used,
often
to
determine
a
standard
like
that.
G
J
A
J
This
ordinance
is
in
those
types
of
situations
where
somebody
might
have
a
non-conforming
or
grandfathered
use.
That
is
been
a
property
right
that
they
had
before
the
ordinance
is
put
were
put
in
place,
and
we're
allowed
to
continue
to
use
that,
but
at
at
a
certain
point
they
stopped
using
it,
and
that
right,
then,
is
what
we're
referring
to
by
this
section
is
that
it
ends
a
good
example
is
if
you'll
recall
the
horse.
Pasture
I
won't
use
the
name
up
on
9th
Avenue
across
from
Mount
Hope.
There
used
to
be
horses
in
there.
J
That
was
a
grandfathered
right.
That
use
was
discontinued.
Therefore,
that
right
disappeared.
The
addition
of
the
abandoned
languages
is
sometimes
you
might
have
a
use
that
is
physical
in
nature
of
physical
permanent
nature,
but
that
there
is
no
longer
a
continued
maintenance
or
a
continued
upkeep
of
something
and
in
in
fact,
that
use
is
abandoned.
A
good
example
might
be
a
non-conforming
shed
on
a
lot
someplace
that
is
no
longer
used.
No
longer
up
cap
you,
you
could
suggest
that
that
or
make
the
argument
that
that
was
abandoned.
J
K
J
The
hypothetical
yes,
that
situation
could
be
argued.
Yes,
I'd
be
comfortable
making
that,
because
it's
a
property
right,
the
the
non-conforming
use,
is
a
property
right
that
passes
down.
But
once
regardless
in
the
chain
of
title,
we're
what
where
its
use
is
discontinued
or
it's
abandoned,
then
it
can
be
asserted.
That's.
I
I
I
E
Can
can
I
interject
for
a
moment
if
I
might?
There
are
a
lot
of
structures,
buildings,
properties
in
the
city
of
Watertown
that
are
non-conforming.
You
know
where
they
would
have
to
come
through
the
Board
of
Adjustment
for
any
type
of
change
or
addition
to
their
structures.
So
they're
all
over
the
place,
I
mean
that's,
that's
very,
very
common.
So
you
know
it's
it's
right
right!
E
A
H
L
You
mayor
this
project
is
kind
of
a
unique
project,
as
we
basically
gutted
the
laboratory
and
rebuilt
all
of
the
cabinets
and
fixtures
and
so
forth
within
there,
and
at
the
time
we
had
Howard
our
green,
also
working
on
another
project
at
the
wastewater
plant
was
the
digester
rehab
project
and
that's
a
two-phase
project
and
the
original
intent
was
that,
while
they
were
on
site
reviewing
the
digester
project,
they
would
also
periodically
peek
in
on
the
laboratory,
work
and
subsequently
those
two
projects
got
diverged
on
their
schedule.
L
So
the
digester
got
done
early
because
we
didn't
have
to
do
as
much
extensive
work
to
it
and
the
laboratory
work
got
delayed
due
to
some
ordering
of
equipment
and
parts.
So
subsequently,
now
they're
ready
to
start
substantial
work
on
the
laboratory
project
and
the
question
came
up:
do
we
feel
comfortable
doing
all
the
inspection
with
our
own
staff
at
the
staff
level?
L
Or
do
we
want
to
engage
the
the
engineers
in
assistance
and,
to
some
extent,
we
decided
that
we
didn't
want
to
do
it
all
on
our
own,
because
there's
still
a
lot
of
shot,
drawing
tape,
stuff
to
review
and
and
maybe
some
questions
that
come
up
along
the
line
that
the
staff
wasn't
ready
to
handle.
So
what
we
did
is
we.
L
We
asked
the
consultant
to
come
up
with
a
fee
on
what
they
felt
that
they
could
do
in
a
minimized
role
to
assist
us
in
that,
and
what
we
came
up
with
was
an
estimate
to
do
eight
hours
a
week
for
the
next
four
weeks
and
that
would
also
entail
two
trips
to
the
site
as
needed
or,
if
needed,
actually
so
with
that
they
prepared
an
estimate
of
about
four
thousand
dollars
and
approached
the
city.
With
amendment
number
two
to
the
agreement.
No
one
bringing
that
to
your
attention.
A
H
A
O
You
Mary,
this
is
for
the
festival
of
Treves
trees.
Excuse
me
on
November
17th
chip
and
I
reviewed
it.
We
don't
see
any
safety
issues
whatsoever.
This
is
more
of
a
ground
display
versus
an
aerial
display
and
they're
gonna
be
using
commercial
type
grade.
Derek
Miller
is
the
lose
I
knew
somebody
could
ask.
That
is
what
loose
fireworks
so
they're
gonna
be
ones
in
industry.
So
we
feel
pretty
confident
about
this.
H
D
O
We
are
going
to
look
at
I
know
that
might
brought
this
up
a
new
business
last
time
about
how
we're
going
to
move
forward
that
into
the
future,
and
we
might
look
at
consent.
Agenda,
Sarah
and
I
are
kind
of
talking
about
it
earlier.
So,
like
anything
that
we
see,
that
might
be
a
concern,
we'll
bring
it
to
you
guys
as
attention,
but
you
know
I
think
we
can
handle
these
like.
We
have
in
the
past.
M
A
M
There's
a
lot
of
other
things
that
have
to
come
into
play
and
when
is
it
not
appropriate
for
fireworks
I,
don't
care
whether
you're
a
business
or
an
institution
or
whoever
you
are
to
not
have
fireworks
in
the
city
and
I
think
that's
something
I
think
that
needs
to
get
worked
on.
Otherwise,
this
council
is
gonna,
be
it's
kind
of
having
street
dancers
in
various
places
in
town
right.
We
know
what
problems
that
causes
so
I
think
there
needs
to
be
something
that
gets
worked
on.
That
goes
beyond
safety
and
I.
M
O
O
M
I'm
at
on
it
Donna's,
you
guys
have
you'll.
Do
your
part
regards
to
safety,
but
you
guys
aren't
dealing
with
noise,
the
public's
concerns
that
have
none
to
a
safety.
You
know
I
think
that
that
that's
something
that
needs
to
be
considered
on
this
side
of
the
table
and
at
least
some
type
of
guidelines
for
what's
appropriate.
What
isn't
appropriate
I
think
is
my
recommendation
that
we.
K
It's
also
to
remember
that
the
lake
is
part
of
the
city,
so
you
know
it's
sounding
like
now,
because
it's
in
Watertown
proper
that
it's
you
know
we
have
to
be
concerned,
but
I
think
that
whole
thing
has
to
be
looked
at
them
out
at
the
lake.
Also,
you
know
we
automatically
okay
them,
but
if
there's
one
in
town,
there's
discussion,
I
think
if
we're
gonna
bring
it
up,
which
I
think
is
a
good
idea.
Well,
remember
that
the
lake
is
part
of
the
city
right.
O
M
Think
Pam
readers
should
do
it.
You've
got
nothing
else
to
do
she's
been
on
there.
Maybe
her
and
Bill
could
do
that.
That
would
be
great,
but
maybe
it's
a
discussion
we
need
to
have
just
in
the
you
know,
work
session
is
I,
just
think
it's
appropriate
for
us
to
have
some
guidelines
so
that
we're
not
caught
off
guard.
You
guys
will
do
your
job.
That's
the
safety
part
I.
Just
think
that
there
needs
to
be
some
level
of
discussion
and
I'll
go
back
to
its
use
an
example.
M
M
G
M
A
Any
further
discussion,
all
those
in
favor
signify
by
saying
aye
aye,
those
opposed
signify
by
saying
nay
motion
carries.
Thank
you.
Thanks.
Don
item
number
19:
consideration
of
change
order.
Number
three
final:
two:
the
contract
with
Pitts
construction
for
the
prairie
Lakes
Wellness
Center,
decreasing
the
contract
amount,
321,000,
$248,
Kristin,
okay,.
C
This
one
is
pretty
straightforward:
it
is
the
last
change
order
for
the
prairie
lakes
well
in
the
center
project,
as
it
states
decreasing
the
contract
by
321,000,
$248
and
I
did
want
to
make
it
clear
that
this
is
a
change
order
to
that
contingency
that
was
set
up.
So
it's
a
little
bit
different
than
just
a
change
order.
G
A
M
Would
like
to
it's
kind
of
a
number
that
it's
been
a
little
bit
distant
and
a
little
bit
hard
to
get
our
hands
on
I.
Think
each
one
of
these
projects
that
we
do
I.
Think
when,
as
we
get
to
this
point,
I
think
this
council
should
be
should
be
confirmed
with
what
the
all
and
what
our
costs
are
on
a
given
project
and
I
would
like
to
see
that
Kristen
on
this
project,
a
kind
of
an
all-in
deal.
M
C
If
you
do
look
at,
if
you
do
look
at
the
third
page
of
what
was
attached,
it
does
break
it
down.
It
shows
the
starting
contract
amount
was
the
twenty
point.
Four
five,
the
three
ninety-eight
636
was
the
two
big
change
orders
that
did
happen
and
then
you'll
see
the
decrease
in
the
321
248
and,
like
I,
said
the
twenty
point,
four
five
that
included
that
contingency
is
about
eight
hundred
and
nine
thousand.
So
this
is
lowering
that
so
your
total
final
contract
was
twenty
million
five,
thirty
six
nine
eleven.
C
M
C
A
F
F
Next
lowest
bidder
was
northern
truck,
which
they
met
all
of
our
specifications
at
forty
two
thousand
seven
hundred
and
fifty
dollars,
and
our
budgeted
amount
was
fifty
four
thousand
dollars
so
little
over
eleven
thousand
dollars
under
budget
highest
bidder
was
actually
fifty
five.
Fifty
five
thousand
six.
Ninety
six
so
anyway,
well
within
our
budget
amount
and
I
recommend
that
the
council
approved
the
second
lowest
bidder
of
northern
truck
equipment
for
the
price
of
forty
two
thousand
seven
hundred
and
fifty
dollars
is.
A
E
Just
report
we
had
discussions
earlier
about
looking
at
some
potential
for
the
city
to
be
involved
with
the
county
and
I
talked
about
this
at
our
last
meeting
as
well.
I
have,
as
I
mentioned
before,
met
with
the
county
couple
of
the
county
commissioners
and
we
are
taking
a
trip
to
Brookings
Friday
afternoon
to
take
a
look
at
their
facility,
and
we've
got
some
folks
down
there
that
are
going
to
visit
with
us
and
kind
of
explain
how
they
got
there
and
what
the
benefits
have
been
for
them.
