third
of
2017,
the
Watertown
city
council
work
session
agenda.
At
this
time.
I
will
call
the
meeting
to
order,
and
we
have
a
couple
guests
here
that
are
going
to
talk
about
the
spring
litter
blitz,
I
believe
Carla
and
barb
come
on
up
and
introduce
yourselves
and
give
us
a
little
bit
of.
What's
going
on.

And
we
are
here
to
announce
the
new
2017
spring
litter
blitz
in
Watertown,
and
we
would
want
to
thank
everyone,
the
council
mayor,
for
helping
to
support
this
last
a
few
years.
This
is
number
five
and
it
will
be
starting
on
Earth
Day
April
22nd
run
through
the
30th
from
previous
years,
a
collection
of
numbers,
just
a
few
we've
had
2250
volunteers
and
they
spent
four
thousand
and
one
hundred
and
some
hours,
picking
up
trash
recycling
and
they're
all
pitching
in
to
make
Watertown
look
great.

So
the
zone
selection
will
be
on
the
website
the
city's
website.
It
starts
April,
7th
and
first
thing
in
the
morning,
so
you
can
access
that
at
the
women
city's
website
and
look
for
the
link,
clean
and
green
spring
litter,
blitz
and
there's
about
50
zones
and
we're
just
looking
for
those
to
find
good
people
to
pick.

Really
important
that
we
get
all
these
put
down.
Sections
filled
up
these
50
zones,
so
you-
and
we
want
to
thank
everybody
that
helps
year
after
year
after
year.
There
are
some
groups
that
help
all
the
time
and
they
know
what
they're
doing
and
they
get
it
done
quickly
and
it
really
makes
a
difference
in
the
way
water
town
looks
and
I
know.

Everybody
notices
when
I
first
moved
out
by
the
lake,
and
the
golf
course
is
I
used
to
go
for
walks
and
I'd
have
so
many
bags
like
garbage
in
my
hands
that
I
couldn't
walk
anymore
and
people
would
pick
me
up
and
put
the
stuff.
But
it's
not
like
that
anymore.
It's
getting
better
I
think
people
are
understanding
that
that's
not
the
thing
to
do
is
throw
trash
around.

So
you
can
pick
up
the
supplies
at
the
Community
Foundation
on
camp
starting
April
17th,
so
they'll
have
buckets
and
Pickers
and
the
vests
and
the
bags
that
everybody
can
pick
up.
So
the
vests
are
really
important
when
you're
on
the
highways.
You
know
not
so
much
in
neighborhoods,
but
it's
really
nice.
You
have
those
done
so
we're
visible,
there's
a
feedback
form
online.

when
the
when
your
group
is
finished,
you
go
to
the
city
website,
Watertown
ded
SD
us
is
at
the
correct
website
and
then
under
clean
and
green,
and
the
Chamber
is
giving
away
hundred
dollars
in
watertown
bucks
to
some
group
that
fills
out.
That
form
submits
it
and
then
they'll
do
a
drawing
for
the
groups
that
are
submitting
forms.

the
community

I
just
wanted

share
this
idea
for
your
discussion

This
was
actually
brought
up
during
the
budget
process
last
year
in
a
discussion
with
Mara,
Thorson
and
and
Shelley,
and
for
years
we've
been
trying
to
complete
this
recreational
trail
around
lake
capacity,
I
think
the
first
master
trail
plan,
councilman
Bueller.
You
were
part
of
that
in
2000,
2001,
I,
believe
and
then
at
again
there
was
an
update
in
2012,
but
we're
still
not
quite
there.

We
have
completed
the
section
in
Memorial
Park
this
past
year
and
I
think
we
have
three
point
six
five
miles
left.
If
we
go
around
the
lake
to
pump,
Eska
Drive
and
so
the
process,
the
thought
process
is
to
request
engineering
services
to
design
the
remainder
of
the
trail,
and
then
we
can
kind
of
for
you
folks.
You
can
tend
to
use
that
as
a
budgeting
and
planning
document,
as
you
go
further
to
try
and
put
the
funds
together
to
get
this.

This
trail
done
and
because
there's
several
areas
that
are
going
to
be
very
challenging
along
this
section
with
wetlands
and
driveways
and
and
everything
that's
going
on
with
it.
So
just
wanted
to
put
this
plan
together.
Shane
and
Justin
and
Shelley
have
all
helped
in
this
process,
but
just
put
out
a
request
for
proposal
to
some
of
the
engineering
companies
in
the
area.
So
we
would
have
a
good
document
that
we
could
use
and
have
some
cost
estimates.
So
we
knew
where
we
were
at
and
and
try
and
go
on
from
there.

think

know
what
number
sticks
in
my
head
for
that,
but
I
mean
that
was
about
a
mile
long.
So
if
it's
a
hundred
dollars
a
foot,
you

it
was
a
pretty
good-sized
expense

think
we
can
expect
much
less
than
a
hundred
dollars
of
a
foot
going
forward
either,
because
this
does
have
a
couple
of
environmentally
challenged
areas
that
will
increase
the
cost
above
a
typical
trail.

comment.
We
call
it
recreational
trail
development,
but
but
it
really
is
more
than
that
in
some
of
those
areas
or
that
you've
got
highlighted
around
there
I
mean
it's
a
safety
issue.
You

I
look
at
the
area
from
pump
s
to
drive
through
sandy
shores.
Roughly,
for
example,
I
mean
that
is.
That
is
a
hazard
area
for
me,
that
is
trying
to
walk
out
there.
So
it's
more
than
recreational,
so
boy
I
really
applaud.

we
can,
you
know
to
see
what
the
whole
project
entails
and
then
start
whittling
away
at
it
and
get
this
job
done.
I
guess
my
concern
is
that
I
know
other
parts
of
town
eventually
are
going
to
want
it.
We're
gonna,
look
at
developing
trails,
and
we
can't
forget
about
finishing
out
this
area
out
there
before
we
tackle
someplace
else,
and
there.

Certainly
are
a
lot
of
ideas
for
additional
trail
segments
throughout
the
community,
pretty
much
every
time,
I'm
out
somebody
says.
Well,
we
need
a
trail
here
there
and
you
know,
as
part
of
this
too
I
would
like
to
get
the
public
involved
that
the
homeowners
along
they're,
depending
on,
if
we'd,
want
to
do
some
different
things,
some
different
areas
that
they
were
aware
and
on
board
that
was
kind
of
one
of
the
problems
we
had
with
the
Memorial
Park
trail,
getting
it
out
to
139
going
across
right
aways.

know
that
we
put
we
put
together
a
master
plan,
we've
reviewed
it
more
than
once
on
the
whole
trail
system,
so
we
had
a
number
of
priorities
at
one
time
there,
like
there's
bright,
twenty
different
trail
requests
on
that
list,
yeah
and
and
I
think
we
narrowed
it
down
to
two
or
three
and
said
it'd
be
just
awesome
to
get
these
you
know
now
we
do
have
the
public
has
access
to
the
the
proposed
master
plan
for
the
trails.

that's
the

we
can't
we've
write
a
post
that
somewhere,
so
people
can
take
a
gander
at
it.
Folks
that
have
questions,
because
you
do
you
guy
run
into
that
too.
Why
don't
you
guys

over
there?
Well,
there's
a
sequence,
and
this
is
something
we're
trying
to
get
done.

park

once

thoughts

know
that
area
that
was
created
for

2010.
They
are
looking
at
future
development
over
there,
but
in
the
meantime,

a
real
nice
ride
and
provide
access
to
the
park
there
and
use
for
the
bicycles
and
users.

the
trail

one
of
the
things
that
I
would
like
to
see
us
get
this
trail
done
because
it's
not
going
to
be
very
long
and
we're
gonna
have
to
start
repairing
what
we
have
and
the
funds
are
going
to
start
going
into
those
more
so
than

getting
this
done.

other

You
know
there
are
basically
two
different
to
the
recreational
trails
program
and
that
the
tap
program,
the
transportation
alternative
program-
I'm
not
sure
just
what,
what
month
they
become
available.
But
you
know
with
that
we
would
like
to
if
we
apply
for
those
federal
funds,
they
come
with
a
lot
of
strings
attached.
So
if
we
do
that,
we
would
like
to
identify
areas
that
are
very
clean
and
and
pretty
that
you
could
go
from
point
A
to
point
B
without
any
obstacles
along
the
way
and
use
that
funding
in
that
manner.

a
plan
that's
set
in
place,
or
at
least
the
outline
of
it
would
benefit
us
when
we
do
pursue
those
tap
funds
and

know
how

haven't
been
through
a
full
tap
cycle
and
in
this
community,

Minnesota
that
was
about
a
four
year
process,
so
you
actually
applied
in
year
one
and
you
weren't
building
trail
till
year.

in

state,

usually
it's

sure,

going
to
be

between
getting
funding
and
actually
building
trail.

what's
going

and
what
you're
expecting
to
see

year
we
started
on
this

lot

councilmembers

the
anaerobic

lien
chain

we've
going
through
a
couple
of
meetings
and
some
phases,
but
this
is
still
basically
just
taking
our
original
one
that
we've
done
for
the
in
town,
one
tweaking
it
out
and
adding
those
provisions.
That's
gonna
cover
it
for
the
lake
there's
two
big
basic
things
is,
of
course
the
front
is
the
back
at
the
lake.

is
the
front
in
the
back.

the
rear

There's
not
really
a
whole
lot
to
say
here,

mean
it's

think
one
of
the
bigger
things
here
we
had,
as
the
front
yard
is
trying
to
decide
on
those
dates.

have
it
highlighted

date
time
is
good

you

The
lake
is
a
little
bit
more
finicky.

So
basically,
if
you
have
a
pile
of
lumber
or
something
like

want
you

put
a
cover
over

top

That
is
one

still,
basically
only
gonna
get
three
items
at
the
lake.
Just
like
you
do

town,

only
thing
we're
gonna
exempt
docks
and
boat
lifts,
because

are
inherent
to
the
lake

you're
not

town
anyway,
off
street
parking
of
vehicles
shall
include
recreational
vehicles,
automobiles
and
up
to
110
capacity,
pickups
boats
and
closed
trailers,
utility
trailers,
snowmobiles
jet,
skis
ATVs
docks
and
boat
lifts.
Even
though
they're
enumerated
there,
they
are
actually
not
covered
by
the
ordinance
per
se,
because
we're
gonna
allow
those
to
be
a
free
pass.

The
off
street
parking
of
buses,
commercial
vehicles
and
consumer
train
trailers,
commercial
semi
trailers-
is
prohibited,
so
those
commercial
vehicles,
larger
than
one
tonne,
should
not
be
any
residential
property
in
town
or
at
the
lake
either.
Of
course,
if
you're
a
business
or
company
working
on
a
place,
you
have
your
trailer
with
you,
but
you're,
actually
working
on
the
site
that
is
allowed.

March
9th
we
took
bids
for
a
project
that
we
can
lumped
two
or
three
projects
together
on
and
they
were
an
ally
project
that
was
being
done
by
assessment.
The
Jackson,
Park
boat
ramp
parking
lot,
which
is
shown
on
the
screen
here
and
outlined
in
blue,
and
then
the
third
piece
of
that
was
improving
this
trail
alongside
the
the
parking
area,
and
it
ends
basically
at
the
next
parking
area
over
in
the
other
portion
of
Jackson
Park.

With
that
we
I
mean
our
estimate
was
about
19%
over
the
engineer's
estimate,
and
the
two
portions
of
the
project
that
went
over
is
the
alley
and
this
Jackson
Park
I'll
bring
up
the
alley
she
as
well.
This
alley
is
in
Canada
the
Northwest
portion
of
town.
It
was
done
by
petition
and
had
essentially
a
hundred
percent
participants.
I
First
sign
off
in
that
block,
and
just
to
give
you
a
friend
since
the
estimated
there
was
two
categories
of
Lots,
the
estimated
cost
by
the
engineer's
estimate
was
twelve
hundred
and
forty
eight
dollars
for
a
lot
and
the
as
bid
price
went
from
increased
to
fourteen
hundred
and
two
dollars.
So
you
know
went
up
by
a
couple
hundred
dollars
and
so
engineering
department.

We
took
the
initiative,
sent
every
property

the
council

we'll
take
that
into

deal
with
the
Jackson
Park
is
it's
it's
kind
of
a
it's
in
really
tough
shape,
so
it
needs
to
be
done.
That's
without
a
doubt.
It
came
in
over
our
budgeted
costs
and
our
budgeted
cost
was
seventy-five
thousand
dollars.
Our
engineer's
estimate
was
at
eighty
four
thousand,
but
we
kind
of
hope
that
we're
a
little
bit
high
and
that
turned
out
to
be
incorrect
because
the
bids
actually
came
in
at
a
hundred
and
four
thousand
six
hundred
and
forty
three
dollars.

So
the
point
of
this
discussion
is
that
I
wanted
you
to
be
aware
that
that
came
in
above
cost.
We
did
look
at
the
options
of
either
paring
back
the
project
to
make
it
fit
within
our
budget
or
seek
additional
funding
and
and
I
just
drove
it
again
today
and
I,
don't
see
where
I
could
even
try
to
attempt
to
pare
it
back.
That
lot
is
in
very
bad
shape
and
to
do
a
partial
fix
would
just
cause
us
to
spend
more
money
in
the
future.

So
with
that
I
wanted
to
give
you
the
you
guys,
the
information
counsel,
the
information
and
let
you
weigh
on
that
and
if
you
would
consider
increasing
the
funding
for
the
Jackson
Park
parking
lot
in
your
motion
later
tonight.

either

award
the
project
or
you
can
turn
the
project
down.

four
second
penny
projects,
there
really
is
essentially
one
funding
source
in
the
past.
We
have
not
used
contingency
funds
for
these
type
of
projects,
because
that
kind
of
comes
out
of
the
first
penny.
So
we
we
try
to
save
that
for
other
funds
and
unanticipated
projects,
so
you
can
basically
cut
back
on
another
project
that
we've
planned
for
2017
or
you
can
take
it
out
of
reserves.

One
of
them
is
a
discussion
of
and
I
I'm
going
to
try
not
to
use
terribly
technical
terms,
but
there's
a
process
where
you
use
rap,
which
is
recyclable,
asphalt,
products,
ie
shingles
other
millings,
that
you
mill
off
the
streets,
things
that
have
residual
oil
in
them
most
states
and
in
South
Dakota
as
well,
allows
up
to
20%
substitution
of
rap
into
the
new
mix
design.
We
have
not
historically
a
loud
rap
in
projects
in
Watertown.
I
But
one
option
tonight
too,
would
be
to
delay
defer
your
decision
for
another
meeting,
and
then
we
would
simply
maybe
have
more
data
too
before
you
would
award,
but
so
I've
been
working
with
donek
to
try
to
identify
potential
cost
savings
for
the
city
as
well
as
and
improve
the
product.

mean.
We've
obviously
identified
a
few
issues
from
last
year's
project
that
we're
trying
to
overcome
and
make
better,
and
so
we'll
always
do
that
with
her
Shayne.

Was
probably
more
or
less
the
asphalt
portion
of
it
was
intended
to
just
kind
of
clean
up
dust
and
a
few
other
maintenance
items.
It's
only
got
a
two
inch
asphalt
mat
over
it,
which
I
believe
it's
at
least
25
years
old,
which,
if
that's
the
case,
it's
performed
pretty
well
for
for
only
being
two
inches
thick,
but
it's
basically
returning
to
gravel
it's
old
enough.

in
the
trail
I'm
not
sure
how
old
that
is,
but
it
is
it's
in
similar
condition
of
those
terrible
well
we're
gonna
overlay
that
that's
not
we're
not
gonna
start
from
scratch
there.
We
were
gonna
overlay

with
asphalt
and
those
price
ironically
came
in
about
spot
on
with
our
estimate.
So
so
that
part,
but
we
wouldn't
award
the
trail
independently
of
the
parking
lot,
because
the
contractor
would
simply
say
well.

can't
honor
that,
if
we're
not
doing
the
other
word
so

our
bike
trail.

seems
like

don't
seem
to
last,

roads

get
such
a
lighter
traffic

with
the
sub
the
base
underneath

well,

we
have
a
lot
more
repair

lot

coming,
which
is

bit

concern

way
we've
approached
contracts
in
water,
telling
one
of
the
things
that
that's
historical
with
all
construction
projects
we
go
all
for
bids
and
especially
in
municipal
and
state
projects.

know
we
require
bonds.
We
require
insurance.
We
inquire
require
so
many
documents
upfront,
a
bond,
a
typical
bond
cost
them
five
percent
of
their
bid.
So
you
know,
if
you
have
a
million
dollar
project,
it's
going
to
cost
you
five
percent
to
bond
your
your
work.
I
That's
the
mobilization
is
an
avenue
for
that
contractor
to
recover
his
costs
earlier
in
the
project,
rather
than
spread
that
out
over
all
the
materials
that
he
has
in
the
project
and
and
give
us
a
better
bid
and
one
of
the
things
that
helps
the
city
do
as
well
is.
We
can
and
monitor
more
accurately
the
unit
prices
that
we
see.
In
other
words,
if
we
had
no
mobilization
in
the
you
know,
project
say
the
average
asphalt
bid
should
be
$75.
I
Maybe
it's
eighty
eighty
two
dollars,
because
we
can't
see
where
that
five
percent
or
the
bid
bonds
and
the
insurance
and
all
this
stuff
it's
spread
to.
So
if
the
mobilization
is
kind
of
a
catch-all
for
them
to
put
their
incidentals
in,
you
know,
they've
got
they
do
have
to
have
material
purchases
that
they
make
earlier
on
in
the
project.
It
gives
them
a
chance
to
start
making
the
purchases
of
the
pipes
or
whatever
materials
they
have,
and
then
it
also
recovers
those
other
office
costs.

thicker

lot

high
stress
on

so
we

build

higher

fact,
most
bike
trails
are
probably
built
with

two
inch

never
built

less

three
inches
because
of
the
reason
that
we've
all
noticed
is
that
they
don't
last
and
they
fall
apart
sooner.
They
do
seem
to
see
a
lot
more
moisture
in
them
because
we
usually
don't
learn
as
critical
when
it
comes
to
drainage
along
a
bike
trail,
we
do
let
snow
and
ice
and
stuff
sit
on
them
way
more
than
we
do
our
other
payments.

You
know
we
we
get
rid
of
the
moisture
on
a
street
pavement
or
we
don't
on
a
bike
trail
so
and
if
you
look
at
a
lot
of
our
bike
trails
that
historically
put
in
places
where
they're
vulnerable
to
being
wet
for
substantially
long
periods
of
times,
and
that
that
it
also
will
help
deter
deteriorate,
the
pavement
faster.
So
you
know,
there's
a
lot
of
factors.
I
wouldn't
say
that
it's
necessarily
because
it
isn't
used
or
is
used
it's
more
about
how
it's
built
well,.

this
provision
again
continuing
on

housekeeping
measures
that
have
been
taken

council
in

this
proposed
ordinance
would
would
remove
a
reference
to
a
defunct
Retirement
System,

South
Dakota
municipal
retirement
system.

was
a
precursor
to
the
South
Dakota
Retirement
System.

was
one
of
four

five
different
precursor
retirement
systems
that
were
all
consolidated
in
1975
as
a
result,
since
1975
this
provision
in
our
ordinance
is
chapter
7
point
11
has
not
really
had
an
to
purpose
because
of

way
that
state
law
is
structured,
essentially
an
effectively
water
town.
The
city
of
Watertown
is
required
to
provide
or
to
be
a
participating
member
in
the
South,
Dakota,
Retirement
System,
and
so
therefore
I've
suggested,
because
this
provisions
redundant,
it
should
be
removed.

no

in

grocery
store
or

retail

anything

happened,
though,
is
that

the
past
the
City
Council
has
taken
it
upon
themselves
and
have
have
said
that
no,
we
don't
want
to
entertain
that
we
don't
want
to
have
beer
sales
inside
a
convenience
store
or
a
grocery
store,
or
a
major
retail
store
and
I'll
throw
names
such
as
a
super
Walmart
or
such
as
a
Target
or
such
as
a
shop
Co.

happy

recall
last
you
know
we
had
this
discussion
about
where
our
ordinances
sat
with
regard
to
alcohol
regulations
and
because,
as
I
have
put
up
here
on
the
screen,
South
Dakota
State
law
provides
for
a
number
of
different
retail
licenses.
Various
permutations
of
licenses
that
existed,
we
did
have
a
provision
in
ordinary
last
year
that
dealt
with
just
one
of
those
licenses.
That
said,
essentially
that
there
had
to
be
a
certain
percentage
of
sales
in
food.

You
know,
essentially
what
the
City
Council
decided
back
in
1996,
which
was
really
when
this
issue
was
last
brooch
of
what
to
do
with
large
retail
establishments
and
that
instance,
it
was
grocery
stores
requesting
that
alcohol,
be
salt,
be
sold
on
the
premises
and
then
the
City
Council,
and
this
is
based
off
of
Myra
lection.
Recollection
was
given
an
option
to
adopt
an
ordinance
that
would
have
permitted
it
and
that
ordinance
failed
for
lack
of
a
an
affirmative
vote.

So
what
the
only
thing
that
I
can
add
to
this
is
the
fact
that
the
City
Council
is
empowered
to
look
at
not
only
location
but
also
the
appropriateness
of
the
licensee.
In
terms
of
you
know
what
their
establishment
is
like
in
terms
of
potential
access
to
alcohol
by
minors.
In
terms
of
you
know
the
the
reputa
bility
of
the
licensee.

These
are
all
factors
that
the
City
Council
can
consider
on
an
case-by-case
basis,
so
the
City
Council
is
authorized
to,
despite
the
fact
that
there
is
no
blanket
prohibition
on
you
know
a
large
retailer
being
provided
a
license.
The
City
Council
is
still
empowered
to
decide
that
a
certain
retailer
is
or
is
not
qualified,
to
receive
a
license
right
and.

Correct
it's
just
much
more
enforcement
and
it's
also
sends
the
wrong
message.
I
think
to
the
our
kids
in
our
community
I'm
involved
in
a
lot
of
programs,
and
we
try
to
limit
that
our
exposure
to
that
at
a
young
age
because
of
all
the
issues
with
alcoholism
and
young
kids
drinking
underage
in
they
shoes,
it
leads
to
I
mean
I.
Just
think
it
sends
the
wrong
message:
it's
nice
to
be
able
to
go
shopping
and
not
have
to
walk
by
cases
in
cases,
beers
and
cases.

hard
liquor,

mean

I'm
involved
Watertown
healthy
youth.

a
lot
of
you
know
about
that
organization,
and
that's
one
of
the
big
things
they
do.

to
limit
that.
They
work

retailers
to
limit
their
signage
on
the
Front's

their
buildings.

not
