that

was
sort

update

chapter

clear

quickly
since

never
heard
of
the
South
Dakota
municipal
retirement
system
that
likely
something
like
that
didn't
exist
any
longer
and
sure
enough.
After
doing
some
research
came
to
find
that
it
became,

dissolved
in
1975
and
so
I
was
pointed
out
in
the
memo.

then,
all
of
our
full-time
employees
have
been
under
the
South
Dakota
Retirement
System.

once

municipal
system
were

there

animal
control
board.

how
federal
law
has
impacted
the
way
that
we
handle
service
animals,

fact

we
really

reference

ordinances

assistance
animals.

that's
a
very
important
component,
a
very
important
support
in
life
that
a
number
of
people
have
so
that
accommodation,
I
thought.
You
know
it
was
a
great
thing
to
have
in
here.

you
know
from
a
personal
perspective,
but
you
know,
legally
speaking,
it
was
necessary
to
get
this
in
here
because
we
did
make
reference
to
it
in
our
prior
ordinances.
How
we
handle
service
animals,
and
so
this
ordinance
is
made
to
you

try
to
comply
as
much
as
possible
with
federal
law
in
the
ways
that
we
can
locally.
Another
component
of
this
ordinance
is
to
clarify
exactly
how
kennels
are
regulated
and
what
constitutes
kennels
under
title
three.

what
this
ordinance
attempts
to
do
is
to
ensure
that
folks
that
have
their
own
dog
houses
own
their
own
dogs,
don't
fall
into
the
category
of
kennels.
That
kennels
is
defined
under
title
three
refer
to
commercial
kennels
and
really
the
distinction
there
is
that
you
know
commercial
kennels
tend
to
have
a
larger
number
of
dogs
or
other
animals,
and
so
the
potential
for
there
to
be
a
potential
nuisance
issue
is
that
much
greater.
So
that
is
the
focus
of
a
second
portion
of
this
ordinance.

there
is
a
reference
to
police
dogs
being
exempt
here
at
the
tail
end
of
this
chapter
and
thats
meant
purely
to
ensure
that
lawful
law
enforcement
purposes

not

impeded

did
bid
the
uptown
alley,
reconstruction
project
number
1707
on
April
20th.
We
did
receive
six
bids,
which
was
a
exceptional
amount
of
bids.
We
we
haven't
had
that
many
bits
in
recent
history
with
with
that
project,
big
old,
concrete
of
Mitchell
South
Dakota
was
the
low
bid
in
the
amount
of
one
hundred
and
forty
eight
thousand
fourteen
dollars
and
fifty
cents,
which
was
16%
lower
than
the
engineer's
estimate
of
175
384.
So
there
again
I'd
mentioned
that
earlier
that
we
did
see
substantial
savings
from
what
our
estimated
project
costs
was.

other
bids
ranged
from
151
thousand
to
two
hundred
and
twenty
four
thousand,
so
our
estimated
budget
fit
very
nicely
within
that
group.
We
did
do
a
couple
of
calls
on
big
old,
concrete
and
did
not
find
anything
that
would
lead
us
to
believe
that
they
aren't
an
upstanding
company
and
should
not
be
awarded
the
bid.
So
with
that,
we
are
recommending
that
project
1707
be
awarded
to
big
old,
concrete
in
the
amount
of

the

update
last
meeting,
we
approve
the
contract

GPS

great
plane
sponsorship

Ryan

Falls

CAD
communication
with
him

he

looking

coming
up
here
on
site
for
some
additional
work,
where
the
process
of
gathering
information
from
him,
some
demographics
etc.

that
is
moving
forward
from
our
where
we
were
a
couple
weeks
ago,

update
we
did
previous
this
year,
we
put
in
grant
applications
for
a
couple
of
bridge
projects
and
received
some
really
good
news.
This
week,
the
third
Avenue
Northwest
bridge
over
the
Big
Sioux
River
we
had
put
in
a
grant
application
for
a
preliminary
engineering
phase
and
that
estimated
project
cost
was
forty.
Four
thousand
four
hundred
dollars
in
the
city
was
granted
thirty-five
thousand
six
hundred
dollars
towards
that
study.
So
we'll
look
forward
to
entering
a
contract
with
the
an
engineering
firm
to
get
that
work.
