B
B
We
thank
you
for
these
who
have
given
their
life
to
serve
our
community,
and
we
understand,
even
in
our
most
brilliant
state
of
mind,
that
we
cannot
make
the
right
decisions
outside
of
your
wisdom
in
leadership
and
guidance
or
I
pray
that
Lord
that
you
would
lead
in
God
in
these
days
or
to
help
our
community
to
be
a
light
round
about
us
as
to
what
you
can
do
in
a
community.
Well,
thank
you
for
it
and
all
we
pray
that
God.
B
Whatever
is
done
even
in
this
night,
be
done
for
your
glory
and
for
your
honor.
Let
me
pray
Lord
for
our
community.
All
around
us
should
keep
us
safe.
Keep
us
close
to
you
put
a
hedge
of
protection
around
about
us,
as
only
you
can
well.
Thank
you
for
what
you
do.
We
ask
all
these
things
in
the
lovely,
sweet
and
blessed
name
of
Jesus.
We
do
pray,
amen.

A
Second,
by
Bueller
any
discussion,
all
those
in
favor
signify
by
saying
aye
right.
Those
opposed
signify
by
saying
name
motion
carries
the
second
item
on
the
agenda.
Is
approval
of
the
agenda
and
I
am
going
to
pull
item
number
nine,
which
was
consideration
of
the
Memorandum
of
Understanding
for
financing
construction
of
improvements
to
26th
Street
East
in
the
u.s.
212
right
away,
we're
not
ready
to
have
signatures
on
that.
A
E
A
Item
number
3
is
ordinance
number
17,
43
amending
district
boundaries
by
rezoning
airport,
industrial,
2nd
edition
from
I
heavy
industrial
district,
I
1
light
industrial
district
and
I'm
going
to
ask
for
a
motion
and
second
for
approval
for
discussion
purposes.
Second,
move
by
a
solemn
and
second
by
why
any
discussion?
Okay,
we
will
start
by
opening
the
public
hearing
and
Shane
I'll.
Let
you
describe
this
and
explain
why
we're
doing
this
twice,
Thank.
G
You
mayor
yeah,
it's
not
deja
vu
and
it's
not
groundhogs
day
we
had
a
publication
error
on
the
notice
of
the
public
hearing
for
the
previous
agenda.
I
believe
this
was
December
4th
if
I
remember
correctly,
but
anyway,
moving
on
this
property
is
bound
by
Highway
20
to
the
north,
the
airport
on
the
West
14th
Avenue
on
the
south.
Its
current
zoning
is
I
to
heavy
industrial.
The
petitioner
requested
that
the
area
be
rezone
to
i1
light
industrial.
G
The
purpose
of
the
rezoning
is
to
pursue
a
reap
lat
of
a
portion
of
lot
which
is
currently
identified
on
this
drawing
yes
2000
North
Highway
20
the
area
to
be
reasoned
and
then
ultimately,
replanted
is
shown
in
the
hatched
area.
Here
it
does
front
or
all
of
the
lots
of
the
future
improvements
would
be
fronting.
14Th
Avenue
Northwest.
A
H
G
G
G
If
I
remember
correctly
and
the
there
are
some
non-conformities
that
will
be
present
by
rezoning,
there
will
be
913.
14Th
Street
northeast
would
have
a
front
yard
setback
that
does
not
comply
and
315.
Ninth
Avenue
Northeast
would
also
have
a
front
yard
set
and
a
side
yard
setback
that
do
not
meet,
even
though
they
would
not
be
conforming
Lots.
G
They
would
be
at
least
legal
non-conforming
Lots
for
this
rezoning
use
and
it
would
allow
them
to
pursue
building
permits
for
improvements
or,
if
a
portion
of
the
structure
needed
to
be
redone
or
something
like
that
that
they
could
pursue
that.
Now.
That
doesn't
mean
that
they
wouldn't
need
to
get
conditional
use
permits
for
the
non-conformities
in
the
future,
but
it
would
allow
them
to
at
least
pursue
building
permits
right
now
by
ordinance
we
shouldn't
be
able
to
allow
a
building
permit
on
these
as
they're
zoned.
Currently,
so
with
that,
any
questions
is.
A
A
H
G
H
G
You
know
I
I,
don't
have
the
answer.
I
believe
one
of
the
buildings
was
formerly
a
portion
of
the
church.
They
used
it
for
Sunday
school
classrooms.
The
church
subsequently
sold
that
to
a
different
property
owner
who
split
it
into
a
four-plex
instead
of
using
it
as
a
Sunday
School.
So
that's
one
of
the
structures,
I'm
not
sure
on
the
other
structure,
what
the
history
of
that
is.
A
I
Mhairi
go
start
over
good
evening,
mayor
and
council
Scott
McMahon
Watertown
police
department.
Tonight
the
police
department
is
asking
for
your
authorization
to
purchase
three
vehicles
in
2018.
Two
of
those
vehicles
were
budgeted,
the
other
one
will
need
to
be
supplemented
and
I
can
explain
in
more
detail
shortly.
I
I
A
good
question
I
looked
at
up
today.
The
state
bid
is
thirty,
one
thousand
and
four
hundred
thirty
two
dollars.
However,
that
is
a
different
engine
classification
in
that
vehicle.
If
you
the
two
thousand
dollars
for
that
engine,
it
comes
in
at
about
twenty
nine
four
and
we're
paying
thirty
thousand
forty
one
dollars
so
about
six.
Seven
hundred
dollar
difference,
but
keep
in
mind
other
small
details
of
the
vehicle
could
make
up
for
that
difference.
I
didn't
go
through
line
by
line.
F
A
I
Will
actually
be
retiring,
two
vehicles,
one
of
those
vehicles,
will
have
about
85,000,
the
other
one
will
have
over
90,000,
which
brings
the
third
point,
which
is
the
reason
for
asking
for
a
supplement.
The
reason
we're
asking
for
a
supplement,
as
one
of
our
vehicles
was
totaled
out
in
a
collision
about
a
month
ago
and
as
a
result
of
that
collision,
we
received
twenty
four
thousand
seven
hundred
fifty
dollars
in
funds
which
was
turned
over
to
the
general
fund.
I
In
addition
to
that,
we
had
another
vehicle
that
was
totaled
out
as
a
result
of
the
hailstorm
earlier
this
year,
and
that
was
another
seven
thousand
four
hundred
twenty-five
dollars,
which
we
submitted
to
the
general
fund.
So
those
two
vehicles
being
totaled
should
cover
the
cost
of
that
third
vehicle,
but
we'll
just
have
to
ask
for
it
back
in
a
supplement
this
year.
I
A
Law,
second,
by
a
bunch
of
other
people,
including
Bueller,
I,
think
all
those
in
favor
signify
by
saying
aye,
aye
I
was
posting.
A
fiber
saying,
nay
motion
carries.
Thank
you.
Thanks.
Scott
item
number
six
resolution
number
18.
F
F
J
You
mayor,
this
is
a
resolution,
actually
the
next
two,
so
I'll
kind
of
cover
them
both
together.
The
next
two
resolutions
are
something
that's
done
at
the
beginning
of
the
year.
What
these
do
is
they
establish
the
wages
for
2018
for
all
city
employees.
So
if
there
are
any
questions,
I
can
answer
them.
J
On
the
first
one,
it's
both
both
resolutions
are
one
step
increase
just
so
that
is
clear.
The
only
thing
is
on
18
resolution.
1802
there
was
two
positions
added
under
City
Hall.
It
was
a
janitorial
maintenance
was
added
to
this
resolution
and
then
under
Building
Services,
the
code
enforcement
officer
was
added,
but
those
were
all
approved
during
the
budget
process.
So
I.
A
Would
add,
it
is
kind
of
out
of
the
ordinary
that
there's
no
increase
for
the
mayor
salary
and
for
the
council
salaries,
and
we
discussed
that
during
the
budgeting
process.
Normally
they
get
a
raise
of
some
sort
every
year,
and
this
is
the
first
year
for
many
years
that
there
hasn't
been
a
raise
for
those
individuals.
A
Any
other
questions
or
discussion
all
those
in
favor
signify
by
saying
aye
aye.
Those
opposed
signify
by
saying
nay
motion
carries
okay
item
number
seven
is
resolution
number
18
0,
providing
for
the
classification
and
salary
guidelines
of
certain
city
of
Watertown
employees
for
the
period
commencing
January,
1st
2018
and
Kristen
wanna
just
tell
what
the
difference
is
here.
J
Really,
the
only
difference
is
you
have
the
exempt
positions
and
then
you
have
the
positions
covered
under
the
three
different
unions,
so
this
kind
of
separates
those
out.
That's
why
on
resolution,
1802
you'll
see
where
we
we
established
the
grade
and
then
you
would
use
the
matrix
to
determine
the
the
wage
range
that
any
of
those
positions
could
fall
into.
D
E
J
F
G
You
mayor
this
effort
was
done
by
a
group
that
included
a
couple
from
the
council.
An
architect
from
the
community
gave
us
great
input
on
materials.
G
Essentially,
the
major
changes
in
the
proposed
for
this
gateway
overlay
district
is.
It
would
eliminate
the
mayor's
planning
and
zoning
committee,
which
was
established
and
would
defer
those
actions
to
the
Planning
Commission
as
a
primary
goal,
and
then
it
also
discussed
the
building
construction
materials
in
great
detail
on
section
21.5
for
one-four
and
it
discusses
what's
allowed
and
what's
not
allowed
and
also
the
extent
it
defines
the
extent
of
accent,
metal
material.
G
So
it
would
be
allowed
within
that,
and
great
discussion
happened
at
the
Planning
Commission
with
regard
to
the
percentage
of
the
accent
materials
and
essentially
they
settled
on
20%
on
the
front
and
side
yards.
It
would
still
be
allowed
in
our
rear
yard
situation,
as
was
previously
and
then
finally,
we
kind
of
struck
out
or
we
we
did
include
a
exterior
building,
show
how
varied
and
interesting
detailing
large
unadorned
walls
shall
be
prohibited.
In
other
words
of
a
lot
of
segments
of
wall
is
over
50
feet
long.
It
should
be
broken
up
by
either
color.
G
You
know
textures
or
break
in
the
face
as
a
you
know,
if
a
column
or
a
jot
out
of
the
building
and
we
we
did
prepare
some
examples
for
a
previous
discussion,
but
they're
not
included
in
this
packet
at
this
time,
but
that
that's
a
major
change
there
to
on
on
this
ordinance,
but
other
than
that
I
guess
that's
the
highlights.
If
there's
any
questions
this.
A
H
Well,
first
of
all,
I
think
some
of
the
changes
that
have
been
made
in
here
I
think
the
compromise
going
from
15
to
20%
on
the
metal
I
think
was
a
good
compromise.
I
think
that
was
well
worth.
That
I
think
that's
that's
not
an
easy
thing
for
the
Planning,
Commission
or
or
those
that
have
been
working
on
this,
because
it's
somewhat
of
an
arbitrary
number,
so
I
think
what
ultimately
has
been
covered
in
here
is
very
good.
Just
a
little
food
for
thought
on
some.
H
H
G
L
H
G
Would
probably
simple
change?
It
would
probably
need
a
little
bit
more
detail
if
and
that's
part
of
the
reason
that
this
was
amended
to
include
that
type
of
thought.
But
I
guess
that's
up
to
interpretation,
how
much
difference
there
is
and
that's
part
of
the
reason
we
are
deferring
any
deviations
from
this
ordinance
must
go
through
Planning
Commission
for
review
and
approval.
Okay
and.
G
H
A
They
it's
I,
don't
know
if
if
people
are
not
commenting
because
they
aren't
aware
or
if,
if
they're,
just
good
with
whatever
decision
is
made
by
the
elected
officials,
which
might
be
the
case
too,
because
it
it
takes
a
lot
to
really
get
into
this
and
understand
it.
And
it's
it's
a
big
time
commitment
to
truly
make
a
uninformed
comment
on
it.
Even
I.
Think.
H
One
thing
is
important,
and
this
is
what
I
input
I've
gotten
from
the
public
on
this
is
there's
a
a
reasonable
perception
that
this
whole
thing
is
new.
It's
a
whole
new
requirement
out
there,
and
this
is
really
a
relook
at
something.
That's
been
in
place
for
10
years.
You
know-
and
so
you
know,
if
we
really
look
at
this,
what
we're
doing
today,
it's
probably
less
demanding,
overall
than
what
it
was
when
it
was
written
ten
years
ago.
So
I
think
that's
important,
that
this
is
not
new.
This
is
a
relook.
A
L
D
Make
the
Planning
Commission
meeting
but
I
did
go
back
and
watch
the
replay,
so
I
just
want
to
encourage
everybody.
The
council,
if
you
didn't
get
a
chance
to
do
that,
I'd
suggest
before
the
second
we
meet
you
go
online
and
pull
that
video
up.
It's
a
pretty
lengthy
discussion,
the
hand
shadow
were
pretty
good,
so
I
would
encourage
that
teleswivel.
E
You
veloute
I
think
you
may
upset
it
twice,
but
I
want
to
make
sure
I
understand
and
probably
bears
worth
repeating.
Okay,
there
is
no
dis
change.
Well,
okay,
there's
no
longer
gonna,
be
a
mayor's
committee,
no
Board
of
Adjustment
variance,
for
example.
So
if
anybody
comes
along
with
something
truly
unique
or
special
or
whatever
their
only
option,
then
is
an
ordinance
change
that
comes
before
the
Planning
Commission
in
the
council.
Is
that
correct?
E
G
Did
okay,
the
any
deviation
from
this
will
go
to
the
Planning,
Commission
and
I.
Don't
know
that
it
requires
an
ordinance
change.
They
would
have
to
decide
if
it's
if
the
deviation
is
reasonable
within
the
context
of
this
ordinance,
so
they'll
be
making
a
decision
I,
don't
that
decision
isn't
likely
to
directly
lead
to
an
ordinance
change.
It's
just
going
to
be
a
consideration
of
things
that
deviate
from
the
ordinance
as
it's
written
as
I
understand
it.
A
H
A
A
G
A
So
the
variance
is
the
legal
term.
The
other
word
deviation
or
whatever
you
said,
is
more
talking
about
an
interpretation
of
a
special
situation
which
might
not
be
contrary
to
the
ordinance
but
the
the
appropriate
group
to
decide.
If
that's
good
or
not,
is
the
plan
Commission
because
they
have
developed
this
ordinance
for
your
approval,
and
so
it
would
go
back
to
them
and
if
they
felt
that
an
ordinance
change
was
warranted,
the
plank
amunition
can
initiate
that
really
good
questions.
Any
other
questions
or
comments
all
right.
Well,
we'll
move
on.
E
H
H
If
we
could
just
maybe
lay
out
for
the
public
what
that
process
is
going
to
be
what
their
responsibilities
are,
what
they're
going
to
be
ultimately
bringing
to
the
council
and
where,
where
the
site
decision
will
be
made
and
how
that'll
be
made,
I
think
that's
I'm,
getting
a
lot
of
questions
on
that.
So,
if
you
would
just
maybe
elaborate
on
that
whole
status,.
A
Viewing
yes,
I
appointed
a
whole
new
Ice
Arena
committee,
and
they
are
working
furiously
to
decide
the
best
location
for
the
Ice
Arena.
The
the
committee
actually
has
a
has
a
meeting
scheduled
tomorrow
with
the
city's
contract.
Architect,
our
s,
architects,
down
in
Sioux
Falls
and
five
people
will
be
going
down
there
to
talk.
A
Ice
Arena
with
our
s,
architects
tomorrow
and
the
mall
is
they've
hired
a
different
architect
and
that
architect
is
working
very
quickly
to
come
up
with
a
proposal
so
that
the
the
group
can
decide
collectively
what
they
think
is
the
best
location.
Then
I
would
expect
that
they
would
come
back
with
a
recommendation
for
the
council
on
which
site
to
move
forward
with,
because
we
certainly
can't
do
two
parallel
paths
forever.
A
So
we're
gonna
need
some
supplements
from
hopefully
from
sponsors,
and
we
we
haven't
delved
into
that
part
of
it
yet
because
we
don't
have
the
location
set.
So
I
expect
that
decision
will
be
coming
very
soon
and
everybody
on
that
committee
has
a
stake
in
the
game.
Everybody's
got
some
involvement
with
ice
in
some
way
or
in
building
construction,
and
so
I
have
a
very
high
degree
of
confidence
in
in
this
committee
to
make
a
good
decision
and
they'll
come
back
to
you
and
explain
their
logic
and
and
reasoning.
A
Any
new
business
I
do
have
one
item
myself.
The
d-o-t
has
come
back
with
some
estimated
costs
for
upgrading
the
fencing
material
on
the
east
or
actually
on
the
west
of
the
to
do
TR
to
12
projects
that
are
coming.
The
first
one
will
be
from
highway
20
to
highway
81
the
highway
212
upgrade
and
our
H
2020
Committee
asked
for
some
higher
aesthetics
in
in
that
project,
as
we
do
it
to
try
to
improve
the
look
of
212.
A
One
of
the
things
that
they
asked
for
is
upgrading
the
fencing
material
that
we
use
for
on
the
bridge
and
there's
another
spot
next
to
Taco
John's,
there's
a
big
drainage
hole
that
has
a
split
rail
fence
around
it
and
they've
asked
the
d-o-t.
We've
asked
the
DOTA
to
look
at
an
alternate
higher
standard
railing
there
and
they've
they've.
Given
us
some
costs,
and
it
looks
like
machine,
you
can
help
me
with
this.
Now
it
looks
like
the
increased
cost
in
doing
the
pedestrian
railing
on
the
bridge
is
19
thousand
260.

Me
give
you
some
yeah
that
is
correct.
Well,
I'll,
give
you
some
little
additional
details
of
the
type
of
railing
that
we're
seeking
is
similar
to
the
railing
that
was
built
in
front
of
the
zoo.
We
put
it
in
a
more
aesthetic,
looking
fence
out
in
front
of
the
zoo
and
also
one
other
area
that
this
ties
into,
and
this
is
YH
220
group
is
so
great-
is
that
they
also
wanted
to
tie
it
into
the
the
same.

The
newest
counts
members
are
responsible
if
I
remember,
right,
I
seems
like
that's
what
it
was
but
mayor
if
I
can't
ask,
but
it
in
its
the
different
psyche
in
that
section.
But
we
did
talk
about
this
quite
a
long
time
ago
in
the
early
parts
of
the
discussion
for
these
projects,
but
the
area
at
the
end
of
11th
Street
southeast.
Yes,.
