with

blizzards

when

weather

better

get

I
compiled

Foundation,
where
people

opinion,

Watertown,

energy.
So
we
thank
those

you
for
the
sanitation
and
Street
department.

collection

new
sign

us
this
year

The
Boy
Scouts
are
the
ones
that

group

hard
work,

we

major
industrial
expansion
that
will
be
happening
and
the
footprint
of
that
building
and
their
site
plan
makes
it
so
they
need
a
little
more
land
than
we
have
just
in
the
eight
pieces
that
are
between
15th
and
17th,
so
most
of
17th
is
unfinished.
So
what
we
are
wanting
to
do
is
vacate
17th,
Avenue
southeast.
There
would
be
a
turnaround
on
the
east
side
where
it
where
it
would
dead-end
at
and
that
would
accommodate
this
large
industrial
project.

There

no
substantial
improvements
on
17th
Avenue,
so
we
will
not
require
any
utility
easements
or
any
other
encumbrances
on
this
vacation.

simply
be
a
giving
of
the
land
back

parent
parcels

the
gas
main
that
is
in
that
location
is
going
to
be
converted
to
a
private
service.

there
will
be
no
public
utilities
involved
with
this.

evaluate

infrastructure

really

harm

doing

gain
a
lot
from
a
major
development

enabled

this
vacation.

developer
has
come
to
the
city
to
try
to
work
out
some
issues
in
order
for
this
development
to
be
gifted
or
the
public
improvements
gifted
over
to
the
city

public
use.
Some
of
the
deficiencies
primarily
are
related
to
the
sanitary
sewer
end
of
the
project.
At
this
point,
this
little
circle
down
here
is
a
private
lift
station
and
then
the
rest
of
the
yellow
route
or
red
route.

know
we
did
talk
about
this
almost
10
years
ago,
the
city
taking
over
and
the
catch
to
it
was
the
sanitary
sewer
wasn't
built
to
city
standards,
so
it
doesn't
have
SCADA,
which
is
how
we
know
at

sewer
plant
that
there's
a
problem
with
the
lift
station,
and
so
that
needs
to
be
installed
and
direct
redundant
pump
and
ability
to
hook
in
a
generator
and
all
that
kind
of
stuff
will
happen.
Then
there
have
been
some
issues
with
freezing.

That's
why
we're
redoing
the
force
main
the
force
main
exists
and
was
installed,
but
it's
shallow.
So
it's
subject
to
freezing
and
so
we'll
be
asking
we'll
be
installing
it
at
a
greater
depth.
So
that
freezing
isn't
an
issue,
and
then
we
should
have
a
more
standard
facility
that
the
city
would
be
willing.

discuss
this

the
staff

few
months
ago,
quite
a
few
months
ago,
actually

last
summer
or
last,
fall

directed
the
staff
to
move
forward
in
figuring
out.

exactly

facility

the

seems

it
takes
forever

we're

conversion

Avenue
southeast

downtown
district
to
convert
them
from
one
way
to
two
way.
Ultimately,
the
conversion
of
campus,

second
street
to
happen,
and
one
of
our
biggest
concerns
was
the
impact
of
the
intersection
of
Highway,
81
and
encamp
Avenue
throughout
the
process,
and
so
we
reached
out
to
the
d-o-t
to
make
sure
that
they
were
comfortable
with
the
traffic
movements
through
that
intersection.

If
we
were
to
convert
it,
and
one
of
the
ideas
was
that
if
we
wanted
to
upgrade
everything
to
standards,
we
would
have
had
a
substantial
improvement
project
at
that
intersection.
That
would
have
been
born
and
mostly
at
cities.
Cost
of
the
rough
estimate
was
a
quote
close
to
$250,000
and
and
when
it
really
boiled
down
to
it,
the
discussions
led
to
do.
We
even
need
this
signal,
because
the
d-o-t
did
consider
removing
the
signal
a
number
of
years
ago
when
they
redid
that
portion
of
highway
81.

That
project
ultimately
was
not
followed
through
at
that
time,
but
so
they
redid
the
study.
The
study
is
indicated
that
we
should
not
have
any
impacts
to
the
intersection
and
traffic
flow.
That
would
be
significant
and
they
looked
at
the
20-year
timeline
and
traffic
patterns
should
function
well
and,
and
so
then
the
only
concern
was
pedestrian
crossings
and
we're.
Looking
at
what
the
d-o-t
putting
you
know
what
they
call
a
hawk
system,
which
is
a
special
crossing
system
for
pedestrians
and
once
that's
implemented,
this
intersection
should
be
as
safe
as
any
along
Highway
81.
The.
A
Department
of
Transportation
takes
any
kind
of
change
of
traffic
control
very
seriously
and
they
are
data-driven
folks.
They
they
don't
do
anything
that
isn't
warranted,
and
so
they
would
not
move
forward
with
any
project
without
studying
it,
and
they
did
study
this
and
they
found
that
there
is
no
negative
impact
to
removing
the
signal
at
Kemp
and
highway
81.
There
actually
might
be
some
benefit
to
it.
So
we
think
this
is
not
a
bad
thing
to
do
so,
we'll
be
moving
forward
with
that.

just
waiting
for
our
acceptance
of
their
study,
the
council
has
already
acted
on
this
to
change
the
road
back
to
two-way.

modeling

vision

and

vision
got
together

50
seat
jet
in
Watertown

understand,
but
his
passion
is
the
small
aircraft
of
the
world
and
we
have

them
at

airport.

basically,
we've
left
it
that
each
individual
property
owner
would
have
to
do
an
improvement
or
participate
in
a
greater
improvement
in
order
to
get
building
permits,
to
improve
their
properties
and
that's
by
our
standard
ordinance
procedures
and

all
of
that,
so
brandy
Hanten,
is
in
the
audience
and
she
did
most
of
that
investigation
and
betting
with
the
public
and
she
might
be
able
to
add
a
few
details
to
that
flush
that
discussion

essentially

aren't
moving
forward
with
any
specific

would
be

or

him

get
a
building
permit,
we

letter

lane.

the
requirements
are.

last
meeting,
we
had
a
presentation
by
the
h-2a

group
about
highway

lighting
possibilities,
and
the
decision
was
to
put
together
a
little
task
force.
That
group
is
meeting
tomorrow
right
well,

o'clock
tomorrow,
so
hopefully
I
have
something
to
report
in
that
it
upcoming
meeting.

a

procedure,
we

talked
last
time
about
the
library
having
the
furnaces
one
completely
out
and
another
one
marginal,
because
it's
an
old
one,

really
the
question
would
be
what

would
the
procedure
be
now
to
move
forward
on
doing
something
about
the
heating
of
that
library
before
next
fall
and
I
had
asked
the
DD
to
just
get
a
general
idea?

bids

quotes

talking

plan
is
at

meeting,
to
ask
for
authorization
to
bid
the
project
and
then,
of
course

budgeted.

point,
once
we
know
what
the
bids
come
in
at
the
council
will
probably
ask
to
then
approve
a
contingency
transfer
as
well.

of

next
two
steps.
