renewal

2019
health
insurance
for
all
city
employees
last
year
when
I
came
forward
and
requested
this
there,
it
was
asked
if
we
had
went
out
to
anybody
besides
Wellmark
and
at
that
time
we
hadn't
this
time,
having
a
little
bit
more
time
to
get
that
completed,
we
did,
we
did
send
out
to
HealthPartners
their
renewal
came
in
twenty
percent
higher
than
Wellmark.

at
that
point,
with
a
20
percent
increase,
we
looked
at
Walmart.
How
did
also
send
out
to
United
Healthcare,
but
at
that
time
we
had
not
received
anything
back
from
them
and
they
are
fairly
new
in
South
Dakota.
So
the
insurance
committee
only
reviewed
the
Wellmark
premium.
The
Wellmark
premium
did
come
in
under
1%
for
a
premium
renewal,
which
is
excellent.
That
is
a
very,
very
good
number.
It
was
a
about
$1,500
a
month
in
total,
which
is
a
very
good
good
increase.
So
we
were
happy
with
that.

part
of
the
process
to
renew
the
health
insurance.

it's
not
just
one
person
making
the
decision?
An
insurance
committee
is
formed.
That
is
made
up
of
management.
Three
representatives
from
the
unions
and
then
the
mayor
also
sits

that.

during
those
meetings,
a
lot
of
different
things
were
looked
at
different
deductible
plans.
Hsas
information
like
that
after
further
review,
the
the
biggest
thing
that
the
Insurance
Committee
wanted
to
see
and
you'll
see
in
front
of
you
is
the
past.

Plans
have
only
had
the
two-tier
program
which
is
either

single

a
family.
There's
been
a
lot
of
push
to
get
the
city
to
afford.
We
felt
with
how
good
the
premium
came
in
this

the
time
to
look
at
it.

looked
at
the
numbers,
and
we
talked
about
some
of
the
splits
and
stuff
like
that.

burden

four-tier
plan

pushed
on

how

structure

with
that
the
committee
reviewed

heavy

the

thing
that

committee
put
forward

percent
contribution

the
single
plans

city
and

the
rest

fees

adjusted

looked

run

the
items
that
were
added
or
changed
from
the
last
one
so
to
identify
that
in
under
the
general
section,
the
research
fee
of
$25
an
hour
was
added,
that's
something
that's
new!

changes

$200
sunday
liquor
fee
was
removed.
That
was
with
the
change
of
the
liquor
licenses.

then
we
did
add
the
security-guard
employee.
That
was
when

discussion
came
forward

and
then
it
was
$50
per
employee.
So
you'll
see
that
on
there
and
then
we
also
added
the
transportation
network
company
for
$500

year.

were
a
couple
things
that
came
through
throughout
the
year
with
ordinance
changes,
so
that's
establishing
the
fees
under
Building
Services.
They
requested
a
little
bit
more
language.

those
just
a

and
it's

they're

actual
charges
at
this
time,

with
the
fee
resolution

it
allows
for
if
there
are
changes
to
gas

changes

added

the
miscellaneous
charges.

was
increased

little
bit
and
then

ambulance
standby
increased
and

also
put
in

the

contractor,

all

permit
at
one

it

why
do
we
do
that?

do
we
do
with

That
necessitates

to
charge

SAVAK
group

buying
group.
Co-Op,
that's

out
of
Minnesota,
since
Minnesota
is
a
bid
based
state
like
South
Dakota.
The
SAVAK
group
allows
a
company
or
Anisa
pallet
e
to
buy
off
the
SAVAK,
RFP
or
bid
program,
so
basically
it
is
allowing
us
to
piggyback
off
of
their
bid
price.

had

Saavik
bid
program
in
place
for
quite
a
while
now
and
we
are
currently
now
moving
forward
with
that
with
our
ambulance.

did

we
asked

a
request
for
proposals
through
the
SAVAK
bid
group

the

received

Allegiant

atom

ambulance,
it's
a
type
one
four-wheel-drive
ambulance
at
a
cost

cost

two
hundred
fourteen
thousand
four
hundred
thirty-five
dollars.

had
to
treat
in
basically
around
that
forty
five
hundred
dollar
mark
to
put
that
total
price
at
two
hundred
nine
thousand
and
nine
hundred
thirty
five
dollars.
Premier
specialty
vehicles
is
a
company
out
of
Minnesota.
They
have
a
price
tag
on
the
type
one
ambulance
at
two
hundred
and
twenty
two
thousand
two
hundred
and
thirty
one
dollars
are
to
two
and
thirty
one
dollars
and
the
trade-in.
We
actually
a
little
bit
better
on
that
one
at
that.

The
one
thing
in
this
speaks
specifically
from
the
Allegiant
bid.
We

out

bids

the
specifications.
The
one
thing
they
didn't
meet
was
the
occupancy
protection
system,
that's
in
the
back
of
the
ambulance
in
the
treatment
area,
and
this
helps
protect
our
ambulance
in
case
of
a
rollover
or
accident.

an
airbag
system
that
will
deploy
and
help
protect
ahead,
not
only
for
the
patient,
but
also
for
the
the
medic,
that's
in
the
back
back
there,
and
we
feel
that's
pretty
important
for
the
safety
aspect.
All
our
ambulance
currently
have
that
right
now,
onboard
and
Aamir's
is
not
able
to
meet
that
specification.
So
with
that,
we
recommend
moving
forward
with
the
premier
specialty
vehicles,
bid
price
of
$210,000
and
nine
ornate
bucks,
so
that's
kind
of
the
first
part
of
it.
The
second
part
is
I,
did
put
supporting
documents
for
the
two-way
radio.

terms

count

compensation

city's
employment,

because
they
have
earned

whereas
the
exempt

more
