Committee
meeting
of
Wednesday
May
30th
2018,
and
we
do
not
have
a
quorum
yet
so
there's
no
sense
in
doing
the
things
that
need
approval
until
we
get
a
quorum
I
do
think
we
will
have
a
quorum
here
in
a
few
minutes,
so
I'll
just
go
ahead
and
invite
the
public,
if
there's
anyone
from
the
public
that
wants
to
talk
about
something
that
is
not
on
the
agenda.
We
have
a
special
time
set
aside
for
that
right
now.

Originally,
we've
had
a
presentation
before
us
about
this
is
our
chance
with
the
the
second
phase
of
the
highway
212
project,
which
will
take
place
in
2021
as
far
as
doing
something
out
of
the
ordinary
as
far
as
street
lighting
along
that
section
and
we've
got
the
opportunity,
but
we've
got
to
make
a
decision
fairly
quickly,
at
least
in
concept,
so
the
state
do
tinos
can
continue
making
their
plans.
Now,
it's
probably
too
late
to
do
much
of
anything.

On
the
first
phase,
the
the
phase
from
highway
2281
will
probably
past
that
we
got
a
couple
ideas
that
maybe
we
can
still
do
something,
but
the
bigger
the
bigger
issue
is
if
we
want
to
do
something
from
81
to
19,
Street
East
as
part
of
the
second
phase
and
we've
we've
kicked
us
around
like
so
we
had
a
presentation
before
us.
There
was
a
group
of
us
that
met
Mayor.
You
were
there
Adam
you
part
of
that.

As
far
as
a
you
know,
our
commitments
yesterday
at
the
utility
board
meeting
this
was
also
discussed,
and
what
you
see,
if
you
see
on
the
screen
or
in
front
of
you,
was
what
what
was
presented.
The
utility
board
is
really
open
to
a
number
of
different
options.
They
would
either
totally
finance
the
project
upfront
and
we
and
that
cost
would
be
roughly
and
again.
These
are
concrete
numbers
at
this
point,
but
give
us
a
pretty
good
feel
the
the
extra
cost
for
the
enhanced
lighting
and
we're
talking,
probably
30
foot
poles.

So
there
is
some
chance
or
some
hope
out
there.
There
might
be
some
private
funding
from
businesses,
individuals
etc.
That
might
buy
into
this
over
the
course.
The
next
couple
years
so
where
we're
at
or
we're
at
right
now
is
needing
to
know
whether
or
not
we
want
to
go
forward
with
this.
Because
again,
we
need
to
convey
that
can
convey
our
intent
to
the
d-o-t,
so
they
can
continue
to
make
their
plans
now.

just
do
a
real,
quick

what
you
have
in
front
of
the

I'll,
probably
start
there's
actually
three
different
options
there
or
three
different
numbers:
I
want
to
zero
in
on.
If
we
go
to
the
bottom
on,
it
says
if
the
city
decides
to
go
with
the
standard
lighting,
in
other
words,
there's
going
to
be
a
cost
to
us
whether
or
not
we
do
any
enhanced
lighting
or
not
and
and
that
rate,
what
we're
being
provided
from
atom
cars.

The
utilities
apartment
would
be
about
thirty
four
hundred
dollars
per
year.
If
we
just
went
with
the
standard
lighting
with
no
enhanced
or
no
additional
poles.
Okay,
that
that's,
we
did
nothing
now
if
we
work
our
way
up
to
the
the
next
one
immediately
above
that,
if
the
utility
pays,
the
entire
upfront
cost
of
five
hundred
and
fifty
nine
thousand,
that
would
result
in
a
rate
to
us
of
about
thirty.

Now,
if
the
city
paid
the
entire
upfront
cost
of
five
hundred
fifty
nine
thousand,
that
would
result
in
a
rate
to
us
of
above
the
ten
thousand
1:47,
but
then
we'd
also
have
to
maintain
an
inventory
of
some
extra
poles
on
hand
for
replacements,
repairs,
etc.
So
that
would
also
be
an
additional
cost.
So
we've
got
various
options
here.
We
don't
need
to
make
a
decision
today
as
far
as
which
route
we're
gonna
go,
and
that
was
the
approach
that
the
utilities
board
yesterday
to
they
said
they
didn't
really
care.

we
were
on
board,
they
really
didn't
care
which
which
option
we
chose
and
again
like
I,
say
if
we
were
to
get
some
private
funding.
That
would
vary
these
numbers,
regardless
of
which
way
we
went
as
well,
but
again
we're
at

point
of
needing
to
make
a
decision
on
this.
You
know
I've
kind
of
bought
into
this
project,
since
it
was
pitched
to
us
by
the
h2o
xx.

mean
this
is
our
one
and
only
chance
the
next
forty
fifty
years
or
whatever
you
know,

going
to
last
out
there
along
that
stretch,
to
do
something
out
of
the
ordinary.
Now
there's
been
some
discussion:
well
jeez.
What
about
the
section
coming
in
from
the
interstate
up
to
19th
Street?
Well,
that
that's
a
conversation
for
a
different
day,
because
there's
nothing
happening
with
that
with
that,
if
we're
going
to
do
it,
that
would
be
totally
our
cost
at
some
point.
So
that's
not
really.

know
an
option
today
as
far
as
part
of
this
discussion,
but
we
do
have
the
opportunity
to
do
something
along
that
stretch
with
the
second
phase
from
19th
Street
East
to
highway
81.
So
I
would
like
to
see
us
pursue
this

recommendation,
I
guess
at
some
point.

obviously
want
what
your
input
on
this
as
far
as
which
route
we
go,
but
I
would
like
to
see
us
see
us
give
the
d-o-t
the
the
okay
that
we
are
on
board
with
this.

that
would
not
that's

one
option

it

way,
as
far
as
the
monthly
street
bill,
no
matter
what
that
comes
out
of
the
general
fund,
that's
one
big
number,
no
matter
which
way
we
choose
to

that.
The
one
thing,
because
this
is
2021
correct.
The
one
thing
that
we
do
have
going
for
us
is
if
the
council
does
decide
that
this
is
something
we
want
to
do.

Like
to
add
that
other
communities
have
done
this
successfully
with
funding
from
the
community
itself
and
you
can
see
upgraded
lights
in
Brookings
that
were
recently
installed.
Those
are
the
lights
that
we
use
to
do
this
estimate
of
cost
for
us
using
the
same
lights
that
Brookings
chose.
The
actual
cost
will
vary
depending
on
the
specific
design
that
we
choose
and
there
are
some
opportunities
for
us
to
lessen
the
total
cost
if
we
decide
to
upgrade,
but
maybe
not
go
all
the
way
to
this
level.

does
change
the
appearance
of
a
corridor
and
you
can
see
where
they
have
done
it.
It
gives
a
different
feel
of
the
corridor
that
you're
traveling,
but
it
does
come
with
a
cost.
So
people
need
to
weigh
that
out.
Yes,
everyone
would
like
an
upgrade,
but
how
much
are
you
willing
to
pay
for
that
upgrade
and
if
you
want
to
look
at
what
we're
doing
drive
down,
is
it
highway
14
in
Brookings
that
they
just
redid
and
they
use
these
lights?

That's
one
of
the
things
that
we
looked
at
for
the
general
public,
that's
sitting
there,
that
we
can't
change
the
design
and
stuff
like
that,
but
we
change
the
color,
so
at
least
there's
a
continual
color
stream,
through
there
at
least,
would
have
some
sort
of
uniformity
on
it.
So
hopefully
that
would
make
it
look
a
little
more
appealing
as
well
right.

And
it's
a
comment
about
the
uniformity:
the
d-o-t
will
be
reconstructing
highway,
212
from
highway
81
to
the
west
highway
21st
and
they
will
not
be
upgrading
the
lights
in
that
section
it
wasn't
even
brought
to
the
council.
That
decision
was
made
to
not
upgrade
the
lights
in
that
section,
so
there
is
going
to
be
a
change
at
highway
81.
If
we
do
an
upgrade,
it
would
only
be
for
the
section
between
19th,
Street,
East
and
Highway
81
and
then
going
west
from
there.

We
will
have
a
new
road,
but
it
will
have
the
standard
lighting.
So
there's
that
to
consider
it
isn't
like
we
can
do
this
for
the
whole
stretch
and
then
there
is
no
reconstruction
on
the
schedule
yet
for
the
highway
east
of
19th
Street
East.
So
those
lights
will
just
stay
like
they
are
anyone
else
all
right.

damn.

I
think
that's
that's
where
the
discussion
will
have
to
come
once
I
think
the
council
wants
to
move
forward
with
it
then
I
think
we
definitely
want
to
sit
down
and
look
at
the
numbers,
as
I
did
say,
I
think
with
us
having

couple
years
to
plan
for
it.
If
we
want
to
pay
for
the
actual
project
up
and
I
mean
just
by
looking
at
the
numbers
that
Adam
ran,
I
mean
its
twenty
two
thousand
a
year
that
we
would
be
saving
if
we
did
the
cost
upfront
so
kind
of.

because
that
rate
won't
stop
once
the
lights
are
paid
for,
they'll
continue
to
charge
us
the
elevated
rate
forever
and
so
it'll
be
paid
off
in
twenty
years
through
utilities
and
so
yeah.
If
we
want
to
save
money,
we
we
would
want
to
get
that
money
up
front
and
probably
do
a
campaign
to
see
if
we
can
generate
community
funding,
because
the
H
2020
effort
was
a
community
effort.

prior
to
coming

this
meeting
up
a
couple,
the
h2o
twenty
people,
LuAnn
Strait
and
Diane
Styles-
reached
out.
They
apologize
for
not
being
able
to
be
here
but
they're
excited
about
the
possibility
and
I
think
they
would
definitely
be
on
board.
Based
upon
comments
made
yesterday,
telle
board
meeting
as
far
as
some
kind
of
campaign
going
forward
with
this.

for
anyone
out
there
in
listening
land,
that
wonders
what
H
2020
is.
If
you
don't
know,
it's
a
community
involvement
in
Vision
visioning,
what
we
want
for
our
community
in
the
future
and
there
was
a
tremendous
participation
rate
in
water
tone
that
generated
a
report,
and
this
was
one
of
the
things
in
that
report.
So
this
isn't
something
coming
out
of
the
staff
or
of
the
d-o-t.

is
coming
out
of
our
community
as
in
our
council,
to
do
this,
so
it
will
be
ultimately
up
to
the
council
to
decide
if
they're
willing
to
spend
the
money
to
do
it
because
it
costs
something
so
just
want
to
make
that
clear.

came

request
from
the
community
anything
else.

we've
been
engaged
with
Ryan

Great
Plain
sponsorship
for
the
better
part
of
the
last
year.
Look
at
some
fundraising
efforts
pretty
well
exclusively
limited.
The
Wellness
Center
at
this
point
that
contract
is
up
now
at
the
end
of
June
and
discussion.
A
few
of
us
met
in
the
mayor's
office
last
week.
Yeah
along
with
Ryan,
is
whether
or
not
we
want
to
continue
any
kind
of
arrangement
going
forward.

Just
a
real
quick
recap
of
the
past
year
for
various
reasons
that
the
results
weren't.
Quite
we
are
hoping
going
in.
We
essentially
got
our
money
back
from
what
we
paid,
but,
but
that's
really
about
it
and
again
the
reasons
you
know:
I'm,
not
gonna,
blame
Ryan
for
just
a
bit
various
reasons
that
that
that
that
the
dollars
and
the
timing
just
didn't
quite
pan
out
like
we
were
all
hoping
they
would.

However,
I
think
we're
to
the
point
now
that
Ryan's
made
some
very
good
contact,
has
a
number
of
things
hanging
out
there
that
could
come
to
fruition
to
the
tune
of
probably
the
numbers
that
we'd
kicked
around
last
week
and
Bruce
and
Mayor.
You
were
there
or
around
350,000.
That
realistically
feels
could
be
generated
yet
between
the
Wellness
Center
and
the
softball
complex,
and
those
of
those
would
be
amounts
that
should
be
realized
fair,
fairly
quickly
throughout
the
course
of
summer
in
early
fall.

there's
still
things
hanging
out
there,
if
we
think
it's
worthwhile
to
keep
him
engaged,
you
know
we've
got
the
ice
complex.
Still
always
hanging
out
there
at
some
point
in
the
future,
so
we'd
I'd
like
to
see
us
retain
a
relationship
because
the
things
that
are
hanging
out
there
and
the
potential
revenue
to
be
generated
for
a
few
more
months
yet
so
that
was
my
recommend.

guess
I

was
at
the
meeting
and
several
council
members
were
there
as
well.
I
personally
feel
like
this
should
be
done
on
a
strictly
commission
basis
and
I
know
that
I'm
alone
in
that,
probably
in
that
opinion,
but
I,
don't
think
that
it
was
profitable
for
the
city
and
for
whatever
reason
we
really
didn't
gain
anything
by
hiring
him,
because
we
only
got
what
we
paid
him
in
commission
and
sponsorships,
which
you
know.

we
didn't
pay
him
a
commission,
but
there's
no
guarantee
of
that
and
I
think
when
a
person
works
on
Commission
and
nothing
else,
they
don't
get
paid
unless
they
produce,
and
so
there's
a
huge
incentive
to
producing.
Whereas,

we're
just
paying
him
a
flat
rate,
which
is
what
we
paid
him
before,
he's
got
other
jobs
too,
and
we
go
on
faith
that
he's
really
focusing
on
us
and
not
the
other
communities
that
he
works
for
and
so
I
just
think
you
know.

they
can
kind
of
see
that
both
ways
and
I
was
part
of
that
discussion.

guess
I
respectfully,
would
disagree
in
this
case.

think
that
we
have
the
confidence
and
again,
whenever

kind

think
there's
an
opportunity
for
you.

you
can
be

might
not
work
out.

trying
to
raise
funds,
but
I
do

got

irons
in
the
fire.

he's

good
track
record
with
other
communities
worked
with

great

in

this
particular
case,

would
have

agree

him
for
the
three
months,
because
the
Commission
side

awfully
expensive

contract

strongly

contract
and

see
it

we

effort

say
I'm

civil
