2017

2022

is
an
update
of
an
existing
pre-disaster
mitigation
plan.
It
was
a
five-year
cycle
that
was
up
in
2017
we
completed
the
update
the
state
of
South
Dakota
Office
of
Emergency
Management
reviewed
it
approved
it.
Fema
looked
at
it,
reviewed
it
and
approved
it,
and
now
we're
in
the
process
of
formal
adoption
by
municipalities
and
the
counties.
Jim
Sutton
the
emergency
manager
would
be
here
but
I
think
he's
in
Arizona.
So
he
asked
me
to
come.

This
is
a
relatively
new
signal
being
installed
in
2008
and
when
the
d-o-t
came
through
an
upgraded
highway
81,
as
you
might
remember,
that
was
a
two-phase
project.
The
South
part
was
first
followed
by
the
north
part,
and
the
dividing
line
was
around
third
Avenue
north
as
I
recall.
So
this
was
in
the
South
section
and
when
the
d-o-t
was
designing
that
first
phase
they
came
to
the
city
and
asked
if
we
would
consider
removing
the
signal
at
camp
and
highway
81.

Public
Works
Committee
looked
at
the
recommendation
from
the
d-o-t
and
voted
to
eliminate
the
signal
in
2008
and
I
found
those
minutes.
Unfortunately,
I
didn't
find
anything
else.
I
couldn't
find
any
other
council
action
and
so
I'm
not
sure
why
we
didn't
eliminate
it
after
the
council
acted
to
eliminate
it.
The
council
had
said
we
want
in
exchange
for
removing
this
one.
We
want
a
signal
installed
at
tenth,
Avenue
north
and
when
Phase
two
occurred,
they
installed
a
signal
at
10th,
Avenue,
north
and
so
I'm,
not
really
sure
Don
did
you
find
out?

so
I,
don't
know
why
we
did
not
eliminate
the
signal
at
that
time,
but
we
didn't
it
still
remains,
but
the
d-o-t
had
studied
it
back
then
and
found
that
removal
of
the
signal
actually
facilitates
better
traffic
movement
in
the
region.
So
you're
not
stop.
Stop
stop
three
blocks
in
a
row.
As
you
know,
we
have
a
signal
at
first
avenue
north
at
camp
and
at
First,
Avenue
South.
So
three
signals
right
in
a
row
in
very
close
proximity.
Taking
the
middle
one
out
would
actually
eliminate
a
stopping
point
and
facilitate
movement.

to
look
at
it
again
since
now,
camp
is
not
only
just
a
new
section
goes
away
from
the
you

goes

the
west
now
that
we
have
them
coming
in
what
we're
looking
for.

guys
entertained
changing
the
control
there,
that
we
actually
do
a
study
because
it
takes
about
a
month
to
a
month
and
half
for
me
to
do
that.
So,
ok,
don't
really
want
to
get
into
that
unless

guys

willing

look
at
it
right.

is
a
third
option:
one
option
would
be
leave
it
alone
and
upgrade
it,
and
we
think
that
will
cost
about
200,000.
The
other
option
is
eliminated
altogether
and
then
the
third
intermediate
option
would
be
to
replace
the
signal
with
a
pedestrian
activated,
walk
signal
which
would
stop
traffic
on
the
highway
whenever
a
pedestrian
was
trying
to
cross
the
highway.
That
upgrade
would
be
significantly
less
expensive
than
upgrading
the
signal
system.
So
we're
thinking
$16,000,
maybe
something
that
was
just
a
rough
write.

then
so,
there's
a
time
element
here
as
well.
If,

the
council
decides
to
stay
with
a
signal
and
upgrade
it
that
could
take
several
years,
maybe
up
to
three
years
to
get
all
the
work
done
to
move

back.

that
we
don't
turn
count
to
two
way
this
year,

pull-up
is

fifty
five
thousand.

we

mobilization
traffic
control,
it

go

there

these
ped
buttons

costs

be
four
more
of
those
plus,
we
got
an
update
for
so
there's
eight

those
and
then
plus
the
work
we'd
have
to
do
to
the
concrete
to
make
the
landings
for
wheelchairs
and
stuff
like

get
into
right

way
add
another
year
onto

the
gauntlet
to
come
in
traveling
to
the
west,
will
that
might
might
deter
people
from
going
downtown?

can
always
go
right,

down
first,

it

it
just

bit
harder.

hard
to

intersections

proposals
will
sent
out
to
three
engineering
firms,
AECOM
HR,
green
and
HDR,
to
solicit
proposals
for
engineering
services,
to
evaluate
the
wastewater
facilities,
need
for
the
administration
building
and
then
to
provide
pre
design,
cost
estimates
for
design
engineering
and
construction
costs.
All
three
of
these
firms
have
worked
with
our
wastewater
Department
multiple
times
over
the
last
23
years,
a
e-comm
has
worked
with
us
on
five
or
more
major
projects,
HR
green,
three
or
more
projects
in
HDR,
three
or
more
projects.
All
those
three
firms
aecom
declined
to
submit
a
proposal.

They
did
not
think
they
could
compete
the
evaluation
for
the
price,
budgeted
and
thought
they
would
be
at
a
disadvantage
when
competing
with
more
local
firms
because
of
the
cost
of
bringing
out
their
different
design
engineers
to
our
facility,
and
so
they
declined
each.
Our
green
provided
a
proposal
that
ranged
in
price
from
forty
two
thousand
five
hundred
dollars
to
forty
eight
thousand
five
hundred
dollars
the
six
thousand
spread
there
were.
They
were
wanting
us
to
consider
some
additional
engineering
services,
some
electrical
mechanical,
and
so
their
proposal
would
have
exceeded
our
budget
by
nineteen
thousand.

thousand
five
hundred
dollars
and
I
would
also
point
out
that
they
did
propose
to
utilize
a
subcontracting
architectural
firm
which
I
added
some
cost
to
their
proposal.
So
the
third
proposal
from
HDR
incorporated
of
Sioux
Falls,
is
before
you
tonight.
That's
for
twenty
two
thousand
seven
hundred
and
ninety
five
dollars.
It
meets
the
requirements
of
the
request
for
proposals
in
us
within
the
twenty
three
thousand
that
we
budgeted
for
the
process.

proposals
were
reviewed
by
Craig
Mitchell,
Shane,
Waterman
and
I,
so
we'd
like
to
request
authorization
for
the
mayor
to
cyanus
agreement
for
engineering
services,
with
HDR
of
Sioux
Falls
again
for

wastewater
space,
evaluation,
administered
administration
building
services,
and
this
is
based
upon
the
cost
as
well
as
their
proposal
really
gave
us
what
we
asked
for
in
the
RFP
and
really
nothing
extra.
So
it
comes
within
budget.

we
got,
the
higher
price,
went
beyond
what
we
had
requested
and
then
they
did

said
they
had
a
subcontract
for
some
architectural
services,
whereas
the
other
firm
could
draw
on
those
resources

organization

is

we
requested
and
they
were
both.

firms
knew
what
we
had
budgeted
for.

process
is

project
we've

this

little
bit
previously
with
regard
to
the
assessment
or
potential
assessment
project.
Here
this
is
third
Avenue
Southwest.
It
will
be
improved
from
13th
Street
Southwest
to
18th,
Street,
Southwest
and
primarily
the
project
is
to
replace
the
aging
pavement.

as
I
as
we've
discussed,
there
is
a
potential
of
assessment
project
to
install
the
curb
and
gutter
in
the
gaps
and
we've
been
working
with
the
residents
along
there
and
are
going
to
propose
bidding
that
curb
as
an
alternate
in
the
bid
and
then
we'll
get
that
information
back
to
them
and
they
can
decide
if
they
want
to
proceed
with
the
assessments
or
not
at
that
time.
So
that's
where
we're
at
with
this
project
any.

given
for
tools.

present
that
information

those
property
owners
and

them
decide
if
they
want

proceed

getting
curb,
install
in
front
of
their
property

not,

we
did
have
some
discussion
as

none
and

guess
if
people
are
willing
to
volunteer
terribly
participate.

would
encourage
us
to
accept
any
of
them.

would
want
to
do
it
and
then,
if
they
decline
to,
then
we
could
just
let
allow
people
to
decline.

many
situations:
the
city
with
with
gravel
and
no
curb
and
gutter
we're
trying
to
clean
that
up

think
by
giving
that
alternative,

almost

it

parts

town

have
to
put
curb
and
gutter
in,
and
they
never
got
that
option.

portion
of
this
project
will
be
complete
reconstruct
of
the
pavement,
we're
not
proposing
to
replace
any
curb
and
gutter
on
a
wholesale
level,
we'll
look
at
some
bad
segments
and
replace
them
as
needed,
but
from
22nd
Street
to
24th
Street
will
likely
be
a
millon
overlay
and
then
we'll
look
at
the
pavement
condition
from
on
the
rest
of
the
segment,
with
the
idea
that
we're
going
to
do,
base
correction
and
replace
the
pavement
surface.
So
that's
the
scope
of
this
project.

majority
of
the
problems
as
we
see
it,
is
a
high
water
table
and
whether
or
not
they
actually
did
need
to
look
at
a
deeper
base
correction
and
we're
actually
going
to
look
at
that
now
and
and
maybe
put
some.
We

experiment
in
part
of
this,
where
we
did
put
some
oversized
rock
in
and
repaved
it
already
and
we're
evaluating.
How
well
that
has
performed
and
proposing
to
enhance
the
bass
here
to
support
the
road
for
a
longer
period
of
time.

next
project
we're
looking
at
and

have
so
working

street
department
to
kind

solidify
this.
But
it's
our
millon
overlay
project
and
our
ims
study
focused
on
Golf
Course
Road,
starting

intersection

4th
Avenue
down
here
by
the
airport,
and
it
really
identified
it
all
the
way
over
to
the
intersection
and
it
believes
us
42nd,
Street
or
43rd,
something
like
that
was
where
that
ended.

We're
just
well,
we
may
have
to
do
some
patching
because
we've,
if
the
if
the
existing
road
surface,
has
small
isolated
failures,
we'll
patch
those
then
we'll
overlay
it
so
that
we
don't
have
a
compromised
base,

roadway.

we
are
we've
actually
entertained,
not
milling
it,
but
I
think
with
the
nature
of
the
cracks
that
develop
on
the
surface.
We're
probably
gonna.

them
inch
off
and
put
like
a
two
inch
mat
back
over.

right
when
we
were
right

front
of
the
driveway
would
be
about
us
worst-case
scenario

we'll
visit
with
the
fire
department
and
their
staff
and
ask
them

a
similar
situation
last
year,
where
we
wanted
to
make
sure
that
we
kept
the
entrance
to
the
bran
clinic
on
North
Fort
14th
Avenue
open
at
all
times.
So
we
that's.
We
do
write
special
provisions
in
to
try
to
accommodate
those
kind
of
issues.
So
good

one
one
segment,
we're
considering
and,
of
course
the
other
priority
would
be
Kemp
if
we
proceed
with
the
conversion
and
what
we'll
do
is
I'll
earmark
camp
in
that
sealcoat
project
and
we'll
have
an
alternate
street
of
about
the
same
size
that
will
move
that
sealcoat
over
to
if
that
project
doesn't
go
forward
with
the
conversion.
So
that's
how
approach
the
cilco
project
for
now
for
this
year
so
is.
