construction
we
came
across
a
problem,
they
took
off
the
asphalt
and
it
was
all
black
dirt.
Underneath
there
was
no
gravel
I
mean
you
could
have
used,
use
the
blackened
gardens.
I
mean
it
was
pretty
good
black
dirt,
but
we
did
not
want
to
put
the
road
back
on
top
of
that
black
dirt,
as
the
road
would
probably
fail,
and
just
a
couple
years,
maybe
so
I
guess
we,
we
made
a
field
order,
instructing
them
to
do
geo
test
checks,
sorry
geotextile
fabric,
underneath
twelve
inches
of
base
course
or.

enough
money

this

it
comes
out

for
projects

landfill
stormwater,

let's
project

1818

an
increase

nine
thousand

dollars,

cents

look
for
a

to
recommend
approval
so.

You
on
the
afternoon
of
June
19th
last
Tuesday
rounds
construction
while
working
on
the
installation
of
some
storm
water
pipe
on
a
project.
They
uncovered
waste
material
in
an
area
where
was
not
expected
to
be.
This
waste
was
about
three
foot
below
the
surface
and
it
was
about
twenty
to
thirty
feet,
south
of
a
man
home
which
they
just
installed
as
they
continued
to
dig
in
a
southerly
direction.
The
depth
of
the
waste
increased,
so
we
went
from
a
way
if
you
could
put
my
photo
I'll
give
you
a
picture.

So
they're
laying
this
pipe
here
running
from
the
north
to
the
south
and
they're,
putting
it
in
some
nice
glacial
till
clay
and
also
in
the
dark
stain,
showed
up
and
it
just
looked
like
a
dark
stain
and
it
gradually
got
thicker
to
where
they
had
about
a
foot
and
a
half
a
waist
and
then,
as
it
went
a
little
further,
this
sloped
down
and
when
we
had
encountered
was
the
north
east
of
the
corner
of
an
old
pre
subtitle
D
garbage
bit.
It
was
farther
east
than
when
it
was
expected
to
be
so.

So
there's
no
cross
contamination
of
a
stormwater
and
or
garbage
so
houston
proposed
and
the
DNR
approved
a
verbal
plan
to
dig
some
test
pits
downstream
further
down
south
of
this
pipe
there,
two
more
manholes
and
so
what
we
went
down
as
we
did
test
pits
at
those
two
locations
to
see
if
we
still
encountered
waste
and
then
those
pits
got
dug
further
east
till
we
defined
the
waste
limits
and
then
Scott
Engineering
surveyed
in
that
information.
So
we
got
our
pipe
out
of
the
waste
off.

If
you
put
a
storm
sewer
pipe
in
waste,
it
would
look
likely
subside
and
you
would
lose
your
hydraulic
profile.
It
wouldn't
stand
up
over
time
and
it
could
either
put
water
in
the
garbage
or
if
the
garbage
pit
had
water
in
at
some
point
due
to
big
storm,
because
a
pre
subtitle
D
they
weren't
leachate
collection
systems
and
liners,
they
were
basically
a
hole
in
the
ground.
So
we
want
to
do
is
what
we're
doing
with
this
change
order?
Is
we're
now
proposing
to
shift
the
whole
line
east
to
get
outside
those
waste
limits?

So
we
have
a
good,
solid
pipe
in
the
ground
and
still
drain
and
serve
surface
service,
the
same
area
that
the
project
was
intended
to
service.
So
with
that
shifting
that
line
East
and
what
we're
proposing
here
is
to
install
one
new
60-inch
storm
sewer
manhole,
and
this
is
that
a
revised
unit,
price
of
seven
thousand
or
subi
$4,750.
Sorry,
it's
six
hundred
and
forty
seven
dollars
and
ninety
seven
cents
above
the
price
to
be
paid
for
the
mantles,
but
it's
being
shipped
by
itself
in
the
construction
of
its
being
expedited.

So
we
felt
that's
a
good
price
and
we
got
that
price
for
the
grounds
construction.
Additionally,
as
the
pipe
shift
at
East,
it
went
from
a
grassy
stormwater
ditching
into
a
gravel
area,
so
the
contractor
will
be
recovering
about
45
cubic
yards
of
the
existing
gravel
and
a
contract
unit,
price
of
four
dollars
and
25
cents
per
cubic
yard
for
one
hundred
ninety
one
dollars
and
twenty
five
cents
and
then,
as
this
pipe
is
shifted
over
there's,
more
grading
and
excavations
required
to
to
drain
the
area
to
the
inlet
structures.

So
the
increased
excavation
is
in
the
amount
of
two
thousand
five
hundred
and
thirty-eight
dollars,
based
upon
the
contract
unit,
price
of
four
dollars
and
twenty
three
cents,
a
cubic
yard
and
then
also
on
the
north
end
of
this
pipe.
It
gets
close
to
our
scale
house
building
and
we
know
there's
a
portable
water
drinking
water
in
there.
That
will
likely
need
to
be
moved.
It
should
be
encountered
during
this
relocation,
and
that
comes
at
a
cost
of
eight
hundred
and
seventy
five
dollars.

So
then,
the
last
item
would
be
the
test
pits
and
then
the
waste
that
they
uncovered
when
they
first
hit.
The
waste
had
to
be
disposed
of
in
the
subtitle
D
cell
legally
to
get
into
the
garbage
pit
out
of
the
environment
so
that
waste
placement
was
one
thousand
four
hundred
forty
dollars.
So
the
total
for
this
proposed
change,
orders
9700
ninety
four
dollars
and
twenty
five
cents.
It
increases
the
contract
value
to
four
hundred
sixteen
thousand
two
hundred
and
seventy
one
dollars
and
forty
three
cents.

does
not
asked
for
any
contract
time
extension
so
just
to
let
to
know
where
this
would
put
us.
If
you
approve
this
change
order,
if
we,
the
the
new
contract
price
with
this
change
or
and
the
previous
change
order,
is
currently
sixty
three
thousand
two
hundred
eighty
dollars
and
fifty
seven
cents
below
budget,
and
then
we
budgeted
sixty
thousand
for
construction
engineering
in
this
project,
we
entered
into
a
contract
with
Houston
engineering
for
fifty
four
thousand
nine
hundred
and
this
suppose
these
change
orders
at
the
other
project.

We
have
two
or
even
a
final
quantity
adjustment
and
if
I
just
arbitrarily
assigned
a
rough
cost
of
that,
there
could
be
up
to
four
thousand
dollars
cost
there,
and
that
would
take
us
up
to
fifty
eight
thousand
nine
hundred
dollars.
So
we'd
still
be
eleven
hundred
dollars
below
budget
there
would
he
we
put
all
the
change
orders
together
and
my
estimate
on
potentially
higher
engineering
cost.
The
project
should
be
completed
on
time,
sixty
four
thousand
three
hundred
a
day,
Lars
a
fifty
seven
cents
below
budget.
So
we
have
the
money.

We
have
to
relocate
the
pipe
and
we
encountered
it
as
just
there's
just
no
way
around
it.
So
with
that,
I
would
say
that
all
of
the
pipe
has
been
laid,
except
for
this
last
piece
that
we're
proposing
to
relocate
all
the
excavation
has
been
completed,
so
we're
at
a
point
where
installing
fence
erosion
control
and
then
we're
going
to
do
some
gravel
placement
and
then
the
seeding
and
the
project
should
be
done
well
ahead
of
schedule
and
under
budget.

out
it's
kind
of
a
black,
but
it
just
looked
like
has
a
blue
tint
to
it,
but
yeah
it
went
deeper.
So
we
were,
we
were
gonna,
get
into
a
feed
there,
a
pit
that
would
be
several
feet
deep
and
there
are
no
as-built
drawings
at
this.
So
that's
why
we
did
the
test
pits
cuz.
This
was
this
was
defy
that
plan
of
those
test
pits
was
back
back
in
early
70s
internal
design
and
actually
dug
by
landfill
staff
with
landfill
equipment.

what
I
hear
sorry
yeah.

So
the
gun
range
and
her
the
shooting
range
is
expected
to
start
this
week
and
with
our
staff
being
very
short-handed
at
the
time
being,
with
two
two
people
recently
gone
and
our
staff
not
familiar
with
the
staking
requirements
for
this
project.
Often
we
didn't
do
the
initial
survey
for
this
project
that
was
hired
by
Mac
Lancer
main
they're
hired
by
the
state
to
do
by
for
whatever,
and
so
we're
asking
that
city
council
approve
this.

we
can
hire
Makela
and
serving
to
do
the
survey
in
staking
for
this,
and
we
wrote
in
there
for
the
total
contract
not
to
exceed
five
thousand
dollars,
trying
to
limit
the
total
contract
because
we
are
paying
by
hour.
So
we
don't
want
it
to
go
in
way
over
budget
or
anything.
But
we
do
have
budget
set
aside
for
this
project.

look
into
adding
longer
range
lanes.
At
that
point,
when
we
were
doing
this
because
the
guys
were
here
and
they
were
really
competitive
in
their
bid,

just
going

be

linear
relationship

the
amount

work
that
we
had

contract

extra

part

longer
those
lanes
are

complex

drainage
becomes
and
we're
having
drainage
problems
as
it
is
with
the
shorter
liens.
So
adding
an
extra
long
lane.
We
know
we
were
going
to
run
into
drainage
problems.
That's
a
given
that
would
have
been
a
challenge
would
have
made
it
exponentially
harder
to
design.
They
really
struggled
to
design
what
we
have.

is
approval
to
submit
a
letter
of
intent
to
the
South
Dakota
Department
of
Transportation
to
apply
for
transportations,
Transportation
Alternatives
grant
for
Camp
Eska
trail
loop
development
authorizing
a
local
match
from
the
eighteen
point:
oh
five
percent
minimum
to
a
percentage
agreed
upon
by
the
City
Council,
the
consultant
and
the
city
staff
and
I'll
look
for
a
motion
and
second
for
a
recommendation,
and
then
we'll
have
a
presentation
move
by
Council
and
fill
our
second
by
a
councilman
loan.
And
now
we
will
have
our
presentation
from
infrastructure
design
group.

victor
with
infrastructure
design
group
came
to.
We
had
a
unveiling
for
the
master
plan
for
the
lake
trail
and
closing
the
loop
at
the
beginning
of
june,
and
some
of
you
were
able
to
make
it
and
some
of
you
weren't,
so
Glen
had
asked
if
I
could
come
and
give
a
short
presentation
of
where
the
the
planned
route
or
on
the
lake
is
going
to
go
and
some
of
the
obstacles
that
are
ahead
of
you.
Now,
as
we
head
into
budgeting
season.

So,
basically,
you
know
the
trail
ends
and
two
distinct
spots
are
on
the
lake
and
it's
not
it's
because
of
two
different
reasons,
but
there
was
definitely
roadblocks
that
were
in
place.
So
we
were
brought
on
board
to
identify
the
work
and
go
through
a
series
of
different
trail
alternatives
for
closing
the
loop.
We
also
wanted
to
identify
some
amenities.

When
we
started
out
this
is
kind
of
what
we
had
laid
out.
There
are
five
different
trail
options
or
combination.
I
will
just
point
out
now
actually
that
the
finalized
route
incorporates
all
five
of
those
options
and
some
that
weren't
even
thought
of
at
the
onset
of
the
project.
So
it
all
started
with
the
kickoff
meeting
in
October.
We
gathered
a
lot
of
comments
from
people
that
could
make
it
and
people
that
couldn't
there
were
comment
cards
that
were
circulating.
We
took
polls
of
various
amenities
that
people
would
want
to
see.

If
something
were
to
happen
to
your
bike,
we
also
pulled
the
audience
to
see
if
we
could
get
members
for
a
project
Advisory
Committee,
so
we
had
a
public
hearing,
then
a
public
unveiling,
but
through
the
process
we
wanted
to
make
sure
that
we're
vetting
our
design
options
to
a
group
of
stakeholders
per
se.
So
we
identified
five
people
that
lived
along
the
lake
has
kind
of
neighborhood
residents
that
were
there
to
support
their
community
and
support
their
neighbors
and
what
they'd
like
to
see
as
the
trail
progressed,
they
were
evenly
dispersed
throughout
the
trail.

That's
the
blue,
dots
or
purple
dots
they're
supposed
to
be.
We
also
had
members
of
the
runners
Club
The
Bicycle
Club,
who
recently
has
disbanded,
but
they
donated
the
remainder
of
their
funds
to
the
amenities.
On
the
trail,
so
that
was
nice
of
them.
A
couple
members
of
council
we're
also
a
part
of
it:
South
Dakota,
game,
fish
and
parks,
because
we're
going
through
part
of
their
property,
the
county,
highway
department,
engineering
and
Park
and
Rec
all
total.
There
are
about
20
people,
each
project,
advisory
meeting.

And
this
is
what
we
came
up
with
and
granted
it's
it's
hard
to
see
the
individual
faces
as
you
go
through,
but
we
identified
it
into
four
phases
that
were
distinct
with
their
characteristics
and
available
funding
and
what
type
of
obstacles
that
we
would
encounter.
The
alignment
is
based
on
those
landowner
and
stakeholder
comments.
We
also
took
considerable
stock
into
safety
considerations.
We
have
some
steep
hills,
especially
on
the
east
side
of
the
trail
and
one
make
sure
that
their
sight
distance
requirements,
so
people
on
bicycle
can
be
seen
and
can
see
oncoming
traffic.

also
wanted
to
take
into
consideration
the
number
of
crossings
that
are
on
the
trail
and
the
existing
trail
around
the
lake.
There's
about
three
crossings
per
mile
on
the
proposed.
We
have
just
over
two
crossings
per
miles
over
each
crossing,
of
course,
as
a
point
of
conflict
and
point
point
of
inflict,
which
is
a
safety
hazard,
so
trying
to
minimize
any
potential
safety
risks
also
took
into
account
geometrics
of
the
trail
itself.

And
I
just
want
to
point
out
quick
that
the
numbers
of
the
phasing
are
just
numbers
to
differentiate
them
from
one
phase
to
another.
They
don't
prioritize
phase
one
more
than
phase
4
is
just
happenstance
that
we
are
actually
already
starting
on
the
design
of
phase
one
but
we'll
go
into
each
of
the
phases
and
what
they
entail
now
so
phase
one.
We
have
started
in
the
survey
and
are
getting
down
to
the
design.
Up
to
this
point,
everything
was
done
with
lidar
imagery
imagery.
Sorry,
when
the
city
had
their
photogrammetry
done.

Basically,
at
the
same
time,
it
does
sonar
and
then
it
picks
up
the
contours,
it's
pretty
good
for
planning
purposes
and
how
we
can
estimate
how
much
dirt
we'll
have
to
move.
But
in
the
longest
scheme
and
knowing
exactly
where
utilities
are,
we
got
to
send
out
survey
crews.
So
surveyors
should
be
finishing
up
this
week
and
we'll
have
all
the
topographic
information
for
this
phase
of
the
trail.

Phase
3
is
the
largest
segment
of
the
trail,
but
it's
also
the
most
apt
for
funding.
There's.
Basically,
two
funds
that
are
available
for
grants
for
the
city
to
pursue
one
is
the
Transportation
Alternatives
grant
through
South
Dakota
d-o-t,
and
the
other
is
the
rec
trails
through
Game,
Fish
and
Park.

Transportation
Alternatives
generally,
is
a
little
bit
more
fourth
camping
with
the
amount
of
money
that
they
want
to
give
out
and
since
phase
three
is
actually
1.1
million
dollars,
it
makes
more
sense
to
try
to
go
for
the
bigger
pool
of
money
you
can't
mix
within
this
phase.
It
wouldn't
be
ideal
to
mix
both
game
fish
and
parks
and
transportation
alternatives,
because
then
you
have
two
different
agencies.
Looking
at
the
same
segment.

With
anything
free
and
free
money
as
grant
money,
it
requires
additional
time
so
for
planning
purposes.
We
like
to
say
for
years,
you
could
probably
get
it
in
three
years.
There
is
also
a
grant
cap
which
the
state
will
only
give
you
$400,000
at
a
time.
So
in
order
for
this
to
be
prominent,
it
would
either
the
city
would
have
to
really
contribute
everything.

They'd
get
four
hundred
thousand
and
do
all
at
once,
but
then
you're
contributing
seven
hundred
thousand
or
you
can
split
it
up
into
two
sub
phases:
3a
and
a
3b,
and
then
you
get
more
money
just
like
with
any
of
your
road
projects
or
your
bridge
projects
that
I've
been
in
here
in
the
past.
Talking
to
you
about
it
is
a
ranked
and
scored
system
where
you
get
different
points
assigned
to
you,
based
on
your
city
size.
For
starters,
the
higher
you
amount
you
want
to
pay
the
higher
your
score
is
for
the
funding.

Since
you
went
through
this
planning
process-
and
it
is
a
vetted
plan-
and
so
it's
not
as
likely
that
they're
gonna
award
the
money
and
somebody's
gonna
come
in
and
poke
holes
in
it.
You
also
get
additional
points
as
part
of
this
on
Phase
three,
we
are
going
to
be
extending
that
WPA
culvert,
which
counts
as
a
bridge
rehabilitation
project.
So
you
get
additional
points
as
well
and
to
be
competitive.
The
city
would
want
to
look
at
contributing
about
thirty
percent.
As
a
nice
conservative
number
for
budgeting
that
you
would
be
a
likely
candidate.

And
phase
four
is
the
remainder
of
the
trail
and
it's
by
Parkview,
basically
we're
looking
at
well.
Actually
engineering
was
nice
enough
to
say
that
they
would
take
over
this
segment
of
the
trail.
It's
a
millon
overlay
and
fix
the
roadway
and
then
we'll
extend
the
bike.
Path
will
be
painted
on
one
shoulder
of
the
road
through
that
until
it
gets
to
the
Phase
three,
and
this
has
been
placed
in
the
budget
for
2019.
Pending
your
approval
and
estimated
costs
are
about
150,000.

Here
is
a
kind
of
a
construction
schedule
that
you
can
look
at
when
2019
will
have
trail
done
on
both
ends
of
pending
your
approval
on
the
engineering
budget,
but
on
phase
1
and
phase
4,
and
then
2021
will
work
on
phase
2
by
game,
fish
and
parks
and
sandy
shores
and
the
wetland
permitting
and
then
waiting
on
the
grant
money
to
come
in
and
working
through
the
Transportation
Alternatives
process.
That
gets
us
a
2022
and
2023
to
finish
so
we're
about
five
years
out
to
finish
the
entire
trail.

Depending
on,
if
you
wanted
to
contribute
more
than
what
you
were
contributing
right
now
and
that
is
based
off
of
what
parks
has
right
now
in
their
budget
is
$600,000
with
the
annual
allotment
of
175,000
so
kind
of
piecing
that
out
and
how
you
want
to
spend
that
money
and
I
also
need
to
say
that
that's
for
your
entire
trail
system,
175,000.
That
covers
all
your
trails
through
town
and
at
the
lake
at
the
same
time.
So
these
are
not,
as
I
mean.

we're
doing
is
we're
appeasing
people
for
a
little
while
I'd
rather
put
a
trail

meets
our
needs

long
term

costs
