We're
on
continual
discussions
with
the
FAA
trying
to
get
that
approval
so
that
we
can
get
the
wheels
in
motion
for
getting
that
pathway
realigned.
And
we
are
just
waiting
approval
from
them
at
this
point
and
anticipate
getting
it
from
them
through
the
winter
months
here
and
having
the
pathway
realigned
in
the
spring.
So.
B
The
time
extension
224
days
is
to
get
us
to
the
next
construction
season.
The
asphalt
plant
is
done
now,
and
so
it
wouldn't
matter.
If
we
got
approval
from
FAA,
we
would
still
wait
and
it's
not
their
fault,
so
we
won't
be
charging
them
liquidated
damages
any
questions,
all
those
in
favor
signify
by
saying
aye.
Those
opposed
signify
by
saying
nay
motion
carries
item.
7
is
consideration
of
change
order.
Number
1
final
for
the
20th
Avenue
South
East
bridge
preservation,
project
number
1709
for
a
decrease
of
seven
thousand
one
hundred.
B
H
B
L
B
B
These
are
both
ready
and
in
need
of
being
repaired
in
the
very
near
future
and
I'm
just
saying
here
we're
getting
authorization
to
advertise
for
bids,
but
we
may
not
actually
bid
it
out.
We
have
a
provision
for
emergencies
where
we
don't
necessarily
have
to
bid
it
out,
but
we
will,
if
it's
easy
and
we're
getting
some
help
from
a
couple
of
local
contractors
to
help
us
write
that
up
but
John.
If
you
want
to
explain,
what's
going
on
a
little
bit
there,
so
people
understand
yeah.
K
The
rooftop
unit
that
operates
the
theater
needs
a
new
coil,
the
condensing
coil,
which
is
a
pretty
major
expense
in
itself
about
I,
think
about
fifteen
to
eighteen
thousand
to
replace
coil
in
that
rooftop
unit.
While
that
was
down,
we
discovered
that
we
had
so
we
had
didn't
have
air-conditioning
for
a
while,
and
we
we
managed
without
that
right
towards
the
end
of
summer.
K
Then
we
discovered
at
the
same
time
as
winter
came
on,
that
we
had
a
problem
with
the
heat
in
there
so
inside
the
that
particular
unit
I,
don't
remember
what
he
called
that
board
in
there.
If
you
remember
what
it
was
anyway,
that's
about
an
$8,000
part
to
replace
that
particular
board
in
there.
So,
in
a
meeting
with
who
was
in
all
that
meeting,
we.
K
K
K
The
fear
is
that
if
they
go
down
again,
they're
not
gonna
be
able
to
find
any
parts
for
it
and
getting
up
getting
get
them
up
and
running.
They
were
up
and
running,
they
did
get
them
going,
but
they're
not
confident
in
being
able
to
keep
that
up.
So
if
we
have
a
problem
in
mid-january
with
the
boilers
going
down,
it's
about
three
to
four
weeks
three
weeks
lead
time
to
get
new
boilers
so
kind
of
heading
that
off
and
making
sure
that
we
don't
have.
That
issue
would
be
to
replace
the
two
boilers
and.
G
B
K
J
B
E
No,
this
will
actually
be
part
of
a
big
budget
supplement
that
will
do
at
the
end
of
the
year.
At
this
point,
contingency
wouldn't
have
enough
to
cover
it
so
with
us
being
where
we
are
right
now,
we'll
just
include
it
with
the
the
year-end
budget
supplement
that'll,
be
at
the
next
meeting,
and
then
you
know
come
out
of
fun.
Two
twelves
okay.
B
B
K
K
Gonna,
do
they're
gonna
do
a
little
work
out
there
to
band-aid
the
solution,
so
we
get
a
little
heat
off
that
in
the
theater
for
the
time
being,
but
it's
gonna
be
kind
of
a
manual
operation,
we're
not
even
sure
if
it's
gonna
work
yet
but
they're
gonna
look
into
it.
I
might
have
to
go
up
there
and
turn
the
valve
on
and
off
on
the
roof.
K
C
B
Correct
and
thank
you
for
pointing
that
out,
Josh
they're,
two
separate
you,
you
know
the
we
own,
the
Convention,
Center
and
Minerva's,
and
the
hotel
are
separate
from
that
since
they're
right
there,
then
they
do
contract
with
the
city
to
run
the
facility,
but
we
are
in
charge
of
fixing
the
HVAC
on
our
building
not
on
this
won't
have
anything
to
do
with
Minerva's
or
with
the
hotel.
So
but
John
works
for
Minerva's.
We
contract
with
Minerva's
and
and
so
he's
been
out.
B
There
he's
the
one
that
knows
right
away
when
the
heat
isn't
working
and
has
to
call
the
people
in
to
get
it
fixed
and-
and
we
had
knowledgeable
people
advising
us
on
what
the
right
thing
is
to
do,
and
they
shared
us
that
this
is
probably
the
lifespan
of
the
boiler
and
those
units
so
they're
they
take
the
the
rooftop
units,
take
a
beating
being
out
in
the
weather,
and
this
isn't
unusual
for
failure
to
be
occurring
at
this
time.
So
we
don't
need
to
feel
like
we
got.
L
There
any
opportunity
to
put
this
inside
these
rooftop
units
instead
of
having
him
roughed
up.
You
know
we
had
that
issue
at
the
middle
school
and
there
was
no
resolve
ever
to
it,
but
we
put
him
inside
and
you
know
we
could
build
on
enough
that
we
could
put
him
inside
and
then
we
never
had
an
issue
again
because
you're
right,
the
weather
just
does
terrible
damage
to
him.
So
I
didn't
know.
If
there's
even
a
possibility
of
any
place
where
we
could
have
them,
it
would
probably
save
a
lot
in
the.
B
L
B
So
we.
K
B
L
We
have
money
Kristen
and
that
2-12
account
would
we
have
money
to
fix
that
coil
now
also
I
mean
now.
It's
making
me
think
that
if
that's
another
one,
why
would
we
if
we
have
the
money
in
that
to
12
account?
Why
wouldn't
we
throw
that
extra,
two
thousand
or
sixteen
thousand
or
fifteen
thousand
and
on
it?
If
we
have
the
money
I'm,
just
asking
I,
don't.
E
Really
know
if
that's
a
it's,
not
really
a
question
of
the
money,
the
money
would
be
there
in
fun
to
12
I.
Think
it's
more
of
a
you
have
to
be
careful
that
you're
not
spending
the
Capital
Improvement
Fund
for
what
could
fall
into
the
category
of
maintenance.
I,
don't
know
enough
about
the
coil
to
it.
You
know
with
the
whole
new
boilers.
That's
definitely
a
capital
improvement,
but
a
coil
replacement
potentially
looks
more
like
a
maintenance.
So
to
me
that
would
probably
be
more
of
our
general
fund
transferring
into
the.
B
K
B
All
those
in
favor
signify
by
saying
aye
I
was
opposed
signify
by
saying,
nay,
motion
carries
item,
number,
nine
is
old,
business
and
I
just
want
to
say.
We
went
through
a
few
change
orders
here
and
we
did
talk
about
possibly
putting
change
orders
on
the
consent
agenda
for
full
council
when
we've
talked
about
them
at
committee
level,
and
we
didn't
do
that
on
this
agenda.
B
But
when
we
get
to
the
council
meeting
tonight
and
that
agenda
I
am
going
to
request
that
we
move
those
items
to
the
consent
agenda
and
just
for
your
information,
it's
those
are
always
something
that
you
can
pull
off
of
an
a
consent
agenda
if
we
put
them
on
there
and
we
were
thinking
about
coming
up
with
a
list.
Heath
was
going
to
draft
up
some
conditions,
maybe
to
describe
when
we
would
put
things
on
consent
and
when
we
wouldn't
these
all
fall
under
what
we
think
could
actually
go
on
a
consent
agenda.
B
I
I
B
B
H
Well,
I
think
from
from
my
standpoint,
to
having
some
kind
of
a
procedure
or
protocol
in
place
so
that,
like
the
mayor
mentioned,
there's
a
conditions
or
qualifiers
or
a
tiered
system,
so
that
we
administratively
aren't
arbitrarily
choosing
what
goes
on
the
regular
agenda.
What
goes
on
consent,
but
we'll
definitely
use
professional
judgment
and
putting
together
this
Cottle
policy
and
then,
of
course,
let's.
Let
the
entire
council
review
that
for
your
approval
on
what
would
fall
towards
consent
versus
what
would
be
a
default
to
go
on
the
regular
agenda
right.
D
I
got
three
items
I
just
like
to
talk
about
briefly
I
just
didn't
mention
them.
First
and
I'll
come
back
to
a
little
bit
in
detail
like
to
talk
about
the
the
truck
route
and
the
bypass
for
a
second
I'd
like
to
spend
just
a
minute
and
talk
about
the
special
alcohol
licenses
that
we
issue
and
also
then
about
Park
dedication
of
land
in
that
whole
process.
Okay,
I'll
start
with
the
easy
one,
I
think
the
truck
route
question
was
asked
what
the
status
is
of
the
truck
route.
D
D
B
D
Yes,
it
really
was
our
original
intent
was
to
get
back
back,
get
the
trucks
off
a
212
right,
and
it
was
a
legitimate
question
as
to
me
and
I
I.
Don't
know
what
the
answer
I
guess:
I,
don't
pay
any
attention
to
that.
So
if
we
can
maybe
figure
out
exactly
where
we
are
with
the
truck
route
and
the
other
question
is-
and
this
is
really
my
question-
is
what
does
that
mean
if
I'm
a
truck
driver?
Does
that
mean
I
have
to
take
that
route
or.
B
To
take
it
but
they're
happy
to
know
it's
available,
I,
don't
think
the
trucks
want
to
drive
through
all
the
lights,
and
you
know
they,
especially
if
they're
you
know
they're
just
cruising
through
that's
a
better
route
for
them.
The
speed
limit
isn't
different.
So
that's
something
Heath.
Could
you
make
a
note
to
contact
the
d-o-t.
J
That's
come
up
in
conversation
before,
because
I've
asked
a
very
same
question:
the
state
can't
make
them
take
it
as
much
as
we'd
like
to
get
every
truck
off
212.
They
can't
make
them
take
it.
They
can
only
suggest
it
so
when
212
gets
widen,
there's
good
news,
bad
news,
good
news:
it
gets
widened,
it'll
help
with
traffic,
of
course,
but
now
it'll
be
easier
for
trucks.
Get
this
wider,
so
I
do
think.
There's
a
signage
education
issue.
J
B
And
with
the
reconstruction
going
on,
people
will
be
gladly
taking
the
bypass
route
and
they'll
work
it
in
they'll
see
and
become
comfortable
with
the
roundabout
I
know.
There
was
some
controversy
over
that
roundabout,
with
the
truckers
I'm
not
wanting
it,
and
it
got
built
anyway
and
I
I've
heard
positive
feedback
actually
from
truckers.
I
haven't
heard
any
negative
feedback
from
truckers
that
they
can't
maneuver.
It
I've
heard
that
they're
pleasantly
surprised
at
how
easy
it
is
to
maneuver.
They
didn't
think
it
was
going
to
be.
B
They
were
against
it
now
that
it's
here,
it's
not
that
bad.
So,
hopefully
it's
just
a
matter
of
changing
old
habits
to
get
people
to
take
that
route,
and
then,
when
that
road
gets
beat
up,
they'll
be
going
that
way
and
figure
it
out.
So
the
signage
is
a
something
that
we
have
discussed
with
the
d-o-t
in
the
past,
so
they'll
probably
be
really
familiar
with
what
we're
wanting
to
do
so.
B
D
B
B
D
People
know
him:
yes,
okay,
thanks
on
that
one,
it
did.
We
got
a
I
think,
an
email
from
Kristen
about
we're
gonna,
be
having
the
chamber
commerce
requesting
a
special
license,
I'm,
not
sure
what
we
call
it
that
what
it
is,
especially
a
regular
license
for
their
use,
potentially
at
Thursday
Night
Live
at
the
mall.
D
My
first
choice
would
be
the
people
that
have
the
licenses
every
day
that
have
invested
in
it
to
be
the
ones
that
set
up
and
support
those
services.
Are
those
needs
at
these
events?
That's
just
my
two
cents.
I
think
it
could
be.
There
could
be
rules
or
regulations
or
policies
that
are
written.
That
would
help
govern
that
as
to
what
we
want
and
and
how
they
have
to
do
it.
D
But
my
opinion
is
is
that
we
have
businesses
in
town
that
have
had
a
very,
very
large
investment,
not
only
in
the
license
but
in
their
property,
and
if
they
are
such
that
they
would
want
to
support
those
events.
That
should
be
the
first
move.
In
my
opinion,
by
in
this
case
it's
a
Chamber
sponsored
event,
I
believe
right,
but
so
I
think
that's
something
that
we
should
have
some
discussion
on.
I'll
stop
on
that
one
and
leave
it
for
discussion
next
item.
C
I've
had
a
couple
questions
on
that
one
is
Kristen
your
email,
so
that's
a
that's
gonna,
be
a
Board
of
Adjustment
agenda
item
as
of
December
6.
Is
that
correct?
Yes,.
E
My
understanding
is:
that's
going
to
come
before
the
board,
because
the
footprint
of
them
all
would
have
to
be
an
approved
location
right
now,
there's
only
a
few
locations
within
the
mall
that
would
be
able
to
have
alcohol.
So
that's
what's
coming
before
the
board,
but.
C
C
G
Okay,
but
they,
my
understanding,
is
that
they
are
going
to
be
having
a
sponsor
that
evening.
That
will
be
handing
out
alcohol
for
consumption,
not
for
sale,
so
licenses
govern
the
sale
of
alcohol,
the
retail
sale
of
alcohol.
So
the
mall
is
a
unique
situation
where
it
seems
kind
of
like
a
public
facility,
but
it's
really
just
a
print
one
big
private
business.
G
G
B
Not
what
is
coming
before
the
board?
That's
not
what
would
come
before
the
council.
What
comes
before
the
council
is
approval
for
selling
alcohol,
and
it's
only
for
beer
and
wine
right,
it's
not
for
the
hard
liquor
and
it's
the
request
is
for
the
mall
itself
that
private
business,
the
mall
and
the
chamber
would
operate.
Thursday
night
live
there
with
the
license
to
do
it
at
that
business.
B
D
E
D
G
Probably
not
I'm
not
sure
what
they
intend
to
do,
but
their
license
they're
requesting
is
a
regular
license
which
requires
Board
of
Adjustment
approval.
Now
the
action
we
just
took
recently
created
remove
the
requirement
for
Board
of
Adjustment
approval
on
special
event
licenses
now,
so
they
could
still
come
forward
in
theory
and
request
a
special
event
license,
but
there's
a
maximum
number
of
those,
and
so
there
that's
why
they're
requesting
the
regular
license.
So
they
can
they're
not
capped
by
that
maximum
number.
G
I've
had
folks
talk
to
me,
I
mean
frankly,
it's
kind
of
out
of
our
I
mean
it's
it's
a
community
event,
but
it's
not.
You
know
we're
just
the
license
granting
entity.
The
chamber
has
chosen
to
take
this
onto
themselves.
If
another
business
came
forward,
we
could
certainly
try
to
accommodate
for
them
to
handle
it.
But
I'm
not
you
know,
that's
just
not
what
we're
being
presented
with
at
this
time.
G
So,
let's
say
yeah,
let's
just
say,
you're
another
another
bar
licensed
establishment
in
town
here,
and
you
wanted
to
host
the
event
at
the
mall
like
the
chamber.
Does
you
could
transfer
your
life
because
they're
all
they
all
have
regular
licensed
licenses
that
are
licensed
for
their
location,
so
they
would
come
in
and
wanted
to
do.
A
temporary
transfer,
probably
like
we
do
with
some
of
those
businesses
or
they
could
get
a
special
event
license
as
well.
G
The
only
reason
we
do
those
transfers
is
because
they're
the
City
Council
has
not
chosen,
or
the
city
as
a
whole
has
not
chosen
to
adopt
the
special
event
liquor
licenses.
So
state
law
allows
us
to
have
a
special
event
liquor
license,
but
we've
chosen
not
to
about
that.
So
all
we
have
is
special
event:
beer
and
wine.
So
those
transfers
are
only
done
when
it's
the
liquor
license.
That's
wanting
to
be
at
a
different
location
so
like
when
we
have
the
kinda
County
professed
and
2nd
Street
temporarily
transfers
their
license.
G
D
D
I
think
what
at
a
minimum,
what
we
need
to
do
I
think
is
to
have
some
discussion
with
the
chamber,
because
the
we
get
asked
the
questions
as
if
we
have
control
of
that
we're
the
ones
that
either
go
hibbett
or
allow
certain
ones
to
be
there.
I
don't
have
an
answer
to
that
and
I
suppose.
Technically
we
by
our
rules
and
ordinances.
We
are
the
ones
but
I
don't
have
the
answers
to
that.
D
B
Don't
know
why
that
didn't
carry
through,
but
this
has
been
a
very
arduous
process
that
isn't
it's
altruistic
on
the
part
of
the
chamber
to
provide
the
community
with
something
that
they
want
and
something
that
we
had
when
it
was
downtown.
And
now
this
is
all
the
malls
property
there's
somebody
that
owns
that.
It's
not
like
doing
it
in
the
road
where
it's
public,
public
property
and
anybody's
game.
This
is
really
the
mall
and
the
Chamber
has
contacted
the
mall
and
the
mall
has
said.
Yes,
you
can
do
that.
B
I
were
happy
to
allow
you
to
do
that
here.
I,
don't
know
that
anyone
else
has
asked
them
all.
So
somebody
else
with
a
liquor
license
or
without
even
for
beer
and
wine
could
request
that
permission
from
the
mall
and
the
mall
might
say
yes,
but
I
don't
know.
If
there's,
why
would
you
do
it
twice?
It's
and
the
chamber
can
represent
all
of
their
businesses
and
maybe
give
them
each
a
shot
at
it
or
that's
a
conversation
with
the
chamber
and
I
I.
Don't
know
that
we
would
want
to
get
involved
in
that.
B
Really
it's
the
mall
location,
the
mall
owners
have
this
agent,
the
Chamber
of
Commerce,
who
represents
a
bunch
of
businesses
to
do
this
there
and
then
the
chamber
could
like
they
did
downtown.
There
were
numerous
businesses
that
sold
alcohol
and
it
wasn't
just
one,
and
so
as
long
as
it
was
ok
to
do
that
there,
then
anybody
could
do
it
with
the
permission.
I.
D
J
D
D
Some
communication
with
the
businesses
and
I
would
personally
I
think
that's
a
chamber
issue
in
my
mind
as
to
to
work
with
their
chamber
members,
it's
easier
for
them
to
communicate
that,
but
I
think
we
need
to
encourage
that
with
them
because
again,
not
shunning
responsibility,
but
they're.
The
ones
that
put
the
event
on
and
you
know,
I
would
like
to
see
them
open
up
those
doors
for
others
that
have
a
large
investment
and
if.
B
B
B
Understanding
was
that
the
chamber
did
both
downtown
and
that
the
mall
asked
people
with
existing
liquor
licenses
if
they
would
sell
out
for
the
event-
and
the
answer
was
pretty
much-
you
can
use
my
license
if
you
I'm
not
gonna,
sell
what
you
know,
we're
not
interested
in
doing
that,
and
so
it's
who's
gonna.
Do
it
and
I
think
the
chamber
would
gladly
let
someone
else
do
it
rather
than
have
it
be
a
chamber
selling
cans
of
whatever
they
were
selling
I'm
Watertown
Brewing
Company
did
bring
stuff
over
and
I.
Don't
yeah.
D
What
I'll
do
is
I
will
send
him
an
email
regarding
the
concerns
and
maybe
a
recommendation
if
they
have
not
done
that
and
I'm
not
claiming
they
haven't
communicated,
but
if
they
haven't,
I
think
they
should
find
a
way
to
communicate
to
license
holders
mm-hmm
as
to
the
opportunity.
Then
it's
up
to
those
license
holders
to
whether
they
want
to
do
it
or
not.
Right.
B
Right
and
I
think
that
the
public
has
responded
very
positively
to
being
able
to
have
alcohol
at
those
events,
for
whatever
reason
and
the
Chamber's
just
trying
to
keep
this
going
because
people,
for
whatever
reason,
are
more
likely
to
go
to
an
event.
If
there's
alcohol
and
that's
a
statement
of
our
society
in
our
culture.
But
it's
a
fact
and
so
they're
just
trying
to
facilitate
that
and
actually
I'm
glad
Thursday
Night
Live
is
alive.
D
I
touch
on
my
third
one.
I
was
looking
at
some
notes
from
previous
council
meeting,
and
one
of
my
my
notes
was
to
bring
up
at
this
point.
This
meeting
concerns
with
our
Park
dedication
of
land
process.
I
would
if
it
would
be
possible,
the
I
think
it
would
be
helpful
to
me
and
maybe
the
whole
council
to
have
that
whole
process
explained
to
us
by
the
the
parking
rec
board
or
J,
or
somebody.
D
B
D
D
B
D
B
B
We
do
have
a
need
to
go
into
executive
session
this
evening
in
order
to
discuss
and
consult
with
legal
counsel
on
contractual
matters.
We
do
not
expect
to
take
any
action
when
we
come
out
so
I
look
for
a
motion
and
second
going
to
executive
session
move
by
vil
our
second
biwi
any
any
discussion,
all
those
in
favor
signify
by
saying
aye.
Those
opposed
signify
by
saying,
nay
motion
carries.
