supplement
ordinance.
This
is
something
that
we
tend
to
have
to
do
every
year.
At
this
time
the
supplements
are
2019.
Budget
I
did
run
through
all
the
numbers.
At
the
first
reading
there
was
two
minor
changes
to
it.
There
was
a
couple
other
contract
items
that
were
caught
so
I
will
just
cover
those.
The
first
one
is
in
the
street
department
under
the
general
fund,
the
street
improvements,
which
is
actually
our
special
assessments.

There
was
an
additional
ten
thousand
dollars
needed,
so
that
went
from
eighty
thousand
and
ninety
thousand.
That
is
an
assessment
project
and
then
the
other
thing
is
under
the
capital
improvement
sales
tax
Fund.
For
the
miscellaneous
storm
sewer
project,
there
was
a
12,000
dollar
increased
necessary
for
an
IgG
contract
that
was
for
design.
So
those
are
the
only
changes
from
the
first
reading
very
minor
changes.
So
this
does
supplement
the
2019
budget.
I
do
want
to
point
out
again
that
there
is
quite
a
hefty
addition
under
the
snow
removal
fingers
still
crossed.

not
necessary.
The
other
big
thing
in
the
general
fund
was
for
the
flood
supplies
and
materials
that
was
one
hundred
and
sixty
eight
thousand
dollars.
So
I
can
answer
any

Otherwise,

this
it

increase

2019

still
actually
in
the
process
of
going
over
there
right

items

items
that
we
had
discussed

point

a
weight
in
sauce.

number

donations

allowable

is
assisting

city
and
applying
for
a
bridge
improvement
grant
for
the
third
Avenue
Northwest
bridge.
Several

you

familiar

this.
With
this
grant
application
process,
you've
seen
this
grant
application
come
in
front
of
you
in
2017
to
assist
with
engineering
cost.
Unfortunately,
at
that
time
we
were
not
awarded
that
grant.

We
have
since
anticipated,
applying
in
2020
with
a
complete
set
of
design
plans,
and
you,
some
of
you
may
remember
that
discussion
from
last
year
as
well,
however,
our
design
consultant
idg
was
tasked
with
addressing
a
technical
memo
from
the
d-o-t
that
required
them
to
do
some
further
investigation
and
ask
our
analysis
what
that
did
by
meeting
those
requirements
that
the
d-o-t
required
of
us.
It
did
push
back
the
final
design,
the
completion
of
the
design
work,
so
we're
faced
with
today,
where
we're
at
is.

approve
this
application
for
the
grant,
we
will
submit
that
by
the
January
2nd
deadline.

will
go

approval
process
that
the

team
that's
out
in
peer
and

bridge
score
this
year

sitting

there
are
no
guarantees,

is
a
very
high
score

comparison

of

bridges

awarded
funding
last

consultant
and
staff
feel
that
we're
sitting
fairly
favorable

grant

through
this
process.

for
their
building
and

change

mind

footage

to

lease

November
26th

transfer

patient

our
medic
crew
were
fine
during
that
accident,
but
we
did
have
a
total
loss
because
the
ambulance
actually
went
kind
of
airborne
and
into
the
median
and
actually
bent
the
frame.
The
the
appraisal
value
on
that
ambulance
is
around
$13,000
the
cost
to
fix.
It
was
most
double
that
so
they
did.

adjuster
did
a
total
loss
on
that
ambulance,
so
I'm
here
tonight
to
ask
for
replacement
dollars.
Those
dollars
would
come
from
a
supplement
in
2020
after
the
ambulance
is
delivered
in
march/april
range
at
some
point,
so
that'll
be
a
212
supplement
that
would
happen,
for
we
did
have
this
actually
appropriated
in
2021
long-term
capital
funds
of
of
$200,000,
so
I
kind
of
go
through
the
quote:

you

the

This
would
be
through
our
same
company
that
we
buy
the
ambulance
from
it
is
a
remount
ambulance
brew.

ambulance
company
Horton
actually
manufactures
these
in
Ohio,
but
the
company
that
does
a
remount
is
in
North
Carolina,
so
this
amulets
will
be
put
on
the
flatbed
taken
to
North
Carolina
right
real
shortly.
Actually,

it's
approved
here,
the
cost
to
remount
the
ambulance
is
142.

thousand,
we
do
have
equipment.
That's
on
this
ambulance.
It
was
a
2009,
so
it
was
going
to
be
in
that

year
range
already

replacement,

equipment
and
with
the
the

that
was
part
of

crews

that
second
crew
was
there,
they
assisted
in
the
delivery
of
the
baby
at
her
residence
and

line
that
family
wasn't
getting
to
the
hospital
in
Watertown.
So
it
was
kind
of
a
win.
The
ditch
yes,
but
they
had
two
crews
right
outside
ask
the
line
to
help
deliver
a
baby.

as
you
know,
we
had
some
retirements
this
year
and
so
I
promoted
Kirk
Alice
to
captain
he's

talk

in
a

some
vehicles
and
I
asked
Ryan

center

us
throughout
the
course
of
last
year
towards
the
end
of
last
year.
In
the
beginning
of
this
year
we
had
some
issues
with
staffing
in
there
we
had
to.
We
had
12
full-time
dispatchers
at
one
time,
we're
down
to
11
now,
and
we
have
four
I
believe
it
is
part-timers.

we
promoted
one
one
position
left
so

it
just
doesn't.

We
added
the
12
full-time
positions
back
in
2009
and
since
then,
we've
added
two
part-time
positions
and
then
in
April
of
2018,
one
of
our
longtime
dispatchers
retired,
and
instead
of
filling
that
position
with
a
another
full-time.
Instead
of
continuing
to
go
with
12
full-time
people,
we
brought
on
two
more
part-time
people.
So
as
of
April
two
thousand
eighteen,
we
had
eleven
full-time
in
four
part-time.

We
tried
that
for
well
lives
at
about
18
months
now,
maybe
20
months
since
April
of
2018,
we've
essentially
had
a
revolving
door
with
people
staying
for
about
four
months
and
then
leaving
we've
hired
seven
new
part-time
people
since
April
of
2018,
and
they
stay
long
enough
to
almost
get
drained
in
and
then
they
quit.
So
what
we
want
to
do
is
put
it
back
to
the
way
it
was
where
it
was
twelve
full-time
people
and
continue
with
the
two
part-time.

what
we're
asking
for
is
the
we
want
the
twelfth
full-time
dispatcher
back
and
we
want
to
give
up
the
two
part-time
dispatchers.
This,
according
to
Kristin's
math
at
present,
were
projected
to
have
a
budget
of
eight
hundred
and
twelve
thousand
dollars
in
our
total
personnel
expenses.
This
would
take
that
from
me,
12
up
to
823,
so
it
adds
a
it
adds
about
what
twelve
or
thirteen
thousand
dollars
to
our
our
budget,
but
it's
still
under
the
eight
hundred
and
twenty
eight
thousand
dollars,
that's
allowable
in
our
personnel
line
for
next
year.

have
three
part-time
positions
right

One

part-time

has
expressed
no
interest

fact
she

likes
working

in

full-time,

trained

maintain

hiring
whenever

do

stressful

babies
over
the
telephone
and

much
more
stressful
calls

and
to
be
thrown

that
with

it
being
a
true
career
choice.

it's

maybe

a
part-time
position,
it's
more
of
a

high-stress
than
my
traumatic
experience,

a
dispatcher
with
some
of
those
calls
you
get

help

individuals

able
to
manage
that
stress.

incident
stress
management
team
whereby,
after

these
traumatic

dispatchers

with
the

and
the
medics

mentally
