zoning
districts,
specifically
the
Iowans
owned.

staff
is
proposing
that
this
be
moved

a
permitted
use
to
a
conditional
use
in
the

light
industrial
district,
so
that

city

better
able
to
track
where
these
exist
and
the
Board
of
Adjustment
is
able

if
that
use
is
appropriate.

that
particular

Planning
Commission's
decision

entertain

speculation
on
my

that
was
specifically
discussed

opposition
expressed
for

use

site,
but
again
the
overall
zoning
was
not
recommended
by
that
board
for
that
parcel,
and
then
they
also
did
withdraw
that
conditional
use
application
at
that
same
meeting.

want
to
do
on
the

don't
and
whether
they
indicate
a
proposal
or
not.
The
zoning
doesn't
limit
them
to
and
when,
when
you
reach,
if
you've
gotten

zoning
approved,

do
anything
with
that
land.
That's
permitted
in
that
zone.
Even
if
it's
different
from
what
you
said
you
were
going
to
do
legally,
you
can
choose
at
a
later
date
to
change
your
mind,
so
good
questions.

meeting

my
response
to
those
questions

that
meeting.
I
pretty
much
shared
the
facts
behind
the
design
process
and
the
development
process
that
those
concerns
would
be
vetted
through
that
review
process.
As
the
developer
moves
forth
with
improvements
on
their
land,
there
are
specific
criteria
they
have
to
meet
as
far
as
letting
pass-through
flows.
What
we
call
them
continue
a
historic
pass
through
flows
and
how
they
manage
those
they
do
have
to
be
managed
appropriately.

The
other
nuance
to
this
property
is
that
there
are
identified
jurisdictional
wetlands
on
it.
The
developer
would
have
to
follow
any
regulations
from
the
Corps
of
Engineers,
DNR
and
and
the
city,
but
we
would
require
those
higher
level
check
offs
before
we
would
even
consider
development
approvals
on
this
property.
So
there
are
those
checks
and
balances
in
place,
and
that's
one
of
the
things
that
I
assured
that
the
Planning
Commission
as
well
and
the
property
owners
that
express
those
concerns
is
that
we
would
follow
through
with
those
checks
and
balances
through
the
development
fees.

As
the
mayor
stated,
this
is
the
first
reading,
so
I
will
go
over
a
few
key
points.
If
there's
any
questions
on
any
specific
item.
Just
let
me
know
if
first
we'll
look
at
the
general
fund
right
off
the
top,
the
biggest
one
at
the
$225,000
to
WDC.
That
was
part
of
the
TIF
number
10
agreement
that
we
did
the
information
technology,
the
consulting
services
that
was
to
help
offset
some
of
the
I'm
not
having
a
full
time
position
filled
all
of
the
year
engineering
had
28,000.

That
was
for
our
contract
that
was
approved
by
council
for
the
storm
water
utility
study,
and
then
we
also,
as
accounts,
the
council,
agreed
to
prepay
the
seventy
two
hundred
dollars
to
first
district.
So
that's
the
7,200,
the
police
department,
the
majority
of
theirs
is
actually
due
to
a
couple.
They're
considered
grants
but
they're
not
actual
federal
grants,
they're
kind
of
the
donations
they
received,
a
TransCanada
grant
and
firehouse
sub
grant,
and
so
with
that
they
purchased
gas,
mass
and
ballistic
vests.
So
that's
a
couple
of
the
line
items
there.

When
we
look
at
the
fire
department,
the
overtime
that
was
part
of
the
big
fire
in
February
was
to
cover
that
over
time,
and
then
they
also
received
a
couple
donations.
One
was
glacial
lakes,
energy
and
the
other
one
was
the
United
Way
donation,
so
those
are
just
so
that
they
purchased
their
supplies
and
there's
an
offsetting
revenue.

The
big
one
that
we
need
to
talk
about
is
the
snow
removal
budget.
Not
all
of
this
is
because
it's
overspent
right
now.
This
is
to
try
to
prepare
in
case
we
have
more
snow
yeah
in
the
rest
of
the
month.

that,

the
overtime
budget
as
of
right
now
is
already
26,000
over
and
the
motor
fuel
budget
is
already
32,000
over.
So
this
is
just
adding
a
little
bit
more
to
get

snow

adjustment,

Center
expenditure

adjust

to
the

seeing

we
dropped
down
to
the
capital
improvement

tax

the
street
systems
improvement.

the
big
Northridge
project.

taken

city

maintain

those

communities

it

managing

private

reason

downtown

snow

street
