Okay,
so
this
is
for
Commission
consideration
of
resolution
number
20
2016,
adopting
the
boundaries
of
tax,
increment
financing
district
number
13
within
the
city
of
Watertown,
so
this.
So
this
is
TIF.
13
and
it'll
be
a
housing
project
consisting
of
an
apartment,
building
and
senior
citizen
center
located
in
a
historic
Watertown
down
downtown
neighborhood.
The
property
is
situated
off
of
1st
Avenue
Southwest
and
next
to
the
Coddington
County
Courthouse,
specifically
26
1st
Avenue
Southwest.
D
The
developer
is
Jesse
Craig
of
Craig
Properties
LLC
in
Fargo,
North
Dakota
will
be
constructing
the
facility,
which
is
expected
to
result
in
over
10
point
three
million
dollars
in
investment
over
a
one
year.
Time
frame,
the
development
is
estimated
to
produce
an
incremental
valuation
over
2.7
million
dollars
over
the
20-year
life
of
the
TIF
project.
D
The
primary
objective
of
TIF
number
13
is
to
provide
information
to
an
area
and
our
sorry
provide
improvements
to
an
area
in
downtown
Watertown,
to
support
new
and
existing
commercial
retail
development
and
housing
for
professionals
located
to
located,
locating
to
North
East
South
Dakota.
The
developer
has
expected
to
create
jobs
and
create
and
rehabilitate
new
infrastructure
in
site
improvements,
which,
in
turn
are
expected
to
enhance
water
tones
abilities
to
encourage
future
growth.
D
So
also,
then,
Jesse
Craig
was
working
with
water
tone.
Development
company,
so
Chris,
Shelton
and
Tracy
Stein
are
on
the
call
as
well,
along
with
Jesse
Craig
is
on
the
line
too.
So,
if
there's
questions
for
him
after,
if
Chris
or
Tracy,
you
want
to
give
a
little
overview
of
this
project,
I'll
turn
it
over
to
them.
C
C
D
C
E
You
know
kind
of
what
what
Brandi
and
Traci
said
with
with
Jesse
Craig
272
Plex
apartment
complex
with
eleven
thousand
fifty
two
square
feet
of
commercial
space
on
the
main
level,
the
rest
of
the
main
level
will
be
50,
enclosed
heated
parking
spaces,
the
11,000
square
feet
of
commercial
will
be
for
the
Senior
Center
and
diners
are
actually
the
60
plus
and
yield
senior
meals,
they're
planning
to
expand
that
senior
meal
program
into
a
full-fledged
diner
on
that
site.
This
extra
space
will
allow
them
to
do
that.
E
There
are
61
bedrooms
and
twelve
two
bedrooms
that
will
make
up
the
72
apartment
unit.
They
are
going
to
be
55
and
older,
they're,
not
income
restricted,
so
it's
not
a
low-income
housing
project
or
anything
of
that
sort.
What
we
kind
of
looked
at
when
we
set
this
site
up,
is
that
the
Senior
Center
will
actually
be
an
amenity
for
the
apartment,
tenant
and
the
apartment.
E
Tenants
will
actually
look
at
the
Senior
Center
and
the
diner
as
an
amenity
for
them
also,
so
they
kind
of
feed
each
other
in
a
sense
and
the
fact
that
I
think
you
know
for
the
Senior
Center
if
they
want
to
grow
their
population
or
clientele.
This
would
be
the
the
prime
space
for
them
to
do
that.
Not
only
is
the
72
apartment
units
that
would
be
potential
members,
but
also
just
the
location
more
centrally
located
in
downtown
Watertown.
D
This
is
brandy,
I
did
receive
an
email
of
just
a
question
and
I.
So
are
you
proposing
parking
with
this
project.
E
I
will
still
be
there
that
will
act
for
like
overflow
for
potential
tenants,
even
though
we
don't
see
that
as
a
need,
but
also
I,
think
one
of
the
concerns
that
was
brought
up
and
some
of
our
other
meetings
was,
you
know
for
events
for
the
Senior
Center
when
they
have
their
dances
or
bingo,
or
you
know
again,
they're,
hopefully
looking
at
expanding
that
then
they'll
have
the
auditorium
parking
site
that
will
still
be
there.
The
only
the
only
thing
that
we're
looking
at
of.
