watertown
senior
citizens
club
entered
into
a
lease
for
the
building
they're
currently
occupying

center
and
did
the
actual
lease
get
on
the
agenda.

them

our

require
us
to
add
the
building
which
we
own
to
our
own
property
insurance
coverage
and
then
to
require
them
to

reimburse

the
cost

increase

premium
that
we
see
attributable

adding

building

insurance
coverage.

special

This
is
a
a
pretty
exciting
meeting
for
us
as
staff
and
obviously
for
the
council
in
the
community
as
a
whole.

time
we've
waited
for
and
put
a
lot
of
work
and
effort
into
with
our
consultants
and
and
staff,
and
several
of
your
time
on
committees
in
relation
to
the
new
airport
terminal
project.

If
you
recall
back
in
august
august
20th,
we
did
open
the
bids
for
the
main
part
of
the
project,
the
the
terminal
building
itself
and
those
bids
came
in
so
well
that
we
were
able
to
in
the
effort
to
maximize
our
grant
award
amount
and
the
grant
monies
available
to
us.
We
were
able
to
go
out
for
another
bid
for
additional
work
that
was
just
open
this
morning
and
that'll
be
the
subsequent
action
here
after
this
one,
but
the
first
and
primary
bid
award
that
we're
proposing
here
is
for
the
new
terminal
building.

apparent
low
bidder
was
great
construction
from
right
here
in
watertown
they
had
a
bid
of
10
million
232
000.
That
amount
was
almost
2
million
lower
than
the
engineer's
estimate.
Hence
the
additional
amount
we
were
able
to
go
out
for
to
bid
for
more
work.
For
this,
this
bid
award
does
include
the
base
bid
for
the
construction
of
a
new
airport
terminal
building
and
three
alternates.

had
worked
three
alternates
into
this
bid,
not
knowing
what
the
bid
climate
was
going
to
be
like
and
what
kind
of
work
we
could
incorporate
into
this
portion
of
the
of
the
work.
But
those
three
alternates
include
the
enclosure
of
the
of
the
luggage
or
bag
room
and
an
alternate
for
additional
concrete
on
the
apron
and
then
a
third
alternate
for
some
more
concrete
work
on
the
north
and
west
sides
of
the
airport
terminal.

is
a
really
exciting
council.
These
are
fun
so,
as
heath
alluded
to,
we
had
some
pretty
unprecedented
numbers,
come
back
with
the
bid
opening
for
the
terminal
building.
We
had
eight
total
bidders
submit
for
bid
on
this
project.
We
also
had
a
total
of
15
bidders
pull
plans
which
is
significantly
more
than
where
than
than
typical.

we
would
love
it
if
we'd
see
four
to
five
bidders
go
hard
at
a
project,
but
to
get
eight
actually
submit
bids
and
15
pull
plans
was
something
really
incredible.
All
of
those
construction
outfits
were
a
majority
of
them
were
from
right
in
south
dakota,
with
a
couple
coming
in
from
north
dakota
and
a
couple
from
minnesota,
so
to
have
great
construction
come
in
as
the
apparent
low
qualified.

know,
it's
it's
meeting
hans.
It's
our
pleasure

recommendation
that
that
the
city
council
would
approve
a
contract
for

million

great
construction
for
this
terminal

estimate
was
a
couple
million
dollars
higher
than
this,
and-
and
I
know
that
that
can
raise
some
flags,
but
the
bid
climate
that
we
saw
this
year
was
really
again
unprecedented.

saw
a
lot
of
contractors
who
really
wanted
some
security
in
their
backlog,
with
a
federal
project
coming
in
and
and
the
competition
was
pretty
steady
for
them.
So
I'd
open
it
up
to
any
questions.
The
council
would
have.

this
did
go
through
the
airport
board
and
it's
coming
before
us.
As
for
approval
just
a
question,
I
I've
got
the
utmost
regard
for
a
great
construction.

work
around
the
area

proven

I

think
the
public
for
the
public's
sake.
I
just
want
to
get
it
out
there
that
there
was
nothing
necessarily
that
unique
about
this
project
that
would
that
would
not
make
very
qualify
to
to
do
the
work.

that

fair
statement?
Obviously.

I
would
say
that's
a
fair
statement
and
mitch
if
you
want
to
chime

as
well
to
that
regard.
But
you
know
we
rely
on
our
consultants.
You
know,
along
with
staff,
doing
the
research
and

having
a
level
of
confidence

any
contract
or
the
bids
on
our
work.
We
also
rely
on
our
consultants
to
do
that
as
well
and
mitch.

don't
know
if
you
have
any
specifics
that
you
guys
found
in
that
in
that
research
or
background,
with
gray
as
far
as
comparable
work,
that
they
provided
through
their
bid
or
discussions
with
them.

there
weren't
really
any
sort
of
airport
specific
projects,
but
you
know
in
talking
with
our
partners
at
helms
and
co-op
architects
as
well.
You
know
we,
we
are
aware
of
gray.
We
we
knew
that
they
were
likely
going
to
push
for
this
project,
as
they
are
local
right
there
in
watertown,
as
you
guys
are
all
aware,
they're
doing
quite
a
bit
of
work
around
the
city
and
and
this
project
fell
kind
of
right
within
that
sort
of
civic
type
project
that
is
right
within
their
wheelhouse.

you
know,
there's
always
going
to
be
some.
I
I
I
don't
even
want
to
call
it
a
learning
process,
but
but
there
are
a
lot
of
federal
requirements
on
these
projects,
faa,
specs
by
american
requirements
and
things
of
that
nature.
You
know,
we've
worked
through
that
already
during
you
know,
pre-bid
meetings
and
we'll
work
through
that
in
pre-construction
meetings
with
with
great
construction,
but
they
seem
to
be
well
qualified
to
handle
a
project
this
scale
so
we're
in
good
shape
and
can
back
gray
for
sure.

next

guys
will
be
voting

horizontal

flat
work
associated
with
this
project

vote
to
just
really

stated

to

airport
board

was

years

guys

hunt
two
years
ago

fact,

facilitate
a
terminal
planning
study
and
to
go
from
where
we
were
at
two
years
ago
to
where
we're
at
now
in
potentially
approving
for
construction,

know
is,

a
very
quick
process,
and
so
we,
as
a
design
team,
really
couldn't
have
done
it
without
the
engagement
from
both
the
airport
board,
the
city
council
and
those
design
committees
that
we
had
had,
which
really
helped
us
understand
the
needs
and
the
requirements
for
the
design
and-
and
we
were
able
to
then
push
this
design
project
very
quickly.

it
it
worked
out.
You
know
exactly
like
you
draw
it
up,
which
is
very
much
atypical
for
a
project
like
this
that
usually
ends
up
running
four
to
five
years
in
planning
before
you're
ready
for
shovels.

maximize

amounts
and
helens
associates

with
us

are
a
sub
consultant

ours
through
our
contract
with
meet
and
hunt,
and
they
are
responsible
for
all
the
the
civil
site,
work,
design
and
bidding
and
and
subsequently
construction
management
for
us
as
well
for
the
airport
terminal
project.
So
that
being
said
I'll
hand
this
over
to
mike,
and
he
can
talk
about
what
this
work
entailed
and
the
outstanding
bids
we
received
on
this
as
well.

morning.

Well,
I
think
the
consensus
is,
if
you
have
any
projects,
to
bid,
get
them
out
to
bid
right
away.
We've
been
getting
some
pretty
good
prices,
as
as
heath
alluded
to
bids
came
in
so
well
for
the
terminal
that
there's
leftover
money
within
that
nine
million
dollar
supplemental
appropriation
to
the
city
of
watertown.

We
want
to
maximize
those
funds
if,
if
they
don't
get
spent
here,
they're
going
to
get
spent
somewhere
else
and
two-fold
is
that
we
can
get
more
work
done.
That's
that
frees
up
discretionary
money
for
next
year
for
the
kind
of
phase
two
portion
of
the
terminal
project,
that's
less
money
that
the
faa
has
to
come
up
with
and
find
nationwide
to
to
finish
off
the
terminal
project
as
a
whole.
So
we
did.
We
did
a
about
105
feet
by
450
feet
of
the
new
air
carrier.

Ramp
is
what
we
bid
that
that
even
as
well
came
in
well
under
the
engineers
estimate,
which
is
kind
of
surprising,
the
prices
are
unit.
Prices
are
cheaper
than
the
project.
We
were
just
completing
and
we
got
half
the
quantity
at
least
of
materials
out
there.

So
that's
something
we
did
not
see
see
coming,
but
it's
good
for
the
city
of
watertown,
it's
good
for
the
state
good
for
the
feds
one
thing
with
and
in
at
some
point,
and
maybe
bob
would
come
up
and
brook
as
well,
but
bring
up
that
table
for
the
revised
engineers
estimate.

Our
goal
is
to
expend
all
that
nine
million
dollars
for
the
terminal
project.
That's
what
the
fa's
goal
is.
That's
what
this
that's!
What
everybody's
goal
is
we're
going
to
have
a
substantial
amount
of
administration
or
contingency
we've
got
some
set
aside
for
the
building
and
we're
going
to
have
plenty
set
aside
for
this
air
carrier
amp
as
we
get
into
construction
for
the
building.

to
use

that,

it
there
available
in
case
something
pops
up,

towards

eligible

your
building
is
seventy
four
and
three
quarter
percent.

a

you're
going
to
look
under
state
share
three
and
a
half
percent
two
hundred
thousand

If
you
do
the
math,
it's
not
three
and
a
half
percent,
the
state
does
only
participate
up
to
two
hundred
thousand
dollars.
So
maybe
we
should
have
kind
of
highlighted
that
or
asked
it
something
like
that.
So,
but
if
you're
plugging
the
math
through,
it's
not
going
to
work
out
and
that's
why
the
what
we
did
is
is
broke
out
the
civil
construction
as
part
of
the
the
base
bid
of
the
terminal
construction.

zero
percent
eligible,
that's

city
cost
the
terminal
bidding

construction
administration

for
meat
hunts,
construction,
admin,

observation
along
with
some
of

budgetary
number
of
150
000
for
watertown
municipal
utilities,
for
fiber
optic
work
and

gas
line
relocation.
Those
are
just
budgetary
numbers,
those
aren't
hard
costs.
Those
will
be
built
to
the
city
once
they
actually
complete
the
work,
but
those
are
numbers
that
we
receive
from
that
entity
for
for
budgeting
purposes,
partial
air
carrier
ramp
construction.

think
we're
probably
a
little
bit
high
on
the
two
hundred
thousand
dollars,
but
if
we
do
change
order
more
and
more
work
in
and
that
that's
that's
a
number,
that's
also
we're
basically
taking
a
portion
of
what
our
contract

meet

hunt
for
the
entire
project
and
just
allotting
a
portion
of
that
for
this
partial
air
carrier
ramp.

sense

testing

geotechnical
testing
that
the

meat
hunt
will
assist

city

proposals

conclusion

thousand
dollars
for
your
quasi
contingency
for
the
project
is

what
they
would
like

see
in
there

that's
for
unexpected
things.

for
maybe
any
changes

finishes

that

come
about
again
that
that
admin
is
at
seventy
four
and
three
quarter
percent
and
then
the
admin
for
the
partial
air
carrier
ramp.

can
see
there's
four
hundred

or
five
hundred
and
seventeen
thousand
dollars
for
total
admin.

number,
but
the
thing

we
want

make
sure
we
maximize
your
funds
so
as
we

through
construction,

those

the

maximize

funds-

getting

passenger
boarding
bridge

with

supplemental
grant

wording

code
it
if
you
will,
the
apron
would
would
make
more
sense
in
their
the
region
in
the
in
the
headquarters
to
fund
that
versus
a
passenger
boarding
bridge.

they
don't
really
consider
the
boarding
bridge
part

terminal.

it's
kind
of
a
supplemental
item.
