lot
of
people

love
to
give
a
background
on
this
proposed
zoning
text
amendment
we
have
in
chapter
21
of
the
city
ordinances,
its
own
section,
related
to
plant
unit
developments,
otherwise
known
as
peu
DS.
This
is
a
specific
type
of
zoning
that
the
city
allows
for
that.
I
A
lot
of
you,
Nissa
palate,
ease
exercise
the
use
of,
and
it
essentially
allows
for
some
flexibility
and
setbacks
and
types
of
use
and
things
of
that
nature
that
are
otherwise
more
stringently
outlined
and
all
the
other
zoning
sections
of
the
zoning
ordinance.
So
in
looking
at
our
PUD
ordinance,
the
current
structure
of
it
staff
had
given
that
some
review
we've
had
some
feedback
over
the
years
from
some
developers
and
builders
in
town
that
like
to
utilize
that
PUD
and
it
was
found
to
be
somewhat
cumbersome.
I
The
way
it's
currently
drafted
and
so
staff
took
a
you
know,
pragmatic,
look
at
that
and
upon
the
Planning
Commission's
recommendation,
move
forward,
drafting
an
amendment
to
the
PUD
section
of
the
zoning
ordinance
and
what
we
have
before
you
tonight
and
what's
passed.
A
vote
from
by
four
to
zero
from
the
Planning
Commission
on
the
December
19th
meeting
is
a
draft
that
we
feel
is
a
little
bit
more
efficiency
to
it.
I
It's
a
little
more
user
friendly
from
the
developer
side
from
the
users
end
and
still
meets
all
the
check,
offs
and
appropriateness
that
we,
the
city,
would
want
to
make
sure
is
in
place
to
safeguard,
what's
being
built
where
it's
being
built
and
things
of
that
nature.
So
the
urban
planner
brandy
hands

this
evening
as
well.

little
bit
about
what
I
mean.
Pud
is
a
very
special
kind
of
zone.
The
the
PUD
zoning
itself
doesn't
have
uniform
requirements,
they're
unique
to
every
single
development
that
has
a
PUD
there's
a
beauty
plan
that
tells
what
the
setbacks
are
and
that
sort
of
thing.
So
it
is
a
different
kind
of
a
zoning
district.
So
if
you
could
talk
about
that,
a
little
bit,
I
think
that'd
be
good
right.

how
we
have
it
in
the
book
right
now
is
that
we
just
have
so
much
upfront
information
that
becomes
more
technical.
That
would
actually
happen
during
the
subdivision
phase,
so
we
wanted
to
differentiate
between
the
zoning
ordinance
and
the
subdivision
ordinance,
and
so
it's
basically
like
streamlining
it,
putting
two
different
the
concept
plan
phase
and
then
the
final
developmental
phase
into
one
PUD
plan
and
then
that's
what
would
come
with
the
rezone
petition
that
the
plan
Commission
and
City
Council
would
review,
and
it
would
be
an
exhibit
to
that.

then,
if
that
was
approved,
then
they
would
still
go
forward
with
the
subdivision
process
on
whatever
they
were.
Their
project
was
I,
don't
know
if
that's
specific
enough,
it's
more!
So
how
we're
changing
it,
but
I
thought
Heath
touched
on.
You
know
kind
of
the
purpose
of
a
pewdie
and
that's
just
like
they
would
have
to
prove
that
it
would
be
a
benefit
to
go
at
the
pewdie
rather
than
go
with
one
of
our
our
typical
zoning
ordinances.

It's
right
now
the
way
the
ordinance
hands
there's
a
lot
of
heavy
lifting
right
up
front.
We
have
very
few
peds
because
of
this,
and
even
most
of
our
peds
haven't
been
compliant
with
the
ordinance
it's
just
difficult
to
do
all
that
beforehand.
So
this
brings
it
more
in
line
with
our
current
subdivision
process,
where
you
get
the
concepts
out
there
and
approved
without
all
the
detail
first
and
then
once
you've
gotten
that,
and
then
they
have
a
development
proposal
that
comes
in
with
a
great
deal
of
detail
right.

mayor
this,
this
too
is
a
zoning
text
amendment
and
relates
specifically
to
the
c2
commercial
zoning
district,
and
what
it
does
is
amends
that
district
to
allow
residential
use,
residential

apartments

dwelling
units

a
conditional
use.
It
would
not
be
a
permitted
use
in
the
c2,
but
a
conditionally
use
for
this
amendment.

This
has
passed
the
Planning
Commission
recommendation
again
unanimously
at
a
vote
of
four
to
zero
for
the
members
that
were
present
at
that
meeting
on
December
19th.
This
I
would
point
out
was
an
idea
born
by
a
developer
as
well
as
it
was
the
previous
item
and
the
next
and
I
think
it
I
would
just
state
that
shows
the
staffs
effort
and
wanting
to
make
sure
the
rezoning
ordinances
are
up
to
date
to
make
sure
that
there
is
efficient
as
it
can
be
and
make
sure
there
is
accommodating
to
this
community
as
it
can
be.
I
And,
of
course,
the
final
decision
on
any
of
these
comes
through
that
Planning
Commission
and
the
council
to
make,
and
we
have
staff
have
facilitated
this
one.
We
feel
that
we
put
something
together
that
that
is
amicable
for
what
the
developer
had
asked
for,
but
yet
because
of
the
conditional
use
component,
still
helps
safeguard
the
community
members
in
general
to
make
sure
that
these
types
of
uses
don't
go
into
inappropriate
locations,
but
again
urban
planner
brain
hands.

we'd
love

Currently,
our
c2
zone
is
the
only
commercial
zone
that
doesn't
allow
apartments,
and
so
this
is
going
to
bring
it
into
conformance
mean.
Why?
Wouldn't
we
want
apartments
in
the
c2
is
on
and
there
there
might
be
some
arguments
against
it,
but.

only
text,
amendment
and
first
reading
of
it.
The
general
background
on
this
is
that
there
there
has
been
interest
expressed.
I
would
specifically
locally
was
was
requested
for
this
change,
but
one
thing
staff
does
to

acknowledges
that
it's
kind
of
a
going
trend
nationally
as
far
as
communal
living
and
how
municipalities
are
opening
up
their
zoning
regulations
to
allow
for
more
of
a
communal
living
aspect
in
certain
zoning
districts.

now
in
our
ordinance,
we
just
have
family
defined
and
that
only
allows
up
to
three
unrelated
people
to
live
in
one
residence
and
then,
if
you're,
in
that
our
three
zone,
you
can
have
up
to
four.
So
this
would
allow
for
up
to
six
unrelated
people
to
live
together,
and
we
do
have
specifics.

there
would
be
limitations
to
the
properties
that
could
have
a
conditional
use
of
communal
living
and
the
only
district
are
the
only
zoning
districts
that
this
applies
to
would
be.

the
limitations
regarding
lighting
parking
location
and
then
a
site
plan.

They
would
have
to
submit
for
review
by
the
Board
of
Adjustment

other
ordinance
amendments

just

the
off
street
parking
requirements
and
just
to
basically
include
them
in
in
the
other
parts
of
the
ordinance
where
it's
applicable.
So
it's
not
being
missed
and
then
so.
The
actual
definition
of
communal
living
will
be
a
building
or
place
other
than
a
fraternity
or
sorority
house,
where
a
group
of
four
or
more
persons,
but
not
more
than
six
persons,
not
related
by
blood
or
law
living
together
and
maintaining
a
common
dwelling
unit.

then
the
fraternity
and
sorority
definition
just
was
referenced
in
the
family
definition.
But
we
actually
didn't
have
one
in
the
ordinance.
So
this
is
just
adding
that
just
to
clean
that
up
and
then
also
allowing
it
if
there
were
one
that
wanted
to
come
to
town
or
whatnot
in
the
conditional
use
for
all
those
same
districts
for
the
R
1
C,
R,
2
and
R
3.

that
would
be
one
of
the
benefits
and,
and
you
know,
to
create
affordable
housing
to
if
a
property
is
able
to
meet
the
requirements.
But
there
will
be

mean
there

There
will

limitations

properties

allow
for
one
off
street
parking
spot
for
each
additional
bedroom,
so
that
will
at
least
because
we
also
want
to
protect
existing
neighborhoods
and

their
integrity

getting

bunch
of
traffic

people
coming

living
in
a
house

request
for
this
type
of
a
place
that

not
college
students
but

Seeing
the
housing
study
revealed
to
us
that
we
have
quite

adults
living
alone,
which
is

trend,

growing

used
to
be
much
smaller,
but
people
are
tending
to
live
alone
more
and
this
gives
them
the
opportunity
to
live
together
in
a
group
setting
that
in
one
home
that
isn't
you
know
you
legally
can't
do
that.

agreement
that
we
have
with
South
Dakota
public
assurance
Alliance,
and
it's
not
an
agreement
that
gets
annually
approved
it's
basically
on
going
until
changed,
and
we
were
sent
this
about
a
month

board

assurance
Alliance
added
just
one
provision
that
allows,
or
that
prohibits
any
member
from
suggesting
more
than
one
person,
be
a
board
member.
That's
the
only
provision
that
changed
and
that's
what
the
approving
this
item
would
accomplish
this
evening.

can't
really
speak
to
the
history
behind
why
we
do
I
think
my
understanding
is

years
ago
there
was
some
catastrophic
losses
that
led
the
private
insurance
market
to
drop
a
bunch
of
our
public
entities,

the
legislature
created
this
mechanism
for
an
intergovernmental
agreement
to
essentially
create
a
risk
sharing
pool
and
it's
just
evolved
from
there.
My
understanding
is
in
the
past
city
councils
have
considered
private
insurers
and
I,
don't
I,
don't
know
if
the
coverage
has
been
has
been
comparable
for
what
we
pay
in
premium.

know
that
I
can
only
speak
for
myself.
I
know
that
we've
had
a
very
good
working
relationship
with
the
public
assurance
Alliance
and
their
representatives
that
come
around
so,
but
at
the
end
of
the
day,
it's
it's
councils,
its
councils
choice.

they
would
like
to
pursue
the
private
insurance
market.
At
some
point.

funding

to
authorize
the
city
share
the
cost,
with
a
payment
in
the
amount
of
3270
$9.75
each
year
for
an
initial
period
of

years

help

for

services
in

and

know.
We
have

folks
in
the

blended
call
center,
because
they're
credited
to
take
crisis.
So
if
somebody

call
in
with

suicide
issues
and
things
of
that
matter

worked
through
they're
able

help

not
volunteers.
At
the
center
the
center,
the
calls
will
go
into
a
Center
in
Sioux
Falls,
that's
a
for
our
seven-day-a-week
call
center,
and
so
they
also
collect
the
information
that
comes
in
Brenda
had
kind
of
mentioned.

Another
nice
component
of
having
the
2-1-1
helpline
is
through
that
data
collection.
Then,
if
there
would
be
an
inventive
nth
of
flooding
or
tornadoes
or
things
like
that,
and
we
would
need
to
get
some
federal
assistance
from
FEMA.
They
kind
of
have
all
that
data
collected
and
they're
able
to
help
turn
that
over
to
Emergency
Management
and
then
we're
able
to
get
that
assistance
going
quicker,
and
so
there
really
are
a
lot
of
benefits.

There's
that
human
connection.
So
if
I
google
food
because
I'm
needing
food,
it's
probably
going
to
pull
up
Perkins
Burger
King
and
those
food
Harry's
those
food
places-
and
it's
not
going
to
be
that
human
connection.
Maybe
you
need
a
food
pantry,
maybe
you're
wondering
where
there
is
a
meal
being
served
and
what
times
and
then
say
because
you're
needing
food,
you
maybe
are
also
having
a
problem
with
your
utilities,
they're
able
to
walk
you
through
those
things
and
help
you
all
around,
instead
of
just
that
immediate
thing
that
you're
looking
for
at
that
moment.

impact

able
to
keep
9-1-1
open
for
those
true
emergencies

then
be
able

help
people
with
the
resources
and
things

a
tree
on
their
house

so
it
just
relieved

if
you
remember
what
the
volume
was,
but

what
they
maybe
had
seen
in
calls
in
a
month.
They
saw
in
that
one
week.

emergency

takes

load
off
the
emergency
management

dealing

to
handle

out
there
for

traveling

week

made
tricks
on

interstate
on
Friday,
coming
back
during
the
blowing
snow
and
stuff
like
that,
two
cars
upside
down
in
the
middle
of
the
median,
they
were
not
driving
very
fast.
We
I
had
assist
a
lady
out
of
her
car.

She
was
driving,
maybe
40
miles
an
hour
and
just
got
sucked
into
the
ditch
and
Saturday
made
a
trek
to
Sioux
Falls
and
back
for
some
sporting
activities,
and
the
morning
was
very
icy
and
I
probably
saw
a
dozen
cars
in
the
ditch
in
the
way
back,
it
was
sunny
and
I
saw
six
cars
in
the
ditch
from
Brookings
to
Watertown.
They
just
get
sucked
into
the
slush
and
into
the
ditch.
They
go
so
be
careful,
as
we
are
talking
earlier
today
about
a
first
responder
out
there
that
got
struck
by
another
vehicle.

see
flashing
lights,
don't
wait
the
last
minute
to
slow
down.
You
know
it's
give
give
those
guys
as
much
room
as
possible.
I
know
the
the
plow
guys
on
the
interstate
were
the
ones
that
helped
get
one
of
the
people
out
of
the
ditch
they
were
out
there.

know
tempting
to
get
through
this.
It's
know
what
the
rest
of
us
so
keep
them,
give
them
as
much
room
as
you
capacity
again
so
in
town
as
well.

if

see
an
ambulance
or
a
fire
truck
slow
down
way
ahead
of
time.
