unit

a
tool
in
the
toolbox
for
developers
to
develop
their
land.
It
allows
for
some
flexibility
and
some
leeway
in
building
locations
on
their
Lots,
though
having
mixed
uses

their
property
and
other
variations
to
that
nature.

has
reviewed
this
and
had
discussions
with
some
developers
recently
and
thought
we
can
make
some
improvements
on
this
ordinance
in
relation

user-friendly

could

more

current

requires
quite
a
bit
of
upfront
legwork
as
far
as
engineering
costs
and
design
and
specifics
related
to
the
PUD

some
of
that's
been
backed
out

this
ordinance
amendment.

bit

user-friendly
tool

amendment
would
do
is
create
that
ability
to
have
that

trends,

wanting

communal
environment

sharing
living
expenses
with

people
that
they're
not
related
to
our
ordinances,
currently

happening
and
requiring
it.

concern
that

with

aren't

together
is

parking
and
there's
gonna

a
bunch
cars
all
over
the
place.

one
of
the
requirements
to
this
conditional
use
would

off
street
parking

a
much
higher
level
than
at
the
other
zone.

currently
right
now,
if
you
have
three
people
that
are
living
in
an
r1
zone,
that's
legal!

nice

us
to
be
able
to
regulate
if
neighborhoods

seeing
houses

are
being
rented
out
to

vote
tech,
kids

that
we

really
do
help
address
that

vehicles

the
parking.

people
just
drive

the
sidewalk
drive
up,
and
so

really

parking

it

two
cars
like

and
now
it
could
be
four
cars

don't

parking
spots

that
means

that
they

those

hopefully
that
if
that
process

carried
out
to
a

exactly

It's

mixture
between
the
police
union,
the
fire
union,
as
well
as

AFSCME
Union.
So
in
here,
because
during
the
public
works,
we
discussed
the
fire

police
unions
which
they
did
accept
to
be
moved
to
the
new
wage
matrix.
So
when
you
look
through
here,
when
you
see
the
grades,
it
looks
like
there's
that
kind
of
a
mixture,
and
there
is
for
that
reason
because
of
the
different
unions
and
what
they
chose
to
do
so.

essentially
it's
a
little
bit
different
than

other

where
there's
usually
only

person

this
covers

wage

the
fee
resolution
that
basically
it
establishes
all
the
fees
for
the
different
departments
to
the
city
of
Watertown.
I
will
say
that
we
have
added
quite
a
bit
to
this.
It's
not
that
those
fees
have
never
been
there,
but
we
felt
it
was
maybe
a
benefit
to
the
public
to
have
one
resolution,
so
they
can
see
fees
throughout
the
only
things
that
really
changed
is
Building.
Services
had
a
very
slight
increase
to
their
research
fee,
$5,
not
anything
too
substantial,
and
then
the
library
department
did
establish
through
their
board.

They
added
a
meeting
room
fee
at
$10
per
hour
for
for-profit
and
the
nonprofit
is
for
free.
So
that
was
something
that
is
established
now
on
this
fee
resolution
and
the
other
significant
thing
that
was
added
is
the
street
department.
You

all
of
their
rates
that
they
are
have
been
charging,
but
now
it's
on
one
location.
We
did
also
incorporate
the
Park
and
Rec
fees.
In
here

I

we
made

note

those
fees
are
actually
set

established

the

control
board

there

three
members

the
board

members,
and
so
the
first
discussion
was
whether
or
not
to
upgrade
update
the
ordinance
to
reflect
what's
actually

occurring.

warehousing

zoning

the
industrial
and
a
lot
of
that
goes
towards

type

fireworks
that
can
be
sold

and

the

with

and

from
certain

safe
on

something

catastrophic

locations

want
to
make
sure
that
structures
and
people
are
still
kept
safe,
especially
if
there's
manufacturing
going
on

an
agreement
with
first
district
that
pretty
much
summarizes
their
assistants
they'll
be
providing
to

city
in
relation

our
wastewater

building

we
were
recently
awarded
our
srf
state
revolving
funds
loan
for
this
project
and
with
that
comes
certain
stipulations
that
we
need

follow
and
abide
by

first
District
is
very
well
versed
with
those
regulations

what
needs
to
be
monitored
and
tracked
and
and
memorialized
throughout
the
process.

they'll
be
helping
by
attending
bid
openings,
pre-construction
meeting
they'll
be
watching
and
monitoring
the
davis-bacon
wage
payroll
review
process
with
us.
They
will
assist
in
project
drawdowns

act

liaison
between
the
city
and
the
DNR,
and
also
help
with
project
closeout.

we

at
adopting
a
fire
hydrant

snow

a
bad
idea
to
take
a
shovel
and
go
around
neighborhood

clear
out
a

retreat
coming

saying
anything
about

transition

city

discuss

that

an
open
public
meeting.

well

out

city
staff

get
that

think
there's
been
some
communications
with
you
mayor
and
with

guess

encourage

about

it

been
a
couple
good
meetings

we
have
had
up

Chris
Hill
comes
off
the
development
company

hoping
to
see

this
body

you

City
Hall

too

long

I
think
was
the
understand

we've
got

far

some
engineering
design
standards
that
hopefully
we

look

council

plan

we
understood

comments

the
time
it
takes
to
do
this.

the

out
for

the
community
