Description
City Council Meeting 6-1-2020
B
Dear
Heavenly
Father,
we
just
ask
that
you
be
with
this
council
meeting
tonight,
Lord
and
more
than
anything,
Lord
we're
asking
that
you
be
with
our
community
and
our
state
throughout
these
coveted
vans
throughout
these
protests
and
all
things
that
are
going
on
in
our
community
and
in
our
nation.
We
just
ask
for
guidance
and
leadership
that
is
above
and
beyond
the
call
of
duty,
as
we
feel
we
have
locally.
Thank
you
for
the
blessings
that
you
give
and
all
that
you
do
for
us
as
a
community
Lord.

Carries
thank
you.
The
next
item
on
the
agenda
is
public
comments,
and
this
is
the
time
reserved
for
anyone
who
would
like
to
make
a
public
comment
to
step
forward
and
do
so.
Please
state
your
name
into
the
microphone
for
the
record
before
making
your
comment
and
if
your
comment
is
related
to
an
agenda
item.
A
Please
wait
until
that
agenda
item
is
taken
up
by
the
council
and
for
those
of
you
who
have
called
in
please
state
your
name
and
say
permission
to
speak
and
I
will
do
that
first,
but
there's
a
couple
people
in
the
audience
and
in
City,
Hall
and
I'll
start
with
them.
So
if
anyone
would
like
to
speak
now,
is
the
time
come
forward.
C
Hello,
everyone,
my
name,
is
Brett
Reese.
Thank
you
for
letting
me
speak
tonight
and
thank
you
for
those
listening
not
live.
As
you
know,
today
is
June
1st,
which
marks
the
first
day
of
Pride
Month
I
in
the
United
States
and,
in
fact,
on
June
28th
it'll
be
the
50th
anniversary
of
pride
on
the
51st
anniversary
of
the
Stonewall
riots.
C
Next
Friday
June
12th
in
Watertown
love.
The
nonprofit
organization
here
in
town,
is
having
a
candlelight
vigil
March.
We
are
starting
at
the
post
office
and
going
to
McKinley
Park
to
commemorate
the
four
year
anniversary
of
the
pulse
nightclub,
shooting
where
49
individuals,
LGBTQ
individuals,
lost
their
lives
and
53
more
were
injured
because
of
gun
violence,
targeted
gun
violence
as
a
community.
C
This
would
be
a
peaceful
way
to
show
that
as
a
community,
we
stand
for
acceptance
and
against
violence
and
discrimination
and
I
think
it
would
mean
a
lot
to
individuals
in
this
city,
and
so
that
is
my
statement
and
my
request
at
this
time
and
I'm
very
welcome
to
having
any
further
discussions
with
any
of
the
City
Council
members
if
they
want
to
have
that
discussion.
Thank.
A
A
C
B
C
B
A
All
right,
thank
you
item
a
is
application
for
a
special
retail
malt
beverage
and
wine
license
to
the
Watertown
Area
Chamber
of
Commerce
from
5
o'clock
p.m.
until
8
o'clock
p.m.
on
Thursday
June,
11
2024,
the
wine
walk
event,
I
have
a
motion
by
Helene
and
a
second
by
Bueller
and
I
will
go
ahead
and
open
the
public
hearing
and
see.
If
anyone
is
here
to
speak
about
that
or
if
anyone
online
would
like
to
speak
about
that
or
on
the
phone,
if
you
would,
please
say,
request
permission
to
speak
after
your
name.
A
Right,
I
don't
hear
anyone,
so
I
will
go
ahead
and
close
the
public
hearing
and
entertain
some
council
discussion
about
this.
This
is
an
annual
event
and
there
they've
discussed
how
they
can
do
it
in
compliance
with
the
CDC
guidelines
for
a
pandemic
that
we're
in
and
they're
planning
to
limit
the
number
of
people
participating.
A
They
sell
tickets,
so
they
sell
a
limited
number
of
tickets,
I
think
they're,
limiting
it
to
200
and
they'll
have
some
of
the
booths
or
stations
outside,
so
that
people
don't
have
to
go
inside
a
building
if
they're
uncomfortable
doing
that
and
people
will
be
able
to
regulate
their
personal
distance
from
others.
Are
there
questions
or
comments
about
this
on
the
council,
councilman
Helene
Thank.
C
You
mayor
I
just
feel
like
someone
should
say
something:
I
haven't
been
to
this
event,
but
I've
heard
from
people
who
have
and
enjoy
it,
and
it
seems
like
a
good
deal
for
downtown
Watertown.
Perhaps
councilman
Hoyer
would
chime
in
on
that.
If
you've
seen
it
yes,
I've
seen
it,
it
tends
to
be
a
positive
thing,
just
of
course
asking
everybody
conduct
themselves
in
an
orderly
manner.
While
they
go
about
their
wine
walk,
so
I
don't
see
any
problem
with
it.
I
would
advocate
for
it.
Okay,.
A
B
C
B
A
Roshun
Kerry
thank
you
item.
B
is
the
second
reading
of
ordinance
number
20-18
amending
the
zoning
map
of
the
city
of
Watertown
South
Dakota
for
a
portion
of
lot,
one
block,
one
of
isabella.
First
edition
from
I
one
light
industrial
district
to
c3,
highway
commercial
district
have
a
motion
by
helene
second
and
a
second
by
Hoyer,
and
I
will
ask
heath
to
tell
us
about
this
first
and
then
I'll
open
the
public
hearing.
So
hang
tight.
If
you're
here
to
talk
about
that,
he's,
go
ahead.
F
Yeah
Thank
You
mayor
I'll,
pull
up
and
share
my
screen
here
as
well,
but
this
information
is-
or
this
reason
isn't
it
second
reading
phase
in
front
of
the
council
tonight
and
it
is
for
a
portion
of
property
owned
by
Steve
Horning,
who
is
the
applicant
for
the
rezone
and
he's
looking
to
rezone
a
lot
from
i1
like
dust
real
district
to
c3?
This
is
along
highway.
212.
F
And
here
you
have
the
212
corridor
as
seen
on
the
map
here
and
then
this
is
the
portion
that
they're
petitioning
to
rezone
into
c3.
You
can
see
the
adjoining
properties
of
the
east
and
west
are
currently
c3.
It
is
adjacent
to
the
highway,
which
is
fitting
for
the
highway
commercial
district,
which
c3
is
and
I
guess
that
also
defer
to
brandy
ant,
an
urban
planner
for
any
additional
comments
or
discussion
points
from
the
Planning
Commission
meetings
as
well
she's
on
line
with
us
here,
too,
okay.
B
B
A
A
E
F
B
So
a
lot
the
lots
of
the
souther
of
this
property,
that's
being
rezone,
and
actually,
if
you
just
go
down
a
little
bit
further
he's
on
the
next
spot
that
one
right
there.
That
is
where
the
the
welding
company
has
just
went
in,
and
then
this
the
lot
go
to
the
north.
Where
that
commercial
business
was
supposed
to
go,
there
will
still
be
some
vacant
I
one
area
to
the
south.
There
yep
there's.
E
I
mean
I,
don't
have
an
issue
with
the
c3
zoning
since
their
c3
to
the
west
and
the
east
of
it.
It
just.
It
seems
like
we're.
There's
five
Lots
there
or
four
five
lots
in
there
that
we're
gonna
have
some
industrial
some
highway
commercials
so
and
I
mean
if
we
don't
have
an
issue
with
that.
That's
fine
I,
just
more
of
just
a
question
of
curiosity.
F
Yeah
and
brandy,
you
can
maybe
touch
on
that
too
I
think
from
the
zoning
perspective,
you
know
it
might
depend
on
the
specific
uses,
but,
generally
speaking,
having
a
c3
adjacent
to
an
AI,
Wan
isn't
necessarily
a
concern
from
a
zoning
management.
Standpoint.
I,
don't
know
brandy
if
you
can
speak
to
whether
we've
had
any
issues
with
that
in
the
recent
paths
with
they
actually
uses
that
have
gone
on
into
either
of
those
zones
being
adjacent
to
each
other,
but
generally
speaking,
I,
don't
see
it
as
an
issue
councilman.
Well
thank.
A
F
B
B
C
A
B
C
B
C
B
A
Carrie
all
right,
thank
you
item
C
is
the
first
reading
of
ordinance
number
20-19,
establishing
the
zoning
designation
of
our
one
single-family
residential
district,
our
two
single-family
attached
residential
district
and
our
three
multi-family
residential
district
for
the
area
of
land
to
be
known
as
the
Valley
View
second
edition
upon
annexation-
and
this
is
just
the
first
reading.
So
no
action
will
have
the
public
works
director
Heath
on
I.
Tell
us
about
this.
Please.
F
Yes,
Thank
You
mayor:
this
is
first
reading
of
the
rezone,
and
both
actions
for
this
property
will
include
an
annexation
and
rezone
annexation.
Action,
of
course,
will
be
at
the
second
reading
of
the
rezone,
so
they're
approved
in
tandem
with
one
another,
but
because
reasons
require
two
readings
is
here.
We
are
with
first
reading
before
the
council
tonight.
F
For
context
here
you
have
14th
Avenue,
Northwest,
running
east
and
west
across
the
bottom
part
of
the
map
here,
your
second
street.
It
extends
north
and
on
the
east
side
of
what's
known
as
the
Valley
View
subdivision
and
up
here,
further
north,
you
have
the
River
Ridge
subdivision.
So
this
half
Styria
ear
area
indicated
here
is
what's
being
proposed
for
annexation
and
Zoning
and
again
planner
a
branding.
Antenor
I
could
certainly
help
answer
any
questions
that
the
council
might
have.
I'll
share
this
map
to
here.
F
A
E
F
I
might
defer
to
brandy
to
drive
here,
but
I
know
if
you
can
see
my
pointer
on
the
map.
The
southwest
corner
of
the
subdivision
right
along
14th
is
part
of
the
parkland
dedication
that
currently
exists
now
today
and
brandy,
could
you
help
clarify?
Did
that
meets
the
entire
requirements
for
the
park,
land
dedication
or
there's
further
dedications
to
come?
Yep.
B
And
just
to
clarify
see
with
the
preliminary
plan
they
actually,
they
ended
up
changing
from
what
was
originally
approved.
We
had
a
result
where
they
did
more
of
a
transition
from
second
street
to
into
the
west
where
it
goes
into
r1.
So
if
the
art
too
did
not
exist
before,
but
so
we've
added
that,
and
so
now.
That
is
consistent,
though,
with
what
the
plantation
and
comfortable
did
did.
Rezone
Matthew.
D
This
doesn't
relate
directly
to
this
parcel,
but
it's
in
the
neighborhood,
tough
speaking
of
parkland.
Was
there
not
some
issue
with
the
the
park?
Dedication
for
where
the
olive
house
was
moved
in
on
I
seem
like.
There
were
some
issues
there,
I
have
those
been
resolved,
or
my
totally
off-base,
with
my
recollection
on
that.
C
D
B
Have
a
discrepancy
with
the
bike
trails
that
will
continue
will
spend
on
the
west
side
of
the
property,
but
we
ended
up
getting
that
resolved
to,
but
we
did
have
language
in
the
development
agreement
that
did
did
touch
on
all
the.
What?
If
that's
what
happened
when
we
were
working
on
getting
that
trail?
Okay,.
B
F
And
Councilman
Ville
ours
question:
this:
is
the
property
a
zoomed
in
on
here.
So
you
see
a
little
more
clearly
on
the
map
that
pathway
will
extend
on
the
west
side
of
this
lot
and
then
on
the
north
side
and
tie
into
second
Street
I
know
that
TK,
a
partner,
ex-director
Terry
Kelly,
has
been
in
preliminary
conversations
with
the
engineering
office
about
all
our
construction
of
that
pathway,
I
think
as
soon
as
potentially
as
soon
as
this
year,
I
don't
know
if
it
still
sits
where
it
sits
on
the
schedule.
F
F
Yeah.
Thank
you
mayor.
This
is
a
another
rezone
and
it
is
owned
by
Paul
and
Lori
Carlson
the
applicants
of
the
property
and
specific
to
lot
a
of
campus
Kaduna
second
subdivision,
and
they
are
looking
to
rezone
a
portion
of
their
subdivision
from
its
original
current
zoning
designation
of
r1
to
an
hour
three
multi-family
residential
district
I
will
again
show
a
map
here
for
reference.
F
As
to
the
general
vicinity
that
we're
talking
about
east-west
through
the
middle
of
the
drawing
here
is
Golf,
Course,
Road
and
north/south
is
33rd,
Street
Northwest
and
this
property
right
southeast
corner
of
the
owners,
Division
capisco
Dunes.
Third,
is
the
area
they're
proposing
to
be
resumed?
It's
this
hashed
area
in
the
black,
bold
outline
and
again
being
rezone
from
R
1
to
R
3
Brandie.
If
you
could
elaborate
on
anything,
I
missed,
please
feel
free,
otherwise,
we'd
be
glad
to
help
answer.
Questions.
B
E
B
F
F
Excuse
me:
they've,
approached
the
city
to
take
this
pond
over
as
public
infrastructure,
for
reasons
I'm,
not
sure
yeah,
yeah,
I
think
again
going
back
to
our
earlier
discussions
about
project
closeout,
whether
they
be
city
projects
or
development
projects.
I
think
this
is
just
one
that
something
didn't
happen
for
some
reason
or
another,
so
this
was
never
formally
closed
out
was
never
formally
accepted
by
the
city
as
public
infrastructure.
Now
it's
in
a
condition
that
we
wouldn't
necessarily
want
to
take
it
over
as
it
sits
today.
So
what
we?
F
What
we've
advised
the
new
developer
to
the
south
here
to
do,
is
to
meet
with
and
cord
with
this
developer,
this
owner
on
expanding
this
detention
pond
to
accommodate
for
their
flows.
That
also
need
to
be
detained
and
they
go
through
a
joint
venture
and
expanding
this
pond
and
then
bringing
forth
the
record.
Drawing
is
the
as-built
drawings
to
the
engineering
office
to
review
and
inspect
this
to
check
it
off
and
department
to
bring
it
forth
to
Council
for
cities,
acceptance
what.
E
F
So
that
the
subdivision
in
the
south
side
here
does
propose
extending
34
and
I,
don't
know
if
we
included,
but
their
preliminary
plan
does
take
that
into
account
the
initial
phase
of
their
subdivision.
This
phase,
one
down
here
in
the
southeast
corner,
does
not
constitute
the
necessity
to
extend
34th
and
we
have
not
made
that
north.
The
Planning
Commission
made
that
any
part
of
the
discussion
to
proceed
with
this
phase,
because
this
lot
has
access
to
33rd
and
Golf
Course
Road.
B
That
and
I'm
working
on
going
up
this
tree
limb
plan
to,
but
that
lot
will
actually
get
access
from
Golf,
Course
Road
to
the
south
and
then
it'll
be
it'll
have
to
be
set
back
far
enough.
You
know
so
it's
meeting
all
of
our
engineering
design
standards.
So
it's
not
interfering
with
the
intersection
there.
F
Correct
yeah,
okay,
and
so
we
would
review
that
with
a
site
plan
that
they
submit.
They've
got
a
couple
other
steps
to
go
through
here,
I
believe
you
know
they
may
have
a
conditional
use
that
they're
going
to
seek
for
what
they
want
to
do
on.
This
are
three
in
this
rezone
area
and
anyway,
subsequent
reviews
and
processes.
Here,
once
we
get
to
a
site
plan
review,
that's
when
we
were
honing
in
on
those
accesses
and
make
sure
that
they
meet
the
engineering
design
standards
from
a
traffic
safety
standpoint.
C
A
C
F
Yes,
good
point
counsel
and
Robi:
that's
exactly
right,
any
new
pond.
That
would
let
me
back
up
a
minute
any
any
pond
that
is
left
for
private
ownership.
We
execute
a
BMP
maintenance
agreement
and,
in
that
BMP
maintenance
agreement.
A
pretty
much
says
that
here
you,
the
landowner,
hereby
acknowledge
your
responsibility
is
to
keep
this
pond
maintained
so
that
it
functions
properly,
doesn't
cause
any
adverse
impacts.
F
This
would
be
a
typical
residential
pond
in
a
residential
neighborhood
that
we
would
just
take
over
completely
for
city
ownership
and
maintenance.
That
would
neglect
the
necessity
for
that
maintenance
agreement,
because
we'll
take
that
responsibility
on
as
a
city
when
this
becomes
public
infrastructure.
F
So
that's
a
good
at
presenting
a
question.
The
the
design,
the
engineering
design
that
goes
into
that
pond
will
be
taking
into
account
full
development
of
this
cell
early
portion
of
the
subdivision
so
that
that
design
in
the
extensionists
pond
presumes
full
development
in
accordance
with
the
preliminary
plan
that
was
approved
so
you'll
have
the
residential,
the
R
1
R,
2,
R
3
and
the
potential
build-out
for
those
areas.
As
far
as
an
impact
on
a
pervious
surfaces,
that's
what
their
engineer
looks
at
and
designs
the
expansion
that
pond
for
for
a
full
build-out
scenario.
E
F
C
House
that
is
being
shown
there
and
a
lot
is
that
in
the
way
of
any
drainage
of
any
kind,
because
a
lot
of
water
stands
in
that
property
and
it
may
have
water
in
it
today.
So
I'm
just
wondering
how
that
is
all
happening,
so
we're
fair
to
the
Carlson's
here.
So
we
can
assure
them
that
that
water,
that
is
in
the
north
and
the
west
ends
will
go
out
someplace
and
right
now.
It
doesn't
so
I'm
just
concerned
that
we
that
they
know
what's
happening
here.
F
E
C
F
B
A
Okay,
very
good
with
platting
and
now
they're
not
talking
about
planning
yet,
but
they
will
be
I'm
assuming
the
FAA
required
allegation
easements
with
the
plats
in
the
past,
and
there
might
be
one
on
that
lot.
The
big
lot
right
now
has
there
been
any
conversation
about
that.
Essentially,
what
that
says
is
airplanes
fly
over
this
and
you
can't
complain
about
it
because
it
was
here
before
her
platted
just
so
that
people
don't
complain
about
airport
activity
when
they
developed
near
the
airport.
A
A
F
And
to
your
point
of
the
replant
mayor,
I'll
quickly
note
that
they
are
expecting
to
do
an
administrative
plat
of
this
lot,
which
is
one
that
I,
as
the
city
engineer,
would
sign
off
on
after
review,
and
that
is
on
our
desk
for
review
and
approval.
So
we
will
definitely
check
off
that
FA,
the
easement
and
and
we're
also
finalizing
the
research
on
the
drainage
functionality
as
well
before
we,
administrative
Lea,
proved
that
plat,
but
that
flat
otherwise
does
meet
all
the
requirements
for
an
administrative
plat
is
not
creating
more
than
five
blocks.
F
F
B
A
Part
of
a
larger
greater
subdivision,
though,
which
triggers
it
but
I,
just
the
if
the
pond
improvements
are
a
required
element
with
this,
and
those
are
expected
to
be
a
public
facility.
We're
going
to
want
to
make
sure
that's
in
the
development
agreement
and
the
development
agreement
has
to
come
to
the
council
before
a
plat
can
be
recorded,
so
I
just
wanted
a
if
that
part
of
it
I
think
we
want
it
to
be
I.
Think
that
was
the
intention.
Okay,.
B
And
yeah
that's
so
we
can
review
that
and
then
so
bring
that
to
Council
with
the
development
yep.
A
B
Thank
You
mayor
before
you
say,
is
the
first
reading
of
the
Supplemental
appropriations
ordinance
for
some
changes
to
the
2020
budget.
I'll
run
through
each
one
of
them
quick
and
give
a
quick
backstory,
and
if
anybody
has
questions,
I'll
try
to
answer
them.
The
first
item
is
under
the
police
department
in
December
of
2019.
B
Before
the
police
department
accepted
or
awarded
their
bid
for
their
patrol
cars,
it
was
determined
that
what
they
had
planned
to
purchase
they
no
longer
could
and
that
wasn't
the
Dodge
Charger
was
not
available,
so
instead
they
had
to
go
with
I
believe
it
was
two
of
more
of
the
interceptors
and
then
a
pickup
which
created
an
$8,000
overage.
So
that's
that
item
the
next
one
under
parking.
Recreation
is
I
believe
during
the
February
2020
and
then
I
can't
remember
the
next
council
meeting
that
it
was
discussed.
B
But
this
is
for
two
of
the
new
zoo
keeper
position.
One
of
these
will
be
offset
by
I.
Believe
Lacs
is
giving
a
contribution
and
the
other
one
was
from
the
Community
Foundation.
So
there
is
some
revenue.
That's
going
to
offset
these
two
positions
under
the
capital
improvement
fund,
the
ambulance
that
was
another
one
that
was
discussed,
I
believe
in
January
of
2020.
That
was
for
the
ambulance
that
was
damaged
in
a
accident,
and
it
was
determined
that
we
needed
to
get
that
one
replaced
I
believe
that
is
a
rebound.
B
The
next
item
is
for
the
animal
care
building
as
terry
discussed.
Previously,
we
are
going
out
to
bid
for
that
item,
and
this
will
supplement
the
budget
to
cover
all
the
expenditures
related
and
the
final
one
is
for
the
urban
renewal
fund.
There
was
no
budget
for
this,
but
it
was.
This
will
be
to
cover
some
speakers
that
were
placed
in
the
Uptown
area,
so
this
will
come
out
of
the
urban
renewal
funds.
If
there
is
any
specific
questions,
I
can
try
to
answer
them
and
I
do
know.
A
All
right,
Thank,
You
Kristen,
the
next
item.
F,
is
the
first
reading
of
ordinance
number
20-22
providing
for
the
City
Council's
ability
to
periodically
designate
additional
permissible
fireworks
it
discharged
locations
and
to
update
the
ordinance
for
consistency
with
recent
state
law
revisions
and
no
action
tonight.
But
I
would
like
the
city
attorney
Matt
Roby,
to
tell
us
about
this.
One.
E
The
fourth
of
July
is
City,
is
the
Lake
area
and
so
went
back
to
this
ordinance
again
and
added
some
language
that
would
allow
the
council
to
designate
locations
by
resolution
elsewhere
in
the
city
where
fireworks
could
be
discharged
and,
as
I
was
doing
some
research
on
that.
Looking
at
state
law,
it
looks
like
the
state
law
related
to
fireworks
has
been
tweaked
and
updated
recently.
E
So
the
other
changes
you
see
here
are
related
to
the
state
law
updates
and
just
trying
to
get
our
ordinance
consistent
with
state
law
but
other
than
the
allowance
of
the
council
to
permit
fireworks
in
town
by
resolution.
All
the
other
changes,
don't
change
the
application
or
how
our
ordinance
has
been
being
applied.
Just
simply
updates
the
language.
D
A
little
bit
confused,
okay,
we've
got
an
ordinance
change
in
front
of
us
now,
which
is
gonna,
take
up
a
first
and
second
reading,
but
we're
also
now
talking
about
a
resolution.
I
missed
this.
This
ordinance
change
does
not
specify
the
geographic
area,
nor
are
there
any
time
constraints
reflected
here,
and
that
was
a
topic
of
discussion
at
the
Park
and
Rec
board
meeting
last
one
last
week.
So
will
the
resolution
is
there
a
resolution
coming
that
will
clarify
what
we
are
gonna
be
acting
on
then,
or
what
we're
going
to
be?
B
E
That
would
basically
go
into
effect
on,
like
a
third
of
July
I,
believe
if
I
remember
that
correctly
and
that
resolution
next
Monday
that
would
be
passed
by
the
council
as
what
would
designate
and
as
well
as
any
time
limits
and
I
need
to
follow
up
with
the
park
with
TK
to
know
exactly
what
that
request
was
okay,.
A
Yep-
and
that
gives
us
a
little
bit
of
flexibility
in
future
years
rather
than
writing
anza
right
into
the
ordinance,
then
we're
stuck
unless
we
change
the
ordinance
with
first
and
second
reading.
The
council
can
designate
a
different
location
next
year
if
they
wish
and
if
it
doesn't
work
out
at
Anza,
so
I
think
that's
a
good
way
to
do
it,
and
there
will
be
a
special
meeting
at
noon
next.
Monday
that
will
include
both
the
second
reading
action
on
this
ordinance
and
the
resolution
stating
the
location.
G
Think
Matt
did
a
great
job
mayor.
He
summed
it
up
and
and
again
this
came
from
the
second
reading-
that
the
council
did
ask
myself
to
go
back
to
the
board,
to
look
at
an
alternative
location
and-
and
the
board
was
definitely
in
agreement
that
they
felt
the
need
to
provide
this
to
the
city.
So
demotion
I
believe,
isn't
a
an
attachment
on
the
Supplemental
documents,
but
they
did
recommend
7:00
p.m.
11:59
where
that
that
takes
place
or
not.
G
E
E
C
Hi
folks
I
just
a
couple
of
things
that
come
to
mind:
I
was
at
the
park
and
Rec
board
meeting.
Obviously,
and
one
of
the
things
we
discussed
was
the
time-
and
that
was
I-
think
that
was
pretty
open
for
discussion
and
there
was
some
discussion
about
opening
it
much
earlier
and
I
personally,
I
don't
see
an
issue
with
opening
that
an
earlier
time
and
today
to
give
more
people
an
opportunity,
but
the
other
concern.
C
G
C
G
C
G
G
C
G
I
was
brought
up,
was
you
know?
Is
there
anybody
any
any
staff
going
to
be
out
there?
City
staff?
Is
that
open
anybody
just
comes
and
shows
up
and
shoots
the
fireworks
off?
That
was
a
question
and
chip
I'm
going
to
jump
in
on
that
one.
You
know.
Excuse
me,
a
lot
of
this
I'm
gonna
go
back
to
the
Dan
Rider
shots
comments
at
the
last
council
meeting.
You
know
I
do
plan
to
reach
out
to
him
on.
You
know
he
he
didn't
mentioned
from
his
staff
to
the
Christian
school.
We
do
have
staff.
G
We
plan
on
you
know
and
being
out
there
but
to
be
on
you
know.
Without
you
know
a
lot
of
it
comes
down
to
chief
McPeak
and
everybody
else
that
you
know
we
don't
really
have
authority.
You
know
with
within
this
to
you
know
to
basically
enforce
the
ordinance,
but
but
we
do
plan
on,
but
I
know
Dan.
You
know
when
he
when
he
spoke
to
the
council
last
last
meeting.
He
didn't
mention
that
that
he
was
on
board
and
and
I
do,
plan
on
reaching
out
to
him
to
ensure
we
do
have
a
presence.
G
A
Those
in
the
audience
who
may
not
know
chip
premise
speaking
there's
our
fire
marshal
so
he's
very
well
versed
and
what
the
various
different
types
of
fireworks
are
and
the
safety
requirements,
but
as
I
understand
it,
these
are
fireworks
that
are
allowed
to
be
shot
off
at
the
lake
at
anyone's
property
and
on
the
public
grounds
right
now,
except
not
at
City
Park.
True
yeah.
E
Yeah,
consumer
fireworks
are
the
fireworks
that
you
can
go
by.
Anybody
can
go
off.
The
street
can
go
by
at
a
retail
store,
as
you'll
note
there
that
we
also
carved
out,
there's
and
also
a
a
term
that's
used
in
the
NFPA
for
novelties,
which
is
basically
you
know
the
snakes
and
the
sparklers
things
that
don't
go
up
in
the
air
and
go
boom,
essentially
Nick
that
are
really
not
subject
to
regulation
at
all.
A
E
G
G
E
E
G
You
know,
as
far
as
traffic
safety
we're
looking
at
two
things
we
discussed
this
today
is
potentially
and
I
get
away
with,
and
Heath
and
Rob
to
look
at,
because
we
have
two
two
access
points
to
that
parking
lot,
both
off
the
bypass
and
both
off
seventeenth
Street,
that
we
potentially
thought.
Maybe
we
could
barricade
a
walkway.
So
if
you
come
in
whatever
direction,
you
shall
have
access
to
the
parking
lot
which
provide
for
a
safe
passage
to
the
area
that
may
not
be
possible.
G
G
Originally
the
board
was
talking
about
the
gravel
area,
but
then
we
talked
about
parking,
and
so
obviously,
if
we're
gonna
have
parking
in
the
gravel
area,
we're
probably
gonna
focus
on
the
grass
area,
it
is
probably
I'm
going
to
do.
Dan
had
a
great
idea
with
plywood
location,
saying:
hey,
here's
an
open
area,
bring
your
family
issue
here,
so
so
we
think
that's
probably
what's
going
to
be
as
the
grass
area
and
not
the
parking
lot
utilize,
both
Anza
and
premier
parking
lots
for
for
basically
parking
to
get
to
get
to
the
discharge
location.
G
So
now,
you're
gonna
help
me
out
in
question
three
public
restrooms
and
the
trash
cans.
Absolutely
what
we'll
do
is
we
work
with
Mike?
You
know
out
at
solid
waste.
We
we
do
have
still
quite
a
few
metal
containers
versus
the
the
plastic
round
that
we
typically
bring
in
the
the
metal.
So
we
don't
have
a
fire
issue.
We
would
bring
those
in
and
definitely
we
would
open
up
the
restrooms
at
both
ends.
G
G
You
know
those
restrooms
maintained
and
trying
to
help
out
with
with
people.
You
know
discharging.
You
know
like
I,
said:
Parker
egg
doesn't
wear
your
badge.
We
don't
have
any
authority
as
far
as
that,
but
but
I
do
plan
on
bringing
some
people
out
just
just
to
be
on
site
that
to
help
Tim
out
and
his
staff,
if
we
can
solve
something,
small
will
do
it.
If
something
comes
major,
we
prior
rely
on
Tim
and
his
staff
to
address
that
yeah.
G
Just
to
be
clear,
alcohol
is
not
going
to
be
permitted,
correct,
correct
yeah
that
does
not
fall
within
the
public
park
system
of
alcohol
allotment.
You
know
we
do
allow
it
in
the
city
parks,
but
answer
is
not
one.
This
that's
been
exempt
to
that.
To
that
ordinance,
that's
going
to
be
a
challenge
for
us
right,
absolutely
one.
Other
question
Terry.
G
G
You
know
what
it
hasn't
my
great
idea.
You
know
we
could
flip
on
the
lights
and
timet
of
staff
lee
and
his
state.
You
know
the
police
departments
always
done
great
coming
in
at
that
at
that
deadline,
that
curfew,
time
and
flashing,
the
lights
and
helping
yourself
but
I
do
think.
Turning
on
those
lights
would
probably
be
a
great
idea
and
I
never
thought
of
it.
So
thank
you
that
that
would
give
an
opportunity
to
see
one
the
road
they
all
left
behind
and
go
wow
yeah.
G
D
A
D
A
D
C
A
A
A
G
is
review
of
the
continued
necessity
of
resolution
number
20-15
declaring
an
emergency
concerning
the
pandemic
outbreak
of
the
novel
coronavirus
cove
at
19
and
providing
for
response
measures
related
to
the
operations
of
the
city
and
the
protection
of
Public
Health,
and
we
put
this
on
the
agenda
every
week
and
I'm
not
gonna.
Ask
for
emotion
unless
there's
a
suggestion
that
we
might
change
the
ordinance,
but
I
will
ask
city
attorney
Matt
Roby
to
talk
about
this.
E
Essentially,
you
know
one
of
the
things
that,
as
it
relates
to
the
clause
in
there
requiring
or
suggesting
I
should
say,
the
citizens
and
businesses
follow
CDC
guidelines.
We
have
been
getting
some
questions
about
where,
where
things
stand
for
businesses
and
what
what
they
should
be
doing,
and
so
what
one
piece
I'd
like
to
point
out
is
that
this
resolution
does,
you
know,
contain
language
that
strongly
suggests
that
that
the
public
continue
to
follow
CDC
guidelines
other
than
that
I'll
stand
by
for
questions.
Okay,.
A
There
has
been
some
discussion
with
the
county
as
the
county
is
opening
up
tomorrow.
It's
election
day
and
they're
opening
county
buildings.
They
rent
several
of
the
offices
in
that
building
is
still
managed
by
the
city
and
it's
a
city
owned
and
operated
building,
but
the
county
would
like
it
to
be
open
and
the
park
director
that
manages
this
Terry
Kelly
if
you're
still
on
I
think
this
has
been
that
he's.
Okay
with
that,
the
we
do
the
janitorial-
and
you
want
to
comment
on
that.
Terry.
G
A
G
Thank
you.
Thank
you.
Mayor
I
did
have
a
conversation
with
Commissioner
Hatton
this
afternoon.
She
expressed
the
interest
to
get
those
offices
open
to
coincide
with
the
actual
courthouse.
That
way,
all
offices
were
were
consistent,
I
I
didn't
sure
her
as
the
you
know,
providing
the
lease
that
that
we
would
maintain
custodial
services
and
the
restrooms
Lobby.
That
kind
of
thing
which
we
at
which
we
have
done
throughout
so
I
have
no
issue
in
this
I
looked
at
the
the
gymnasium
I
talked
to
our
recreation
staff.
G
We
do
not
plan
on
having
any
structured
programs
for
the
summer,
so
I
I
do
not
see
an
issue
with
giving
the
county
authority
to
go
ahead
and
open
those
offices.
We
will
maintain
the
restrooms
in
public
space
as
written
in
in
that
least
so
I
guess.
That's
what
I
have
to
say
on
that.
Thank
you.
Okay,.
A
G
All
day,
I'm
I'm
going
to
call
that
an
unstructured
program,
meaning
we
do
advertise
to
say
it's
available,
but
it's
not
like
a
structured
where
you
pay
a
program
fee.
So
that
would
really
in
my
eyes
that
would
reflect
the
resolution
that
if
we
didn't
allow
the
city
to
completely
open
the
city
auditorium
I
would
I
would
keep
the
gymnasium
closed.
G
Just
for
that
reason-
and
we
don't
see
near
the
numbers
this
time
of
year,
you
know
we-
we
have
the
walking
trails,
the
sidewalks,
typically,
the
city
on
a
tram
walking
is
a
fall
winter
spring
event.
So
you
know
whether
we
open
it
up,
but
my
right.
If
the
resolution
was
lifted,
we
would
open
those
doors
and
make
that
make
that
available.
You
know
for
the
public,
so
we.
G
A
G
It
back
when
we
were
office
there
before
the
Fieldhouse
yeah.
It
was
that
it
was
just
open
from
8:00
a.m.
to
5:00
p.m.
you
could
come
and
go
as
you
pleased.
We
haven't
been
located
there
for
probably
about
five
six
years
and
we
do
have
designated
times
7
a.m.
to
11
a.m.
and
again
from
1:00
to
4:00
p.m.
currently
before
before
we
shut
down
for
the
for
the
kovat
situation.
So
yeah
is
it's
you
don't
need
to
register.
You
can
come
in
if
the
doors
are
open.
The
city
auditorium
was
available
for
walking.
A
So
the
council
could
open
the
auditorium
for
County
offices
or
just
open
it
period,
and
then
people
the
entire
public
could
have
access
for
their
recreational
uses.
As
in
the
past
I
I
guess
those
are
the
options
that
the
council
would
have
so
I'll.
I
guess
I
will
ask
the
council
if
they
have
any
comments
or
questions
about
this
councilman
bill.
Har
question.
D
I've
got
Terry
first
of
all,
I
I'd
be
in
favor
of
opeing.
It
completely
like
we
had
it
before.
Do
you
then
unlock
in
the
morning
and
lock
it
in
the
afternoon,
or
so
that
that
would
still
be
your
your
responsibility
as
far
as
securing
the
building
at
the
appropriate
time
and
then
opening
it
up
when
needed.
Is
that
correct.
G
It
is
correct,
we
have
a
you,
know,
collaboration
with
the
county,
typically
we'll
open
it
back.
When
we
did
have
you
know
a
high
group
of
people
walking,
we
had
actually
opened
at
7:00
a.m.
you
know,
even
though
there
are
officers
open
at
8:00,
so
the
city
staff
would
open
at
7:00,
but
the
county
would
would
close
that
facility
up.
G
We
did
have
rentals
in
the
evening
before
all
this
hit
and
the
city
would
take
control
of
that.
I
would
look
at
this
situation
that
this
would
fall
onto
the
city
to
ensure
that
we
do
open
and
close
on
top
of
maintaining
the
the
public
spaces,
and
that
was
through
conversations.
I
had
with
Commissioner
hand
and.
A
G
A
D
A
C
G
You
know
no,
not
necessarily
because
the
only
activity
that
we
would
allow
within
the
city
auditorium
would
be
just
open,
walking
which,
which
is
not
it.
You
know,
falls
within
our
kind
of
what
we
looked
at
within
the
social
just
saying
not
having
organized
practices,
games
completely
different
out
looked
and
what,
if
we
were
to
open
up
the
gymnasiums
at
the
Wellness
Center
that
would
open
it
up
to
organized
sports
practices.
Pickup
games,
that
type
of
thing-
and
you
know
we
are
looking
Bruce
at
Phase
three
to
see
when
we
can
get
to
that
point.
G
C
A
C
A
C
B
C
C
C
B
A
Motion
carries
thank
you
and
and
I'm.
This
isn't
a
change
or
anything.
I
just
want
to
point
out
that
the
resolution
has
always
recommended
that
everyone
follow
the
CDC
guidelines,
so
that's
still
in
place
we're
still
asking
businesses,
profit,
businesses
and
nonprofit
businesses
and
all
citizens
to
follow
the
CDC
guidelines.
All
right
item:
H,
oh,
go
ahead:
I.
C
E
Well,
I
was
going
to
point
out
one.
There
needs
to
be
action
on
the
resolution
itself
and
then
two
I
just
wanted
to
clarify
on
the
auditorium
or
we
we're
opening
the
building
and
the
Park
Board
gets
to
decide
what
type
of
activities
go
on
there,
because
that
would
be
historical.
What
we've
done
with
buildings,
or
are
we
just
going
to?
Let
me
actually
say
in
the
resolution
that
we're
limiting
it
to
walking.
C
G
Bruce
and
Matt
I'll
chime
in
that
our
intention
right
now
it
is
to
not
offer
structure
programs
with
within
that.
So
by
this
you
give
us
the
authority
if
we,
if
we
wanted
to
offer
those
just
letting
the
council
and
staff,
know
that
our
intention
at
this
point
is
to
operate
outdoor
activities
and
potentially
the
Wellness
Center.
E
A
C
B
C
B
Wow
all.
C
D
C
B
A
A
A
E
E
C
A
A
E
E
You
know
season
of
some
sort,
I
think
all
of
them
have
looked
at
what's
best
for
their
children
and
I
know.
In
talking
with
some
of
the
park
board
members
they're,
you
know
they're
trying
to
do
what's
best
for
everybody
and
make
the
right
decision,
and
you
know
I
think
we.
You
know,
we
kind
of
see
what
happens
and
I
I
think
that
we
should
move
forward
with
it
and
allow
it
to
go.
I
know,
there's
going
to
be
it's
going
to
be
a
different
mentality
from
a
softball
aspect.
E
I
know
us
a
softball
has
made
recommendations.
I
know
the
leagues
are
talking
about
that
too.
As
far
as
separating
out,
where
the,
where
the
fans
can
be
not
in
the
bleacher
site
deal
but
behind
fences
and
separated
out
so
I
think
people
are
trying
to
do
is
as
best
as
possible
to
keep
as
far
of
a
distance
as
possible.
So
we
can
meet
the
CDC
guidelines.
That's
all
I
got.
Thank
you
all.
C
Was
just
gonna
say:
I
mean
the
outline
that
they're
giving
us
for
the
different
guidelines.
They
look
to
apply.
I
mean
they're,
pretty
thorough
if
these
are
actually
followed.
I
think
you're
significantly
reducing
the
risk
of
anything
happening,
so
it
was
kind
of
mentioned
before,
but
I
would
just
say
as
long
as
they're
actually
followed.
I
don't
see
any
issue
with
it
at
all.
Thank.
C
C
Got
I
believe
52
or
54
teams.
We've
got
plenty
of
teams
on
waiting
lists
at
this
point
and
we're
prepared
to
to
do
whatever's
necessary
to
to
allow
allow
the
tournament
happen
if
we
need
to
look
at
potentially
limiting
teams
or
limiting
where
those
teams
are
coming
from.
We're
certainly
prepared
to
do
that.
Currently,
the
majority
of
our
teams
will
be
coming
from
South
Dakota,
but
we
do
also
have
teams
that
have
registered
from
Minnesota
North
Dakota
and
Nebraska.
C
We
had
a
team
as
far
away
as
Kansas
also
approaches
about
potentially
registering
for
the
tournament.
Thank
you.
You
know.
I
will
just
I
just
want
to
say
that
this
came
before
us
at
the
Park
and
Rec
board.
Meeting
in
I
felt
like
it
was
important
for
the
council
to
understand.
What's
what
the
plans
are?
You
know
so
that
we,
as
a
group,
are
going
to
to
give
the
okay
to
this
thing.
E
E
One
is
the
pregame
3
game
of
day
3
game
and
a
type
thing
how
the
German
atmosphere
you
come
in
and
you
play
your
three
games
and
you
can
leave
I'm
sure
some
of
the
teams
will
stay
in
if
they
want
to
come
back
to
next
day
and
play
three
new
games,
so
they'd
be
in
and
out.
They
might
play
all
three
games
in
a
row
and
then
leave
we're
just
moving
from
diamond
a
diamond.
Then
you
get
into
the
Jo
tournament,
which
is
more
of
a
tournament
atmosphere.
E
That's
Father's,
Day
weekend,
whatever
that
is
lioness
tournament
it
in
July's.
When
we
started
with
our
state
tournaments,
our
national.
We
actually
have
a
natural
German
come
to
our
town
this
year,
which
is
pretty
much
Midwest.
This
could
be
mainly
this
mainly
Minnesota
North
Dakota,
South,
Dakota,
they're
kind
of
a
regional
national.
The
state
tournament
is
it's
a
women's
state
terminus
Division,
one,
oh
and
one
three,
five
and
six,
which
is
the
top
teams
and
they
will
come
from
all
over
South
Dakota.
E
You
know
and
because
you're,
not
the
first
city
councilor
park
board
that
we
have
talked
to
it.
First,
a
term
was
this
year
and
I'm
sure
you
won't
be
the
last.
But
that's
our
biggest
thing
is
right.
Now
we
got
to
get
a
feel
to
what
cities
are
getting
a
lot
of
scene.
We
know
it's
a
fluid
situation,
it
might
change
in
two
weeks.
You
know
we
were
already
in
that
situation
on
here
in
here.
Unless
I
go
go,
go
we'll,
take
everything.
E
Nobody
else
wants
almost
sudden
they
had
a
little
outbreak,
so
they
shut
everything
back
down
and
now
they're
back
in
the
we
think
we're
gonna
be
okay
again,
so
it's
already
that
fluid
situation,
but
I
also
think
til
they
need
to.
For
our
association
to
we
gotta
have
some
some
kind
of
guidance
from
the
city
on
allowing
us
to
bring
in
these
regional
teams.
E
I,
don't
think
anybody
right
now
is
got
any
Minneapolis
team
coming
in
until
maybe
the
second
or
third
weekend
in
July
a
bit
of
first
set
of
those
and
then
the
staff,
national,
thermos,
August
first
and
second,
so
it
just
kind
of
a
month
here
to
play
with
the
system
figure
out
what
exactly
works,
the
best.
What
doesn't
and
we're
prepared
to
spray
the
dugouts
great
offense
area,
keep
the
pans
from
the
as
much
as
possible,
keep
them
from
the
third
base
dugout
to
the
first
base
dugout
to
the
outfield
area.
Soup.
E
C
Read
through
the
email
that
was
sent
out
has
to
have
the
tournament's
gonna
be
running.
It
looks
like
you
guys,
got
a
good
handle
on
how
to
handle
situations
at
the
field
and
everything
and
with
the
recent
Kovac
outbreaks
and
the
spikes
I
think
we
really
need
to
make
it
very
well
known
to
our
general
public
here
in
Watertown.
If
these
tournaments
are
going
to
be
taking
place,
the
dasie
are
gonna,
be
taking
place.
C
So
if
they,
when
these
tournaments
are
in
town,
if
they
don't
feel
comfortable
going
out
in
the
general
public,
because
you
could
bring
an
influx
of
some
more
coal
bit
in
and
those
folks
can
either
order
cake
out,
you
know
or
like
we're
doing
now.
Just
you
know
wait
another
week
to
get
your
groceries
or
go.
A
C
That
likes
softball,
at
least
as
well
as
you
do
with
Gary.
He
is
really
an
advocate
for
young
kids
and
volleyball
so
and
I
know
that
he
has
gone
through
the
rules.
I've
talked
to
him
and
I
spent
some
time.
I
think
those
guys
are
going
to
do
the
best
job
that
they
can
to
make
this
safer
and
still
have
something
for
our
kids
to
do
to
work
for
so
I
would
be
in
for
in.
A
D
D
D
A
C
A
C
Would
just
tie
back
with
that
being
the
case
already
have
windmill
workers
who
are
here
working
around
us?
We
have
our
construction
crews
working
around
us
I've
had
people
coming
through
my
business
as
far
as
Massachusetts
on
their
way
to
California
suggest.
If
you
want
to
continue
to
avoid
those
crowds,
please
please
do
feel
free
to
if
you're
comfortable
with
it
being
out
and
about
that's
your
decision
as
well,
but
just
remember
being
telogen
about
it
is
common
sense.
Continue
social
distancing
right.
E
Thank
you
very
I
think
what
we're
trying
to
do
here
is
just
throw
our
support
behind
the
bargain
rack
board.
I.
Believe
that's
what
they're
trying
to
get
it's!
You
know.
That's
a
group
of
volunteers.
We
were
all
elected
to
this
position,
so
you
know
it
ultimately
falls
in
our
hands
to
make
that
and
I'm
perfectly
okay
with
that
decision.
Yes,.
A
B
C
B
C
B
F
C
B
B
A
D
A
B
Thank
You
mayor
this
is
one
of
our.
We
had
a
few
that
had
not
made
it
into
the
normal
time
frame
for
the
malt
beverage
renewal,
so
this
is
just
one
of
the
last
will
last.
You
I
think
we
might
have
a
couple
at
the
next
meeting
as
well,
but
this
is
a
standard
malt
beverage
renewal
for
July,
twenty
twenty
through
June
or
twenty.
Twenty-One.
So
thank.
D
A
B
C
C
B
C
D
C
B
C
C
F
Yes,
councillor
radensky.
That
would
actually
be
a
project
that
would
have
been
around
by
the
municipal
utilities.
So
I
don't
have
the
intricate
details
about
that
contract,
but
I
could
definitely
reach
out
to
them
to
Burt
makes
that
over
there
at
the
utilities
and
find
out
for
sure
if
that's
closed
out
just
for
my
passing
by
up
there,
it
certainly
looks
like
it
probably
is
complete.
At
this
point.
The.
F
D
E
A
The
boulevard,
so
the
public
sidewalk,
the
sidewalk
in
front
of
people's
homes,
is
in
the
public
right-of-way.
So
anything
between
the
sidewalk
and
the
roadway
is
the
public
right-of-way.
You
cannot
put
a
sign
there.
You
have
to
put
it
on
your
own
property
and
since
the
sidewalk
is
usually
on
the
property
line,
that's
where
you
would
put
it
and
if
you
don't
have
a
sidewalk
in
front
of
your
home,
then
just
imagine
where
a
sidewalk
might
be.
A
If
they're
down
the
street,
you
can
look
and
line
it
up
or,
if
you're,
that
concerned,
just
put
it
a
few
feet
back
from
the
curb
like
about
ten
feet
back
from
the
edge
of
the
road
should
be
fine,
but
it
is
allowed.
You
can
have
rummage
sale
signs.
You
just
have
to
keep
them
on
your
own
property,
don't
put
them
in
the
public
property,
any
other
new
business.
D
A
quick
update
from
the
utility
board
meeting
last
week,
they're
getting
back
to
normal
as
far
as
there
building
in
collection
process,
so
I'm
just
gonna
read
a
couple
comments
that
Adam
cars
passed
on
to
me:
effective
June.
First,
the
board
decided
we
will
implement
our
five
percent
late
fee
for
people
who
don't
pay
by
Duke
by
the
due
date
of
June
tenth.
D
Another
bullet
point,
no
cuff
when
we
shut
off
or
non-payment
the
end
of
June,
but
they
will
be
subject
to
the
$35
delinquent
service
fee
and
the
third
bullet
point
customers
without
standing
balances
as
a
June
July
thirtieth
will
be
disconnect
for
non-payment
less.
They
have
made
prior
ranges
with
the
utility
department
so
again
they're
getting
back
to
a
little
more
normal
billing
and
collection
procedures
there.
So
the
public
may
be
interested
in
knowing
that
Thank.
E
E
A
A
C
F
Yeah
I
can
speak
to
the
extent
that
I
know
of
it,
which
probably
isn't
going
to
be
much
more
than
what
you're
observing
out
there
councilman
Beeler's,
so
I
apologize
for
that,
but,
generally
speaking,
they
do
have
the
the
approach
slabs
to
reconstruct,
and
that's
really
the
brunt
of
the
work
on
that
bridge
that
they've
been
doing
now.
Those
approach
slabs
are
pretty
intricate.
F
You
can
see
there's
a
lot
of
intricate
pieces
getting
constructed
there
as
far
as
the
timeline
I
couldn't
speak
to
when
they
plan
on
being
done
with
that
work.
But
I
do
know
that
it
was
some
pretty
intricate
work
that
they
needed
to
wrap
up
and,
of
course,
they
had
to
remove
all
that
temporary,
paving
that
they
had
installed
so
that
they
could
pour
it
back
in
the
proper
way
meeting.
F
All
those
specifications
for
those
approach,
slabs
I,
can
certainly
reach
out
to
the
DLT
and
ask
the
project
manager
bracelet,
and
you
know
what
the
expected
timeline
is
now
for
completion,
but
I
suspect,
they're
they're,
probably
getting
pretty
close.
Just
from
my
observations
as
I've
driven
by
their
I.
Don't.
C
Know,
in
my
opinion,
I,
don't
know
if
that's
necessary
to
do
that,
I
just
kind
of
wanted,
a
quick
update
and
just
if
I
may
just
also
mention
you
know.
We
talked
about
the
grass
clippings
discharge
on
the
streets.
You
know.
The
other
big
component
of
that
too,
is
that
it
goes
into
our
stormwater
system
and
we
don't
want
that
either
right.
A
Thank
you
good
point:
are
there
other
liaison
member
reports?
I,
don't
see
any
I
do
have
a
few
announcements
to
make
one
the
RFP
for
a
recruiter
to
help
us
hire
a
city
manager
is
ending
on
June
5th,
so
proposals
from
firms
wanting
to
be
our
recruiter
are
due
by
the
end
of
the
day
on
June
5th
I've,
been
asked
by
numerous
people
about
the
buoys
through
the
years,
the
buoys
on
the
rock
pile
out
in
Lake,
Camp,
Eska
and
the
city
does
not
put
those
buoys
out
there.
A
That
protects
all
of
us
and
that's
really
a
very
nice
service
that
they're
doing
as
volunteers.
Another
item
is
the
food
giveaway
I
had
the
opportunity
to
watch
last
week
and
councilman
Joshua
has
been
running
that
and
it's
like
a
well-oiled
machine.
It's
literally
I've
never
liked
40
volunteers
out
there
and
they
they
come
every
week
from
two
to
five,
thirty
or
so,
and
on
Thursday,
and
they
sort
the
food
and
put
it
in
boxes
and
they
all
have
different
jobs
and
they
pass
it
out
and
I
mean
that
was
impressive.
D
Light
of
all
the
unrest
going
on
around
the
country
right
now,
I
just
want
to
put
a
huge
shout
out
to
our
local
police
department.
We
are
so
blessed
in
this
community
with
the
service
that
we
are
provided
by
that
department,
as
well
as
a
Watertown,
Fire
Rescue
hats
off
to
you
folks,
and
we
were
so
fortunate
to
have
the
service
that
we've
got
here
in
Watertown.
Thank
you.
C
Also
just
like
to
attack
onto
that
on
top
of
the
unrest
we
have
going
on
in
the
country
that
tomorrow
is
an
extremely
important
day
so
tomorrow's
voting
day.
So
that's
your
primary
election.
That's
your
state
representatives!
That's
your
house
representatives!
That's
pretty
much
everything!
So
if
you
want
to
influence
how
your
politics
are
run,
go
out
and
vote
a
facebook,
meme
can
only
do
so
much.
Your
actual
vote
puts
that
person
in
that
office.
So
please
vote
what
you
believe
in.
E
A
That's
awesome
and
for
the
record
councilman
Helene
is
back,
took
care
of
business.
I,
guess
anything
else,
any
other
announcements
all
right.
Well,
we
do
not
have
a
need
for
executive
session
pursuant
to
SDC
l1
25
tonight.
So
look
for
motion
to
adjourn
motion
by
vill
hower
in
a
second
by
Howe
lean
any
discussion
all
those
in
favor
signify
by
saying
aye
chris
Christie.
You
want
to
do
a
roll
call.
Last
rule
yeah,
oh
right,.
