campground
that
has
been
approved
on
the
West
I.
Guess
it'd
be
the
north
north
part
of
the
lake

guess,

want

do
more
of
a
long
term
campground
where
people
can
come
out
there
season
long
move,
move
their
camper
in
place
kind
of
more
of
like
a
park
model.
They
have
them
in
Madison.
They
have
three
at
Detroit
Lakes.

fairly
common,
actually
up
by

types

things
have
club
houses

Lake
home
versus

barrier

campgrounds
now
on
the
lake
that
do
have
season
long
things

trying

make
it

primary
changes
in
this.
In
this
section
of
the
ordinance.
One
of
our
pertains
to
the
length
of
stay
like
Mike
spoke
to

current
ordinance
reads
that
no
campground
may
be
occupied
by
the
same
person
or
persons
for
more
than
30
days
in
one
calendar
year.
The
proposed
amendment
that's
before
the
council
tonight,
should
they
approve.

This
will
state
that
campsites
shall
only
be
occupied
by
any
one
individual
for
temporary
seasonal
stays
and
no
individuals
occupancy
at
a
campground
shall
exceed
180
days
in
any
one
calendar
year.
So
that's
one
of
the
primary
changes
we're
making
this
proposed
to
be
made.
Here's
we're
going
from
a
30-day
maximum
stay
to
180
day
maximum
stay
and
then
the
other
one
is
part.
Eight
of
this
code
is
being
struck
completely
because
we
felt
was
a
little
bit
repetitive.

conferred
with
the
city
attorney
on
its
it's
more
or
less,
stating
that
all
special
permits
issued
under
this
section
are
temporarily
invalid.
Only
during
the
period
of
the
campground
and
associated
facilities
comply
with
the
provisions.
We
all
felt
that
that
goes
without
saying,
with
any
of
our
city
ordinances,
that,
if
they're
non-conformities
or
not
compliance
is
there's
measures
in
place
to
address
those
issues.
So
those
are
the
two
main
changes
that
are
forward
before
you
tonight.

thought
it
just
touched
on
those
briefly.

we're
not
voting
on
a
particular
campground
we're
voting
on
an
ordinance
change.
That's
point
number
one
point
number
two
is:
how
does
this
affect
current
campgrounds?
You
know
city
park,
Memorial,
Park,
I
know,
there's
they
have
restrictions,
do
they
are
they
going
to
keep
their
restrictions?
How
is
that
going
to
affect
existing
campgrounds?
Yet.

To
that
point,
councilman
Roby,
that's
a
great
question.
We
have
discussed
this
with
the
city
park.
Campground
managers,
Terry
Kelly,
the
acting
Park
and
Rec
director
spoke
with
us,
and
Brandi
can
correct
me
for
wrong
here,
but
I
believe
they
plan
to
administrative
Lee
still
implement
the
30-day
limits
on
the
city,
campground
and
I.

some
of
the
logic
that
was
discussed
at
the
Planning
Commission
level
and
with
staff
was
that,
because
it
is
a
public
campground,
we
felt
it
was
justified
and
trying
to
limit
that
space
to
see
some
turnover
to
allow
others
other
community
members
to
utilize
that
campsite
that
campground
facility
so
I
believe
they
internally
through
the
park
board
and
the
city
staff
we're
going
to
still
administer
that
30-day
limit
and
the
others
then,
of
course,
would
be
able

adjust

grandparents
utilize

summer
long
spots,

they'll

their
camper
and
then
they
stay
long-term.

they

back

go
back
to
Arizona

Florida

warm
places
and

hurt

good

city

upon
themselves

30-day

folks

there

people

stay

What

ordinance
change
would
do

eliminate

requirement
for
a
runoff
vote
in
the
camp
in
the
elections
for
mayor
and
city
council
and
the
method
that
the
council
had
given
me.
The
feedback
to
pursue
was
essentially
just
repeal
the
ordinance,
so
we
would
rely
on
state
law.

you
have

folks
in
a
race,
the
winner
could
in
theory,
receive
10.1%

something

doesn't

fifty

last
year
was
executed
for
a
six-month
duration

expired
here.
The
end
of
January,
so
arc
Starr
has,
of
course,
wants
to
continue
their
services
to
the
city.
That's
been
contemplated
internally
by
staff
and

subsequently,

the
airport
board
level,
all
of
which
have
recommended
continuing
these
services
with
arts
star
arc
stars
fees
for
this
next
year.

we
choose
to
approve
this
contract
our
$3,500
per
month,
and
it
be
for
a
12-month
contract,
I
thought
I'd
note
some
of
the
general
services
that
art
stars
provided
the
city
and
the
Watertown
Regional
Airport.
This
far,
one
of
the
things
they've
done
is
they've
lobbied
for
schedule,
adjustments
on
our
flights
and
and
how
that
best
interacts
with
our
flight
availability
and
connecting
flights
and
the
airports
that
we
connect
to
which
I
think
has
been
a
great
benefit
for
the
Watertown
users.

Hover
Airport
they've
also
negotiated
corporate
discounts
with
United
Airlines
and
then
went
a
step
further
with
that
and
signed
up
several
new
companies
to
those
United
loyalty
programs
and
have
done
a
lot
of
marketing
in
those
respects.
As
far
as
drawing
new
businesses
to
utilize
our
Regional
Airport
on
a
regular
basis,
rather
than
driving
to
Sioux,
Falls
or
other
competitive
airports
in
the
region,
so
I
think
that
some
of
those
measures
added
up
and
then
those
are
just
a
few
of
them.

for

it

we
are
able
to
terminate
it
upon
a
proper,
no

disclosures

most

our
contracts,

airport

and

two
flights,

recognize

person

people

people

coming

purely
anecdotal.

a
one

the
first
formalities.

guess
we

call
it

bringing
forth
into
fruition
the
new
airport
terminal,
building
the
site,
design
and
subsequently,
of
course,
the
construction
of
not
just

building,

all

civil
site
work
that
needs
to
occur
as
well.
This
contract
is
with
Medan
Hantz.
They
were
a
design
architect,
an
engineering
company
that
was
selected
some
months
some
several
months
back
in
preparation
for
what
has
now
evolved
into
the
FAA
year,
marking
nine
million
dollar
grant
towards
the
city
of
Watertown
for
a
Regional
Airport.

Generally
speaking,
this
has
been
reviewed
by
staff
taht,
sorry,
airport
manager
and
myself.
We've
had
some
in-depth
conversations
with
consultants
and
some
of
their
sub
consultants,
such
as
Helms
and
associates,
who
is
a
civil
engineer
for
meet
and
hunt
on
this
project
and
is
also
our
contracted
civil
engineer
for
a
lot
of
the
airport
responsibilities.

also
communicated
in
depth
with
Matt
Roby
city
attorneys,
given
review
this
christen,
Bobbsey
and
finance
officer
on
the
funding
aspects
of
this
and
how
we
cashflow
these
expenses
until
we
get
the
grant
money
and
at
this
point
we're
at
a
level
of
comfort
to
recommend
approval
of
this
contract
and
move
forward
accordingly
with
meeting

Eden

first
off,
thank

part

this

Setting
project
the
airport's
been
growing
significantly
over
the
course
of
last
year,
and
we
we
know
that
the
existing
terminal
building
is
ready
for
an
upgrade
the
we
have
been
a
part
of
this
community.
For
now
about
a
year
and
a
half,
we
were
selected
as
to
put
together
a
terminal
area
study
for
the
opportunity
to
seek
federal
funds
in
a
supplemental
grant
to
provide
a
new
terminal
building
for
the
city
of
Watertown.

We
completed
that
that
study
about
a
year
ago,
and
we
were
notified
just
late
last
year,
right
around
November
of
2019,
that
the
supplemental
funding
was
provided
in
the
amount
of
right
around
that
nine
million
dollars
that
was
discussed
so
quick.
We
reassembled
the
design
team
and
started
in
on
the
actual
design
of
a
terminal
facility
for
the
for
the
city
in
the
community.
Right
now,
we
are
just
early
in
the
schematic.

phase
are
finishing
out
the
schematic
design
phase,
because
the
the
nature
of
the
schedule
of
this
project,
the
grant
funds
will
be
available
by
the
end
of
this
summer,
and
so
it's
imperative
that
we
that
we
move
forward
quickly
in
order
to
meet
the
FAS
required
timeframes.
A
lot
of
a
lot
of
this
is
based
on
FA
schedule,
FA
requirements
and
and
how
we
access
grant
funds,
so
the
process
will
be
moving
through
schematic
design
this
month.
We
will
then
start
into
design
development
with
the
city
as
well
and
then
construction
documents.

the
terminal
building
itself
is
roughly
half
of
the
overall
contract
amount
for
for
the
terminal
area
program
that
is

concept
budget
report
was
right
around
the
twenty.

million

some
increases
due
to
FA
required
relocations
of
nav
aids
weather
services,
things
of
that
nature

increased

bit

are

we're
calling

lake
district
and

there
we

outline

been
drafting
an
outline

activities

proximity
to
the
lakeshore.

that

discussion

Commission

Our
work
has
proposed
on
our
plans
as
far
as
the
regrading
in
that
channel,
they
tucked
us
in
under
what
they
call
their
nationwide
permit.
It's
kind
of
like
a
general
permit
for
construction
activities
as
state
and
federal
agencies

authority
to
do
so.
The
next
steps
for
us
are
to
get
with
our
consultant
that
helped
some
of
the
design
work
and
get
with
the
developer
to
coordinate
this,
creating
with
their
grading
project.

developer

north

off-site
grading
off
of
their
property
on
to
the
city's
property,
and
we
wanted
to
coordinate
these
two
efforts
so
that
we
weren't
redundantly
grading
work
out
there

there's
a
little
bit
of
coordination,
work
left
on
that
end
and
pending
the
developers
schedule.

something
I

lean

comprehensive
plan,

and

council

to

legislative
session
again

up
a
task
of
looking
at
the

Electric
Cooperative-

you

territorial
issue
that
does
impact
Watertown,
there
is
a
House
bill.
That's
that
has
been
introduced
that,
in
the
opinion
of
our
utility,
people
is
skewed
very
heavily
in
favor
of
the
of
the
reas,
and
there
was
a
hearing
scheduled
for
tomorrow
morning,
but
we
found
out
just
today
that
it
has
been
cancelled
and
needs
to
be
rescheduled,
I'm,
not
sure
what
that
means.
