name

Todd
Kay's
I'm,
the
executive
director
of
the
first
District
Association
of
local
governments
on
on
an
annual
basis.
We
like
to
come
out
and
spend
time
in
all
of
our
counties
and
our
larger
municipalities
throughout
the
district,
to
give
a
little
bit
of
a
report
on
activities
within
the
district
and
also
within
the
city
of
Watertown,
as
well
with
just
a
little
bit
of
a
history
lesson
of
who
the
1st
district
is.

And
so,
if
you
for
some
of
you
you're
going
to
hear
this,
it's
been
the
same
story
of
10
or
12
years.
I've
been
doing
this,
but
for
the
public
and
for
the
new
committee
City
Council
members.
It
might
be
just
a
little
bit
of
an
education
piece,
so
the
first
District
Association
of
local
governments
is
one
of
six
regional
planning
and
development
districts
located
in
the
state
of
South
Dakota.
We
are
located
in
Roberts,
moody,
minor
and
back
up
to
Clarke.
We
are
not
government,
but
we
are
creatures
of
government.

We
were
created
in
1971
by
then
Governor
Frank
Farrar
and
the
11
counties.
The
76
communities
right
under
what's
called
a
joint
powers
agreement.
So
basically
those
members
we
belong
to
them
and
we
are
doing
the
same
mission
today
as
we
were
in
1971,
charged
with
enhancing
the
economic
and
community
development
activities
within
the
region,
providing
staff
to
provide
technical
services
to
help
those
things
move
along.
As
far
as
how
we
are
governed,
we
have
a
thirty-five
member
governing
body
that
meets
four
to
five
times
a
year.

They
are
charged
with
establishing
our
work
plan,
approving
the
budget,
providing
guidance
to
the
director
and
just
charting
out
general
course
for
the
planning
district
presently
in
chitin
County
Brenda
Hinton,
who
happens
to
be
our
chair,
is
on
our
board.
Commissioner
City
Councilmember,
Glanville,
Howard
and
Chris
shokhin
are
also
members
of
our
governing
body.

As
far
as
how
we
are
funded,
we
basically
have
three
general
streams
of
income
into
our
office:
the
members
all
members,
all
the
counties
and
all
municipalities
with
a
population
of
over
100
paid
dues
into
our
organization,
and
that
represents
about
23%
of
our
operating
revenues.
We
leverage
those
dollars
against
other
state
and
federal
contracts
and
also
do
some
state
and
federal
contract
work,
which
picks
up
about
the
other
27%.

But
then
a
little
over
half
of
our
operating
revenues
come
in
fee
for
service
work
and
those
are
four
different
types
of
activities
that
we
provide
to
our
members
and
the
general
public.
Those
services
that
we
provide
to
the
members
are
done
at
costs
less
than
what
you
would
find
in
the
private
sector
and
that's
just
due
to
the
power
of
the
collective
you
know
of
the
organization,
I'm
very
fortunate
to
have
a
very
seasoned
staff.
We
have
14
full-time
employees
that
work
at
the
district
I'll
be
celebrating
my
27th
year.

This
May,
with
the
planning
district,
didn't
see
that
in
1993,
but
I
had
to
had
to
leave
the
employment
of
the
school
district
and
working
with
Dan
Albertson
at
that
time.
So
everything
kind
of
comes
full
circle,
so,
but
very
seasoned
staff
working
for
us.
We
have
a
we'll
talk
a
little
bit
about
what
these
people
do.
Most
of
you
are
aware
that
we
do
a
lot
of
application
work.

That's
what
I've
been
doing
most
of
my
professional
career,
which
has
been
in
policy
development
and
implementation,
doing
specific
research
projects
if
it's
got
a
book
report
study
analysis
whatever
in
the
title,
we've
probably
done
one
of
those
over
the
years
we
do
have
some
specialties,
though
tax
increment
financing.
We
do
work
with
Thomas
partner,
high
authority
and
Toby
Morrison
work
with
different
communities
on
the
attacks
between
financing
plans.
Gis
is
a
very
strong
and
integral
part
of
who
we
are
at
the
planning
district.
G
We
have
four
people
that
work
solely
in
GIS
and
that
GIS
is
just
intertwined
and
everything
that
we
do.
We
also
have
a
sister
organization,
the
first
District
development
company
and
the
development
company
is
a
certified
of
SBA
Small
Business
Administration
504
certified
development
company,
which
we
then
partner
with
local
lenders.
Throughout
the
area,
we
also
have
a
portfolio
of
our
own
revolving
loan
funds
that
we
lend
out
take
ordinated
positions
with
local
lenders
to
promote
private
business
development,
either
new
or
expanding
everybody
always
comes
back
to
say.

Well,
you
know
what
are
we
getting
for
our
use
and
a
lot
of
things
that
I
do
it's
really
hard
to
show
a
return
on
investment?
Some
other
thing
might
work
activities,
but
we
always
kind
of
come
back
to
just
outside
funding
sources
that
I've
been
invested
with
in
the
district,
and
this
year
we
had
a
little
over
nine
million
dollars
that
came
in
from
outside
funding
sources,
state
and
federal
dollars,
and
if
we
look
at
the
return
on
investment,
just
on
dues,
I
was
about
a
twenty
one.
Dollar
return.

We
know
where
the
financial
people
are
hiding
it
so
to
speak,
and
we
act
as
the
conduit
and
basically,
what
that
is
a
reflection
of
is
not
the
district
but
of
our
membership
reinvesting
in
themselves
on
an
annual
basis
to
enhance
the
quality
of
life
within
their
communities.
Coddington
County,
just
this
last
year,
there's
a
little
robot
low
over
nine,
almost
nine
and
a
half
dollar
return
on
investment,
and
it's
been
averaging
about
twenty
dollars
a
year
just
in
grant
dollars
coming
in
to
the
county.

When
we
take
a
look
at
Watertown
this
year,
some
of
these
things
aren't
direct
grants
to
the
city
who
are
talking
about
their
grants
to
different
organizations
that
we've
worked
with
entities
in
the
city
of
Watertown.
So
almost
a
half
a
million
dollars
this
year
in
grant
dollars,
which
turns
around
a
pretty
good
return
on
investment
year
before
at
18.
We
were
only
weren't.

Give
me
any
return
on
the
investment
is
from
the
grass
perspective,
but
since
I've
been
at
the
helm
of
the
organization
here,
we've
been
running
just
about
thirty
four
dollars
a
year
for
every
dollars
worth
of
dues.
Just
didn't
I'll
say:
grant
dollars
as
far
as
I
was
talking
about
our
development
company.
We
did
do
three
deals
here
in
Watertown
last
year,
made
about
six
hundred
nine
thousand
dollars
in
loans
on
a
1.7
million
dollars
worth
of
projects.
So
we
do
a
little
bit
of
work
in
the
private
sector
as
well.

Sorry
about

so
Luke
Muller
in
our
office
attends
a
lot
of
meetings
here
at
the
city,
working
with
staff
and
their
department
staff
meetings
out
of
a
weekly
basis.
Luke
also
is
the
zoning
Oscar
for
Coddington
County.
So
it's
a
really
nice
conduit
between
the
city
and
county
and
how
development
issues
are
moving
forward.
We
maintain
a
lot
of
different
GIS
databases
for
the
city,
the
database
management
for
9/11.
We
web
host
and
conduct
maintenance
on
various
data
sets
for
this
city.

We
finished
out
close
out
a
project
with
the
CDBG
program
that
was
originally
started
back
in
2016
and
that
project
closed
out
in
2019
we've
been
continuously
developing
the
Watertown,
comprehensive
Land,
Use,
Plan
and
I
know
I
said
this
last
year,
but
I
do
believe
it's
going
to
be
finished
up
here
later
this
spring
we
did
do
some
grants
from
South
Dakota
local
local
infrastructure
improvement
grants.
One
was
related
for
Tareq's.
That
was
a
$75,000
grant
that
was
awarded
in
2019
and
then
last
fall.

We
also
assisted
the
development
company
with
two
item
utilities
on
a
grant.
I
was
about
three
hundred
and
eighty
six
thousand
dollars
and
then,
if
you
remember
last
spring
I
was
before
you
and
I
was
asking
to
use
some
of
the
city's
dues
as
a
match
requirement
to
who
our
town
transit,
which
ended
up
receiving
about
twenty
thousand
dollars,
and
we
finished
their
transit
plan
for
the
city
of
Watertown
transit
authority.
That's
coming
in
and
now
this
one
here,
the
last
bullet
on
there
says
this
report
was
done
at
the
end
of
our
December.

We
had
applied
for
assisted
the
city
of
applying
for
an
SR
F
alone
for
sanitary
sewer,
building
that
5.5
million
dollar
loan
was
granted.
It's
just
not
part
of
the
the
numbers
that
you
see
here
so
we're
also
doing
a
wide
variety
of
zoning
administration
throughout
the
county.
Like
I
said
before,
look
mother
as
the
zoning
officer,
and
so
you
can
just
kind
of
see
some
of
the
different
information
that
we
have
projects.
We've
worked
out
over
the
course
last
year
we
always
thank
the
city
of
Watertown,
it's
home
to
us.

We
do
a
lot
of
work,
probably
more
work
in
the
city
than
we
do,
and
some
of
the
other
entities
throughout
the
planning
district.
But
it's
just
primarily
because
of
ease
and
proximity
always
appreciate
the
support
we
look
forward
to
another
prosperous
year
between
both
organizations
and
I'd,
be
more
than
glad

pretty
good
sized
district

we
are
so
fortunate

blessed

office

Watertown

I
think
we
do
take
advantage
of
that
or
probably
even
abuse
it
at
times

but
but
it
is
much
appreciate
because
we
we
were
constantly
turning
to
you

staff
for
any
number
of
things
here
within
the
community.

we

fill
those
gaps
that
you
need
and
that's
kind
of
the
purpose
and
oh
by
the
way,
if
you
weren't
aware
we've
moved,
we
have
a
new
house,
we're
up
on
418
18th,
Avenue,
Northeast
or
the
USDA
building
is
off
of
highway
81
or
just
the
next
building
today
to
the
east.
So
we're
we
having
an
open
house
later
this
spring,
but
anytime,
stop
by
and
see
we're
kind
of
proud
of
our
new
facility.

you've
been
here
a
number
of
years.
Writing
the
organization.
The
challenges
are
changing
in
today's
environment.
What's
coming
for,
for
you
guys,
they're
gonna
be
some
of
the
biggest
hurdles
you
got
specifically.
Grants
are
tougher
and
tougher,
and
where
do
you
see
that
going
I've
always.
G
Said
that
when
I
started
in
1993,
there
are
a
lot
more
pies
and
people
weren't
as
hungry.
Today
we
have
fewer
pies
and
everybody's
hungry,
and
so
that's
kind
of
the
issue
that
we're
dealing
with
just
from
the
from
both
the
federal
and
the
state
government.
The
amount
of
available
funds
to
do
infrastructure
projects,
I
think
you're,
going
to
see
more
there'll
be
grant
opportunities,
but
more
of
it's
going
to
be
in
the
form
of
low-interest
loans
coming
back.

We
do
see
depending
on
I
think,
regardless
of
who
the
next
president
is
going
to
be
on
in
the
following
years.
There's
going
to
be
a
major
push
for
infrastructure
funding,
that's
gonna
be
having
to
happen
because
we
many
of
our
smaller
communities
and
even
our
larger
communities,
to
a
greater
extent,
just
don't
have
the
wherewithal
every
time
the
EPA
comes
in
and
says,
there's
something
wrong
with
your
lagoons:
nothing
costs
less
than
a
million
dollars
anymore
and
if
you
had
small
towns
with
a
hundred
people
living
in
them,
how
do
you?

How
do
you
fund
a
million
dollar
projects?
What
ends
up
happening
is
people
in
Watertown
and
Sioux.
Falls
are
helping
to
fund
those
projects
in
Carthage
and
Henry
and
Bryant,
and
so
from
that
perspective,
I
see
that
from
the
whole
grant
writing
and
project
implementation
standpoint.
I
think
planning
is
really
happy
to
become
more
and
more
to
the
forefront.
We
have
so
many
so
many
limited
dollars
limited
opportunities
that
we're
gonna
have
to
try
to
leverage
those
things
as
much
as
we
can,
and
so
it's
really
important
to
be
looking.

know
further
down
the
road
and
not
just
what's
happening
next
week.
We're
gonna
have
to
do
that.
You
know
you.
The
city
does
a
very
good
job
with
their
capital
improvements
planning,
we're
trying
to
replicate
that
in
smaller
communities
as
well.
The
big
thing
for
us,
I,
think
regionally,
when
and
and
the
reason
I
think,
that
city
of
our
towns,
Geographic
sales
area
is
not
going
to
get
any
bigger.

have
to
think
about
is
how
can
water
town
help
its
neighbors
to
be
vital
and
their
vibrancy
is
gonna
further
reflect
water
towns.

neighbors
see
moving
forward,
whether
that
be
from
work
force
sales,
tax
generation
what-have-you.

we
really
do
need
to
be
thinking
about
our
neighbor
as
much
as
we
need
to
be
thinking
about
ourselves
and
I.

vision

things
are
moving

interest
in
the
community,

campgrounds

expansion

private

activity

conditional
uses

allow

campground

community,
so
with
all
that
new
development,
new
interest
that
always
sparks
interest
in
looking
at
our
current
regulations
and
how
they
regulate
those
types
of
things.

thousand
dollar
grant
from
the
Watertown
Community
Foundation
to
fund
a
two-year
full-time
zookeeper
position
with
the
balance
of
funds
coming
from
the
lake
area.
Zoological
Society
and
Parks
and
Recreation
funds
have
a
motion
by
a
Hoyer
and
a
second
by
l'olam
and
I
case
anybody's
confused.
We
did
authorize
another
zookeeper
to
be
hired,
and
this
is
a
second
new
position
and
again
a
very
generous
grant
from
the
Community
Foundation
to
enable
us
to
do
this
and
the
extra
funds
from
the
Zoological
Society.

little
recap,
as
you
know,
we
didn't
approach
this
to
through
finance
part
of
the
recommendation
from
aza.
That
efficiency
was
our
staffing
levels.
They
did
ask
for.
We
did
get
one
through
the
budget
process.
Dan
Miller
didn't
reach
out
and
discuss
with
Community
Foundation,
and
we
did
and
established
at
ninety
thousand
over
two
years,
which
we
knew
would
cover
the
salary
of
that
position.
Although
there
are
things
above
and
beyond,
as
we
know,
with
personnel
benefits
taxes
and
we
did
have
a
shortfall.

The
zoo
society
did
step
up
for
another
eight
thousand
on
top
of
what
they've
already
offered,
and
we
were
still
about
eight
thousand
short
when
I
met
with
our
zoo
superintendent
Dan,
we
did
look
through
our
current
budget
and
a
reduction
in
temporary
salaries
because
of
the
new
position.
What
a
lot
the
city
to
pick
up
the
balance
of
that
tab.
So
no
additional
dollars
are
being
put
towards
the
zoo.

our
operational
funds
and
we're
going
to
use
this
position
for
the
two-year
guarantee
to
really
catch
ourselves
up
on
some
bahraini
efficiencies
and
use
it
to
become
sustainable
over
those
two
years,
ensure
when
we
get

inspection

June
that
we
are
recreating
and
then
we'll
just
keep
pounding
to
make
sure
the
next
inspection
five
years.

this

year

next

space

zoo

program
offices

those
offices,
the
need
for
the
size
of
office
space
has
dwindled
over
the
last
several
years.
As
far
as
the
Upper
Big
Sea
watershed
program
is
concerned,
is
that
something
we
were
looking
at
strategically
as
well
on
how
to
help
benefit
the
zoo
and
I
just
wanted
to
put
a
plug
in
I.

tour
and
wow

was
eye-opening
for
me,
and
I
would
definitely
take

up

that
offer
of

tour

zoo
keepers

working

very
eye-opening
to
me

we're
doing
everything
we
can

public
works
to
help
them

much
as
we
