been
wrapping
out
last
year's
construction
projects
bringing
forth
some
final
change
orders.
This
is
another
one
of
those.
This
relates
to
the
2019
sanitary
sewer
rehabilitation
project.
Some
of
you,
council
members,
might
be
aware
some.
The
new
members
might
not
be
where
we
rotate.
How
we
do
this
sanitary
sewer
work
every
year
one
year
we'll
do
a
complete.
What
we
call
a
dig
project,
we're
actually
excavating
out
old
sanitary
sewer
mains
or
replacing
them
a
new
pipe
and
then
the
next
year
we
will
do
what's
called
an
ensue.

a
liner
into
the
sanitary
sewer
pipe
and
in
sutures
just
another
word
for
in
place
in
place,
pipe
lining
project
and
that's
what
2019
was
where
they
extrude
a
liner
into
a
sanitary
sewer,
pipe
that
pretty
much
restores
and
recreates
the
interior
that
pipe
to
brand-new
condition.
There
are
certain
areas
of
town
and
certain
segments
of
pipe
that
that's
a
prime
candidate
for
and
that's
what
we
do
with
this
project.
We
find
those
locations
and
we
have
them
lined
so
with
this
change
order.

The
brunt
of
this
change
order
relates
to
some
work
that
was
encountered
with
pipelining,
where
there
was
a
transition
and
pipe
size
between
two
manholes
that
wasn't
readily
identifiable
prior
to
the
placement
of
the
liner
sighs.
They
were
extruding
this
liner
through
the
pipe.
They
went
from
a
10
inch
to
an
8
inch
pipe
and,
as
you
can
imagine,
when
a
liner
was
built
for
a
10-inch
pipe
and
it
hits
an
8
inch.

You
got
a
lot
of
excess
material
there
that
all
of
a
sudden
built
up
and
and
created
issues
with
that
liner
being
installed
to
avoid
any
kind
of
a
sewer
overflow
situation.
The
contractor
quickly
excavated
that
segment
of
pipe
out
and
work
to
have
to
reconstruct
and
reinstall
a
new
segment
of
pipe.
That's
what
the
brunt
of
this
change
order
is
for.

thousand
dollars
the
original
budget
was
three
and
a
quarter,
and
the
original
bid
was
just
under
two
hundred
thirty
thousand
and
myself:

you
have

detailed

about
the
additional
work

They
do
typically,
if
there's
an
anomaly
in
the
work
or
an
issue
like
this,
they
would
check
that
off
with
a
project
manager
at
the
city
and
explain
the
issue
that
occurred
and
then
their
remedy
for
that
situation.
In
this
case,
the
only
solution
was
to
excavate
that
pipe
and
replace
it
with
a
new
pipe
because
of
the
the
transition
that
occurred
in
that
diameter
of
the
pipe
size.

correction,

they
did
will
address
every
concern
in
this
segment
of
pipe
from
from
one
manhole
to
the
next.
It's
all
one
uniform
pipe
size
now.
So
there's
no
issues
with
that.
This
anomaly,
you

we
we
pre-video
the
sewer
lines
before
the
contractor
comes
in
and
then
a
contractor
comes
in
for
their
contract
and
they
pre-video
the
sewer
lines.
But
this
was
such
a
unique
transition
that
you
know
the
sewer
guy
is
an
engineering
office.

so
I
got
some
clarification
on
that
particular
item
and
that
related
to
this
dig
area
and
the
17
is
a
number
of
services
that
we
had
to
reinstall
on
the
new
sewer
pipe.
It
wasn't
related
to
sewer
services
connection
to
the
manhole,
but
rather
the
sewer
services
connected
to
the
main,
and
this
was
reestablished
with
17
services
along
the
pipe
replacement
area.

this

we've

going
out
looking
at
some
of
our
studies
that
the
city
has
on
hand.
Some
of
those
studies
are
dated.
We've
talked
in
the
recent
past
about
a
Transportation
Master,
Plan
Update,
for
example.
This
one
before
you
this
evening
and
then
also
the
subsequent
action
here
is
to
enter
into
a
contract
with
consultant
engineers
to
perform
a
sewer
capacity
model.

is
one
of
the
needs
that
that's
been
lingering
I
think
in
Watertown
for
a
while
I
want
it's
been
prevalent
in
my
year
and
a
half
since
coming
on
board
that
we
frequently
get
calls
in
engineering
office
and/or
the
wastewater
department,
Division
of
Public
Works,
and
get
questions
on
you
know.
What
can
we
build
in
this
part
of
town
in
relation
to
the
sewer
capacity?

are
engineer
one
and
in
those
reviews
and
analysis
for
this
particular
study.
Hdr
rose
to
the
top
is
the
top
candidate
to
hire
to
perform
these
services.
For
us,
we've
talked
to
them
a
little
bit
since
their
proposal
was
submitted,
and
they,
this
$113,000
price,
is
a
little
bit
higher
than
their
proposal
originally
showed
because
of
some
additional
cost
that
we
negotiated
into
their
agreement.
It
was
for
some
work
that
they
propose.
We
do
in
excess
of
what
we
originally
planned
on,
for
instance,
the
flow
monitoring
of
the
sewer
system
in
key
locations.

a
long
enough.
Duration
accounted
for
in
our
proposal,
our
request
for
proposals,
so
they
proposed
to
expand
that
window.
That
of
course,
cost
a
little
bit
more
money.
So
the
cost
before
you
tonight
is
one
hundred

and
that
is
a
negotiated
contract
amount
and
not
to
exceed
mount
and
staff
is
comfortable
moving
forward
with
HDR.

systems
separately,
obviously
because
they
were
set
up
that
way

they've

lot
of
knowledge
in
the
industry,
on
wastewater
rates
and
solid
waste
rates,
and
really
generally,
all
utility
rates
to
us
is
very
well-versed.
On
a2s
also
worked
with
Watertown
municipal
utilities
on
their
water
rate
study
in
recent
past
and
I
guess:
I
would
assume
maybe
they're
electric
as
well
and
Mike
yeah.

last
time
we
had
a
professional
consultant
do
a
rate
analysis
for
wastewater
was
2004
into
2005
was
AECOM
and
on
the
solid
waste
side
it
was
2005
Helms
and
associates.
Did
the
last
consultant
work
in
there
doing
a
rate
evaluation
for
the
solid
waste
department?
Since
then,
rates
have
been
adjusted
in-house
by
Finance
and
staff
to
cover
increased
debt
service,
for
example,
the
head
works
project
from
2011,
and
then
we
did
some
increases
in
2012
and
2015
on
the
solid
waste
side,
just
looking
at
service
area
economics.

But
we
don't
have
the
ability
to
do
a
cost
of
service
analysis
in-house
it's
beyond
our
capability.
But
so
we
did
some
adjustments
of
the
back
in
2015
April
wage.
We
increased
the
monthly
residential
fee
by
a
dollar
and
we
added
three
dollars
to
the
garbage
tipping
fee
and
that
three
dollars
goes
into
a
land
fund
to
help
fund
future
land
acquisition.

close
to
being
where
it
will
need
to
be
for
the
debt
service
and
Krista
could
speak
to
that.
But
this
will
look
at
the
increase
in
operation.
Maintenance,
cost
our
capital
outlay,
future
plans

forth

we
first
determine
the
cost
of
providing
the
service
and
then
develop
a
fee
structure
to
recover
those
costs
and
then
basically
have
an
equitable
fee
structure
so
that
each
user
group
will
pay
for
the
cost
of
treating
us
away.
