all
brought

noticed
that
it
was
not
all

property

not
all
within
city
limits,
so
we
are
cleaning
that
up
and
then
knowing
that
the
rail
spur
does
expand
on
that
portion
of
the
property.
We
also
wanted
to
get
the
conditional
uses
taken
care
of
once
and
for
all,
that
really
should
have
been
done
in
2011
prior
to
any
building
permits
being
issued.

so
then
in
the
future
when
they
want,
if
they
want
to
expand
or
anything
that
the
conditional
uses
are
taken
care
of
and
we're
all
conforming
in
that.
In
that
sense,
so
you'll
also
see.
Then
we
have
two
separate
items:

and
that
is
just
separating
them
out
by
the
there's
two
businesses
that
operate
on
that
property,
that
watertown
crop
nutrients
owns
and
utilize
that
they
utilize
the
rail
spur,
but
they
do
have
different
functions.

operations
that
I
thought

the
public

have

how
the
discussion

give
background
information.

egg
works
utilize?
The
rail
spur,
the
rail
spur
in
question
is
used
by
egg
works
to
load
and
ship
rail
cars
with
grain,
and
then
here
they
talk
about
how
often
they
receive
a
train
approximately
10
in
2020
they
had
15
and
then
you'll
see
here
they
they
do
talk
about
how
it
is
it's
related
to
obviously
harvest
and
just
the
markets
in
general,
so
and
then
per
month
here
they
have.
The
max
has
been
five
which
yeah,
which
coincides
with
harvest
time
per
week,
they're
capable
of
loading
approximately
one
per
week.

that
would
be
like
worst
case
or
not
really
worst
case
scenario
that
it's
just
something
to
keep
in
mind
of
what
what
they're
capable
of
of
accommodating

then
the
egg
works
loads,
rail
cars
for
sale
and
shipment.

coordination
with
receiving
a
train
take
place?
Egg
works
is
assigned
a
train.
It
normally
takes
about
four
to
six
days
for
the
train
to
arrive.
We
normally
receive
updates
by
email
pertaining
to
the
progress
of
the
train.
We
can
also
go
online
to
track
the
train
and
see
where
it
is
at
any
given
time
periodically
the
rate.
The
railroad
will
delay
the
train
due
to
crew
issues
track
issues
or
whether
these
tools
are
available
not
always
100
percent
accurate
and
then
about
control.

have
no
control
of
the
railroad
on
the
railroad
period.
Periodically
uses
our
trackage
when
they
feel
the
need
and
then
yeah
there's
the
information
about
the
rail
loop
and
how
how
many
cars
it
can
handle
or
how
many
cars
can
be
on
it
at
one
time,
and
then
they
also
do
have
some
parameters
for
unloading
and
different
premiums
involved.

they
are
on
a
time
crunch
as
well,
when
they
do
receive
a
train
they
have,
they
have
well
and
their
business
model
is
to
get
it
unloaded
in
10
hours
for
a
better
premium
and
then,
if
they
do
not
have
it,
let's
see
here
they
get
penalized
if
they
do
not
get
it
unloaded
and
back
on
the
rails
within
24
hours.
So
there
is
that
time
crunch
there
too,
and
so
one
of
the
things
actually
I'm
gonna
wait
to
get
into
that
so
before
we
go
any
further.

just
classified
it
under
number
19
as
an
other
use
just
because
it
was
not
really.
It
wasn't
specific
in
the
permitted
uses
in
the
i2
district,
and
so
that
could
have
been
a
thing

guess

what
we're

for
consideration
of
a
conditional
use,
request

agworks
cooperation
for
train
loading

unloading
operations

property
located
at
710
20th
avenue
southwest
in
the
i2
heavy
industrial
district
and
17742
453rd
avenue
which,
upon
annexation,
will
be
zoned,
i2
heavy
industrial
district.

So
with
that
background
information,
the
board
will
be
acting
on
the
conditional
use
for
egg
works
for
the
train,
loading
and
unloading
operations,
and
things
to
consider
will
be.
You
know,
obviously
a
through
h
that
we
always
do
and
we
can
go
if
it
would
be
easier
to
go
through
that
one
by
one,
otherwise
just
kind
of
looking
at
the
surrounding
properties,
which
obviously
we
have
to
by
by
state
statute
and
ordinance.
We
do
have
to
send
out
notice
to
adjacent
land
owners,
so
there
were.

was
concerns
about
the
there's
when
there's
been
unloading
operations
throughout
the
night
and
also
talking
with
the
applicant.
It's
not
ideal
for
anybody
for
the
train
to
come
in
the
middle
of
the
night,
but
then
they
do
have
those
time
constraints
as
well,
but
if
there's
anything
that
the
board
wants
to
consider
as
far
as
buffering
or
protections
for
the
adjacent
property
owners,
there
are
some
to
the
north
west
and
the
southeast
and
then
to
the
south
as
well,
and
those
did
pre-exist
the
rail
being
implemented.

successful,
be
able
to
expand,
but
then
also
if
there
can
be
some
protections
for
the
neighbors,
that
you
know
that
their
livelihoods
are
being
disrupted
when
those
trains
are
coming
through
the
night
and
like
like
they've,
explained
egg

we're
just
focusing
on
egg
works
right
now
how
they
typically
have
about
10
trains
a
year,
and
I
I
don't
think
that
they're
always
at
night
and
may
and
when
the
applicant
comes
up
to.

we
originally
got
a
letter,
when
this
building
was
first
going
to
be
built,
we
got
a
certified
letter,
it
was,
it
was
supposed
to
be
just
south
of

old
turkey
plant
and
the
soil
samples
were
incompatible.

airport

how
they
got
it,

deduction
for
the
airport
because
of

airplanes
flying

way
that
can

frustrates

If

sell
my
property

people

property

value
