understanding

that

the

youth
consumption
rates
and
the
increases
that
we're
seeing
recently
with
2020
data.
We
are
seeing
an
increase
not
only
in
adult
dui
arrests,
but
also
an
adult
consuming
alcohol,
as
well
as
underage
consumption
violations,
and
so,
as
we
are
starting
to
see
more
and
more
of
these
applications
come
to
council.

wasn't
aware
of
any
of
the
additional
licenses
that
are
being
applied
for
until
just
recently
and
coming
from
an
addiction
standpoint
and
looking
at
the
number
of
arrests.

Our
community
has
a
big
problem
already.
The
police
department
is
overtaxed
trying
to
cover
everything
that
they
need
to
cover
and
if
we
allow
additional
malt
beverage
beer
wine
licenses
for
on
off
sale,
I

think
we're
heading
for
trouble,
and
I
know
that
people
say
well:
it's
just
beer,
it's
just
malt
liquor,
but
actually
alcohol
itself
is
one
of
the
hardest
things
on
a
human's
body
that
there
is.
It
affects
every
part
of
the
body,
not
just
specific
organs.

Other
drugs
attack
just
specific
areas
where
alcohol
affects
every
cell
in
the
body
and
honestly,
a
12
ounce,
beer,
a
5
ounce,
glass
of
wine
or
one
mixed
drink
all
have
about
the
same
alcohol
content
in
them.
So
each
one
of
those
will
raise
a
person's
blood
alcohol
content
by
about
point
zero,
two
percent,
so
somebody
has
four
beers
and
that's
on
an
average
but
average
human
being
between
160
pounds
to
180
pounds.

beers
would
put
somebody
over
the
legal
limit
and
with
like

stated
with
the
increase
in
our
adolescence,
our
minors
underage
consumption,

fear

looking

at
all
the
places
that
are
open,
downtown,

specialty
shops,

own

butcher,
it's
a
specialty
shop,

survived
the
covid
like

lot

ones

there's

them

didn't

other
ones
that
survived
covenant
survive
very
well
in

these
type
of
communities.

the

big
box
stores
because
they,
the
walmarts
this
the
runnings,

targets

has

kinds
of
groceries,
probably
competing
more
with

groceries
than
anybody

touch

alcohol

what
I'm
thinking
is
it
whether

not
the

beer
gets
at
every
gas
station

business

community,

learned

met

competitors

own
these
liquor
stores.
These
are
family-owned
liquor
stores.
As
far
as
I
know,
these
are
liquor
stores
that
you
don't
have
in
other
communities
like

rapid
city.

get
a
store
going
out
there
and

don't
know
it
seems
like
every
where
you
go
in,
you

buy
beer

wine,
and

don't
know

that's
right
or
if

wrong,

challenge
these
counselors
to
compare
our
numbers
to
rapid
cities
numbers
and
I
think
you'll
find
that
rapid
city's
numbers
are
probably
even
more
serious
than
ours,
but
I'm
just
guessing.

be

rules

thing

people
you
can
actually
buy
products
from,

like
porters,

only
sell
you
miller,
lite,
it's
not
like,

can
go
to
sioux,
falls
dakota
beverage
and
buy
miller
lite
from
them.

we've
asked
other
community
members

the
business
to
do
certain
things
to
make
sure
that
they
can
be
part

business

it's

separate
door
access

see
that
as
not
like

guess
I
do
kind

see
it
as
being

small
requirement

small
request
by
our
community
in
general

help
protect
jobs.

opportunity

community

not

local

stores

town

business

first
want
to
thank
all
you
guys
just
for
getting
together
on
this.
These
were
items
that
were
going
to
come
forward
at
the
last
meeting,
but
things
got
kind
of
backed
up
with
the
election
going
on.
So
it's
just
first
step
towards
the
customer
service
stuff
that
we've
been
talking
about.

Historically,
businesses
have
had
to
obtain
bar
tavern
conditional
uses
for
on
sale
and
offset
all
these
products,
and,
as
of
recent,
that
was
still
true,
but
has
now
changed.
Offsell
beer
and
wine
no
longer
need
to
get
enough
or
that
conditional
use
is.
It
was
deemed
inappropriate
within
the
definition
of
a
bar
or
tavern.
You
guys
are
familiar
with
that.

In
the
instance,
we're
looking
at
today
that
bar
tavern,
conditional
use
was
actually
unanimously
passed
by
the
board
of
adjustment.
County
fairs
met
all
the
criteria
for
this
to
be
deemed
an
appropriate
use
of
that
land.
Every
box
has
been
checked
and
no
issue
has
been
found
when
the
police
we
talked
about
this
with
bar
tavern.

we
asked.
Are
there
going
to
be
issues
with
it?
There
was
no
opinion
on
the
issues
and
they
said
that
just
doing
the
normal
standard
checks
wasn't
going
to
be
taxing
or
a
big
issue,
so
that
wasn't

issue
anymore.
So
why
do
we
say?
No,
when
all
the
requirements
have
been
met,
are
we
protecting
others,
individual
financial
interests
over
a
free
market?
I'm
just
curious
what
we're
doing
at
that
point.
When
we
get
to
all
the
boxes
are
checked
and
they've
done
everything
they're
supposed
to
do.

look
at
other
things,
tobacco
products
now
require
you
to
be
21
and
older
to
purchase
yet
we're
fine
with
them

every
gas
station.
Grocery
store
convenience
location.
So
why
do
we
oppose
products
that
meet

same

product
you
take
and
consume
elsewhere.

liquor
stores
in
this
scenario
that
we've
created
with
that
bar
tavern
you'll
still
continue
to
have
the
sole
right
to
sell
hard
alcohol
beverages.
We're
not
looking
at
doing
that
in
a
grocery
store.
This
is
just
simple
convenience
for
a
lot
of
folks,
especially
our
tourism
industry
that
comes
to
town.

helps
keep
our
local
small
liquor
stores
whole
and
gives
them
that
extra
space
in
the
market
that
we're
not
opening
up
to
a
bunch
of
big
box
stores,
so
we're
still
trying
to
respect
all
those
rights
as
well,
because
we
don't
want
to
see
anyone
go
under.
We
want
to
see
everyone
succeed
and
we
want
to
see
tides
rise
and
all
boats
go
with
it.

So,
with
this
request,
we're
just
simply
looking
at
beer
and
wine,
we
as
community
already
sell
off
sale
in
our
casinos,
many
of
which
are
attached
to
gas
stations
and,
quite
frankly,
many
people,
people
look
at
us
pretty.
Strangely,
for
the
amount
of
casinos
we
have
either
we
just
love,
gambling
or
folks-
have
had
to
jump
through
hurdles
to
be
able
to
do
this
same
thing,
we're
just
trying
to
simplify
and
do
like
many
other
communities
in
our
state.

do
off-sale
liquor
stores,
we
do
it
at
bars,
so
I
mean
realistically,
I
don't
see
what
the
bach
is
at
this.
As
for
the
consumption
of
alcohol,
I
mean
ultimately
guys
that's
individual
choice
and
freedom.
We've
applied
that
to
so
many
things
in
the
last
year.
This
is
another
one
of
those
simple
things
parents
need
to
take
on
and
I'm
a
parent.

lot
of
you
are
too,
but
we
need
to
take
on
that
individual
education
aspect
for
our
children,
schools
do
it.
We
can
get
in
there
too.

at
a
grocery
store
or
some
other
place
to
do
it,
that's
not
their
job.

our

that's

education
system

handles
that.
I'd
also
point
out.
Establishments
like
grocery
stores
are
significantly
harder
to
illegally
purchase
alcohol,
alcohol
from
they're,
incredibly
public.
It's
not
just
one
person
at
the
front.
We
don't
have
people
illegally
going
in
and
buying
cigarettes.
They
scan
ids
it's
hard.

local
liquor
stores
do
a
great
job
too.
They
know
what's
at
stake
if
they
screw
that
up
and
somebody
gets
through
with
an
illegal
purchase.
It's
pretty
rare
with
how
many
we
have
so
a
good
job
to
everyone
for
that.
But
I
would
just
say
I'd
point
out
too:
we
exceed
the
on
sale,
wicker,
not
the
off
sale,
but
2020.
The
entire
country
saw
that
increase
in
consumption.
That
was
pandemic
related
a
lot
of
people
were
going
through
a
lot
of
things.
So
again,
I
don't
think
that
really
applies
here.

feel
it's
time
that
we
modernize

we're
looking
at
recreational
marijuana.

can
buy
cbd
everywhere.
We
already
do
tobacco
everywhere.
It
just
seems
strange
that
there's
no
law
that
prohibits
this,

past,
it's
not
the
boa
doing
it,
but
the
council
has
drawn
a
weird
line
with
it.

we
don't
want
folks
to
do
it,
write
an
ordinance

says

not
even
open
to
interpretation,

just

guys
vote
on
what's
in
front
of

about

had

absolutely
nothing

ask

are

applicant
