agenda,
a

ordinance

the
city
council
framing
and
proposing
amendments

city

watertown
home
rule
charter,
to
move
the
city
budget
and
appropriation
deadlines
to
november
and
to
submit
this
ordinance
to
the
voters
of
the
city
at
the
june
2021
election.

First
of
all,
thank
you
council
for
agreeing
for
the
to
meet
for
this
special
meeting
on
behalf
of
myself
and
kristen.
Just
a
quick
refresher
is
why
the
need
for
the
special
meeting,
the
the
bill
that
was
passed
in
the
legislature
this
year,
that
precipitated
this.
This
potential
change
wasn't
signed
by
the
governor
until
march
18th
and
our
meet
our
next
meeting.
Following
that,
the
governor's
signature
was
the
first
meeting
of
this
month
and
our
home
rule
charter,
which
this
is
going
to
propose
to
amend,
requires
that
anything.

So
that's
what
precipitated
the
need
for
this
midweek
meeting,
so
I
we
appreciate
that
so
now
to
the
substance
of
the
of
the
ordinance
here,
essentially
right
now
in
our
home
rule
charter,
it
states
that
the
budget
and
appropriations
deadlines
for
the
for
the
year
are
in
september,
and
what
the
the
the
bill
in
the
legislature
provided
to
municipalities
is
the
ability
to
extend
that
deadline
to
no
later
than
the
first
meeting
of
november.

And
if,
if
the
voters
approve
it,
the
city
would
have,
until
the
first
meeting
of
november
to
propose
its
budget
and
appropriation
ordinance
the
appropriation
ordinance,
and
that
would
be
a
ceiling
not
a
floor.
So
should
the
city
manager
or
the
council
in
future
years
decide
they
still
want
to
budget
in
september
or
october
or
august.
They'd
feel
free
to
do
that.
This
would
just
extend
the
deadline
for
that,
and
I
think
that
the
finance
officer
is
all
in
favor
of
doing
this.
So
I
would
let
her
speak
if
she
had
any
anything
to
add.

I
definitely
think
this
helps
not
only
the
finance
office,
but
also
the
city
council
gives
us
much
more
solid
information
for
the
first
half
of
the
year
to
do
our
budgeting
not
only
of
our
expenditures
but
also
of
our
revenues,
and
it
also
kind
of
helps
out
with
the
transition,
sometimes
between
the
previous
council
and
a
new
council.
So
otherwise,
if
there's
any
questions,

them

I
would
add
to
what
kristen
said
that
in
our
transition
to
city
manager,
I
think
it
gives
us
a
short-term
benefit
in
that
that
person
comes
on
board
and
he
or
she
has
the
opportunity
to
get
involved
more
with

budget
versus
kind
of
getting
handed
to
that
person.
So
I
think,
there's
another
short-term
benefit.

favor,

observation

it's
not

fair

This
seems
like
kind
of
something
odd
that
was
put
in
the
home
rule
charter,
when
that
was
put
together
way
back
when
any
any
thoughts
as
to
why
that
was
deemed
to
be
that
that
pertinent
to
be
included
in
the
homeworld
charter.

league,
the
civic
national
civic
league,
I
think
they
put
out
the
model
charter
and
I
think
in
most
charters
you'll
find
financial
controls
and
this
falls
under
the
section
of
financial
controls,

so
you

what

mayor
mentioned

the
last
meeting.
You

Maybe
the
right
right
choice
here
is
potentially
to
scrap
the
whole
section,
but
I
feel
like
that
would
maybe
get
convoluted
at
the
ballot
box.
So
maybe
it's
something
for
a
future
home
rule
charter.
Commission
to
take
a
look
at.

bet

you're
right
and
why
it's
in
there,
because
it's
patterned
very
closely
after
other
communities
around
the
area,
so
good

We
had
those
two
issues
before
the
plan:
commission,
the
kennel
changes
for
definition
and
then
a
bar
and
tavern
discussion
for
definitions,
and
I
can
speak
to
the
kennel
ordinance
changes
in
that
it
was
well
received.
There's
probably
going
to
come
some
adjustments
from
the
plan
commission,
but
it
basically
ends
the
confusion
of
what
is
a
kennel.
What
is
a
commercial
kennel?
Where
can
they
be
located
and
then
put
some
restrictions
on?

know
how
many
dogs
you
can
have
put
in
a
kennel
right
on
the
line
next
to
your
neighbors.
It
would
take
any
kind
of
dog
houses
and
kennels
out
of
the
setback.
So
all
in
all,
I
think
it's
a
good
ordinance
and
it
was
well
received
both
by
the
animal
control
board
and
the
plan
commission
and
if
matt
can
add
anything
else,
he
was
able
to
stay
for
the
whole
meeting.
That
would
be
great.

for
those
who
are
not
familiar,
there's
there's
been
some
ongoing.
There's
been
a
subcommittee
of
plan,
commission
members
and
animal
control
board
members
trying
to
bring
into
harmony
the
definitions
of
of
kennel
that
fall
under
each
of
their
respective
ordinance
titles,
as
well
as
kind
of
what
the
number
of
dogs
that
are
allowed
in
the
city
should
be
and
kind
of
what
a
former
definition
of
kennel
might
might
or
might
not
mean
as
it
relates
to
that
question.
So
anyway,
that's
been
going
on.

think
there's,
maybe
just
one
more
final
tweak
that
might
be
proposed
that
it
sounds
like
the
actual
language
ordinance
language
will
be
considered
at
the
first
planned
communi
commission
meeting
of
may
and
the
animal
control
board
is
already
approved
of
the
language
change
and
they'll
bring
for
so
that
we'd
like
to
bring
them
forward
to
the
council
at
the
same
time
because
they
they
relate
to
each
other,
and
so
I
I
suspect,
then
that
would
be.
The
second
meeting
of
may
would
be
the
first
reading
of
these
ordinances.

speak

that
other
proposal
that
that
was
mentioning.

Yeah
so
we
went
paper,
I
went
before
the
planning
commission
as
well
same
meeting
just
to
start
the
discussion
on
an
ordinance
text,
change
that
councilwoman
manzi
and
I
have
been
looking
at
as
of
right
now,
the
way
it's
defined
for
anyone
to
do
off,
sale
of
beer
or
wine.
Specifically
in
watertown,
you
have
to
pursue
a
conditional
use
for
a
bar
tavern
just
for
off
sale
itself,
so
just
the
packaged
product.

under
this
it
would
strike
the
last
sentence
of
the
bar
tavern
definition
that
requires
off-sale
beer
wine
to
pursue
that
conditional
use
and
essentially
separate
on
sale
versus
off
sale
of
those
products.
So
you'll
be
seeing
some
language
come
before
you
soon.
It
was
received
very
well
at
the
planning
commission,
pretty
much
unanimous
agreement
that
it
didn't
make
sense
the
way
it
was
currently
written
and
so
it'll
create
some
clarification
and
kind
of
some
more
specific
use,
but
that'll
be
going
before
the
planning
commission.

first
meeting
in
may
as
well.

the
u.s
department

transportation,
selecting
key
lime,
air

doing

as
denver
air
connection
to
provide
essential
air
service

pier
and
watertown,
and
I
would
just
like
people
to
know
that
we
just
learned
about
this
yesterday
with
the
publishing
of
the
order
by
the
u.s
department
of
transportation
and
we're
doing
whatever
we
can
to
see.
