agent

owner
for
Williston.
Incorporated
they've
submitted
this
petition
to
rezone
a
portion
of
their
property,
known
as
the
Willis
dynexation
Edition,
and
this
particular
lot
is
approximately
10
acres.
It
meets
the
minimum
zoning
District
requirements
for
the
proposed
C3
zoning
District
and
comes
to
you
with
approval
unanimous
approval
from
the
Planning
Commission.
It
does
meet
the
concept
plan
requirements
and
the
proposed
zoning,
as
presented
in
the
concept
plan.

asked
two
weeks
ago
and
if,
if
our
community
development
manager
would
mind
stepping
forward
I
know
there
were
some
this
discussion
or
dissension
or
concern
of
the
part
of
neighbors
out
in
that
area.

addressed
the
last
time,

guess
you'd
make
a
comment
again
about
you
know
anything
that
that's
come
to
mind
since
then.
That
you're,
aware
of.

It
was
overall
just
I
mean
the
concept
plan
incorporates
about
a
quarter
section
of
land,
so
it
was
showing
you
know
all
of
the
six
phases
that
are
involved.
So
a
lot
of
some
of
it
was
where
the
street
connectivity
will
be
on
to
78th
Street
and
then
just
all
around
the
future
development
with
the
existing
properties
that
are
there
just
concerns
of
what
this
will
be,
which
is
to
be
expected
with
any
new
development
project
proposed.

Budget,
it's
kind
of
broken
down
into
Parts.
The
first
part
is
the
ordinance
I.
I
won't
go
into
each
line
detail,
but
I
will
kind
of
break
it
down
by
the
funds
and
then,
if
there's
specific
questions,
I
can
answer
them.
So,
within
the
general
fund,
we're
looking
at
a
budget
supplement
of
574
300
parking
Rec
is
going
to
be
396
400.,
a
few
of
the
other
ones,
I
will
say,
are
mainly
more
some
housekeeping,
especially
when
we
look
at
the
tips
and
the
capital
projects
fund.

It's
a
little
bit
of
the
timing.
The
budget
sometimes
is
completed
prior
to
those
projects
getting
done.
Also
on
this
is
the
airport
fund,
which
is
going
to
see
a
budget
supplement
of
1.6
million
dollars,
so
that
takes
over
the
ordinance,
which
will
then
in
turn,
give
these
departments
enough
budget
to
end
2022..

The
second
part
is
what
we
call
automatic
supplements.
Those
are
grants
so
anytime.
The
council
has
awarded
the
Departments
to
go
ahead
and
accept
the
grant.
Normally
they
don't
have
the
budget
to
facilitate
that,
but
they
do
have
the
revenue
now
coming
in.
So
we
do
a
one-time
supplement
for
the
grants
and
then
the
very
last
item
is
actually
a
budget
line
item
transfer.
We
did
have
the
community
code
enforcement
officer
position
moved
from
Community
Development
to
the
police
department.
So
it's
not
really.

supplement
needed
we're
just
going
to
take
that
budget
was
that
was
for
that
position
and
move
it
to
cover
those
those
wages
which
was
done
after
the
budget
was
approved
for
2022..
So
I
think
with
that,
like
I
said,
I
don't
want
to
go
into
every
line,
but
if
there's
specific
questions
from
the
council,
I
can
answer
them.

surprise
that
was
across

board
there
again,
when
we
did
the
2022
budget
at
the
end
of
21.,
fuel
prices
were
not
expected
to
do
what
they
did
so.

reason
when
we
come
into
the
budget
supplement
time.

few
of
these
items
were
discussed
throughout
the
year.
This
is
just
our
housekeeping
aspect
of
it,
so
we
were
prepared
for
some
of
these
things
there
again
our
conservative
budget,
where
we
leave
quite
a
balance
in
our
unrestricted.
That's
why
we
do
this
is
because
of
those
unexpected
costs.

airport
terminal

I
forget
what
it's
called,
but
it's
a
sign
located
there
along
highway
20.,
it's
a
fairly
dated
sign
with
some
the
way
that
it
was
constructed
some
decades
back
and
we
have
a
new
design,
a
new
style
that
would
match
the
signage
in
front
of
the
new
terminal
building,
and
this
is
simply
bringing
that
those
quotes
forward
to
the
council
to
give
a
final
check
off
before
we
proceed
with
this
work.

work
is
not
budgeted
in
2022,
but
it
is
in
the
23
budget.
So,
given
that
we're
close
to
that
coming
up
on
23
here,
we
wanted
to
get
the
ball
rolling
with
the
contractor
the
consultant
to
put
the
finishing
touches
on
the
design
and
move
forward
with
the
installation
as
soon
as
possible.
We
did
receive
two
quotes
for
this
work.

little
over
38
000,
the
other
one
for
a
little
over
forty,
eight
thousand,
so
we're
proposing
the
sign
installation
be
completed
by
signpro
and
the
model

dollars
with
that'll
stand
by
for

a
lot

organizations

have
been
working
together
to
take
care
of
people
in
this
community
and
a
lot
of
them
got
together
and

impetus
for
this
was
we
had
a
member
from
the
South
Dakota
Housing

appeared
at
a
meeting
that
I
was
at
Eric,
Scott
and
Todd.

I
think
we're
there

some
State
money
to
find
some
emergency
housing
in
this
community
and
Crest
Stone
actually
had
a
property
that
they
were
willing
to
sell
councilman
Shetty.

little
bit

this.

I'm
honored,
to
be
appointed
as
the
liaison
in
order
to
be
on
that
board.

That's
going
to
kind
of
oversee
the
this
project
and
yes,
the
County
Welfare
Office
I
believe
are
the
ones
that
purchased
the
are
purchasing
the
property,
but
this
board
that
I'm
on
we're
going
to
be
overseeing
just
early
on
here
how
to
get
started,
how
to
work
through
the
challenges
to
get
it
up
and
going
I'm
fortunate
to
to
be
working
with
with
the
ministry
that
I'm
in
where
we
we
have
a
pulse
on
this
too
to
some
degree.
So,
hopefully,
I
can
give
some
input
in
this
as
well
and
how
to
navigate
through
this.

How
to
make
this
community
for
especially
for
emergency
housing.
That's
a
challenge.
Watertown
doesn't
have
much
for
that.
So
there's
not
a
lot
of
details,
yet
that
I
can
share
other
than
we're
meeting
this
week
at
on
on
Wednesday
I
believe
for
the
first
time
to
really
start
working
through
this
together
and
see
what
we
can
do
to
to
to
get
this
up
and
going
and
make
Watertown
better
in
this
particular
area.

And
for
those
who
don't
know
the
area
or
the
location
is
going
to
be
the
old
Lofts
Apartments,
it's
across
Highway,
81
or
South
81
across
from
the
old
Drake
Hotel,
and
it's
a
line
that
used
to
be
part
of
the
motel.
There
are
eight
apartments
or
eight
hotel
rooms
that
were
converted
into
apartments.
That
now
will
be
converted
into
seven
or
eight
one.

Two
rooms
will
have
connections
so
that
they
can
house
a
family,
and
what
this
will
do
is
allow
for
people
who
are
coming
out
of
any
kind
of
abuse,
whether
that
be
in
a
relationship
alcohol,
drugs
coming
out
of
prison
just
in
emergency.
It
gives
them
a
place
to
stay,
because
that
has
been
identified
as
the
key
to
helping
someone
get
back
on
their
feet.

And
that's
one
of
the
reasons
why
I
get
excited
about
something
like
this,
because
this
improves
the
overall
Community,
because
these
people
are
here
and
they
are
at
risk
and
usually
if
they,
if
they
don't,
have
an
alternative.
If
they
don't
have
a
place
to
stay,
they
will
go
back
and
recidivate
whether
that
be
commit.
Another
crime
go
back
on
drugs.
Go
back
on
alcohol
and
then
that
costs
the
community
a
lot
of
money
to
throw
them
in
prison
deal
with
them.

So
it
actually
helps
everybody
in
Watertown
that
we're
doing
this,
and
what
another
thing
that
I
like
is.
It
gives
them
a
hand
up,
not
a
handout,
they
have
to
behave.
They
have
to
complete
all
the
steps
and
on
take
everything
that
they
can
to
a
better
life.
And
so
again,
that's
a
wonderful
thing
for
Watertown
any
other
announcements,
city
manager,
Mack.
