difficult
to
sum
up

a
few

she
was
one
of
life's
great
givers.
She
gave
time
to
her
husband
to
her
family,
her
children,
her
grandchildren,
her
community
and
the
wider
network
of
the
gold
coast.

had
a
very
strong
moral
compass.
She
was
a
woman
of
faith.
She
she
was
considered
and
measured
in
every
decision
she
made
and
every
bit
of
advice
that
she
gave.
She
was
a
political,
a
loyal
friend,
a
loving
mum
and
a
grandmother
to
matthew,
timothy
madeline
and
sophie
people
recognised
in
her
someone
with
values
and
integrity.

sterling
was
born
in
missouri
in
1928
and
she's
survived
by
her
son
jamie
and
her
granddaughter
jasmine
elaine
was
very
well
known
in
our
local
area,
up
since
the
1980s
as
the
director
of
a
local
health
retreat,
called
hippocrates
health
retreat
and
advocated
in
our
community
for
healthy
living
and
and
all
sorts
of
things
like
that.
But
when
I
attended
her
funeral
over
the
weekend,
it
became
very
evident
that
she
was
a
woman
of
some
renown
and
spent
more
than
a
decade.

As
a
hollywood
actress
under
the
name
of
sarah
shane,
she
famously
worked
with
a
number
of
amazing
stars,
including
clark,
gable
and
judy
garland
sean
connery
elizabeth
taylor,
tarzan's
greatest
adventure
from
1959
with
sean
connery
is
probably
her
best-known
film,
but
at
the
funeral
it
was
noted
fondly
that
she
recalled
her
kiss
with
clark
gable
in
the
king
and
four
queens
from
1956.
As
quite
memorable,
she
also
appeared
in
tv
series,
perry,
mason
and
quincy.

She
immigrated
to
australia
from
the
us
in
1985
and
became
an
australian
in
1997..
She
left
acting
in
1964
and
become
a
writer
and
businesswoman
and
ultimately
became
focused
on
topics
including
healthy
liver,
living
and
diet,
and
there's
been
13
editions
published
at
their
primary
book,
take
control
of

health
and
escape
the
sickness
industry,
which
was
published
in
2000
at
our
funeral.

was
remembered
as
a
beautiful
woman
as
well
as
intelligent,
witty,
tenacious
and
independent,
but
was
always
focused
on
her
health
and
the
health
of
others,
particularly
those
in
the
mudrabah
community,
she'll,
be
sorely
missed
as
a
local
identity,
but
also
as
an
international
hollywood
actress
bringing
renown
to
the
gold
coast
through
that
connection
back
into
early
life
thanks
man.

need

resources

we
can
achieve

the
job
of
welling
out
the
trial

another

streets

tranche

signs

names
to
be
commemorated
over

12

already
have
a
good
working
group
of
signs
and
we've
identified
signs
that
can
be
rolled
out
in
the
third
year
at
slightly
more
expense.

going
to
place
a
50
000
resource
cap
right
at
this
point,
city
officers
feel
as
though-
and
I
I
don't
wanna
speak
for
them,
but
based
on
the
meeting
that
the
best
course
of
action
is
to
pursue
those
street
signs

we
already
have
information

have
nominations
and
we
can
quickly
pursue
them.

the
low-hanging
fruit,

so
all

all,
if
you
support
this
recommendation

allow
us
to
get
all
of
the
low-hanging
fruit
and
get
more
street
signs
up
and
we
will

able

refine

process

next
12

better
process

take

even

street

lowers
the
cost
and
gives
us
time

nail

memorials
to

take
names

them

reduce
the
administrative
overhead
involved

officers,
it
turns
out
they've
done
exactly

work

it
becomes

little
bit
resource
intensive,

that
city
officers
want
to
make
sure
that
when
we
commemorate
a
particular
street
sign
with
an
adf
insignia,

example,
that
we're

doing

somebody
else

to

officers

review
the

development
guidelines
and
the
associated
landscape
work
policy
so
that
we
can
have
better
regard
in
forming
our

recognition

council
officers,

data

12

development

we've
now
achieved
record
numbers
of
development
applications
being
just
under
five
and
a
half
thousand
we're
still
seeing
strong
construction
activity
with
a
record
number
of
building
approvals,
which
is
obviously
a
measure
of
building
of
development
applications
that
are
being
acted
on,
which
is
good
news.

Obviously,
we
need
to
continue
to
monitor
this
data,
but
it's
fair
to
say
that
we
as
a
council
are
doing
our

fair
share
of

heavy
lifting
and
making
sure
that
there
is

sector

I
just
wanted

pick
up
one
other

that
in
the
last
quarter
we
have
refused

good

important
step

we're
taking

send
a
message
to

applicant

their

application
doesn't
fit

city

week

wanted

flag

particular
matter

interest,
which
was
a
site
at
palm
beach
at
what
is
currently
the
collective
which,
for
the
sake
of
administrative
expedience,
has
been
refused
under
delegation.

the

refusal
actually
indicates
is
that
the
detailed
assessment
that
the
officers
undertook
showed
that
the
application
didn't
comply
with
city
plan,
and
it
was
on
that
basis
that
we
have
taken
the
step
under
delegation

matter

think
the
comfort
should
be
there
for
the
community
that,
in
that
particular
instance,
their
feeling
of
what
was
not
compliant
with

plan

borne

very
detailed
assessment

story
about
goldie.

13
years
ago,
council
sponsored
a
puppy
through
a
donation
of
25
000
to
the
guide
dogs
of
queensland.
This
puppy
was
named
goldie,
but
unfortunately,
after
completing
training
was
not
suitable
candidate
to
be
a
guide
dog.
However,
all
the
behavioural
skills
did
make
goldie
the
ideal
therapy
dog
and
she
spent
11
years.

I
have
attended
a
number
of
functions
in
aged
care,
centers
and
special
events
where
goldie
was
in
attendance
and
in
fact
I
can
recall
one
event
was
a
hundred
years
celebration
for
a
resident
and
goldie
brought

lot
of
highlights
and
laughter
and
love
to
these
residents,
so
the
25
000
was
certainly
well
spent,
even
though
she
didn't
make
it
as
a
guide
dog.

mentioned

and

at
least
the
third
time
in
my
memory
that
the
the
tender
process
has
come
up
and
what
I
did
say
enclosed
was
that
I
think
I've
had
a
a
variety
of
positions
over
the
time
because
of
the
importance
of
the
decision
and
the
strategic
nature
of
the
position.
The
decision,
the
officer's
recommendation
has
been
slightly
amended.

Unfortunately,
I'm
not

discuss
terms
or
the
the
quantity
of
the
the
dollars
involved,
but
what
I
am
would
like
to
say
is
broadly
that
that
strategic
investment
reserve,
in
my
mind,
is,
is
enables
the
city
to
move
forward
with
some
other
exciting
projects.

we
do
know
is
that
is
the
advice
that
we
heard
in
close,
that
the
occupancy
rate
of
that
car
park
is
not
as
high
as
what
it
might
appear,
and
that
is
fundamentally
because
it
goes
down
quite
deep
and
there
are
inevitably
quite
literally
floors
of
space
that
aren't
occupied
by
cars
on
a
daily
basis.
So
the
on-grade
car
parking
that
you
see
as
you
drive
down
the
highway
is
clearly
used
and
I
think
it
was
some
600
cars
a
day.

But
there
is
a
significant
portion
on
average
of
the
site
that
isn't
fully
utilized,
and
I
think
that
this
is
in
my
view,
the
best
way
forward
for
the
city.

just
speaking
against
the
motion
before
us,

I've
been
impressed
with
the
debate
that's
been
undertaken
to
today,
both
in
favor
of
the
sale
and
and
against
that,
I
think
the
arguments
presented
have
been
very
strong
and
very
generally
put
for
my
part.
I've
participated
in
voting
on
this
particular
outcome
many
times
and
my
positions
never
changed.
The
last
time
we
debated
this,
I
was
borderline.
I
almost
went
with
the
sale,
but
this
time
I'm
even
more
convinced
that
we
should
not
sell
it.

There's
660
people
a
day
that
will
probably
contradict
that
position
because
they
use
it
as
a
car
park,
and
obviously
traders
in
the
vicinity
have
made
it
known
to
us
over
the
over
the
years
that
they
value
it
as
an
asset.
I
think
that
it's
incumbent
upon
us
to
identify
the
best
outcome
for
the
city
with
that
asset,
and
I
don't
believe
that
selling
it
to
a
private
contractor
for
whatever
sum
of
money
and
for
whatever
intended
purpose
is
going
to
be
the
best.

I
think
it's
there's
all
sorts
of
arguments
about
the
gift
to
the
city
and
it's
and
our
obligation
to
keep
it.
I'm
not
subscribing
to
that.
I
just
genuinely
believe
that
our
best
economic
outcome
is
achieved,
ultimately,
in
the
long
run,
by
retaining
the
asset
and
redefining
what
we
want
it
to
be
and
going
into
the
market
with
that
proposition.
I
You
I'll
just
tell
you
that
mr
hicks,
one
of
the
descendants
of
the
person
who
gifted
the
land
to
the
city
was
my
constituent
for
many
many
years
and
he
was
100
supportive
of
the
last
sale
when
we
went
through
that
process.
So
we
have
discussed
it
at
length
and
he
was
quite
happy.
So
speaking
in
favor,
councillor
toza.

This
issue
has
been
raised
over
the
last
ten
years
a
number
of
times,
and
it's
it
is.
It's
always
fraught
with
lots
of
community
interests
because
of
its
current
use
as
a
as
a
popular
car
park,
and
you
know
I
want
to
be
frank
with
the
public
as
well.
I'm
trying
to
change
my
views
at
different
times,
depending
on
the
particulars
in
the
report
that
we
consider
and
today
the
report's
confidential.

So
I
can't
go
into
all
the
details,
but
are
there
are
three
reasons
why
I'm
supporting
the
motion
today?
The
first
is
that
I
think
the
data
in
relation
to
usage
over
the
last
couple
of
years,
we've
had
a
chance
to
really
see
whether
that
asset
is
used
as
much
as
people
say
it
is
used,
and
I
think
frankly,
the
data
reflects
that
people's
behavior
when
it
comes
to
how
they
engage
with
the
the
center
of
town,
has
changed
and
and
frankly,
the
car
park
is
empty,
a
lot
more
than
we
might
think.

Whilst
it
does
have
the
capacity
to
hold
many
many
cars,
the
occupancy
rates
just
aren't
where
we
would
hope
to
where
we
would
hope
they
might
be
in
order
for
us
to
realise
the
kind
of
investment
return
that
we'd
hope
on
a
car
park
asset
of
that
nature.
The
second
reason
I'm
going
to
support
the
motion
is
actually,
whilst
I
can't
identify
any
of
the
tenderers,
we
can
only
call
them
the
preferred
tenderer.

What
I
can
assure
the
public
is
that
the
tender
is
the
nature
or
the
nature
of
their
company
is
someone
where
they
invest
in
lots
of
different
types
of
things,
they're,
the
kind
of
company
that
I
think
we'd
like
to
attract
to
our
city.
It
is
actually
really
encouraging
that
a
company
of
that
of
that
type
is
expressing
an
interest
in
investing
in
our
city
in
this
manner,
and
whilst
again,
we
can't
talk
about
the
the
figures
involved.
What
we
can
say
is
that
the
preferred
tenderer
has
provided
us.
D
You
know
enough
of
a
return
for
us
to
call
them
the
preferred
tenderer
and,
and
frankly,
when
that
information
does
become
public,
I
think
the
community
can
have
confidence
that
the
city
is
making
good
investment
decisions
and
we
will
be
able
to
use
the
proceeds
of
that
sale
on
other
projects
that
have
a
great
and
quite
considerable
community
interest.
Frankly,
it
may
be
even
that
the
proceeds
of
sale
can
deliver
multiple
projects.
D
That
is
the
magnitude
of
what
we're
talking
about
here.
Multiple
projects
in
our
city
could
be
delivered
as
a
result
of
the
sale
today.
The
third
reason
is
madam
chair:
our
city
is
changing.
We've
spent
billions
of
dollars
connecting
the
north
to
the
south,
using
public
transport,
and
we
must,
as
a
city,
change
the
way
we
think
about
moving
in
the
city,
and
we
need
to
plan
for
the
city
of
20
years
from
now
the
idea
that
we
retain
this
asset
for
its
current
purpose
and
its
current
way.

I
just
can't
see
us
having
the
right
kind
of
foresight
by
retaining
the
asset.
There
has
been
no
proposition
on
the
table
that
has
kind
of
given
me
any
reason
to
think
that
we
might
retain
it
for
any
other
purpose.
There
has
been
really
a
blank
canvas,
there's
really
been
no
particular
ideas
posed
about
its
future
use.

Frankly,
that
gives
me
great
confidence
that
our
future
plans
as
a
city
can
be
realized,
and
I
think
that
is
a
better
proposition
than
anything
the
council
could
consider
in
terms
of
any
sort
of
public
private
partnership.
I
just
am
absolutely
sure
we
should
leave
commercial
property
investment
to
the
commercial
market
and
not
really
be
involved
in
that
in
ourselves.

We
should
just
offload
this
asset
and
and
see
this
investor
in
our
city
realize
the
the
city
of
the
future
that
we
hope
I
think
surface
paradise
will
actually
be
enriched
by
this
decision
today,
and
I
hope
that
councillors
support
the
motion
before
us.

look
today's
decision
to
sell
the
asset
in
my
opinion
is
very
important
to
the
city.
We
don't
have
a
lot
of
land
in
our
city
as,
as
we
all
know,
it's
a
heart
of
the
city.

It's
important
part
for
a
lot
of
people
that
work
in
the
area
and
we
have
an
opportunity
today
and
a
foreshadow
to
ensure
that
we're
getting
the
right
outcome
for
that
piece
of
land.
At
the
moment,
we've
got
the
option
of
having
taken
the
money
from
a
current
tenderer
or
actually
going
back
to
the
market
and
re-envisioning
this
bit
of
land
that
we
have
in
surface
paradise,
we're
growing
in
this
area
it's
becoming
dense,
but
we
just
don't
want
it
to
be
another
bomb
site.

all
councillors

put
their
views

because
this
is
a
matter
of
intense
community
interest

whenever
there

we
owe

our
constituents

explain
our
decisions.
If
we
don't
do
that,
I
don't
think
the
community
can
have
faith
in
the
way
that
the
council
functions,
which

encourage
debate

the
purposes

I'd,
I
just
want
to
make
it
very
clear
that
I'm
not
ideologically
opposed
to
the
sale
of
this
car
park.
I'm
not
opposed
to
the
sale
of
the
car
park,
but
what
is
of
interest
to
me
is
whether
we,
whether
this
process,
has
afforded
us
the
ability
not
only
to
maximize
the
financial
return
to
the
city,
but
potentially
the
economic
and
social
return
to
the
city
as
well,
and
it
could
be
having
regard
to
councillor
taylor's
foreshadowed
motion.

That
could
be
the
case,
but
what
the
third
process
would
also
give
us
is
an
opportunity
to
see
whether
what
would
otherwise
be
non-conforming
bids
could
deliver
much
more
than
the
dollar
and
the
cents
now
councillor
toza
made
made
the
claim.
I
think,
in
good
faith,
that
during
the
course
of
debate
in
closed
session,
no
no
competing
vision
was
presented
for
the
site.

Well,
that's
true,
but
selling
a
block
of
land
with
no
conditions
also
delivers
no
vision
for
the
site,
so
I
don't
think
that
we
can
rely
on
who
happens
to
be
the
proponent,
to
give
us
any
suggestion
that
we
will
see
movement
at
the
station
at
all.
We
cannot
rely
on
that
metamaking
chair,
I'm
not
opposed
to
the
sale
of
the
car
park.

Today
we
have
a
new
ceo
and
we
have
a
new
chief
investment
officer
and
I
would
have
loved
to
have
given
them
the
opportunity
to
shepherd
a
process
to
see
what
they
can
do.
It's
one
of
the
things
I'm
most
excited
about
with
the
new
leadership
afoot
so
to
any
counsellor
during
the
course
of
debate-
and
I
know
this
has
been
very
collegiate
and
all
comments
made
in
good
faith
but
to
any
counsellor
that
says,
forster
doesn't
want
to
sell
the
car
park.

Because
the
second
process
fettered
the
sale
with
all
sorts
of
conditions
right
all
sorts
of
conditions,
and
although
this
third
process
did
not
have
those
same
conditions
attached
to
it
in
some
ways,
it
was
even
more
fettered
because
it
didn't
invite
or
entertain
non-conforming
offers.
So
a
puritan
might
say
this
is
a
cleanest
process.
I
would
actually
say
it's
the
most
limited
process,
because
it's
led
us
down
the
path
of
the
dollar
rather
than
the
economic,
social
and
community
return.

decision

paradise
centre
and
the
investment
of
private
capital
in
surfers
paradise,

view
that
we've
actually
got
a
really
good
outcome
at
the
front
of
the
paradise
centre
because
of
that
investment
in
capital.

this
support
of

sale
of
the
bruce
bishop
and
the
surface
paradise
transit
center,
not
dissimilar
to
that,
and
the
fact
that
a
not
insignificant
party
is
interested
in
investing
a
not
in
significant
amount
into

city,

is
only
the
very
start
of
what
renewal
might
look
like
in
that
portion
of
surface
paradise.
And
I
think
that
that's
really
important,
and
in
doing
so
it
allows
us
as
the
custodians
of
the
assets
of
the
city
to
to
reinvest
those
funds
in
other
worthy
projects.
