young's
mum.
She
passed
away
on
the
2nd
of
july,
just
12
months
after
losing
her
beloved
husband,
pauline's,
dad
and
during
that
year,
the
following
year.
She
encountered
major
adjustments
to
life
as
she'd
known
it
for
over
60
years,
mary
young
was
mum
to
four
children.

I'd
have
to
say
that
mary's
faith
sustained
her
over
the
last
12
months
and
her
heart
was
truly
broken
when
her
hubby
passed
away.
But
her
passing
was
peaceful
and
we
send
our
love
and
deepest
sympathy
to
the
young
family
on
what

a
massive
loss
not
just
to
the
family
but
to
the
wider
community
of
burley
and
the
gold
coast.

outdoor

festivals
were
on
the

green

the

grassroots

He

toured

country
educating
young
people
in
filmmaking
and
lectured
at
tafe
on
this
passion.

volunteering

well
known
in

particularly
through
the
lions
club,
he'll

sorely

he
was
posthumously
awarded

volunteering
award
at

lions
club

madras
for
his
long
service
only

a
week
ago,
and
we're
really
sad
to
see
him
go.

popularity

creating
beachwear
upon
requests.

her
design

and
paula
would
have
it
ready
for
holidaymakers

wear

She
drew
international
attention
when
she
created

poorly
staffer
bikini

paula
established,
swimwear

her

floor,
cable,
apple,
new
home,
which
she
modified
to
accommodate
demand
for
her
swimwear.

and

Paula's
legacy

be
lived

her
honor

was

bubblers,
bins,
collects
all

litter

connected

the

second

2022
at
approximately

attendants
interrupted

attacker.

doing
so,

attacker
turned
around
and

now
facing
tim
with
a
knife
in
his
hand,
confronted

presence,
the
attacker

the
scene,

and
the
police
were
able
to
apprehend
the
attacker

and

member
of
the
community
and
the
adjacent
surf
lifesaving
club
jointly
administered
first
aid
to
the
victim
until
the

arrived

public
that
was
attacked
had
head
injuries
and
tim
interrupting.

thought
the

serious
injuries

potentially
saved
this
person's
life

humble

would

connected
to

this
different
to
an

exists
to
allow
events
to
unfold
in
parks.

policy
actually
assumes
that
the
access
is
not
granted

with

developer
and
the
burden
is
actually
on
the
developer.

present
two
construction
management
plans,

access

the
public
space
and
one
without
access
to
the
public
space,
and
then
city
offices
can
make
a
judgment
as
to
whether
the
public's
the
public
interest
is
served
because
development
can
happen,
maybe

months
ahead
of
schedule
compared
to
permanent
road
closures
causing
catastrophe
in
our
transport
network.

we
begin
with
a
position
that
parks
are
open
to
the
public
and
we
protect
that
access.
Mr
mayor,
through
you
again
to
councillor
patterson
one
of
the
other
ways
that
this
policy
is
different
to
an
event.
Application
is
that
it
accrues
revenue
into
a
new
budget
center
to
fund
future
upgrades
and
embellishments
to
local
parks
in
that
area.
So
an
event
might
come
into
a
space.

They
might
pay
a
fee,
but
they're
actually
not
leaving
any
legacy
behind
and
for
the
first
time
we've
got
a
policy
that
collects
the
proceeds
of
these
permits
and
make
sure
that
there
is
a
dividend
back
into
the
community
and
not
just
the
community
at
large,
but
the
community
that's
been
impacted
by
restricted
access
to
their
parks.
Mr
mayor,
what
I
think
is
the
most
important
feature,
though,
of
this
policy
is
that
it
effectively
attaches
retrospectively
to
all
development
approvals
that
council
has
granted.

if
there's
a
development
application
that
council
has
approved,
but
it's
not
yet
proceeded
to
construction.
That
developer
must
now
adhere
to
this
new
policy,
and
this
policy
again
puts
the
burden
on
them
to
demonstrate
why
they
must
get
access
to

public
open
space,
to
support
a
good
public
interest
outcome.
They
will
pay
more.
They
will
pay
more
into
a
fund
that
will
embellish
parks
that
they
happen
to
touch.
But,
mr
mayor,
it
will
also
deal
with
the
transparency
issue.

a
much
higher
standard
than
has
ever
been
applied
to
the
the
receipt
of
event
applications
and
really
should
respond
to
a
lot
of
community
concern.

existed
now,

committee
carried

There

conjecture
in
the
public
in
the
media
and
there
was
a
suggestion
from
some
quarters
that
council
should
prohibit
altogether
access
to
public
open
space

a
utopian
existence.

really
pragmatic

council

actually
acknowledge
the
fact
that
in
a
highly
urbanized
environment,
sometimes
construction
activity
will
spill
out
of
sight.

like
it,

take

development

take
two
years
to
construct
and
bring
it
down
to

we're

we've

tried

finesse

to
at
least
put
the
council
in
a
position
where
we
can
look
at
an
opportunity.

don't
believe
that
the
committee
recommendation
would
have
been
carried
and
my
more
puritan
approach,

would
have
perhaps
just
focused
on
three
first
and
to
the
exclusion
of
everything
else
that
wouldn't

got
up
off

plainly
there's
enough
interest
from
councillors
around
the
table
to
at
least
put
something
on
the
table
to
give
us

opportunity

look
at
a
cableway
for
the
gold
coast.

great
frustration
in
all

there

an
economic
opportunity
for
the
gold
coast
to

a
cable

unresolved
question

a
social

truth

we

only
establish
answers
to
those
last

counsellors
who
don't
believe
that
supporting
that
body

work
is
money
well
spent,
because
they
may
believe
that
an
economic
case
for
a
cableway
is
ultimately
a
fool's
errand.

value

us
understanding
the
amazing
environmental
attributes
of
this
heritage
protected
space
in
a
2022
context,
and
if
we
don't
do
this
body
of
work,
I
just
feel
we're
going
to
be
very
closed
off

opportunities,

just
for
us
as
a
city
not
just
to
our
economy,
but
also
for
traditional
owners.

just
reflect
on
the
fact
that
I
think
just
last
week,
where
some
traditional
owners
here
on
the
gold
coast
making
a
pitch
to
deliver
a
cable
way
somewhere
else
in
the
city.

think
there
is
merit
in
this
process,

mayor,
because
it
gives
us
an
opportunity
to
engage
with
those
traditional
owners
understand
their
aspirations
for
the
future,
but,
most
importantly,
to
give
them
the
dignity
of
asking

question
rather
than
presuming
one
way
or
the
other.
So
I'm
very
supportive
of
the
the
motion
as
it
stands.

the
motion
that
we
have
mr
mayor

those
members
of
the
community
who
might
be
hesitant
to
us
even
looking
at
the
question
of
a
cableway,
can
I
just
point
to
part
4a,
and
it
says
here
that
we
will
work

consultation

queensland
state
government
to
identify
interests,
requirements,
desired
outcomes
for
the
traditional
owners
and
community
consultation
to
inform
the
development
of
a
consultation
strategy
aligned
with
the
international
association
of
public
participation,
practices
for
community
and
stakeholder
engagement.

this
will
be
a
very
robust
process.

be

pluralistic
process
and
it
will
give
everybody
with
a
view
an
opportunity
to
provide
input
into
the
decision
making

don't
believe
that
there

foregone
conclusion
we're
going
on
a
fact-finding
journey

facts

we
might
find
may
support
a
cableway.
They
might
very
well
not
support
a
cableway,
but
at
least
we'll
take
an
evidence-based
approach
to
making
that
decision.

want
to
say
I'm
sick

tired
of
the
mixed
messages
out
of
the
state
government.

government

an
opportunity

referral

involve

pressure
