If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
So
I
call
meeting
to
order,
as
per
normal
council
meeting.
Let's
begin
our
meeting
with
a
prayer
heavenly
father
grant
that
we
who
would
seek
to
serve.
You
may
have
the
wisdom
of
your
spirit,
the
guiding
of
your
hand
and
the
grace
to
serve
together
for
this
prosperity
of
our
city,
the
gold
coast
through
jesus
christ.
Our
lord
amen
councillors
item
one
got
two:
apologies
council
mark,
hamill
and
councillor
pauline
young
to
be
noted.
A
This
budget
we
can
see,
has
been
totally
different
to
other
budget
that
we
face
it's
quite
challenging
and
best
per
usual.
We
went
through
page
by
page
together
as
a
team.
A
A
A
This
gives
certainty
and
confidence
for
every
family's
household's
budget.
Thanks
to
strong
administration
support.
We
have
spent
many
hours
analyzing
where
to
find
savings
without
impact
impacting
our
frontline
services,
because
I'd
like
to
continue
my
presentation
with
a
video
so
that
I
don't
miss
anything
can
get
a
chance
play.
The
video.
A
A
Today
we
are
taking
further
step
progressively
we're
closing
beachside
car
parks
from
main
beach
all
the
way.
A
We
are
a
city
that
rises
above
all
challenges
and
in
the
last
18
months
we
have
been
challenged
like
never
before
the
social
economic
impacts
of
the
global
health
pandemic
were
enormous.
Through
a
team
approach.
We
have
met
these
challenges
head
on
it's
not
over,
but
we
are
starting
to
see
the
green
shoots
of
economic
and
social
recovery.
A
B
C
Sustainable
planning
is
at
the
core
of
our
city's
dna.
It
supports
the
gold
coast,
lifestyle,
we
all
love
living
on
the
coasts
and
it's
vital
that
we
protect
our
amenities
through
sensible
planning
city
plan.
2016
has
undergone
amendments
to
ensure
it
continues
to
reflect
the
way
residents
want
our
city
to
be
designed
right
now.
Our
population
continues
to
increase
at
record
pace.
People
will
continue
to
want
to
live
in
our
city,
so
it's
vital.
We
look
for
new
opportunities
to
build
housing
without
impacting
on
our
much-loved
green
and
open
space.
C
A
growing
population
has
put
real
pressure
on
our
community
and
recreational
facilities,
but
this
budget
meets
the
challenge,
we'll
be
investing
record
amounts
in
the
new
pimpama
sports
hub
at
the
new
broad
beach
community
precinct,
and
also
ensuring
that
pizzey
park
meets
the
challenges
of
a
growing
population.
But
it's
not
just
our
major
marquee
facilities
that
get
a
boost.
Community
clubs
right
across
the
gold
coast
will
benefit
from
council's
investment,
including
a
significant
contribution
towards
new
sports
lighting.
To
ensure
that
we
make
the
most
of
the
assets
we
already
have.
C
The
number
one
priority
for
residents
is
ensuring
our
transport
systems
can
cope
with
the
population.
Increase
transport
is
more
than
just
roads.
It
is
about
how
we
move
around
our
city
every
day,
new
cycleways,
better
public
transport
options,
new
roads
and
bridges
and
helping
residents
to
change
their
travel
behaviour
are
all
part
of
keeping
our
city
moving.
C
C
C
We
can
play
our
part
and
I'm
delighted
to
see
the
adoption
of
smart
technology
in
our
water
meters
and,
through
our
on
the
ground
teams
working
24
hours
a
day
to
keep
our
city
moving
this
financial
year.
We
will
invest
more
on
our
resource
recovery
as
well
as
rewarding
residents
who
do
the
right
thing
and
recycle
more.
A
sustainable
future
is
the
only
future
when
it
comes
to
waste
and
water.
D
As
we
emerge
from
the
challenges
of
covert
19
reactivating
our
city's
tourism
industry
is
key
to
our
long-term
economic
recovery.
Sport.
Major
events
and
tourism
go
hand
in
hand
as
we
rebuild
our
city's
events
calendar
and
to
ensure
our
city
thrives.
We
have
a
game,
provided
significant
funding
for
key
industry
bodies,
including
destination
gold
coast
and
major
events.
Gold
coast,
new
tourism
products,
including
our
dive
site,
and
the
hotter
gallery,
will
welcome
tens
of
thousands,
potentially
hundreds
of
thousands
of
new
visitors
in
2122.
D
There's
never
been
a
more
important
time
to
buy
local
and
spend
local
councils,
spend
a
significant
amount
in
procurement
annually
and
we
actively
work
to
help
local
businesses
secure
as
many
council
contracts
as
possible
core
to
the
work
we
do
is
ensuring
our
city's
ratepayers
get
maximized
value
for
our
money
from
their
rates.
We've
again
committed
to
ensuring
our
frontline
services
remain
world-class,
as
we
build
a
city
that
one
day
will
be
home
to
a
million
people.
Our
decisions
are
all
about
supporting
team
gold
coast.
A
This
budget
is
all
about
keeping
costs
low,
just
like
families
and
businesses
have
to
do
gold
coasters.
We
are
a
united
council
with
a
share
vision,
a
vision
that
puts
the
ratepayers
at
the
forefront
of
every
decision.
We
make
I'm
proud
to
lead
a
council
that
continues
to
deliver
the
services
people
expect
at
the
price
they
can
afford,
as
we
sign
off
on
the
21
22
budget.
I
thank
everyone
on
team
gold
coast
from
the
councillors
and
officers
in
the
administration.
C
C
C
A
A
A
Yeah
well,
councillors.
I
know
we
run
the
the
clip
of
rolling
up
the
thank
yous
and
everything
like
that.
But
there's
two
points
I
wanted
to
just
just
quickly:
race.
A
First
up
that
really
we
worked
absolutely
hard
regarding
this
average
residential
rate
increase
and
that
that
it's
pegged
at
2.5
percent,
and
you
can
see
the
graph
there,
except
for
last
year,
where
we
did
a
rebate
of
64.
because
of
the
covet,
and
that
was
the
compassionate
part
where
we
believe
that
people,
this
of
the
gold
coast
really
need
our
our
rate
freeze.
A
And
but
if
you
look
right
through
there,
it's
now
setting
a
trend,
this
tenth
budget
and
really
it
gives
certainty,
confidence
to
households
budgets
to
go
yep
our
council
payment
budget.
There
is
going
to
be
a
roughly
around
last
year,
plus
cpi
increase
and
and
when
we
calculated
out,
I
think
it
came
to
around
1.50
a
year.
A
So
and
and
as
a
team,
we
came
and
delivered
that
the
other
point,
I'm
not
sticking
to
my
notes
so
a
bit
hard
for
matt
to
keep
flicking
things
through.
But
the
other
thing,
if
all
the
chairs
of
committees
already
spoke
specifically
in
their
areas
but
the
other
one.
I
just
want
to
add
that
that
the
11
million
commitment
to
purchase
key
allotments
that
help
establish
or
maintain
the
key
wildlife
corridor
across
our
city.
A
A
As
said,
and
the
other
part
I
want
to
to
say
instead
of
just
rolling
on
the
credits,
is
I
want
to
conclude
by
thanking
all
of
you,
our
deputy
mayor
councillor
gates
and
all
the
councillors
for
their
valuable
input,
and
that's
why
I
call
it
team
gold
coast,
but
and
with
the
team.
It's
a
special
thing
to
our
acting
ceo,
joe
mccabe,
who
came
in
and
took
the
bulls
by
the
horn,
with
the
team
and
with
all
the
city
officers
and
and
of
course,
final
further
reading
and
backing
up.
A
Of
course,
my
chief
of
staff,
as
well
did
a
lot
of
behind
the
scenes
work
in
in
our
office
upstairs
to
the
directors,
who's,
helped
us
recalibrating
our
changes
and
cutting
here,
adding
there
and-
and
you
know
it
has
worked
and,
of
course,
the
community
who
had
great
input
in
the
budget
through
the
annual
budget
survey
as
we
provided
requests
and
information
directly
to
all
councillors.
A
The
annual
budget
survey
attracted
3462
formal
survey
responses
a
staggering
over
57
000,
formal
votes
online,
on
different
issues
and
through
our
city
social
media
panel.
So
you
can
see
what
we
as
a
team
would
deliver,
is
what
the
people
that
gold
coast
want
and
expect,
and
and
first
they
want
value
for
money.
Second,
they
want
to
don't
want
a
huge
rate
increase,
otherwise
they'll
move
to
brisbane
and
third,
what
they
want
is
we
got
it
back
that
we
want,
when
the
grass
are
growing
quicker
than
normal?
A
They
still
want
that
extra
cycle
of
lawn
mowed
and
and
we've
added
the
budget
to
there
and
fourth-
and
it's
probably
the
most
important
thing
of
all-
is
to
continue
to
invest
in
our
city
and
that
broaden
our
economy,
whether
it's
film
industry,
I.t
and
we'll
talk
about
more
of
this
as
as
the
budget
goes
by,
but
really
what
is
that
about?
A
It's
about
having
the
broaden
the
con
broaden
economy
so
that
the
younger
generation
has
the
opportunity
to
elect
to
pursue
their
career
to
the
highest
level
right
here
in
the
gold
coast
without
having
to
leave
the
gold
coast,
go
to
brisbane
sydney,
melbourne
or
overseas
to
pursue
their
dream.
They
can
dream
here.
They
can
make
it
big
here
and
it
can
build
up
their
family
here
and
for
some
of
us
who
are
entering
into
grandchildren
stage.
A
It's
wonderful
that
that
they
did
they're
growing
their
family
here
so
that
sunday,
afternoon
and
another
afternoon
get
the
opportunity
to
cuddle
our
grandkids
and
late
in
the
afternoon
where,
when
it's
done
smell
a
bit,
you
give
it
back
and-
and
I
think
that
is
quintessential
gold
coast.
And
so
it's
that's.
A
The
essence
of
team
gold
coast
budget,
the
essence
of
making
sure
that
value
for
money
and
that
the
next
generation
can
have
their
dream
and
and
live
it
and
have
a
job
so
councillors
as
we
go
through
various
items,
I
mean
technically
we're
gonna
have
to
go
through
and
vote
on
each.
A
I
think,
there's
a
whole
bunch
of
motion,
but
the
main
motion
will
be
the
very
last
one
which
is
item
four,
the
adoption
of
the
budget
itself
and
I'd
say
to
you
on
that
part
I'll
open
up
for
anyone
else
may
want
to
put
contribute
further
in
in
commentary
there.
A
Unless
there's
something
really
burning
to
say
in
some
of
these
motions
we
go
through.
I
take
you
to
page
five
of
item
three
where
it
says
different
differential
general
rates.
Can
you
put
the
motion
on
the
screen
the
motion
on
the
screen
there?
I
move
the
motion.
Anyone
wants
a
second
that
second
counselor
peter
young.
Anyone
speak
against
that
put
the
motion
to
you
or
in
facial
hands
against
motion
carry
and
now
take
you
to
page
108
and
number
two.
A
There
says
different
differential
general
rates
move
that
motion
someone
like
to
second,
that
cancel
call
world
and
anyone
speak
against.
Put
the
motion
to
you,
oh
and
fashion
hands
against
motion
carried.
We
now
go
to
items
three
there
page
117
open
space,
including
koala
habitat
maintenance
and
enhancement
separation.
I
move
that
one
anywhere
second,
council
owen
jones.
A
A
So
those
who
are
quick
in
taking
photos
on
the
on
the
screen
and
you
can
rewind
back
our
stream
and
second
castle
orchestra
and
then,
if
anyone
speak
against
this
motion,
put
it
to
you
or
in
fashion
hands
against
motion
carried.
A
Then
we
go
to
I
number
five
city
transport
improvement,
separate
charge,
move
the
motion
secondary
council
o'neal.
Anyone
wish
to
speak
against
that
put
the
motion
to
you.
Oh
in
fact
show
hands
against
motion
carrier
council,
peter
young
you're
right
there.
A
Okay,
hey
next
one
volunteer
five
fighters
separate
charge,
the
second
accounts
of
gates.
Anyone
speak
against
that
put
the
motion
to
your
own
facial
hands
against
motion.
Carry
item
seven
davenport
southport.
I
move
that
second
to
council
patterson
niche
scroll
up
slowly
there.
If
you
could
on
the
screen,
go
to
c
c,
then
one
two
three
four,
then
this
clause
d,
beautiful
clause
e
there
it
is-
and
there's
claus
f
for
those
who
are
wondering
anyone
want
to
speak.
Instant
motion
put
the
motion
to
your
info
show
hands
against
motion
carried.
A
I
moved
the
next
item:
the
chevron
lan
local
center
improvement,
special
rate
secondary
council
taylor
on
the
screen
there.
This
is
quite
a
long
one.
So
if
you
can
scroll
and
pause
see
one
there
and
then
keep
going.
A
Item
d,
yep:
it
goes
as
e
and
then
f
cause
that
f
there
right.
Anyone
speak
against
emotion,
put
the
motion
to
you
or,
in
fact,
show
hands
against
motion
carried
number
nine
main
beach.
Local
center
improvement
plan
move
the
motion.
Second,
council
taylor:
you
have
to
scroll.
That
is
quite
a
long.
One.
A
All
right
clause
f
there.
Anyone
wish
to
speak
against
this
motion.
Put
the
motion
to
your
own
face:
show:
hands
against
motion
carried
the
next
item.
10
is
griffith
street
cool
and
gator
local
center
improvement
plan.
So
I
moved
secondary
counselor
o'neal
like
if
you
can
scroll
the
motion
up
there
on
the.
A
Okay,
anyone
speak
against
this
motion.
Put
the
motion
to
you:
oh
and
fashion
hands
against
motion
carried
eleven
water
utility
charges.
I
moved
the
motion
there
secondary
castle
o'neill
on
the
screen.
If
you
can
scroll
a
bit
further
well,
while
it's
there,
anyone
wish
to
speak
against
the
motion.
Put
the
motion
to
you
or
in
facial
hands
against
motion
carried.
A
Then
I
draw
your
attention
to
page
151,
sewage
utility
charges
and
number
12
there.
I
moved
the
motion
secondary
counselor
o'neal
and
on
the
screen
there.
Anyone
wants
to
speak
against
emotion,
put
the
motion
to
your
own
fat
show
hands
against
motion
carried
I'd
like
to
take
you
now
to
number
13
page
163.
A
I
move,
but
the
sewerage
trade
waste
utility
charges
secondary
councillor
o'neal.
As
we
scroll
up
the
the
motion
yeah,
you
can
see
the
load
factor
there.
A
Now
what
happens
is
that
yeah?
Well
I
get
corporate
comms
to
read
it
into
the
all
right.
A
A
A
A
A
Motion,
oh
short,
run
a
second
to
cancel,
call
well
put
motion
to
you
or,
in
fact
show
hands
against
carry
unanimous
red
concession.
General
move.
The
motion
secondary
council
patterson
on
the
screen
asset
scroll.
Anyone
wish
to
speak
against
rates.
Concession
put
the
motion
to
you
or
in
favor
show
hands
against
motion
carried
not
much
to
go.
A
A
A
I
want
to
put
speak
against
the
motion
to
you
or
enforce
your
hands
against
motion
carried.
I
did
ask
if
we
can
move
it
all
in
one
go
and
technically
we
couldn't
so
we
just
got
to
go
one
at
the
time.
Am
I
right,
mr
sue?
Okay,
so
we
keep
it
rolling.
22
right
concession,
defer
and
rates
payment
move
second
accounts
of
patterson.
A
A
A
A
So
I
take
you
to
item
four,
and
this
is
the
main
budget
abduction.
I
move
second
accounts
at
gates.
A
B
B
Mr
mayor,
your
leadership
as
we've
grown
accustomed
to
during
budget
has
been
exceptional
and
you've
led
the
way
and
made
it
an
easier
process
for
us
all.
I'd
have
to
say
that
that
too
was
aided
by
our
acting
ceo,
mr
mccabe,
in
delivering
for
us
a
draft
budget
that
was
really
well
constructed
and
made
our
job
much
easier.
Thanks
to
to
all
of
the
council
officers.
Who've
provided
support
along
the
way,
mr
mayor,
if
I
could
just
focus
on
a
couple
of
issues
from
this
year's
budget.
B
B
We've
got
new
bridges,
new
roads,
more
cycleways,
improved
exit
and
entry
wraps.
Excuse
me:
31
million
dollars
in
traffic
management,
28
million
dollars
in
shared
paths,
our
biggest
infrastructure
project
for
road
network
over
this
period
is
the
bermuda
taliban
connection
road
over
four
years.
We'll
see
72
million
dollars
allocated
for
that.
B
The
western
service
road
connecting
uppercumra
to
ormo
24
million
dollars
over
the
next
four
years,
the
yatler
enterprise
area,
which
is
critical
to
us
all
to
create
jobs
for
the
future
and
attract
business
to
our
city.
We
conducted
a
yet
freight
study
which
the
results
of
that
see
10
million
dollars
committed
over
four
years.
In
this
budget,
we
haven't
dropped
the
ball
as
far
as
land
acquisition
and
nature.
B
Rugby
afl
soccer
we've
also
agreed
to
relocate
the
oxenford
pony
club
to
that
site,
because
we've
all
been
aware
of
the
erosion
issues
that
the
club
has
faced
in
its
current
location
and
mr
mayor
community
venues
this
year,
the
palm
beach
aquatic
center
kicks
off
again
with
6.7
million
dollars.
We've
got
five
million
dollars
to
finalize
the
pimpama
sports
hub.
We've
got
a
new
skate
park
at
busy
park.
All
of
these
facilities
to
support
our
growing
population
and
of
particular
interest
for
northerners
is
105
million
over
four
years
to
complete
the
kumara
civic
hub.
B
So,
mr
mayor,
it's
been
a
great
process.
I
acknowledge
your
extremely
hard
work
on
it
and
that
of
all
councillors
in
delivering
a
2.5
basic
rates
rise
today,
the
best
that
I've
seen
announced
by
any
local
government
at
this
point
in
time.
Okay,.
A
C
Thank
you,
mr
mayor.
Just
following
on
from
what
deputy
mayor
has
said.
We
all
recognise
the
need
in
the
north,
but
we
haven't
forgotten
about
other
areas
of
the
coast
that
where
roads
have
have
needing
an
upgrade,
so
I'm
also
delighted
that
we've
got
a
15
million
dollar
commitment
over
four
years
to
the
much
needed
kotlin
street
upgrade
in
southport
in
bernard
okay,.
A
Anywhere
else,
I
speak
against
emotion,
I'll
go
for
one
more
and
anyone
else
wish
to
speak
for
the
motion,
then
I'll
close
by
saying
that
it's
it
is
back
to
basic
budget.
But
you
know
what
our
job's
not
done.
A
The
this
year,
there'll
be
no
fee
tipping
for
residents
at
our
waste
facility
and
and
we're
able
to
keep
that
because
of
the
promise.
The
state
government
gave
us
about
the
twenty
thousand,
a
twenty
million
dollar
rebate
subsidies
and
and
when
you
look
at
the
forward
estimate
somehow
that
20
million
dollars
evaporate.
So
we
have
to
embark
on
an
education
program
on
waste
management
for
whole
the
gold
coast.
A
A
Lgaq
association
to
work
as
a
team
and
and
get
back
to
the
state
government
that
the
rate
the
waste
rebate
got
to
keep
it
rolling.
Otherwise,
it's
going
to
be
around
80
to
88
dollars
per
household
and,
and
that
is
not
what
they're
expecting
and
good
governance
would
show
that
the
way
we're
doing
our
rates
and
and
managing
it,
it's
yielding
very
well.
A
We
want
to
keep
the
status
quo
that
residents
can
go
to
the
tip
and
for
resident
for
household
waste
is
free
commercial
of
course,
they've
got
to
pay
for
it,
and
so
I
see
that
one
of
the
a
working
task
to
do
and-
and
we
have
11
state
mps
here-
and
I
think
each
one
of
us
in
our-
and
you
know
we-
we
work
closely
with
with
various
mps
and
let's
get
everyone
on
the
on
the
same
songbook,
and
that
that
the
rate
rebates
remains
so
without
further
ado.
A
Then
councillors,
I
put
the
budget
adoption
motion
to
you
all
in
fair,
show:
hands
against
carry
unanimous.
Mr
co
is
anything
else.
No,
so
the
meeting
closed.
