A
I
start
the
meeting
it's
1001
and
we'll
start
the
meeting
with
a
prayer
God
grant
that
we
who
would
seek
to
serve.
You
may
have
the
wisdom
of
your
spirit,
The
Guiding
of
your
hand
and
the
grace
to
serve
together
for
the
prosperity
of
our
city
through
Jesus
Christ,
Our,
Lord
amen,
and
could
we
stand
for
the
national
anthem
here.
A
Oh
okay?
Well,
we
won't
we'll
just
proceed
and
counselors
the
mayor
and
the
CEO
are
involved
in
a
pretty
important
briefing
right
now
that
was
a
phone
link
up
with
a
federal
member,
so
the
mayor
will
be
with
us,
as
will
the
CEO
as
soon
as
that's
that's
complete.
A
E
Thanks
Madam
acting
Che
I'd
like
to
move
a
emotion
of
condolence
on
the
passing
of
Betty
Diamond
that
this
be
passed
and
then
a
message
of
sympathy
be
forward
to
the
diamond
thing.
I
have
a
secondary
councilor.
E
E
A
new
election
was
called
in
1979
and
Betty
was
re-elected
with
Keith
Hunter's
mayor
Betty
was
known
for
her
passion
for
the
community
and
was
fiercely
protective
of
her
family
Betty
was
able
to
infiltrate
what
it
was
known,
then,
as
the
boys
club
and
gained
their
respect
to
be
appointed
chair
of
the
powerful
Works
committee.
Betty
was
always
beautifully
groomed
and
the
first
thing
she
did
after
being
appointed
chair
of
the
works
committee
was
to
purchase
a
pink
hard
hat
and
matching
pink
gum
boots.
E
Keith
hunt
passed
away
and
Dennis
O'connell
was
appointed.
This
was
at
a
time
when
Alderman
appointed
the
mayor,
not
as
it
is
at
the
present
after
the
election
in
1985
Betty
was
appointed
the
first
female
deputy
mayor
of
the
Old
Gold
Coast
city
under
mayor
Dennis
pie
in
1988.
Betty
was
tossing
up
weather
to
run
for
mayor
when
her
beloved
husband,
Harry
became
seriously
ill.
Betty
decided
not
to
run
for
Council
again.
E
E
He
also
gave
them
the
opening
of
Marina
Mirage
Shopping
Center
Betty
was
such
a
Charming
lady
and
a
lady
of
influence,
I'm
honored
to
say
Betty
was
a
very
good
friend,
Confidant
and
mentor,
and
even
at
the
last
Council
election,
she
wanted
to
set
up
a
table
at
the
shopping
center
to
campaign.
For
me,
her
family,
friends
and
Community
were
extremely
important
to
her.
Betty
is
survived
by
her
three
daughters,
Joanne
Alice
and
Carmel
14
grandchildren
and
a
large
number
of
great-grandchildren.
E
A
You
councilor
McDonald
and
what
a
wonderful
tribute
so
thank
you,
I'll,
take
the
vote
all
in
favor
that
is
carried.
Anyone
wish
to
be
included
on
the
message:
councilor
Owen
Jones,
councilor,
Caldwell,
counselor,
Peter,
Young,
councilor,
Ryan,
bailed
in
Lumsden,
counselor,
Le,
castra,
councilor,
toza,
councilor,
Taylor,
counselor,
Boston,
councilor,
Pauline,
young,
obviously
councilor
McDonald
and
counselor
O'neill
and
myself.
Thank
you.
A
Councilor
Patterson
II
welcome
councilor
Patterson.
We
have
no
notification
of
any
other
condolences.
Did
anyone
have
a
late
condolence?
No
okay?
So
there
are
no
Merrell
minutes
that
I'm,
aware
of
no
Merrell
minutes
we'll
go
to
the
confirmation
of
minutes
for
meeting
eight
to
nine.
Was
it
merged
by
councilor,
Owen
Jones?
Second,
at
councilor
toza,
all
in
favor,
no
Corrections
nope
all
good!
Thank
you.
We're
firing
we'll
go
to
the
mayor's
report.
Thank
you.
A
Okay,
we'll
make
this
there
mayor's
been
really
really
busy
and
I
have
a
very
long
list,
but
we'll
skip
through
it
this
morning
in
his
absence.
So
if
we
could
go
to
the
very
first
one
and
it
was
the
Suns
versus
the
Geelong
cats
who
were
the
premiers
last
year,
of
course,
and
a
great
result
for
the
sons
with
a
win
73
points
to
54..
A
The
mayor
then
attended
on
the
3rd
of
April,
the
student
ambassador
ceremony.
He
was
joined
by
councilor
Caldwell,
bailed
in
Lumsden
and
Owen
Jones
when
he
welcomed
20
new
student
ambassadors
in
the
council
chambers
right
here.
So
they
came
from
14
different
countries
and
a
representative
of
10
of
our
educational
institutions
on
the
Gold
Coast,
and
we
know
that
once
they
study
on
the
Gold
Coast,
they
develop
a
love
for
this
city
and
do
wonders
for
our
reputation.
So
that's
a
welcome,
welcome
event
and
appointments
in
in
on
April,
the
8th.
A
The
mayor
then
headed
to
the
games
and
councilor
Caldwell.
You
and
the
mayor
officially
opened
that
the
35th
Australian
games,
along
with
the
minister,
hinchliff
and
I,
think
the
member
for
Bonnie
Sam
O'connor
was
also
in
attendance,
so
that
involved
4
700
athletes
and
was
a
fabulous
event
over
three
days.
A
So
we
hope
that
we
addressed
the
problem
for
residents
with
the
mozzies
on
the
15th
of
the
8th
of
April.
The
mayor
went
to
the
Titans
Broncos
game
at
ski,
at
Sea
bus
and,
although
off
to
a
good
start.
Unfortunately,
the
Broncos
beat
the
Titans
43-26,
but
it
did
provide
an
opportunity
for
the
mayor
to
meet
a
U.S
ambassador
to
Australia
Caroline
Kennedy,
and
that
was
obviously
something
that
he
enjoyed
telling
her
a
little
about.
A
The
Gold
Coast
April
17th
to
the
20th
saw
the
Australian
swimming
championships
at
the
Gold
Coast
Aquatic
Center,
and
that
is
a
competition
that
the
mayor
attended
as
a
guest
of
Gina
Reinhardt.
There
were
over
600
swimmers
from
across
Australia
and
the
opportunity
to
yet
again
showcase
one
of
our
fantastic
2018
Legacy
benefits.
A
We
then
move
on
to
a
Southport
opening
that
was
attended
by
councilor
Patterson
with
the
mayor
where
the
carafe
wines
and
distillery
in
Southport
was
opened.
It's
queensland's
first
dedicated
Brandy
Distillery
and
one
of
the
few
tap
wine
bars
across
the
state.
A
great
addition
to
our
increasingly
unique
and
sophisticated
Hospitality
offerings.
A
On
Sunday,
the
16th
of
April,
the
mayor
and
and
the
mayor
s,
lady
Marius
attended
the
greeth
Greek
Orthodox
Easter
service
at
Saint,
Anna's
Greek,
Orthodox
Church
in
London
bundle
another
service
to
celebrate
the
significance
of
Easter
for
those
of
faith
in
the
Gold,
Coast
Community
and
yet
another
Australian
Christian
churches.
Community
engagement
was
attended
by
the
mayor
on
the
18th
of
April
at
the
National
Conference
at
the
Gold
Coast
Convention
Center,
where
more
than
200
pastors
and
leaders
gathered
and
the
mayor
spoke
and
took
questions.
A
Future
Gold
Coast
Round
Table,
the
marinade
joined
the
Gold
Coast
bulletin
for
a
future
Gold
Coast
Round
Table
in
the
headquarters
at
Southport
on
the
18th
of
April.
There
was
some
pretty
Lively
discussion
and
debate
even
about
key
challenges.
We
all
face
in
this
city,
both
socially
and
economically,
and
a
very
great
focus
on
how
we
work
towards
deliver
delivery
of
the
2032
games
and
in
particular
stage.
Four
of
the
light
rail
was
something
that
was
of
keen
interest
by
everyone
in
attendance.
A
On
the
day
on
the
19th
of
April,
the
mayor
was
asked
to
comment
on
the
announcement
that
United
Airlines
will
fly
every
day
from
the
U.S
to
Brisbane.
So
the
deal
is
a
great
result
for
Queensland
and
obviously
a
big
investment
by
United,
and
we
know
that
U.S
visitors
contributed
67
million
dollars
to
the
local
visitor
economy
and
on
average
they
stay
for
10
nights.
A
So
it's
great
as
we're
recovering
from
our
covert
Hiatus
to
see
that
confidence
is
growing
in
our
city
on
the
20th
of
April,
the
mayor
welcomed
the
High
Commissioner
of
India
to
Australia
to
discuss
trade
and
investment
between
Australia
and
India.
We
have
over
2
800
Indian
students
studying
on
the
Gold
Coast
and
India
is
our
second
largest
market
in
terms
of
international
student
enrollments.
A
Also
discussions
at
your
future
business
missions
to
India
and
how
we
can
assist
Gold
Coast
businesses
that
have
established
their
brands
in
India
on
20th
of
April,
the
Gold
Coast
Film
Festival
screen
industry,
Gala
Awards
were
held
councilor
Le
Castro.
Did
you
launch
that
you
did
it's
not
mentioned
here,
but
I
I
know
that
I
had
another
engagement,
but
thank
you
for
stepping
up
and
I
hear
you
did
a
fantastic
job
in
launching
the
Gala
Awards
and
they
were
also
attended
by
councilor
toza
and
councilor
Owen
Jones,
councilor,
Paul
and
Young.
A
Did
you
go
no
I
thought
you
were
going,
but
anyway
there
was
an
Award
presented
to
Catherine,
Martin
and
accepted
on
behalf
of
herself
and
baz
luhrmann.
Who
you
know
are
great
supporters
of
our
city.
It
was
the
chavel
award
and
that
they
were
honored
for
their
outstanding
Global
contribution
and
influence
to
film
and
screen
so
I
understand
the
mayor
spoke
at
the
awards
and
he's
obviously
very
thrilled
to
see
the
contribution
that
they
continue
to
make
to
our
city,
as
well
as
the
film
industry
on
the
21st
of
April.
A
The
streets
of
remembrance
program
was
launched
for
2023,
so
another
re-badging
of
11
street
signs
this
year
with
either
the
Defense
Force
Rising
Sun
or
poppy
emblem
in
honor
of
World
War
One
and
World
War
II
service
Personnel.
So
that's
a
program,
that's
important
to
us
all.
In
honoring,
our
our
service,
men
and
women
and
I
know
the
mayor
made
a
special
trip
to
pennant
Street,
where
our
former
councilor
Peter
panett's
wife
Anne,
accepted
the
street
sign
for
pennant
Street
in
Sorrento.
A
So
it
it's
a
really
fitting
time
to
be
announcing
that
we
continue
to
re-badge
and
honor
our
War
veterans,
where
possible.
A
Anzac
Day
the
Southport
service,
the
mayor,
councilor,
Patterson
and
councilor
lecastra
attended
and
the
mayor
took
the
salute,
read
the
first
resolution
and
laid
a
wreath
of
remembrance
on
behalf
of
the
city
as
I
presume,
councilor,
Patterson
and
councilor
Le
castra
did
also
I
understand.
It
was
a
beautiful
service
with
a
great
turnout
of
Gold
Coasters
who
came
to
pay
their
respects.
A
A
Last
night
there
was
a
Civic
reception
here
in
the
chambers
for
Lions
International,
the
national
Lions
convention,
attended
by
myself.
The
mayor
obviously
spoke
and
welcomed
delegates
to
the
city,
councilor
Patterson,
councilor,
Owen,
Jones
and
councilor,
bailed
and
Lumsden
were
in
attendance.
There
were
visitors
from
all
over
Australia
and
internationally
here
last
night
and
we
particularly
helped
chat
with
some
of
your
representatives,
councilor
vorster,
who
were
involved
in
the
committee
and
the
go-to
people
for
all
delegates
attending.
A
A
Clarifications
do
we
have
any
clarifications.
Counselor
counselors
know
business
arising
from
the
minutes:
none
presentations,
none
conflict
of
interest
declarations,
I'll
go
first
to
myself
because
it's
on
the
screen
I
was
going
to
come
to
you
councilor
vorster,
but
but
I
wanted
to
make
a
declaration
and
I've
had
approval
before
from
the
council
to
participate
in
discussion
about
the
potential
operational
Works
application
at
maudsland
quarry,
which
is
the
jgi
Quarry
and
councilors
gave
me
permission
to
participate
in
lodging
complaints
with
officers
and
in
decision
making
relating
to
that
operational
Workshop
application.
A
So
I
have
approval,
but
at
the
time
it
was
only
arcades
that
was
involved
as
a
consultant
for
the
project
and
since
that
time,
UPS
has
become
a
consultant
to
the
project
so
I
wanted
to
for
transparency.
Let
you
know
that
there
are
two
donors
now
involved
in
that
and
I
do
wish
to
have
a
meeting
with
with
them,
because
it's
quite
a
problematic
application,
given
the
impact
on
the
local
community.
So
I
wanted
to
declare
that
I
received
funds
from
UPS
in
2014
and
15
and
an
amount
in
2016
which
was
returned
in
full.
B
A
The
words
that
were
used
were
that
counselor
Gates
May
participate
in
the
decision,
given
no
prescribed
conflict
of
interest
exists
and
the
interest,
as
declared
is
considered
as
minor
and
remote
such
that
a
reasonable
person
would
trust
that
a
final
decision
would
be
made
in
the
public
interest
and
I
can
hand
that
to
director.
Would
you
mind
giving
that
to
Tracy
on
the
way
past?
A
And
councilors
I
seek
to
represent
the
community
in
this
instance,
because
the
Quarry
is
adjacent
to
the
the
the
Riverstone
Crossing
development
and
it
will
impact
on
those
residents.
G
B
So
I'm
happy
to
move
this
with
those
words
councilor
Peter
Young
was
going
to
Second.
It
I'd
received
an
invitation
from
the
applicant
and
their
consultant
UPS
to
discuss
the
matter.
I
was
particularly
interested
in
councilor
Gates
being
in
the
same
meeting
because
of
the
adjacent
nature
of
the
600
odd
residents
in
Riverstone
Crossings.
So
that's
why
I'm
moving
to
support
this
today?
Okay,.
H
J
Mr
Smith,
okay,
thanks
Ms
mayor
I'm,
rising
to
make
a
conflict
of
interest
declaration.
The
description
of
the
matter
relates
to
the
preservation
of
koala
habitat
at
this
particular
Lots.
The
nature
of
the
declarable
conflict
of
interest
is
as
follows:
a
reasonable
person
may
form
the
view.
I
have
a
personal
interest
in
responding
to
an
email
in
which
a
resident
has
asked
whether
I
support
the
retention
of
vegetation
at
lots,
lots
of
numbers
which
form
part
of
the
Springbrook
Burley
biodiversity
Corridor.
J
This
is
because
my
friend
owns
a
home
adjacent
to
the
subject
sites.
My
friend
is
Sam
dillaway,
Mr,
Ben,
dillaway's
home
is
near
or
adjacent
to
the
properties
which
the
concerned
local
is
referred,
seeking
permission
to
participant,
making
a
decision
on
the
matter.
J
A
significant
number
of
residents
in
the
local
government
area
have
an
interest
in
protecting
land
of
high
value
nature
conservation
value
to
support
the
vulnerable
koala
population.
Responding
to
this
and
similar
emails
will
provide
assurances
to
the
community
that
environmental
considerations
are
always
considered
during
the
assessment
of
development
applications.
Importantly,
Mr
Mayor
I'm
not
seeking
to
participate
in
any
decision
of
council
merely
to
be
able
to
respond
to
this
resident,
who
has
emailed
me
asking
general
information
about
a
position
on
koala
development
or
not
koala
development
and
for
counselors
information.
H
The
procedure
motion
anyone
or
do
we
have
a
standard
one
that
we
use.
K
H
Sufficient
for
us
to
deal
with
it.
Thank
you
second
Council
Pauline,
Young
and
I
wish
to
speak
against
this
motion.
Put
motion
to
you
or
in
face
your
hands.
May.
H
H
Special

on

17
Monday
17th
of

by
recording
one

Peter
Young
put
the
motion
to
you
all
and

carried
any

Anyone
councilors
I
moved
at
the
soccer.
J
Yes,
sorry,
Mr
Mayor,
while
I
do
not
have
a
correction.
I
do
need
to
repeat
a
declaration
that
I
made
at
committee
on
item
four,
which
concerns
the
natural
areas.
Acquisition
program
update;
okay,
all
right,
okay,
we're
all
there
at
committee.
So
if
you'd
like
me
to
read
it
like
again,
I
can.
H
D
Mayor,
just
for
the
record
I
did
stand
to
make
a
declaration
that
committee.
That's
why
I
didn't
vote
on
the
matter
at
committee.
There
was
a
an
aberration
in
the
description
of
one
of
the
properties
described
in
the
Agenda
Report,
and
it
was
mentioned
that
was
on
the
same
street
that
I
live,
but
it
was
many
kilometers
away,
so
there
was
no
conflict
recorded
and
he
had
some
I
voted
in
the
matter
today.
Okay,.
H
Thanks
all
right,
any
any
further
comments:
oh
good,
no
Corrections,
okay,
well,
councilors,
I,
move
that
the
recommendation
of
the
special
budget.
All
the
recommendation
of
the
special
budget
and
finance
committee
be
adopted,
move
that
second
accounts
are
pretty
young.
Put
the
merchant
here
all
in
face
your
hands
against
Carrie,
unanimous.
J
J
L
H
A
Thank
you,
Mr
Mayor
I
need
to
make
a
declaration
about
item
6.2,
initially,
okay,
and
that
one
relates
to
the
Kira
development,
where
I
thought
I
had
previously
sought
the
council's
permission
for
involvement
in
that
item,
due
to
a
request
from
the
submitters
that
I
meet
with
them
due
to
councilor,
Caldwell
and
councilor
O'neill
having
a
conflict
of
interest
for
which
they
felt
it
was
proper
to
leave
the
room.
So,
as
the
deputy
chair
of
the
planning
committee,
the
residents
sought
my
assistance
in
a
briefing
about
the
proposed
development.
A
H
H
L
Mr
Mayor
I
moved
the
same
declaration,
oh
that
you
did
in
the
community
of
notice
of
the
Declaration,
which
is
a
election
donation
of
ten
thousand
dollars
received
on
the
19th
of
February
2016
from
a
party.
That's
associated
with
the
application
and
I
will
leave
the
room
and
not
participate
in
the
decision.
Okay,.
M
Mr
Mayor,
as
per
the
Declaration
on
the
screen,
I'm
declaring
a
ten
thousand
dollar
election
donation
for
my
2016
election
campaign,
paid
in
December
2015
from
Gander
proprietary
limited,
who
was
associated
with
the
the
applicant
for
Kira,
Beach,
Hotel
and
I'll,
be
leaving
the
room.
Thank
you.
Thank
you.
A
Mr
Mayor
I'm
not
moving
the
committee
recommendation.
The
applicant
gave
notice
to
the
city
on
Friday
the
21st
that
it
had
stopped
the
current
period
for
the
Kira
D.A,
oh
okay,
up
to
and
including
the
4th
of
May.
So
that's
the
decision-making
period
And.
While
this
period
is
stopped,
the
council
cannot
make
a
decision
on
the
D.A.
H
A
Mr
Mayor
our
move
that
Council
notes
the
applicant
has
stopped
the
current
period
until
the
4th
of
May.
Does
the
minute
secretary
have
this
proposed
motion
I'll,
also
move
that
Council
notes
a
decision
on
the
development
application
cannot
be
made
whilst
the
current
period
is
stopped
and
the
number
three
that
the
decision
on
this
development
application
is
deferred
to
a
future
council
meeting.
N
B
H
Screen
Council
on
Jones.
B
So
Samara
I
just
have
a
question
just
in
regards
to
so
it's
administrative
in
regards
to
the
applicants,
stopping
the
application
and
then,
if
they
restart
the
application,
does
the
city
run
into
any
time?
Issues
in
regards
to
the
next
future
council
meeting
and
in
deemed
approvals
are
deemed
refusals
or
do
we
just
assume
that
it's
the
recommendation
of
the
committee
that
will
come
potentially
forward
to
a
future
council
meeting.
H
A
H
Right
well,
we'll
record
it
you
voter
in
the
positive
and
we
now
go
to
6.7
cancer
Gates.
A
Thank
you.
Mr
Mayor
I
made
this
declaration
at
committee
that
in
2016
I
received
1250
from
Robina
project.
It's
it's
likely
that
Robina
projects
has
an
affiliation
with
the
Robina
Central
planning
agreement
and,
on
that
basis,
I
make
the
Declaration
but
seek
to
remain
in
the
room
because
of
the
Strategic
nature
of
the
report
and
the
fact
that
I've
had
no
discussion
with
any
party
in
relation
to
the
report.
H
H
Okay
against
motion
carried
cancer,
Gates
did
not
vote
so
counselors
will
deal
with
6.7
and
Council
Circle
had
his.
L
Hand
up
first
I
just
wanted
to
draw
your
attention
to
dealing
with
this
matter
separately,
so
that
Council
voice
could
make
some
changes
to
the
conditions
which
have
been
prepared
by
the
officers
and
should
be
available
on
the
screen
right.
So
I'll
go
to
council
vorster.
J
Thank
you
very
much.
Mr
Mayor
Mr
Mayor
I
moved
this
item
at
committee,
but
in
doing
so
we
opened
up
a
fruitful
conversation
led
by
the
deputy
mayor
around
strengthening
some
of
the
provisions
of
the
plan
of
development
to
ensure
that
we
get
some
much
needed
pedestrian
footpath
upgrades
delivered
in
the
fullness
of
time.
I've
met
with
City
Transport
officers,
but
also
our
planning
team
and
they've.
Provided
me,
some
proposed
words
that
can
strengthen
council's
negotiating
position
down
the
track.
Mr
Smith,
what
they're,
proposing
and
I'm
assuming
Tracy
you've
forgot.
J
Any
subsequent
FDA,
so
that's
a
final
development
application.
Application
must
demonstrate
adherence
with
the
Robina
Town,
Center
Gateway
study
and
the
Robina
walkability
study
and
Samantha.
There
are
questions
I'm
happy
to
talk.
H
Council
Pauline
yeah
any.
Let's
ask
any
questions
any
question,
no
council
of
also
do
you
want
to
speak
further.
J
Thank
you
very
much.
Mr
Mayor
Mr
Mayors,
you
are
well
aware.
Rubina
is
almost
at
the
epicenter
of
the
Gold
Coast.
We
have
a
lot
of
development
unfolding,
but
due
to
State
legislation,
it
is
all
but
impossible
for
us
to
extract
the
infrastructure
contribution
we
need
in
order
to
keep
our
roads
moving
smoothly.
One
of
the
ways
that
we
hope
to
keep
this
part
of
the
Gold
Coast
Road
Network
running
is
by
encouraging
people
to
take
up
active
transport
options.
J
J
Mr
Mayor
is
develop
a
form
of
words
that
will
allow
us
once
the
Robina
Town
Center
Gateway
study
is
complete
and
the
walkability
study
is
complete
to
describe
and
set
out
our
preferred
way
for
people
to
get
in
and
out
of
the
Town
Center,
so
that
when
qic
ultimately
developed
this
Precinct
and
deliver
much
needed
housing
for
the
city,
we
can
point
to
a
document
in
our
preferred
way
of
getting
people
in
and
out
of
the
Town
Center
to
extract
a
contribution
to
our
road
Network.
It's
a
fair
outcome.
J
L
L
Thanks
Mr
Mayor,
this
matter
had
had
received
some
air
time
at
committee
and
I
know
we
had
a
very
long
and
taxing
planning
committee
the
other
day,
but
I
just
wanted
to
speak
to
this
and
hopefully
seek
full
council's
support.
This
is
an
application
for
a
dual
occupancy
in
a
low
density,
residential
Zone.
L
It's
on
the
western
side
of
Oxley
Drive
in
Paradise
Point,
which
is
predominantly
a
very
low
rise
in
predominantly,
in
fact,
single
story,
residential
area.
This
is
the
first
of
its
type,
where
we're
seeing
a
dual
occupancy
inserted
into
that
neighborhood
I
have
spoken
with
many
of
the
submitters
involved,
as
well
as
the
applicant
to
this
and
have
been
keeping
it
close
on
the
thing
as
it's
gone
through
the
assessment
process.
L
Ultimately,
the
the
application
attracted
79
individual
submissions
and
a
petition
of
460
signatures
which
send
a
clear
message,
I
think
both
to
myself
and
to
the
applicant,
as
well
as
to
the
council.
More
broadly
that
there
was
something
about
this
particular
application
that
didn't
quite
seem
right
in
terms
of
the
community
and
the
way
that
it
fitted
in
I
have
spoken
at
a
community
meeting.
L
I
have
and
will
continue
to
explain
that
to
the
community
that
this
is
forecast
in
City
plan
and
I
don't
seek
today
to
attempt
to
refuse
this.
These
are
the
types
of
dwelling
outcomes
that
in
a
growing
city,
we
need
to
accept
a
part
of
the
way
that
we
will
increase
housing,
Supply
and
sprinkle.
These
types
of
houses
throughout
our
neighborhoods
and
we've
seen
them
in
koala
Park
and
we've
seen
another
one
here
in
Robina
at
a
later
item
in
today's
agenda.
L
I
took
the
additional
step
this
morning
of
speaking
with
the
applicant
who
lives
in
the
single
story.
Dwelling
that's
on
the
site
at
the
moment,
and
they
have
been
very
good
throughout
the
process
and
this
morning
confirmed
to
me
on
the
phone
that
if
this
was
the
will
of
the
council,
that
they
would
be
accepting
of
that
condition.
They
understand
that
the
community
has
expressed
some
concerns
with
the
nature
and
the
style
of
these
buildings,
and
it's
very
fair
of
them.
L
A
Mr
Mayor
first
off
I,
have
a
question
through
you.
If
that's
okay
to
the
director
and
the
reason
this
was
impact
accessible
was
not
because
of
the
height
as
I
understand
it,
but
because
of
the
lot
size
is
that
correct.
A
Mr
Mayor
I
was
going
to
foreshadow
the
officer
recommendation,
but
I
do
want
to
give
credit
to
councilor
Caldwell
for
the
work
that
he's
done
on
this
I
I
won't
be
able
to
support
him
today,
because
this
is
entirely
what
our
planning
scheme
predicts
and
envisages
in
low-density
areas.
We
had
very
strong
words
around
where
this
type
of
development
could
occur
and
on
a
corner.
Allotment
was
one
of
the
provisions
that
we
gave
support
for
a
partial
third
story.
A
We
also
have
a
nine
meter
height
limit
for
these
developments,
as
for
any
double-story
home
in
in
that
low
density
area,
and
this
development
comes
in
under
the
nine
meters.
So
my
concern
and
I
do
respect
that
the
community
has
a
view,
but
it's
only
because
they're
not
used
to
seeing
these
developments
in
the
area-
and
this
is
the
very
first.
But
the
fact
is
it's.
What
our
planning
scheme
envisages
and
I
don't
believe.
We
should
be
chipping
away
any
further
at
our
planning
scheme.
A
It's
coming
in
for
enough
criticism
as
it
is,
and
for
the
decisions
that
we're
making
that
are
not
fully
supportive
of
the
scheme
that
we
put
in
place.
We
decided
what
we
would
have
in
that,
and
we've
got
housing
shortage
everywhere.
The
thing
that
turned
me
at
committee
was
the
fact
that
the
councilor
Caldwell
advised
that
this
was
a
young
family
who
live
in
the
area
that
they
were
really
having
a
go.
They
were
intending
to
live
in
one
of
the
units.
A
It's
not
a
developer,
building
something
and
wanting
to
tick
and
flick
it
on
it's,
someone
that
wants
to
be
part
of
the
community
live
there
and
also
kick
a
goal
and
and
set
themselves
up
for
the
future.
So
my
concern
was
the
cost
to
the
applicant
of
redesign
when
he's
done,
everything
right
and
complied,
and
yes,
there
were
a
lot
of
submissions,
but
what
do
we
do
when
the
next
one
comes
along
that
complies
with
the
planning
scheme?
Do
we
refuse
it?
A
There's
been
others
at
koala
Park
and
at
at
Burley
several
that
we've
considered
in
recent
times,
one
at
oxenford
and
I
I
think
this
is
a
big
departure
from
where
we
have
been
heading
with
regard
to
these
duplex
or
double
dwellings
on
on
a
corner
allotment
in
a
low
density
area,
I
I
think
I
will
still
foreshadow
the
officer
recommendation
on
the
off
chance.
Mr
Mayor
that
others
feel.
Similarly
to
me
can.
H
You
put
there
that
foreshadow.
A
H
L
Just
briefly
Mr
Mayor,
and
that
is
to
say
that
I
I
accept
that
there
would
be
some
imposition
on
the
applicant
in
in
relation
to
the
redesign
of
that
building.
But
that
indicated
to
me,
they're
prepared
to
do
that,
and
the
trade-off
for
them
is
the
potential
that
we
can
resolve
this
matter
quickly
and
without
the
expense
and
inconvenience
and
angst
that
comes
with
a
protracted
court
process
which
I
can
foreshadow
will
occur
from
the
79
submitters,
who
have
expressed
their
concerns
with
the
three-story
outcome.
L
So
we've
got
a
willing
applicant
who
is
prepared
to
undertake
the
change.
We've
got
a
community
that
has
quite
clearly
said
that
there
is
something
about
this
that
needs
some
attention:
I'm,
not
asking
for
a
refusal,
I'm
not
asking
for
anything
different
or
Better
or
Worse
to
any
other
suburb
in
the
Gold
Coast
I
accept
entirely
what
councilor
Gates
says
and
to
that
end,
I
have
looked
at
the
koala
Park
example
and
80s
a
two-story
outcome.
L
And
to
that
extent,
if
we've
got
a
agreed
applicant
and
a
concerned
community
and
we
can
get
to
a
solution
without
angst
and
extra
inconvenience
in
costs,
then
I
think
it
would
be
a
very
good
and
Sound
Decision
for
us
to
make
today
to
make
a
decision.
That
is
completely
forecast
within
CD
plan
to
provide
the
two
dwellings
but
to
manage
those
impacts.
And
so
that's
what
I'm
asking
Council
to
do
today.
L
H
G
B
Mr
Mayor
just
want
to
move
it
and
speak
very
briefly
to
it,
and
we
made
a
minor
Amendment
to
the
office's
recommendation,
which
was
Mr
mad
to
help
explain
to
the
residents
of
the
oxenford
investigation
area.
The
timeline
that
we're
now
on
we've
got
some
complication,
because
the
original
intent
relied
on
some
of
the
changes
that
were
to
happen
in
regards
to
the
amendment
packages
two
and
three,
which
have
been
held
up
by
the
state
of
Queensland,
okay,
and
that
is.
B
And
that's
made
our
timing
difficult
because
we
also
know
sometime
in
the
immediate
future.
The
city
will
need
to
look
at
a
review
of
how
whole
city
planned.
B
So
there
is
a
body
of
work
that
continues
to
be
done
in
regards
to
the
oxen
oxenford
investigation
area,
we're
talking
about
potentially
another
1400
dwellings
in
an
area
that
currently
holds
about
300
dwellings
with
the
product
proposed
not
to
be
dissimilar
to
the
development
on
the
immediate
north
of
the
site,
which
is
at
the
Regatta
Waters
Precinct,
and
to
the
immediate
South
and
then,
in
addition
to
that,
Mr
Mayor.
B
B
The
city
plan
that
reflects
a
higher
density
than
what's
physically
been
built
on
site
and
that
is
was
constructed
around
2000
and
the
city
plan
doesn't
actually
reflect
properly
what
was
constructed
and
then
there's
the
existing
oxenford
estate
outside
of
the
oxenford
investigation
area,
where
there's
a
large
lot
overlay,
which
prevents
a
whole
series
of
things
happening,
and
we
were
interested
in
the
feedback
from
the
residents
in
regards
to
that.
So
that,
too,
is
reflected
in
this
report.
Mr
Mayor.
H
No
one
speak
against
the
motion.
Good
motion
to
you
or
in
face
your
hands
against
carrot,
unanimous
anyhow,
Council
Worcester.
H
Second,
Council
Gates.
L
Thanks
Mr
Mayor,
probably
for
anyone
who's
interested
in
this
particular
topic.
There
was
a
presentation
given
at
committee
from
Council
offices.
This
relates
to
some
changes
in
legislation
by
the
state
government
and
we
are
merely
noting
an
update
and,
whilst
I
accept
that
councilor
vorster
may
wish
to
flag
his
deep
concerns
with
these
changes.
By
way
of
voting
against
this
particular
update,
we
as
a
council
can't
do
anything
about
it.
L
These
are
changes
that
have
been
foisted
Upon
Us
by
the
state
without
to
borrow
alternative
fries
from
Council
of
Austin
himself,
without
any
real
consultation
with
the
local
governments,
certainly
without
any
pilot
programs,
and
certainly
without
perhaps
forecasting
their
mind
as
to
what
the
unintended
consequences
of
these
changes
might
be
in
relation
to
a
loosening
of
assessment
processes,
around
dwelling
houses
and
rooming
accommodation,
I
think
as
a
local
government.
L
We
need
to
keep
a
very,
very
close
eye
on
this,
to
ensure
that
there
are
not
bad
outcomes
for
our
community
and
so
to
the
extent
that
we
are
noting.
This
I
expect
that
it's
a
matter
which
we
need
to
just
keep
an
eye
on
over
time
to
make
sure
that
we
are
not
seeing
bad
planning
outcomes
that
have
been
put
into
our
suburbs
of
the
Gold
Coast.
Because
of
the
changes
made
by
the
state.
H
L
H
Second,
councilor
Peter.
L
Young
thanks
Mr
Mayor.
This.
This
item
relates
to
the
revision
of
the
southeast
Queensland
Regional
plan.
The
state
government
has
given
local
governments
in
southeast
Queensland
notice,
if
you
like,
that
they
are
embarking
on
a
a
revision
of
the
southeast
Queensland
Regional
plan
as
I
understand
it,
it's
not
going
to
be
a
full
redraft,
but
more
of
a
revision,
as
I've
said.
L
This
particular
item
relates
to
us
as
a
council
putting
forward
some
very
brief
and
higher
level
points
that
we
would
like
the
state
government
to
consider
in
relation
to
this
particular
review
and
they
are
under
four
themes,
and
this
gives
us
an
opportunity
to
at
least
set
some
kind
of
tone
for
the
items
that
we
would
like
the
state
government
to
look
at,
albeit
that
I
expect
that
this
will
be
a
fairly
light
touch
review,
and
so
this
at
least
puts
on
record
whatever.
Now
what
our
interests
are.
I
K
Hi
Mr
Mayor
I
wasn't
able
I'm
not
on
the
committee
for
planning
committee,
but
I
was
interested
in
the
our
natural
City
strategy,
which
is
a
big
part
of
our
work.
I
wondered
I
know
that
the
planning
committee
went
for
a
long
time
and
it
looks
like
a
start
item,
but
it's
actually
quite
a
significant
item.
Was
there
a
was
there
any
sort
of?
Did
we
get
a
presentation
at
the
planning
committee
or
not
Antarctica.
O
Through
you
Mr
Man,
now
we
didn't
have
a
presentation
at
the
planning
committee.
We
had
a
very
sort
of
brief
introduction
of
the
fact
that
we'd
reviewed
the
strategy
and
that
it
was
put
to
committee
for
council's
consideration.
So
but
there
wasn't
a
presentation
at
committee
service.
K
H
All
right
you
you're
moving
I'd
like
to
move
it.
If
that's
all
right.
Okay,
move,
seconder,
cancel
pedia.
K
Mr
Mayor
the
body
of
work
that
their
natural
City
strategy
has
undertaken
over
the
last
couple
years
to
update
the
strategy
and
make
it
contemporary
and
and
introduce
some
new
things,
but
also
you
know,
reinforce
and
reprogram
some
of
the
things
that
have
been
most
successful
in
our
city
in
relation
to
this.
This
this
strategy
is,
it's
actually
really
quite
profound.
It's
all
of
the
things
that
we
don't
it's
all
of
the
things
that
we
don't
think
is
common
to
the
Gold
Coast.
We
think
of
these.
K
It
just
touches
on
some
of
the
our
natural
City
strategy
achievements
and
it
talks
about
an
increase
in
1255
hectares
of
native
vegetation
cover
since
2017
mapping
assessment,
which
goes
towards
this
51
Target.
We're
consistently
talking
about.
It's
talking
about
ongoing
active
management
of
the
city's
13
636
hectare
conservation
estate,
I'm,
not
sure
if
that's
the
biggest
local
government
conservationist
state
in
Australia,
but
it
seems
like
quite
a
large
amount
of
conservationist
State
managed
by
a
local
government.
Normally
those
things
are
really
managed
by
States
and
federal
agencies.
K
It's
pretty
exciting
that
the
you
know
the
establishment
and
continuing
work
of
the
catchment
and
citizen
science
grants
program.
The
the
the
buyer
Blitz
that
occurred
in
Naman
bar
just
just
a
few
months
ago
identified
new
species
of
Flora
and
Fauna.
That
hadn't
been
discovered
in
in
our
local
government
area
before
so,
it's
really
a
really
important
program.
It's
not
what
the
Gold
Coast
is
known
for,
but
it
should
be.
K
We
are
one
of
the
most
committed
local
governments
to
Natural
outcomes,
and
our
natural
City
strategy
is
a
really
central
part
of
that
I
encourage
the
community
and
all
councilors
to
familiarize
themselves
with
the
report
and
with
the
with
the
with
the
work
it
is.
It
really
is
an
un,
an
unknown
amazing
advantage
of
our
city
to
have
this
work
being
done,
and
this
strategy
really
captures
the
breadth
and
depth
of
the
work
that
we
do.
It's
a
significant
investment.
It's
not
a
little
amount
of
money.
K
H
H
You
Council
Caldwell
remove
that
yeah
happy
to
move
that
Mr
Mayor
secondary
councilor
hammer.
You
want
to
speak
further
on
that
now.
Councilors
I,
put
the
motion
to
you
or
info
show
hands
against
motion.
Carry.
Could
you
please
record
Council
McDonald
voted
in
the
negative,
any
other
items.
Council
cover
item.
L
On
that,
just
briefly,
Mr,
Mayor
and
I
think
I,
don't
know
if
councilor
young,
as
the
local
Council,
wants
to
say
a
few
words
but
a
very
difficult
application.
As
I
said,
we
had
a
a
long
and
arduous
planning
committee
the
other
day,
and
we
considered
this
matter
carefully.
L
Ultimately,
the
committee
has
recommended
approval
of
this
place
of
worship
and
in
my
assessment
of
it
this
is
a
a
highly
compromised
site
in
terms
of
its
amenity
due
to
its
location,
which
is
immediately
proximate
to
the
M1,
and
it
was
only
really
on
that
basis.
H
D
Okay,
thanks
for
spare
I,
did
ask
for
this
matter
to
come
to
committee,
because
there
were
quite
a
lot
of
submissions
from
the
local
community.
There
were
also
in
opposition
to
the
proposal.
There
were
also
a
lot
of
submissions
in
support
of
The
Proposal,
but
they
came
from
an
area
much
further
afield
in
I
expect
they're
the
parishioners
of
the
Hindu
temple
that
exists
in
Brisbane
at
the
moment
and
they're
seeking
to
create
a
new
facility
in
Gavin.
D
It's
not
something
that
you'd
see
naturally
emerge
from
that
locality
and
hence
I
think
that's
drawn
a
lot
of
opposition
from
the
local
community.
But
the
important
thing
is
that
the
city
plan
does
provide
us
that
specific
allowance,
that
places
of
worship
and
other
things
like
tourist
attractions,
educational
establishments
can
be
located
in
this
kind
of
domain
as
long
as
they
do
not
impact
on
the
amenity
and
character
of
the
area.
D
They
have
to
register
that
to
sign
in
each
time
that
they
come
in
for
two
occasions
per
year:
Diwali
they
are
allowed
to
have
50
people
on
the
site
in
a
day.
So
it's
quite
a
limited
kind
of
well
a
light
touch.
You
might
say
in
the
use
of
this
facility
when
they
have
prayer
and
worship,
they
have
to
have
all
the
windows
and
and
doors
closed
for
this
building.
So
it's
an
existing
house.
D
It's
just
going
to
be
extended
a
little
bit,
it'll
look
exactly
as
it
does
now:
it's
the
same
building
products
and
so
forth.
There's
screening
plants
to
some
of
the
properties,
adjacent,
there's
and
the
houses
to
those
a
reasonable
distance
from
this
place
of
worship.
The
number
of
cars
is
limited.
D
There's
no
outdoor
activities,
permitted
whatsoever,
so
I
think
the
officers
have
really
screwed
down
on
on
any
impact
that
there
may
be
on
a
manateean
character
of
the
local
area
and
that's
important
consideration
for
us
and
hence
why
I'm
making
this
public
speech
you
might
say,
because
I
don't
want
the
community
to
think
that
their
concerns
have
been
ignored.
Nor
do
I
think
that
I
want
to
encourage
them
to
take
this
matter
to
court,
because
I,
don't
think,
there's
any
hope
for
them.
I
think
this
is
something
that
has
to
be
accepted.
D
I
visited
the
site,
I've
engaged
with
a
number
of
the
submitters
I
visited
the
site
with
Council
officers
and
the
noise
from
the
motorway.
As
councilor
Caldwell
said,
it
is
horrific.
I
just
grieve
for
the
people
that
live
in
that
area
and
have
to
deal
with
the
noise
on
a
constant
basis
and
the
people
that
own
this
site
would
have
just
been
living
in
horrendous
conditions
with
so
much
noise.
D
There's
a
huge
noise
barrier
right
on
the
boundary
of
their
property,
but
it
does
nothing
really
to
affect
or
limit
the
noise
coming
onto
the
property
so
being
so
compromised
and
and
given
the
limited
use
of
the
site
for
the
worship
purposes.
They're
not
allowed
to
prepare
food
on
the
site,
they're
not
allowed
to
have
orderly
distribution
of
food
from
the
site,
so
it's
very
restricted
and
in
in
those
circumstances,
I'm
obliged
to
support
the
application
thanks.
Mr
Mayor.
H
Anyone
want
to
speak
against
emotion,
I'll
put
that
to
you
again
and
cancer
cover
you're
happy.
That's.
H
H
H
P
Mr
Mayor.
This
item
is
in
regards
to
the
new
waste
collection
contract,
which
my
previous
declaration
regards
to
my
former
employment
with
JJ
Richards.
It
will
come
up
on
the
screen
again,
so
just
a
very
quick
reminder
for
counselors
that
I
was
previously
employed
by
JJ
Richards
performing
elected
into
local
government.
Obviously,
given
this
particular
contract
and
the
Quantum
of
funds
involved
with
this
contract,
it's
a
conflict
of
interest
at
a
reasonable
member
of
the
public
would
expect
me
to
declare
again
for
the
benefit
of
anyone
watching
the
benefit
of
my
colleagues.
P
H
H
B
Mr
merits
the
waste
collection
contract,
which
most
residents
on
the
Gold
Coast
would
recognize
as
being
our
wheelie
bin
Services
and
it's
not
in
significant
contract,
Mr
Mayor,
because
it's
for
the
next
up
to
20
years
and
it's
1.336
billion
dollars
so
or
thereabouts.
So
I
think
it's
the
single
largest
contract
that
we've
been
involved
in
in
the
last
10
years
and
Mr
Mayor.
B
The
officers
have
done
an
exceptional
job
in
creating
competitive
tension
in
a
public
procurement
process
and
I
think
that
they've
really
achieved
some
great
results
for
the
city,
which
will
which
will
benefit
Gold
Coasters
for
the
next
couple
of
decades,
Mr
Mayor.
So
there's
some
significant
sections
of
the
contract,
which
will
come
into
play.
There's
a
new
Fleet
of
vehicles
that
will
be
added
to
the
waste
collection
routes
in
Duke
course,
and
they
and
there's
a
whole
lot
of
innovation
that
can
be
added
to
the
contract
as
well.
B
B
H
H
G
Mr
CEO,
just
while
we're
waiting
for
the
councilor
to
come
back
in
on
behalf
of
everyone
at
the
city.
I
just
wanted
to
pass
on
my
thanks
to
the
team
in
modern
waste
oftentimes
when
contracts
of
this
size
go
through
as
smoothly
as
they
has
that
doesn't
give
us
an
opportunity
to
thank
the
staff
for
what
has
been
years
of
work
so
well
done
to
Paul
and
his
team
and
carrying
their
absence
here
here.
A
Mr
may
could
I
ask
that
7.2
be
considered
separately,
I'm
going
to
leave
the
room
I
made
declarations
at
Water
committee,
noting
that
I
had
received
donations
from
wh,
H,
heck
and
Sons,
and
also
a
Keith
and
Co
and
Rocky
Point
mulching,
and
on
that
basis,
I'll
leave
the
room
and
not
participate
in
the
debate.
Okay,.
H
H
H
B
Sorry,
7.2
Mr
Madden,
the
spit
master
plan,
mural
henchman,
The
Garden
of
this
bed.
If
that's
keeping
everybody
on
their
toes
Mr,
Mayor
yeah,
so
Mr
Mayor
I
just
want
to
move
the
officer's
recommendation.
B
You
Mr
Mayor.
We
had
a
presentation
from
the
CEO
of
Gold
Coast
waterways
Authority,
regarding
a
considerable
investment
that
the
city
has
been
asked
to
consider
and
that's
to
be
referred
to
the
special
budget
committee.
After
the
after
the
committee,
there
was
a
memo
that
was
circulated
with
some
additional
information
from
the
Gold
Coast
waterways.
Authority.
B
There
was
a
conversation
that
we
had
in
regards
to
the
level
of
funding
and
whether
or
not
we
should
give
come
some
consideration
to
your
office
and
yourself
writing
to
the
state
Minister
responsible.
In
this
case.
It's
not
the
main
roads,
Minister
I
think
it's
the
deputy
Premier,
so
we
should
be
able
to
work
some
advocacy
magic
and
in
particular,
Miss
Merritt
was
about
whether
or
not
the
state
would
give
some
consideration
to
joining
with
us.
In
regards
to
the
request
for
the
funding
of
contingency
for
the
project
sounds.
A
Mayor,
it's
not
actually
against,
but
if
I
could
just
add
to
the
commentary,
if
you
don't
mind,
I
was
concerned
at
committee
about
this
additional
funding.
Request
and
I
asked
for
a
summary
of
what
the
state
has
contributed
to
date
to
the
spit
master
plan
project.
A
We
have
received
a
confidential
briefing
note
that
outlines
the
state's
contribution
and
although
my
understanding
was
that
the
MacArthur
parade
lights
upgrade
and
the
northbound
lane
of
the
Sundale
Bridge
were
projects
that
we
pushed
forward
with
to
support
the
spit
master
plan.
They
weren't
actually
tied
to
the
spit
master
plan
because
we
we
went
ahead
and
did
it
so
that
it
was
ready
for
the
renewal
that
was
anticipated
at
the
spit
and
I
just
wanted
to
make
the
point
that
we've
spent
more
than
twice
at
this
point.
A
What
the
state
government
has
contributed
to
reforming
the
spit,
and
so
those
figures
will
be
able
to
be
discussed
when
we
make
consideration
for
the
budget
request
now.
But
it
did
annoy
me
a
little
that
we
have
promised
to
do
the
irrigation
for,
and
that
will
be
an
additional
cost
and
we're
already
double
the
contribution
of
the
state.
Okay,.
H
N
B
H
All
right
now,
any
other
items
to
video
separately.
M
Thanks
Mr
Mayor
item
7.1,
the
March
2023
budget
review.
I
do
have
a
question:
it's
on
it's
a
closed
item,
but
if
I
don't
mention
the
amount
I
think
the
question
would
be:
okay,.
H
H
A
A
A
A
Oh,
it's
such
a
happy
place
when
I'm
up
here.
Isn't
it
okay
right
so
where
I
was
the
mayor's
out
of
the
room
because
he
does
not
wish
to
participate
in
this
decision
due
to
a
perceived
conflict
of
interest
which
has
been
declared
so
now,
councilor,
Owen,
Jones.
B
Thank
you.
We
made
a
minor
Amendment
to
the
Strategic
Reserve
to
allocate
funds
that
have
been
received
from
the
disposal
and
the
net
proceeds
of
sale
for
72
remembrance
drive
and
those
funds
will
in
future
be
attached
to
the
city's
commitment
to
stage
three
of
the
Light
Rail,
and
so
the
references
to
72
remembrance,
Drive
proceeds
won't
repeat
themselves
in
regards
to
the
Strategic
Reserve.
But
it's
part
of
the
commitment
that
the
city's
already
entered
into

Mr
Mayor,
thank
you
for
taking
this
question.
It
wasn't
advised
earlier
because
I
had
not
seen
a
photograph,
but
during
today's
meeting
I
had
several
queries
last
night
about
a
speed
camera
being
erected
on
one
of
council's
school
signs,
the
40K
flashing,
School
Light
Signs,
and
at
the
time
that
these
queries
were
put
to
me
I
said
no.

There
were
a
few
local
residents,
it's
quite
a
big
building
and
they
don't
like
it.
Basically.
Okay.
