A
We've
got
three
closed
session
items,
there's
one
in
open
so
but
first
of
all
before
we
get
on
to
that,
of
course,
I
need
to
do
the
confirmation
or
I
don't
think,
there's
any
leave
of
absence
that
anyone's
raised.
I
think
everyone's
here
yup
and
some
extras
and
we
also
have
conflict
of
interest
declaration.
I
believe
there
is
sorry
confirmation
of
minutes.
Firstly,
so
toza
seconded
councillor,
young,
we're
happy
with
that,
would
take
the
vote,
all
those
in
favor
that
is
carried
and
then
conflicts
of
interest.
B
Yes,
I
just
declare
in
relation
to
item
7.2,
my
wife
owns
and
operates
a
film
production
company
works
exclusively
charities,
but
it
would
be
eligible
for
funding
under
the
screen.
Access
program
and
she's
actually
specifically
mentioned
in
the
referenced
report,
which
was
published
by
qut.
So
I
talked
to
the
city
solicitor
and
she
recommended
that
I
make
a
a
declarable
complete
interest.
B
Note,
whatever
they
call
it,
so
the
name
of
the
related
party
is
jude
kalman
she's,
my
spouse.
She
runs
a
company
that
may
be
eligible
for
the
program,
although
both
jude
personally
and
little
drum
pitchers,
which
is
the
name
of
her
company,
have
no
current
work
relating
to
grants
pertaining
to
the
program,
and
they
have
no
intention
of
applying
for
grant
funding.
B
A
I
believe
you
well
you've
moved
this
before
and
I
believe
that
we
did
on
a
similar
thing
where
you
said
that
your
wife
was
mentioning
the
report
and
I
believe
we
voted
for
you
to
council
vote
of
you
to
stay
in
the
room.
That's
my
understanding,
so
it
has
happened
before
so.
We
have
a
precedent
in
place
where
we've
actually
voted
on
this
and
kept
you
in
the
room.
Is
that
correct?
A
That's
my
understanding,
yeah,
I
thought
so
all
right
councillors
is
there
anyone
who
wishes
to
move
something
along
those
lines
which
basically
says
that
councillor
toza
can
participate
or
anything
contrary
to
to
that,
for
reasons
I
I
guess:
well,
I'm
I'm
happy
to
move
it.
The
councillor
towson
may
participate
in
the
decision,
despite
the
council's
conflict
of
interest
because
of
the
nature
of
the
report,
the
the
general
nature
of
the
report,
which
is
really
just
giving
a
a
an
update
of
where
the
program's
at
and
and
based
on.
A
I
think
that's
enough.
Just
the
general
nature
of
the
report.
D
A
B
A
The
general
nature
because
it
is
general
and
then,
if
we
add,
add
the
rest
of
that's
the
advice
of
the
city
solicitor
that
that
seems
to
be
in
keeping
on
the
basis.
A
C
A
A
Happy
to
second
that
thanks
councillor
young,
so
councillors
would
be
happy
to
take
the
vote
on
that
I'll.
Put
the
vote,
all
those
in
favor,
that's
everybody
and
councillor
toza
did
not
vote
so
unanimous
from
the
committee
members,
so
I
should
put
my
hand
up
too,
but
that
means
that
I'm
supporting,
obviously,
as
I
moved
it,
although
I
have
seen
people
move
motions
and
not
actually
support
the
motion.
A
We
need
to
do
a
division.
Okay,
so
even
though
I
said
everybody,
okay,
so
division,
councillor,
gates,
councillor
patterson,
councillor,
taylor,
councillor
young
councillor,
mcdonald
and
councillor
castro
against
there
is
no
against
and,
as
we
say,
councillor
toza
did
not
vote.
So,
okay,
so
moving
right
along
we're,
bringing
steve
in
I'd
actu.
I
actually
had
a
question
on
the
recommendation,
but
I've
just
been
told
that
councillor
gates
has
actually
picked
up
the
same
same
thing
and
has
already
prepared
it.
So.
C
Thank
you.
I
I
was
planning
to
delete
two
and
three
from
the
recommendation
and
simply
move
one
and
four
not
in
any
way
indicating
any
concern
with
this
item,
but
it
was
a
little
confusing
that
one
of
the
positions
was
supported
and
the
other
needed
to
go
to
special
budget.
I
think
they
both
need
to
go
to
special
budget
so
that
we
can
fund
them,
and
so
I
was
happy
to
move
that
if
I
get
a
second,
I'm.
A
A
B
Those
my
questions
actually
through
you
to
the
relevant
officer
about
you
know
it
sounds
like
there's
been
obviously
a
report
and
it's
possible
that
some
of
the
funds
for
the
additional
permanent
ftes
may
be
available
from
operational
savings,
and
is
that
like
are
we
by
delaying
until
july
1?
Are
we
impacting
our
capacity
to
support
the
film
industry
or
some
of
the
work
that
is
being
undertaken
right
now?.
D
So
through
the
chair,
so
look
it.
We
were
sort
of
in
two
minds
whether
we
put
the
story
in
the
budget
or
we
did
a
separate
report.
I
think
because
it's
such
a
good
news
story
in
terms
of
the
increase
in
these
applications
that
we
wanted
to
do.
Do
that
explanation.
The
reason
why
the
an
apologies
for
the
confusing
resolution,
but
what
what
we
were
doing
is
putting
one
position:
we've
managed
to
get
in
parameter
of
our
budget
and
one
hasn't
so
it
became
a
bit
convoluted.
So
I
think
what
you're
doing
is
fine.
D
It
doesn't
stop
anything.
I
think
we're
okay
for
the
moment
and
I
think
we're
happy
just
we
just
can
see
that
this
is
we
kept
thinking.
It's
covered.
We
kept
thinking
it's
because
events
are
being
delayed
and
we
can
see.
This
is
just
the
future,
there's
just
so
many
applications
for
events
at
the
moment,
so
we
just
we're
getting
ahead
of
it
and,
where
possible,
we're
trying
to
tell
as
many
of
those
stories
as
we
can
before
budget.
So
that's
all
we're
doing
here
today,
great.
C
C
I
was
able
to
speak
to
the
numbers
that
were
within
this
report
and
indicate
that
we'd
had
in
six
months
more
applications
than
we
had
received
in
the
whole
financial
year
for
2021,
so
392
applications
for
film
production
was
outstanding
and
it
it
just
shows
the
very
great
interest
in
our
city
in
film
and
television,
and
I
did
mention
last
night
all
credit
to
the
staff
involved
in
creating
those
global
connections
that
we
now
have
that
make
us
a
a
great
destination
for
producers
and
directors
to
bring
their
projects
to
our
city.
A
All
right,
you
take
the
votes.
We
would
take
the
vote
on
that.
All
those
in
favor
of
the
motion
on
the
screen
that
is
carried
is
a
unanimous
decision.
I
wasn't
aware
of
any
general
business
items.
If
there
were,
I
would
have
done
those
while
we
were
in
open,
but
there
isn't.
So
we
have
three
three
items
in
closed
session.
Basically
it's
commercial
in
confidence
and
and
also
for
budgetary
reasons
that
we
need
to
go
into
close
for
those
three
items.
A
So
councillors
we
will
go
back
to
well.
There
wasn't
actually
a
recommendation
for
the
presentation,
so
the
next
one
would
actually
be
item
7.2,
which
is
on
the
screen.
Counselor
tozer
you're,
happy
to
move
that
council
at
mcdonald's
you're
happy
to
second
that
councillor
toza
did
you
want
to
say
anything.
B
Yeah,
this
is
a
new
program
council
orchestra
that
seeks
to
build
the
capacity
of
some
of
the
smaller
film
production
companies
in
the
city
such
that
they
can
provide
services
to
some
of
the
larger
productions
that
we
already
attract
into
the
city
when
a
large
production
happens
in
the
city.
B
It's
actually
a
really
important
program
that
was
identified
in
a
qut
report
which
is
referenced
in
the
report,
none
of
which
is
confidential.
But
the
practical
reality
is.
This
is
a
program
that
the
industry
has
been
seeking
and
it
would
be
great
to
see
over
the
coming
two
years
it
tested
and
tried
and
found
to
fill
those
gaps
so
that
those
big
productions
that
we
are
becoming
very
successful
with
can
use
gold
coast
contractors
and
gold
coast
smaller
companies
to
augment
their
production
and
schedules
and
deliver
what
will
hopefully
be
globally
relevant
films.
A
That
sums
it
up,
yeah,
okay
councillors,
we're,
I
think,
that's
opening
and
closing.
What's
crazy,
I
think
so
yeah
so
councillors
take
the
vote
on
that
all
those
in
favor
that
is
carried
that
was
supported
unanimously
and
7.3
international
trade
investment
program.
A
A
Council
tozo
this
one's
pretty
self-explanatory.
I
would
think.
B
A
I'm
sure
it
will,
as
you
say
once
in
the
past,
have
been
very
successful
and
given
that
we
were
the
last
host
of
the
games
or
say
last
ones
are
losing
track
with
the
last
ones
or
the
one
in
between
hang
on
and
with
with
the
olympics,
of
course,
not
too
far
away.
I'm
sure
there's
going
to
be
a
lot
of
interest
in
in
sporting
teams
and
athletes
and
companies
wanting
to
come
to
the
coast
to
see
what
we've
got
to
offer,
because
we've
got
a
lot
to
offer.
A
So
all
right
councillors
we'll
take
the
vote
on
that
all
those
in
favor
that
is
carried-
and
I
don't
know
there
wasn't
in
general
business,
as
I
said
before,
so,
in
which
case
I
would
declare
the
meeting
closed,
good
timing.
