it's
not
just
because
wind
has
replaced
rain
and
we
can't
get
a
clear
run
on
the
weather
but
councillors,
one

our
stalwarts
of
neighborhood
watch.
In
fact,
the
current
president
of
gold
coast
district
neighborhood
watch
mr
peter
barrett,
who
joins
us
today
in
the
chamber
shared
with
me
some
some
very.

don't
want
to
say
disappointing,
because
it's
good
for
him,
but
some
very
sad
news
that
he
will
be
leaving
the
city
for
a
new
home
and,
unfortunately,
taking
with
him
an
enormous
amount
of
capacity
and
capability
and
institutional
knowledge
that
he's
generated
as
a
very
active
member
of
our
neighborhood
watch
movement
here
on
the
gold
coast,
mr
barrett
or
peter
his
his
contribution
to
the
city
is
not
just
around
safety.

he
departs,
I
have
to
say,
we're
going
to
have
to
deal
with
a
major
gap.
Major
gap,
not
only
in
terms
of
his
contribution
at
our
merrill,
safer
suburbs
forum,
where
he's
been
an
active
member
for
the
last
four
years
and
you
know,
makes
a
valuable
contribution
with
some
good
common
sense
comments
constantly.

But
the
neighborhood
watch
movement
here
on
the
gold
coast
is
going
to
have
big
shoes
to
fill,
and
I
think
it's
incumbent
on
all
of
us
to
help
raise
up
a
new
generation
of
leadership
in
our
local
neighborhood
watch
groups
so
that
they
have
the
opportunity
and
the
skill
set
required
to
take
on
a
leadership
role
for
this
important
city-wide
organization.

That
peta
currently
leads
peter.
You
can
correct
me
if
I'm
wrong,
but
I
think
at
last
count
we
had
just
over
50
neighborhood
watch
groups
operating
on
the
gold
coast.
Maybe
a
few
have
have
consolidated
these
neighborhood
watch
groups
legitimately
create
a
safer
city
and
they
drive
down
the
incidence
of
crime
in
the
areas
that
they
look
after
by
ensuring
that
small
problems
don't
become
big
problems.

Peter
has
taken
a
very
businessman-like
approach
to
the
way
he's
run.
That
organization
he's
built
capacity
in
those
groups
he's
actually
spearheaded
a
number
of
initiatives
and
programs
during
his
time
as
president
of
gold
coast,
district
neighborhood
watch
to
reinvigorate
the
movement
and
two
of
them
I
just
want
to
talk
about
briefly.
Is
the
neighborhood
watch
connection
day
it's
effectively
a
mini
conference
held
once
a
year
at
the
carrara
community
centre.
A
All
neighbourhood
watch
groups
are
gathered
they're
there
to
share
experiences
best
practices
to
learn
from
one
another
and
leave
more
invigorated
about
how
they
can
begin
tackling
amenity,
social
and
sort
of
crime
issues
in
their
neighborhood.
The
other
very
warmly
received
initiative
that
peter
spearheaded
is
our
shredx
secure
disposal
day
right.
So
that
happens
every
august
at
robina,
but
I
think
there's
a
runaway
bay
equivalent
now
as
well
and
many
hundreds
of
locals
are
now
taking
the
opportunity
to
securely
dispose
of
their
private
documents
and
information.

It's
actually
critically
important
that
neighborhood
watch
has
done
this
because
modern
criminals
don't
break
windows
and
they
don't
kick
down
doors,
they're,
actually,
stealing
identities
through
the
mailbox
and
electronically.
So,
by
spearheading
this
initiative,
peter's
reorientated
neighborhood
watch
to
meet
modern
threats
to
community
and
public
safety,
and
that's
been
such
an
important
initiative
on
his
part.

Now
that
he's
shed
the
the
news
formally
and
the
rest
of
the
gold
coast
now
knows
that
he's
is
leaving
because
this
meeting's
streamed
the
mayor
thought
it
was
very
important
that
as
a
city,
we
recognise
the
contribution
that
peter
has
made
to
keeping
our
community
safer,
and
the
contribution
he
has
made
is
supporting
so
many
community
groups.
Our
neighborhood
watch
groups
right
across
the
gold
coast,
the
mayor's
prepared
a
certificate
of
appreciation,
and
it's
awarded
to
peter
barrett
in
recognition
of
your
valuable
contribution
to
enhancing
community
safety
here
on
the
gold
coast.

thought
what
better
way
to
participate
in
the
growth
of
another
generation
than
to
be
here
while
they
are,
and
those
kids
have
now
grown
and
they're
starting
to
fly.
The
nest
and
the
ones
who
were
left
behind,
who
are
still
at
school
have
little
interest
in
their
grandparents
being
the
center
of
their
university,
and
so
we
had
to
decide.
What
are
we
going
to
do
we're
going
to
stick
around
now
we're
getting
into
our
80s
and
we're
thinking?

be
a
support
server
for
ourselves,
rather
than
impinging
on
our
kids
and
worrying
them
when
their
time,
when
their
term
comes
to
be
grandparents,
we
came
to
the
gold
coast
with
girls
fard,
who
was
disabled,
and
that
was
a
little
bit
of
a
difficulty
for
us,
but
we
weren't
so
welcomed
by
every
organization
that
we
joined
and
we
they
all
looked
after
after
bob,
he
was
in
a
wheelchair
and
wasn't
in
great
shape.
But
we
were
looked
after
by
the
community
of
the
gold
coast.

approval
process
where
the
signs
are
actually
posted

opportunities

people
submitters
to

forward

that
process

the
city
is
actually
bringing
forward
a
local
government
infrastructure
designation
to
to
seek
a
change
in
planning
use
of
the
site
so
that
notification
period
was
live
for
21
days
it
closed
yesterday,
we
received
in
total
15
submissions
most
of
those
fairly
global
and
not
in
relation
to
planning
matters
relevant
to
to
the
application
itself,
most
of
those
having
inquiries
in
relation
to
the
waste
recovery
center
and
commentary
in
relation
to
where
they
might
go,
etc,
etc.

we'll
provide
a
response
to
those
participants,
we
are
of
the
belief
at
this
stage
that
will
actually
not
have
a
material
impact
on
the
local
government
infrastructure
designation.
The
conclusion
of
the
consultancy
report
that
will
now
be
concluded
in
the
next
few
weeks.

is
the
first
time
our
council
has
actually
undertaken
a
local
government
infrastructure
designation
right.
We
believe
that
there
has
only
been
one
other
in
queensland
over
this
period
of
time.
Councillors
that
have
been
around

process
for
a
period
of
time
may
understand
and
recollect
ministerial
designations
or
community
infrastructure
designations.

have
been
more
utilized
in
the
past,
particularly
in
relation
to
state
government-led
projects.
The
local
government
infrastructure
designation
process,
where
council
can
actually
take
a
lead
in
that
space
is
fairly
new
to
the
planning
legislation
and,
as
indicated,
we
believe
that
there's
only
that
has
occurred
once
in
queensland
before
and
it's
certainly.
This
is
the
first
time
our
council
is
using
that
process.

Materially
the
same,
we
do
need
to
take
into
account
the
the
respective
overlays
of
the
planning
scheme
reports
need
to
be
covered
in
that
space
there
is
state
referral
requirements
which
is
we're
currently
concluding.
The
difference
being
is
that
it
is
a
probably
more
concise
notification
period
and
the
capacity
to
appeal
processes
is
different
to
what
might
normally
be
in
place
with
a
development
approval,
if
you
know
progressed
through
the
other
aspects
of
the
legislation,.

housing

being
constructed,

get
a

non-standard
development
board
that
the
state
would
put
up
and

they
require
submissions,

required
to
invite
submissions

that
appears
to
be
the

same
with
the
local
government
infrastructure
designation.

the

land

been

transfer
station
and
a
storage
space
for
materials
used
in
building
roads

a
storage
area
on
that
site
and
turn
that
into
a
land
use

primarily
for
cemeteries.

It's

necessarily

talk
about
the
places
that
we
lay
our
loved
ones
who
have
passed,
and
it's
it's
a
serious
issue
for
madrid.

southernmost
cemetery
in

city,
and
I
also
appreciate
the
public
dialogue
that
has
been
ongoing
about
the
repurposing
of
a
place
that
was
used
to
transfer
waste
to
one
of
our
landfills
and
now
repurposing

same

of
land.

this
other
much
more,
you

serious
purpose,
but
still
with
important
community
benefit.

that
well

we

able
to
repurpose
this
land
for
this
purpose
so
that
people
can
remember
their
loved

in
a
place
that
is
already
known
as
a
cemetery
we
would
have
had

conversation
about
where
we
put
another
cemetery
in
the
south
or
the
western
hinterland
of
the
city,
and
that
would
have
been,
I
think,
a
much
more
difficult
conversation,
because
I
don't
think
it's
necessarily
a
desirable
outcome
of
a
community
to
add
a
cemetery
to
it.

appreciate
that
in
the
south
and
the
southwest
of
the
city,
there
is
a
set
of
what
will
be-
hopefully
quite
beautiful,
gardens
and
and
places
to
remember
the
generations
past
and
particularly
loved
ones,

love

been
one
of
the
most
difficult
public
dialogue,
conversations
that
I've
ever
had
as
a
counselor
in
10
years,
and
I
hope
that
the
community
appreciates
how
important
this
public
service
is,

want

note
as
well

work

officers
has
been
excellent
in
helping
me
navigate
that
communication
and
be
transparent
about
the
needs
of
our
community
into

future.

on,
we

always
change
our
behavior
in
terms
of
waste
and
recycling,
but
there's
one
thing
we
can't
escape
and
that
is
dealing
with
end-of-life
issues.
So
there's
a

my
mind
and
my
thinking
a
greater
need
to
deal
with
cemeteries
than
waste
transfer
councils
will
put
that
to
a
vote,
all
those
in
favor

those
against
that's

unanimously,
and
if
we
could

would
be
great

our
dedicated
cctv
camera
trial

support
police
operations.

mayor

spokesperson

Unless
there
are
any
speakers
against

that
school
use
would
make
that
place

feel
totally
unsafe
for
the
broader
community.
Now,
when
I
made
that
investment,
I
had
an
undertaking
from
city
offices
that
there
would
be
no
right
of
use
granted
over
that
space
to
lock
out
the
community
any
further
than
they're
presently
locked
out
because
of
the
school
hours.
I
was
made
that
undertaking
in
writing.
Unfortunately,
I've
found
that
a
another
sporting
group
has
been
granted
a
permit
over
that
space
so
monday
to
friday,
outside
of
school
hours.

They're
now
running
amok
on
that
field,
and
there
have
been
huge
impacts
on
the
school
and
their
property,
not
not
great,
not
a
great
outcome.
As
far
as
I'm
concerned,
when
there
are
regular
and
organized
uses
of
our
public
open
spaces,
the
process
must
require
consultation
with
the
existing
stakeholders,
so
that
city
officers
can
make
a
fully
informed
assessment
of
the
public
interest.

Presently,
the
policy
is
completely
silent
on
this,
so
it's
not
rewriting
anything,
but
I
think
it's
plugging
a
governance,
hole
and
I'd
appreciate
your
support.
