concerns

raised

all
of
us
in
our
local
areas.

they

community
assets

Some
points

contribution

far.
First
of
all,
I
would
like
to
thank
City
officers
for
putting
together
a
really
robust,
evidence-based
policy
that,
to
my
mind,
reflects
best
practices.
If
you
have
a
look
at
the
report
counselors
particularly
page
130,
you
will
see
that
there
has
been
a
review
of
the
way
other
local
governments
deal
with
these
issues.

Thank

suppose
all
of

as
Community
Representatives
I,
think
we
can
be
very
happy
with
this
report,
because
it's
a
demonstration
that
when
there
is
an
issue
in
the
community,
we
are
alert
to
those
issues

we

use

Machinery
of
council
to
secure
good
outcomes
for
the
community.
I

bonus.
My
recollection
is
this
was
prompted
by
GB
right
Community
expressed
concern.
The
council
has
listened
GB,
compelled
a
response
from
City
officers.

now
have
an
evidence-based
policy
that
we
can
endorse
today,
and
we
didn't
just
endorse
the
officer
recommendation.
Thanks
to
the
contribution
of
councilor
Owen
Jones,
we
even
made
it
better
again
today
and
that's
democracy
working
just
on
the
policy
itself.
What
I'm
most
excited
about
are
three
things.
First
of
all,
under
the
former
policy,
whenever
funds
were
collected
from
developers,
those
funds
were
put
into
an
operational
budget
and,
as
we
know
with
an
operational
budget,
is
at
the
end
of
a
financial
year
that
money
effectively
gets
reprovided.
A
It
disappears,
but
today
what
we're
doing
is
we're
creating
a
specific
new
budget.
Center
Park
improvements,
temporary
Park
occupation,
it's
a
capital
budget,
and
this
will
ensure
that
the
fees
paid
by
developers
to
occupy
a
park
are
actually
collected
in
a
budget
that
will
not
disappear
and
can
be
drawn
on
to
deliver
actual
Park
upgrades
in
a
local
area.
In
other
words,
for
the
first
time
we
will
have
a
guaranteed
dividend
to
the
local
community
when
we're
forced
in
the
public
interest
to
consider
access
to
a
park
for
developers.
That
is
a
very
important
reform.
A

other
really
important
reform
is
that
there
is
the
utmost
transparency
now
with
the
public,
because
the
amount
of
money
that
we
collect
so
the
fees
that
are
paid
and
the
benefits
the
community
will
now
be
publicly
displayed
when
there
is
occupation
on
the
parks.
How
much
grief
did
we
unnecessarily
cop?
Because
people
had
questions,
thought
the
worst
and
went
to
the
media?

Now,
if
they've
got
a
concern
because
they
see
something
in
a
park
that
will
have
their
questions
answered
in
the
park
itself,
so
we've
ended
up
with
something
that
is
extremely
extremely
transparent,
but
council's
I
think
the
best
thing
about
this
approach,
which
is
different
to
the
way
I
think
we
would
have
landed.
Is
it's
not
tied
to
a
development
approval,
I
thought
leading
into
this
process
that
when
a
DA
is
considered,
we
might
add
a
condition
that
someone
not
would
get
access
to
a
park
but
working
with
city
offices?

That
was
a
totally
flawed
approach.
This
one
is
much
better
because
this
new
policy
applies
retrospectively
to
all
existing
DA's
that
don't
already
have
a
construction
management
plan.
So
if
we've
had
a
DA
approved-
and
it's
sat
there
inactive
for
a
couple
of
years-
and
now
they
come
time
to
activating
the
da
guess,
what
policy
applies
this
one
so
I
think
the
community
can
take
a
lot
of
heart
that
we've
landed
on
a
policy
that
works
for
them
today.

not
it's
not
going
to
attach
to
Future
developments
alone,
but
also
to
every
historic
decision
that
we've
made
as
a
council,
and
that
is
very
exciting
and
I
just
want
to

City
officers
for

providing
that

some

substantial

rutting
which
people
are
concerned
about

that's
fair
enough

think
it's
like
in
important
to
acknowledge
that
we
also
value
the
safety
of
the
Australia,
Post
delivery
drivers
and
the
stability
of
those
vehicles
and
the
efficiency
that
they're
getting
in
terms
of
being
able
to
deliver
parcels.

don't
want

take
anything
away
from
the
importance
of
Australia
posts
and
the
potential
benefits
that
are
there
for
the
drivers
and
for
that
organization.

we
at
a
council
level,
are
clearly
going
to
need

manage

impacts

think
we
need
to
come
up
with
a
uniform
approach
for
when
this
issue
arises,
what
the
process
is
going
to
be,
who
fixes
it
and
what
the

process
is
moving
forward.

concern
that
in
the
longer
term,

we're
going
to
see
not
just
the
rutting,
but
we
will
see
things
like

water
meter
boxes
being
taken
out
and
things
like
that.
If
you
get
a
piece
of
plastic,

that's

by
a
half
a
tonne
vehicle
at
any
kind
of
pace
over
time.

to
cause
us
damage
to
our
assets,
so
I
think
it's
best
that
we
try

get
onto
it
quickly
and
work
out
what
we're

to
