A
So
we
don't
have
any
apologies,
Nick
McGuire's
away
today,
so
Richard's
stepping
into
the
chair.
A
Do
we
have
any
we're
going
to
all
start
items?
We
want
to
unstar
any
of
those
counselor
on
Jones,
6.3
and.
D
A
C
Thank
you,
chairman
I'll,
be
leaving
the
room
for
this
one,
albeit
the
decisions
already
been
made,
and
it's
just
for
our
information.
I
took
a
donation
from
UPS,
with
a
donation
in
2014,
15
and
16.,
and
arcadis
and
Mitchell
Bray
in
2014-15
and
16,
so
I'll
be
leaving
the
room
and
not
participating
in
the
debate,
and
the
Declarations
should
be
there
up
on
the
screen,
because
I
have
can.
A
D
A
D
Yeah
so
chairman
for
the
record,
this
is
in
regard
to
the
investigation
areas
that
are
currently
being
undertaken.
The
studies
being
undertaken
gave
him
North
and
Highland
Park,
both
within
division.
D
Five
Highland
Park
in
particular,
is
that
element
created
quite
a
bit
of
interest
from
the
local
community
and
in
particular
about
some
of
the
environmental
values
there
I
was
just
having
a
chat
with
Mr
Clark
about
that
and
the
studies
that
are
being
undertaken
Now
by
consultants
and
if
we
might
embellish
that
work
with
input
from
the
community,
so
we'll
have
a
decision
about
that
and
how
that
might
be
processed
in
the
future,
but
I'm
pleased
with
the
crisis
that
progress
of
the
work
today
and
I
just
noted
this
memo
that's
dropped
on
our
desk
and
I.
A
Thanks
chairman
how's,
the
Gavin
North
Front
One
been
received
pretty
quietly
really.
D
Okay,
I
think
there's
a
long-held
expectation,
yeah
something's
happening,
but
yeah,
it's
a
very
divided
community.
In
regards
to
the
outcomes.
B
It
no
yeah
so
so
I
suppose
my
dealings
with
the
investigation
area
at
oxenford.
It's
just
the
long,
drawn-out
nature
of
it
and
and
the
early
expectations
that
some
folks
may
have
that
it'll
happen
quickly
and
then
also
the
counter
to
that
is
that
there's
clearly
division
in
the
community
as
to
whether
or
not
they
support
it
or
not,
and
some
of
them
don't
some
of
the
residents,
don't
necessarily
appreciate
the
body
of
work
that
needs
to
be
done
in
regards
to
the
infrastructure
networks
to
see
if
it
will
proceed
anyway.
Thank
you.
C
A
A
B
B
Nine,
it
makes
reference
to
an
attachment,
a
being
the
correspondence
from
the
building
industry
and
policy
to
the
mayor
and
I
didn't
have
an
attachment,
a
in
the
papers
so
good.
B
F
G
When
when
would
we
expect
to
have
an
opportunity
to
review
the
I
suppose
the
assessment
eligibility
framework
or
criteria
for
the
risk?
Smart
program
generally
I
appreciate
this
deals
with
plumbing
and
drainage,
but
I'm
thinking
more
in
terms
of
what
should
be
low
risk
development
applications.
F
Might
have
to
take
that
one
or
notice
Mr,
chair
and
review
the
original
report
that
we
brought
up
last
year,
sometime
I'm,
not
sure
from
memory.
If
we
had
a
time
frame
to
review
that,
but
I'll
take
that
on
notice
and
come
back
to
you.
Bye
TV.
A
H
Three
Mr
chair.
Thank
you
for
the
question.
At
the
moment,
a
single
class
1a
building
on
a
single
lot
is
designated
as
fast
track.
Plumbing
work
yeah
under
the
act.
All
this
report
or
resolution
is
asking
for
is
to
expand
that
to
include
dual
occupancies.
H
The
the
mayor
correspondence
was
returned
to
the
Department
of
Housing
and
Public
Works
just
outlined
that
that
was
a
process
that
the
city
adopted
pre.
So
under
the
plumbing
drainage
act
2002,
and
this
resolution
is
just
us
asking
to
extend
that
to
comply
with
the
requirements
of
the
plumbing
and
drainage,
Act
2018.
A
Okay,
so
sorry,
they
part
of
that
checking
process
is
that
we
check
they've
got
an
approval
for
a
secondary
dwelling.
Yes,
okay
and
then
is
there
still
a
visual
inspection
undertaken,
so
it's
an
inspector
still
goes
out
within
that
period
of
time,
correct
to
check
the
works.
Yes,
okay.
Thank
you
all
right,
any
other
questions.
Counselors
someone
like
to
move
that
moved
by
councilor,
Peter
Young
seconded
by
councilor
O'neill,
take
the
vote
all
in
favor
against
carrots
mate.
Thank
you
item
6.3.
A
A
All
right
cancels
6.3
Council
on
Jones.
Did
you
want
to
oh
I.
B
Just
have
a
couple
of
questions:
I'd
really
like
to
do
a
change
recommendation,
but
so
I
suppose.
Just
in
regards
to
the
the
background
in
February
2012,
it
says
the
council
resolve
to
approve
the
issue.
Was
that
done
through
committee
and
Council
or
through
delegation.
B
Yeah,
so
there
was
some
originally
some
minor
confusion.
The
original
advice
that
I'd
received
was
along
the
lines
that
the
2006
approval
for
17
units
had
subsequently
been
changed
to
to
be
the
the
96
dwellings
and-
and
that
made
me
even
more
nervous
because
2006
takes
us
back
to
I,
think
Council.
Just
off
to
the
ark
cancel.
The
McDonald
cancel
the
Castro.
B
Yeah,
exactly
so,
and
and
clearly
the
the
17
units,
I
suppose
reflects
the
built
form.
B
That's
happened
in
the
all
of
the
immediate
area
under
the
under
the
old
scheme,
and
this
is
substantially
different
regards
to
what
has
been
approved
under
the
old
scheme,
in
particular
the
height,
and
so
what
I'm
actually
interested
in
doing,
given
the
length
of
it
and
I
and
the
fact
that
I've
only
been
in
Council
for
11
years,
and
it
was
approved
by
the
previous
Council
on
on
staggered
in
a
way
that
it's
come
back
to
us
and
and
I'd
prefer
to
have
a
recommendation
that
the
council
does
not
approve
the
minor
change
application.
D
If
we
to
adopt
that
position,
what
is
the
legal
scenario
for
the
existing
approval.
B
B
So
this
doesn't
extinct
a
decision
to
not
approve
a
minor
change,
doesn't
extinguish
their
existing
development
rights
that
they
have
in
regards
to
the
2012
approval.
That's
been
extended
three
times,
but
it
really
does
mean
they've
got
some
400
Days
to
do
it.
D
B
Do
you
have
a
motion?
The
motion
would
be
in
the
recommendation
that
the
council
does
not
approve.
B
C
I
A
Right
any
other
questions
before
we
move
into
debate:
councilor
Ryan
Jones.
Do
you
want
to
speak
to
that?
Thank
you.
Sorry,
Peter
Young
cancel
PDM.
B
It's
not
often
that
I
ask
for
a
minor
change
to
come
to
committee
and
the
sheer
length
of
time
that's
been
involved
in
this,
and
the
the
number
of
extensions
that
were
offered
is
is
I,
think
important,
and
so,
whilst
there
were
only
two
submitters
in
regards
to
the
originating
approvals,
I
had
I
had
let
the
current
helensvale
Community
know
of
the
request
for
a
minor
Amendment
and
an
extension
of
time,
and
it
was
overwhelming
the
the
views
of
the
community
in
regards
to
the
impacts
of
this
project.
B
In
regards
to
its
existing
approvals,
let
alone
the
addition
of
another
nine
units.
The
adjacent
units
that
were
also
approved
under
the
2003
scheme
for
similar
sized
areas
contain
there
are
five
projects
in
that
Medium
density.
Zoning
that
were
approved
in
a
similar
time
frame.
Discovery
Court,
which
is
the
adjacent
property,
has
21
two-story
townhouses
Linfield
green,
which
is
up
off
at
Doylestown.
B
Place,
has
30
townhouses
two
stories:
Linfield
place
has
27
townhouses
two
stories:
Linfield
close
has
29
townhouses
two
stories
and
the
hilltop
area
has
a
mixture
of
27,
townhouses
and
detached
dwellings,
so
on
I
I,
don't
think
that
a
minor
change
that
increases
the
the
number
of
units
in
any
way
reflects
what
was
approved
under
the
2003
scheme.
B
And.
In
regards
to
the
the
2016
scheme,
which
the
property
owner
would
need
to
come
back
with
a
fresh
application,
they
would
definitely
struggle
in
regards
to
this
approval.
B
This
is
approved
height
because
the
current
2016
scheme
has
a
nine
meter
height
limit,
so
so
I
think
that
that,
coupled
with
the
transport,
what
I
believe
the
transport
impacts
on
to
Discovery
Drive
and
the
and
the
increase
in
traffic
requiring
a
U-turn
Corel
Court,
which
is
also
significantly
developed
over
the
last
10
years
since
its
approval
was
granted,
are
all
reasons
for
not
agreeing
to
the
minor
Amendment.
E
A
A
Thanks
counselors
did
anyone
have
any
questions
in
relation
to
the
delegation
decisions,
Council
pedium.
D
So
I
noted
in
the
report
that
there'd
been
a
meeting
with
councilor
McDonald
and
she
expressed
concerns
about
the
I'm
dealing
I'm
talking
about
the
first
item,
which
is
for
the
both
in
the
Gold
Coast
Highway.
This
is
1276
to
1280
Gold,
Coast,
Highway
and
Council
McDonald
identified
one
of
the
problems
she
had
with
it
was
The.
Proposal
was
3.6
times
the
density
prescribed
by
the
city
plan.
So
what
was
the
response
to
that
in
dealing
with
the
application?
I,
don't
know
if
that's
addressed
thanks
Jeff.
J
Chair
councilman
McDonald
was
concerned
with
the
prescribed
density
listed
by
the
city
plan,
which
is
an
RD3
area.
That's
the
performance-based
solution,
but
the
office
has
assessed
it
against
the
overall
outcomes
of
the
code
and
was
determined
to
to
satisfy
those
requirements
in
terms
of
meeting
the
overall
outcomes
for
density
in
terms
of
yeah
capability
of
the
infrastructure
impacts
on
transport,
Network,
Etc.
G
G
No,
not
public
advertising,
but
but
I
thought
that
there
was
so
the
clock
starts
ticking
once
a
D.A
is
lodged
right.
So
it's
not
impact
accessible
right.
Correct
clock
starts
ticking
I
understood,
though,
that
the
clock
is
paused
during
particular
periods
and
the
blackout
period
might
exist
over
the
Christmas
New
Year
break
so
that
the
community
and
Council
potentially
has
more
time
to
come
to
a
decision.
J
Through
the
chair
that
does
exist,
there
are
two
slight
differential
differences
in
the
blackout
period.
One
is
for
public
notification
that
is
a
little
bit
longer,
but
the
other
one
is
no.
Business
days
exist
and
it's
generally
from
just
before
Christmas
to
a
couple
of
days
into
January.
So
there
is
a
blockout
period,
but
it
is
a
week
10
days,
something
like
that.
Not
a
substantial
period.
Yeah
no
worries.
A
Council,
so
Richard
just
has
advised
that
there
is
some
content
in
that
memo
that
is
confidential
in
nature,
but
only
a
very
small
amount.
So
we
will
deal
with
that
current
version
of
the
memorandum
as
being
confidential
document
and
then
do
you
think,
will
you
just
send
an
amended
version
with
that
crossed
out
or
something
or.
E
Yeah,
it's
only
one
item,
so
one
investigation
area
so
I
can
pull
that
out.
If
that's
easier,
so.
