A
Councillors
I
haven't
heard
from
councillor
casper.
He
might
be
here
at
any
moment,
but
we
might
start.
A
A
Of
course
he
is,
of
course
he
is.
Can
I
welcome
visitors
to
the
committee
councillor
donna
gates,
council,
william
jones
council,
pauline
young
and
councillor
brooke
patterson.
A
Any
problem
with
the
minutes,
if
I
style
them,
no
corrections.
Okay,
I
might
start
that
as
well.
Conflict
of
interest
declarations
are
there
any
I
haven't
received
any
you
haven't
received
any
director
okay,
so
we
have
one
two,
three,
four,
five,
six.
D
Through
chair,
no
we've
actually
well,
it
depends
on
what
site
you're
talking
about
at
reedy
creek
landfill,
we've
recently
completed,
works
to
actually
connect
the
whole
of
reedy
creek
landfill
up
to
the
sewage
system.
So
it
goes
directly
into
the
series,
so
we've
removed
all
cartage
from
that
site
at
stapleton.
D
We
can't
connect
up
to
the
sewerage
system.
We
still
cart
from
that
side,
but
that
is
a
split
between.
We
actually
cart
to
the
coomba
bar
treatment
plant
and
discharge
there
up
to
a
certain
amount
and
then
the
the
remainder
we
use
private
providers
to
take
away.
C
D
Which
treatment
plan
it
goes
to
kumba
bar
as
well.
Okay,
thanks.
B
Thank
you.
So,
on
page
27
there
is
a
favorable
adjustment
for
electricity
that
I
think
from
my
reading
of
the
paragraph
is
going
to
be,
is
favorable
this
month
and
it'll
be
written
back
in
next
month.
Is
that
right,
that's
correct,
and
is
that
also
reflected
in
the
energy
management
units
financials
and
item?
Seven,
that's
correct,
and
so
it
talks
off
an
administrative
markup
having
been
reduced
and
then
a
requested
change
who
requested
the
change.
D
We
were
requested,
we
we
had
reduced.
We
proposed
a
reduction
which
we
incorporated
into
our
budget.
The
rest
of
council
did
not
incorporate
those
changes
into
their
budget,
and
then
we
were
requested
that
that
that
markup
returned
to
what
it
previously
was.
B
So
the
markup
was
established
by
effectively
corporate
finance
as
opposed
to
the
business
unit
yeah.
So
I
suppose
I
was
the
obvious
question
is
when
you
say
we.
I
read
this
to
be
you're
both
of
the
entities
so
so
you're,
both
energy
management
and
what
is
water
and
sewage.
So
the
wii
is
you,
but
it's
not
you.
It's
corporate
finance
telling
you
something.
A
C
E
Thanks
cheer
good
morning,
just
a
question
to
through
to
the
director,
obviously,
we've
had
the
state
government
budget
last
night
and
there's
determination
not
to
continue
the
waste
levy
paid
to
councils
beyond
12
months
this
coming
financial
year
so
and
some
movement.
It
seems
from
the
lgaq
to
engage
with
the
state
government
and
discuss
the
matter,
and
so
one
of
the
directors
got
any
thoughts
or
comments.
You'd
like
to
offer
in
response
or
relation.
C
D
I
look
to
be
honest:
nothing
at
this
stage,
a
counsellor.
Obviously
the
budget's
only
just
come
out.
We're
we've
actually
got
a
meeting
with
minister
scanlon's
office
later
this
week,
friday,
where
we
want
to
raise
a
number
of
issues,
including
the
the
waste
levy
and
future
directions,
etc.
D
But
we've
we've
got
no
further
intelligence
or
information.
Apart
from
what's
been,
you
know,
published
yesterday
we'll
we'll
look
through
that
and
and
see
what
we
can
glean
from
our
sources
as
to
what
may
be
happening.
A
D
Look
unfortunately,
it's
with
the
minister's
staff.
The
minister,
in
the
first
place,
requested
a
briefing
from
us
that
hasn't
been
able
to
be
organized
for
whatever
reason,
so
it
is
actually
with
her
staff.
B
Because
I
think
we
discussed
this
previously
about
so
she's,
the
only
member
of
government
on
the
gold
coast
and
it's
her
portfolio
and
we
are
going
to
be
significantly
impacted
by
potentially
a
future
decision
of
the
state
government
and
it
just
made
sense
that
we
provide
some
information
regards
the
impact
on
our
community.
So
I
don't
know,
maybe
through
you
chair
to
councillor
peter
young,
do
you
know?
Do
you
know
megan
well
enough
to
see
if
we
can
arrange
for
a
meeting
with
her.
B
E
A
F
Met
with
councillor
sorry,
I
met
with
the
minister
in
her
office
in
brisbane
to
talk
about
local
issues
and
particularly
springbrook,
and
some
of
the
environmental
things
going
on
and
asking
her
opinion
on
those
sorts
of
things.
As
an
aside
to
that,
she
requested
some
information
in
relation
to
water
and
waste,
and
I
it
was
me
who
asked
paul
to
make
contact
with
the
office
and
trying
to
make
it
not
political.
I
said
look,
it
might
be
best
that
I
don't
get
involved,
I'm
not
the
chair
of
water
and
waste.
F
I
engage
with
minister
scanlan
on
local
issues,
not
on
those
broader
city-wide
issues,
so
you
know
I
I
left
it
to
mr
heaton
and
his
team
to
liaise
with
the
minister's
office.
It
might
maybe
it
would
be
worth
you.
F
A
B
And
I
thought
that
we'd
also
previously
suggested
that
the
mayor
write
to
the
minister
about
it
as
well,
so
I
don't
know
whether
or
not
that
that
happened
as
such.
So
I
suppose
clearly
there's
the
lgaq,
as
you've
said,
have
issued
a
statement.
Yesterday,
the
the
brisbane
lord
mayor
issued
a
statement.
This.
A
B
So
I
think
that
now's
the
time
to
be
at
least
having
that
type
of
conversation
and
clearly
after
the
our
budget's
handed
down,
it's
probably
a
conversation.
You
know
we
need
to
definitely
be
having
with
our
community
and
that'll
happen
through
consultation.
A
D
Through
your
madame
chair,
well,
we
we're
actually
drafted
a
letter
to
the
minister,
which
covers
often
a
range
of
environmental
issues,
that
we
have
canvassed
and
discussed
at
committee
that
that
led
us
in
final
draft
which
we're
about
to
forward
to
the
mayor's
office
for
his
consideration.
Okay,.
F
G
Madam
chair,
you
to
the
director,
I
was
wondering
if
he
could
give
some
information
now
or
might
be
able
to
put
a
briefing
note
out
to
councillors
on
an
update
on
the
bulky
curbside
collection.
Just
noting
there'd
been
a
few
little
issues
in
the
last
four
to
six
weeks.
That
we'd
been
receiving
some
correspondence
from
offices
on
about
where
how
things
were
going
and
what
was
going
on
just
to
get
an
update
of
where
that's
at
and
if
those
issues
have
been
ironed
out.
D
If
I
can
take
that,
I
notice,
I
think
yep
well
aware
of
the
issues.
They've
had
a
change
in
personnel
and
they
were
still
struggling
with
some
of
their
supply
chain.
D
We
hope-
and
we
believe
that
we've
got
through
those
those
challenges
at
this
point,
but
it'd
be
timely
to
bring
back
a
paper,
because
the
committee
recently
approved
to
move
it
from
a
trial,
which
is
what
it
was
for
the
first
12
months
into
a
contract
for
the
next
two
years.
D
A
Yeah,
just
before
I
go
to
councillor
patterson,
I
know
I've
had
a
few
complaints,
not
a
lot,
but
quite
a
few
through
my
division,
just
a
show
of
hands
how
many
councillors
have
had
complaints.
Recently,
complaints
about.
F
H
You
through
you
chair,
I,
I
asked
you
about
this
informally,
but
I
just
thought
it
makes
sense
to
bring
it
up
the
consideration
of
curbside
collection
in
gated
communities.
My
understanding
was
that
it
would
report
would
be
brought
after
this
12-month
thing.
So
if
we
could,
I
don't
know
whether
it's
in
that
briefing
or
if
it's
an
additional
report,
if
we
could
just
table
it
that
that
would
also
come
with
your
recommendations
on
that.
D
Again,
we've
been
engaging
with
the
vendors
around
this
issue.
They've
got
a
number
of
ideas
about
how
that
might
work,
or
we
might
expand
it
so
to
be
appropriate
to
incorporate
in,
in
the
one
briefing
note
and
for
committee's
consideration,.
D
It's
for
you,
madam
chair.
I'd,
have
to
go
back
and
validate
the
numbers,
but
off
the
top
of
my
head.
Our
capacity
rated
capacity
is
about
22
mega
liters
a
day.
I
think
our
current
inflow
is
around
17
or
18
mega
liters
a
day,
so
we've
got
some
head
room.
Our
our
strategy
with
eleonora
is,
in
all
honesty,
to
continue
to
divert
catchments
away
from
the
elenora
treatment
plant.
D
D
The
the
problem
we
have
at
eleanor
now
is
that
there's
no
doubt
you're
aware
all
those
from
the
south
we've
lost
a
huge
amount
of
land
surrounding
that
plant.
So
council
is
now
facing
significant
future
costs
to
upgrade
and
or
expand
that
plant.
D
C
D
B
D
Through
your
madam
chair,
no,
we
have
a
50-year
infrastructure
plan
for
sewage
treatment
and
networks,
and
we
have
a
comprehensive
program
to
provide
that
that
capability.
The
the
real
message
is
that
the
provision
of
that
capability
is
going
to
be
extremely
expensive
compared
with
how
we've
done
it
in
the
past,
because
we
are
now
constrained
in
land,
which
essentially
means
we
have
to
knock
down
and
build
more
intensive
processes
which
require
greater
energy
and
and
more
expensive
equipment.
B
So
could
I
do
you
have
a
report
proposed
at
all
in
regards
to
so
we've
got
clearly
initial
conversations.
Having
regards
to
the
plans
for
stage
four
of
light
rail,
do
you
have
any
report
that
you
intend
to
bring
forward
in
regards
to
that
catchment
area
and
and
future
design
or
capacity.
D
Look:
we
don't
we
weren't
necessarily
planning,
but
we
can
absolutely
do
that.
We
we
do
have
detailed
planning
reports
and
and
strategies,
as
I
said,
obviously,
kumba
bar
we're
building
the
the
large
stage
and
and
at
some
point
it'd,
be
useful.
If
committee
were
interested
to
go
out
and
have
a
tour
of
the
works
at
kumba
bar,
it's
it's
now
at
a
interesting
stage,
rather
than
just
digging
holes,
we
have
clear
plans
for
duplication
at
pimpama.
D
We
have
clear
plans
for
augmentation
at
merrimack
and
diversion
of
flows
to
merrimack,
and
we
can
certainly
bring
a
you
know
a
summary
of
those
to
committee
for
their
interests.
I
think
it
would.
A
Be,
I
think,
they'd
be
very
useful
and
I
think
a
tour
of
kimoba
would
be
really
really
good
if
everybody's
interested
in
the
committee
yeah.
