at
this

board

hear
comments

the
public.
We
ask
that
each

would
also
ask
that
speakers
refrain
from
using
this

to
criticize
or
complain
about
a
specific
employee
by

interested

is

or
to
debate
issues

this

son

the
one
in
the
level

and
my
son

you

in
the
video
of
what
happened
to
him.
That
trauma.

This
is
not
right,
it's
not
fair!
You
know
a
child
will
feel
like
that,
but
that's
something
my
family's
living
through
every
day
and
some
of
you
shared
this
story,
your
grandparents,
you
have
children
of
your
own,
just
put
yourself
in
my
shoes
and
think
every
night
you
don't
get
enough
sleep,
because
you
have
to
get
up
and
hold
your
child
because
he's
terrified
telling
you
mom
I,
think
they're
in
the
house.

Yes,
but
I
live
what
every
day
with
my
son
I'm
so
scared,
because
their
school
retaliated
against
me
so
many
times,
I
can't
even
comment.
I've
been
fighting
behind
closed
doors
with
the
school
staff
principal
teacher,
to
do
the
right
thing
by
my
son
to
give
my
son
that
equal
opportunity
and
the
education,
my
son,
will
be
a
fifth
grader
and
he's
only
reading.
I
live
okay,
I
have
okay.

When
I
asked
her
school
so
many
times,
I
followed
the
policy
in
the
handbook
by
the
special
education
written
asking
for
my
son
to
be
tested.
My
request
is
always
getting
denied
or
we'll
get
to
it.
I
had
to
take
that
matter
to
my
hand,
to
prove
the
school
my
son
has
disability.
My
son
needs
the
help.

I
had
to
go
figure
on
outside
source
that
tests,
my
son
I
brought
it
to
the
school
to
prove
to
them,
and
the
teacher
was
not
happy
with
me
and
I
saw
was
the
principal
I
said:
I
retaliated
against
this
charges
that
was
brought
to
my
against
my
child.
In
March
of
this
year.
Much
sex
doll
forever
hold
my
heart.
My
son
was
tortured.
That's
how
I
see
it
public
might
not
see
it
like
that.
Others
might
not
see
it
like
that.

When
my
son
called
me
at
12:30,
this
incident
happened
at
9:25
based
on
his
IEP
and
his
policy.
He
has
safe
program.
If
they
can
reach
me,
the
coracle
see
if
they
will
come,
then
get
him
if
they
thought
he's
danger
to
himself
or
others.
But
that
was
not
the
case.
He
was
just
a
boy
who
loved
one
of
the
teachers
and
he
does
not
want
to
work
with
the
other
teacher.

That's
the
truth
of
the
story
of
what
really
happened.
So
when
I
came
to
the
school,
find
my
son
have
a
bloody
elbow.
His
hands
was
all
skins
from
getting
handcuffed
and
thrown
underground.
I
couldn't
believe
it.
My
son
soldier
still
messed
up
from
the
answer.
We
go
to
physical
therapy.
His
doctor
told
me
he
might
not
heal
from
then
his
shoulder
he'll
have
difficulty.

This
is
a
kid
who
loves
to
play
in
the
backyard
with
his
friends
and
shoot
basketball,
but
he
can
do
it
just
a
little
bit
because
his
shoulder
hurt
so
bad
the
trauma
my
son
endure
that
day,
I
will
never
forget,
and
then,
when
I
came
to
the
school
at
one
o'clock,
to
find
out
what
happened
to
my
son,
the
principal's,
like
we're
gonna
charge
him
for
what
no
explanation,
no
documentation
of
what
happened.
That
day,
he
charged
my
son,
a
handcuff.

My
son
in
front
of
me
did
not
read
his
rights
and
handcuffed
him
and
said
we're
taking
him
to
jail.
We'll
take
him
to
detention
center.
Those
people
did
the
sentence.
Center
was
shocked.
They
were
like.
We
never
see
a
child.
This
young
we're
terrified
for
him
because
there's
18
year
old
kids
in
here
that
really
commit
a
crime.
What
is
your
son's
crime?
I?
Don't
know
because
nobody
told
me
it
was
all
a
cover-up,
because
you
know
what
I
walk
into
the
school
I
saw.

We
went
to
court,
the
judge
looked
at
me
and
said:
ma'am
you
can
take
your
son
home.
We
went
home,
they
give
me
a
public
defender
who
thought
I
didn't
know
about
a
justice
system.
I
may
be
a
single
black
mother,
but
I
have
a
knowledge
when
it
comes
to
the
criminal
justice
system.
I
refuse
what
the
juvenile
system
was
trying
to
offer
me.
We
deal
with
no
proof
of
evidence.
My
son
committed
the
crime
he's
accused
of
I
refused
to
take
it.

I
fought
back,
I
went
to
court,
they
told
me
you
have
to
take
the
deal.
I
decided
the
only
way
I
can
do.
This
is
to
hire
a
private
lawyer.
I
get
a
second
job
on
the
weekend,
because
I
want
to
make
sure
that
the
justice
is
served
because
my
son
did
not
do
what
they
say.
He
did
he's
a
kid
that
will
tell
you
the
truth.
He
will
tell
you
if
he
did
something
wrong,
then
he
cried
and
told
me.
Mommy
I
didn't
do
it
when
he
was
in
Descendants.

You
know
what
he's
asking
for
connecting
a
spongebob
blanket
does
not
know
what
he
did,
but
that's
trauma.
My
son
went
through
I
had
to
fight
it.
My
lawyers
thought
I
was
crazy
when
I
say
no.
What
move
this
court
this
case
for
the
juvenile
court?
Let's
go
to
the
district
court
in
front
of
a
real
judge
and
if
the
judge
rule
against
my
son,
then
we're
going
to
court
we're
going
to
trial.
They
looked
at
me
and
thought.
I
was
joking
as
a
comic
mother,
with
the
gut
feeling.

Something
is
hiding
then
comes
that
video
I
don't
know.
If
some
of
you
seen
it
or
not.
My
son
didn't
touch
anybody
in
that
video.
My
son
did
not
punch
anybody.
He
was
a
terrified
boy.
When
he's
his
lawyers
asked
him.
What
were
you
trying
to
do
in
that
video
I
just
wanted
to
leave
and
go
call.
My
mom
cuz
I
was
so
scared.
I
want
to
get
out.

It
was
a
terrified
little
boy
who
just
wanted
to
go
out
of
that
room
and
call
his
mother,
but
they
didn't
do
that.
They
didn't
give
him
that
chance
to
go.
Do
so
instead
to
treat
him
like
a
criminal,
but
that's
what's
going
on
within
our
school
system
when
I
go
to
that
juvenile
court
I
see
a
lot
of
our
children
of
color
sitting
in
that
table.

It
shocks
me.
He
ate
me
the
justice
juvenile
court
system.
After
seeing
my
strength
and
fighting
for
my
son,
they
asked
me
we
want
somebody
like
you
on
our
juvenile
justice
team.
Would
you
be
open
to
that?
Being
our
committee
and
when
I
hear
the
DMC
reports,
when
I
hear
how
many
of
our
children
of
color
are
getting
sent
to
the
juvenile
court
system
by
the
school,
it
made
me
sick
to
my
stomach
first
time,
I
shared
with
the
team.
What
my
son
went
through.

We
talk
about
safety.
It's
been
a
hot
topic.
Two
days
after
I
came
out
publicly
with
my
son's
story.
The
superintendent
of
North
Dakota
announced
going
around
making
a
tour
of
safety
and
I
I
really
applaud
her
on
that
one
and
I'm
looking
forward
to
attend
some
of
those,
because
we
can
talk
about
safety.
We
see
numbers
of
teachers
getting
hurt
at
the
school
that
they
announce
it
to
the
public,
but
our
children
were
never.
They
never
announced
how
money
before
children
getting
hurt
in
school.

So
we
know
we
know
that
there
are
teacher
shortages,
not
just
regionally
but
nationwide,
and
we
know
that
many
many
districts
start
the
school
year,
not
having
filled
all
the
positions
they
have
opened
because
we
know
that's
that's
a
reality.
In
Fargo
we
have
a
couple
of
factors
which
exacerbate
this
shortage.

Faa
is
deeply
concerned
about
the
number
of
resignations
we
have
coming
through
and
that
will
continue
to
come
through.
We
grieve
the
loss
of
our
educators
for
ourselves.
The
support
professionals
for
the
administrators,
particularly
though
our
children
will
feel
the
loss
of
our
educators,
whether
they've
been
with
us
five
years
or
20
years,
I,
don't
understand
all
the
complexities
of
chickens
and
eggs
in
that
relationship
there,
but
I
do
know
a
few
things.

districts
in
North,
Dakota
Fargo,
is
the
only
one
that
is
facing
2018-2019.
Without
a
contract
in
place
for
the
school
year.
We
can't
hold
teachers,
we're
not
under
contract
and
I
know.
School
starts
next
week
and
I
know
that
this
Thursday
we've
got
a
chance
to.
You
know,
make
an
agreement
on
a
ratify
book
contract
thanks.

You
very
much
at
your
table.
You
know
it
on
the
table,
as
people
came
in,
there
was
a
handout
of
the
diagram
that
we
talked
about
about
at
the
board
work
session
and
just
wanted
to
give
you
a
quick
update
on
where
we're
at
with
that
again,
as
you
look
at
that
diagram,
the
process
or
the
workflow
that
we
intend
to
do
would
be
to
start
on
the
left-hand
side
and
almost
simultaneously
have
two
different
task
forces
working
together.

Both
of
those
task
forces
really
are
designed
to
start
with
the
needs
that
we
have
in
our
community
and
start
with
a
conversation
about
what
those
needs
are
then
compare
and
contrast
to
how
we
are
currently
filling
those
needs.
Then,
from
there
talk
about
what
services
we
might
need,
if
that
is
people,
if
that's
professional
development,
if
that's
structure
and
so
on,
and
really
to
talk
through
that
and
then.
Finally,
at
the
end
of
those
conversations
it's
to
come
back
and
talk
about
okay,
how
does
that
come
together?

In
a
set
of
recommendations,
and/or
a
plan
moving
forward
for
both
of
those
task
force's.
As
a
reminder,
we
are
planning
to
pull
gather
a
group
of
community
members
and
already
we've
had
many
parents
who
have
volunteered
through
email
or
phone
calls
that
they'd
be
willing
to
serve
on
one
of
those
two
committees.

So
we
will
pull
that
all
together
and
then
we
have
already
scheduled
our
first
meeting
to
talk
about
the
membership
for
the
early
childhood
special
education
meeting
or
task
force.
The
plan
will
be
by
the
end
of
August,
beginning
of
September,
is
to
send
out
those
invitations
and
to
contact
everyone
who
has
put
their
name
in
or
suggested
that
they'd
like
to
be
part
of
it.
We
then
will
plan
to
begin
those
task
force
meetings
in
September
through
December.

We
hope
to
have
those
two
groups
complete
their
work
and
that
work
then,
would
be
a
set
of
recommendations
to
move
forward
to
that
task
force.
That
is
in
the
middle
of
that
diagram,
and
that
would
be
the
building
capacity
and
usage
committee.
They
will,
as
a
group,
really
begin
to
look
at
those
sets
of
recommendations
from
both
of
those
committees.

information
that
we
get
from
our
demographer
to
talk
about
the
city,
how
we
are
growing
the
number
of
students
in
each
of
our
different
neighborhood
schools,
talk
about
information
from
our
city
planners
and
then
use
all
of
that
information
to
again
create
a
set
of
recommendations
to
share
with
you,
the
board,
everything
from
potential
boundary
changes,
potential,
different
use
of
buildings
and
so
on,
and
then
all
of
that
information
from
those
three
working
groups
will
help
us
redefine
our
long
range
facility
plan.
On
the
back
of
that

shared

you,
the
template
for
those
different
task
forces.
So
just
as
a
reminder,
the
different
types
of
groups
that
we
will
invite
to
the
the
group,
the
committees
to
work
from
parents
to
state
members
to
community
members
who
work
with
specific
organizations
and
then
from
our
staff
as
well.
So
we
have
taken
the
information
that
we
shared
with
you
at
the
work
session.

have
begun
to
pull
together
those
names
and
collect
the
names
of
individuals
who
have
volunteered,
and
we
have
calendar
already
kind
of
a
steering
committee
to
pull
that
together,
so
that
we
can,
by
the
end
of
this
month,
beginning
of
nen's
next
month
send
out
those
invitations.
So
just
wanted
to
give
you
a
quick
update
of
where
we're
at.

do
know,
though,
that
we
may
get
more
volunteers
than
we
are
able
to
have
on
each
of
those
task
force
groups
working
together,
so
what
we
will
do
once
they
begin
their
work,
because
we
will
make
sure
that
there's
a
landing
page
on
our

portal,

that
our
community
can
see
the
work
that's
being
done.
They
can
see
the
minutes
of
those
meetings.
They
can
see
some
of
the
documents
that
are
being
developed
so
we'll
do
our
very
best
to
share
that
information
with
our
community
great.

meetings

be
open,
similar
to
what
other
meetings
that
we've
had
in
the
past
it
may
come
down
to,
as
we
look
at
some
of
the
different
groups
of
members
that
we
hope
to
invite.
Some
will
be
those
members
who
are

leadership
positions
if
that
happens,
to
be
protection,
advocacy
from
family
voices
and
so
on.

it
comes
to
parents-
and
we
have
a
large
number-
we
may
have
to
do
a
random
generation
of
people,
because
there
could
be
more
volunteers
than
spots
that
are
available,
but
we'll
certainly
try
to
accommodate
as
much
as
we
can.
Sometimes
when
the
group
gets
too
large.
The
conversation
is
stifled,
but
again
we'll
want
to
communicate
that
we'll
want
to
share
that
on
a
landing
page
on
our
website.

came
out,

Schatz
was
superintendent
at

time.
Originally
he
did
have
an
initial
meeting
to
to
bring
some
of
the
group
together.
Through
that
conversation,
it
was
determined
that
we
would
not
move
forward
with
that
type
of
application,
and
then,
from
that
point
forward
he
had
been
the
the
lead
person
with
those
conversations.
So
that
was
just
a
continuation
of
that
conversation
that
he
had
and
the
thought
that
we
would
not
apply
for
those
opportunity.

did

back
up
a
bit
when
I
used
to
be
on
the
school
board.
I
worked
really
hard
to
try
to
get
this
bill
more
workable
for
our
school
district.
It
seems
to
be
working
well
for
public
schools
that
have
the
space
to

services
and
those
more
rural
schools.
I
did
study
which
ones
participate,
but
as
the
chair.

this
would
be
a
natural
thing
to
have
a
conversation
when
we
talk
around
early
childhood
special
education
and
that
task
force,
which
then
may
lead
us
to
a
year
from
now
making
a
different
decision.
Some
of
the
recommendations
might

work

our
partners
see
if
we
can

them

the
table.

I
would
see
a
natural
conversation
through
that
task
force
for
this
year,
though

think
this
might
be

that

grant

provide

bills
that
they're
thinking

GAC
meeting.

strinden
is
a
candidate
in
our
district
as
well.

I
have
been
pulling
together,
everything

I
can
think
of
for
GAC,
whether
I
would
have
been
chair

it's
gonna

next
meeting
set
up
so
with
the
committee
like
me
to
send
out
a

best
way

go

I
think
that
every
committee
is
going
to
need
to
work
on
setting
future
meeting
dates,
for
some
might
have
something
I'm,
not
quite
sure,

that
was
something

I

to
request.

meeting
dates
set

it's

regular

That
was

reasons

requested

liaison
position

Franklin's
PTA

PTA
meeting
last
night
and
it's
Shane's
first
year
as
the
head
principal,
so
he
seemed
pretty
excited.
It
looks
like
an
engaged
board,
some
of
the
things
that
he
shared.
He
is
working
on,
like
I'm
gonna
screw
this
up
either
climate
or
culture
for
his
school
and
really
working
on
the
culture.

the
culture
in
the
school,
but
the
next
phase
is
involving
the
students
and
their
participation.
So
they're
doing
some
great
things.
There
John
Nelson
has
done
a
great
job
and
it's
a
change
awesome
as
well.
So
I'm
really
excited
that.
That's
my
rotation
this
year,
because
I
sat
in
the
same
lunchroom
for
my
meeting
as
I
sat
in
in
the
seventh
eighth
and
ninth
grade
back
then.

the
community's
welcome

health
insurance
committee
met
last
week,
maybe

they
needed
to
consider
since
Blue
Cross
Blue
Shield
of
North
Dakota
is
no
longer
offering
the
current
dental
plan
that
employees
are
offered.
The
committee
needed
to
consider
the
two
bids
that
were
in
front
of
them,
and
so
there
was
a
decision
made
to
move
forward
with
Delta
Dental.
The
good
news
is:
there's
no
change
to
the
dental
premiums
for
2019.

So
please
can
be
happy
about
that
and
then
the
medical
renewal
was
discussed
and
it
will
be
in
the
proposal
or
the
recommendation
to
the
board
that
the
proposed
health
increase
would
be
4%
to
both
plans
so
much
lower
than
last
year,
which
was
good
to
hear
and
that
the
contributions
would.
The
recommendation
will
be
that
they
continued
to
remain
the
same
for
the
HSA.
That's

In
some
cases
and
I
apologize
I
tried
to
get
a
copy
of
the
forum
that
actually
is
going
to
be
handed
out
to
all
school
boards
at
the
end
of
October.
So
I
could
share
with
our
board
early
and
I'll.
Try
to
bring
that
to
the
next
meeting
and
I've
also
been
involved
with
two
of
the
governor's
sub
task
force
for
their
bigger
innovation
task
force.

One
is
the
community
place-based
education
group,
which
is
really
about
getting
our
students
and
our
teachers
out
of
our
buildings
into
our
communities,
I
hate
to
use
the
term
hands-on
learning,
because
it's
not
always
a
hands-on
experience,
but
it's
to
understand
that
there
are
lots
of
opportunities
in
the
community
for
our
curriculum
to
be
exposed,
and
that
may
be
a
more
engaging
way
for
students
to
learn,
and
it's
also
probably
a
good
way
get
the
community
involved
in
supportive
of
k-12
education,
I
think
we'll
have
probably
at
least
one
more
task
force.

them.

I
think
we're
supposed
to
have
a
report
back
into
the
governor's
office,
I
believe
by
the
end
of
September,
on
that
particular
one
that
I'm
also
on
the
I,
can't
remember
what
they
call
this
one.
But
it's
really
focused
purely
on
what
can
we
do
to
become
more
innovative,
think
outside
of
the
box
and
expand
CT
opportunities
throughout
the
state?

This
one
is
not
quite
as
robust
as
the
community
place-based
education
for
a
couple
of
good
reasons.
I
think
we've
all
been
hearing
that
kind
of
the
poster
child
for
innovative
education
originally
was
Harrisburg,
South,
Dakota
and
then
obviously
northern
Cass
has
kind
of
tried
to
follow
that
model.
I
have
not
bothered
to
find
verification
on
this,
but
I've
been
assured
by
a
couple
people
on
the
committee
that
approximately
40%
of
the
staff
at
Harrisburg,
South
Dakota,
is
not
returning.

This
fall
due
to
the
problems
are
having
with
behavior
classroom
issues
in
this
unstructured
new
world.
That's
unfolding,
they
haven't
had
that
problem
by
the
way
at
northern
Cass
at
all.
But
of
course
northern
Cass
is
a
much
smaller
school
district
than
Harrisburg,
which
is
much
smaller
than
Fargo.
So
I
think
that
group
is
really
struggling
primarily
because
there
are
a
lot
of
superintendents
in
that
group.
We
already
believe
their
districts
are
innovative
and,
quite
frankly,
I
agree
with
them,
but
we're
still
kicking
around
Carnegie
units
we're
kicking
around.

Is
there
a
different
way
to
get
a
fayed
credit
if
you're
a
varsity
basketball
player
without
having
to
go
to
gym
class
and
those
type
of
areas
where
maybe
we
can
find
some
relief
inside
the
current
rules?
In
terms
of
what
is
required
for
graduation
Carnegie
units
keep
coming
up,
as
maybe
a
quasi
stumbling
block
to
innovation,
and
although
there
were
also
innovators
that
are
pretty
sure
you
can
take
the
Carnegie
units
and
innovate
with
those.

So
I
don't
know
where
that
groups
gonna
go
and
just
a
heads
up
state
cat
committee
is
going
to
be
meeting
I
believe
on
August
28th
I,
don't
know
yet
how
many
proposals
might
have
come
in
from
other
school
districts.
I
know
we
didn't
submit
any
I
think
there
are
at
least
one
coming
out
of
the
State
Board.

was
very
interesting
to
hear
the
West
Fargo
Moorhead
and
Fargo
revitalizations
on
their
downtown
areas,
so
that
was
that
was
really
neat
to
see
what
they're
doing
and
and
how
it's
gonna
all
look
once
once
it's
done
so
that
was
really
neat.

had
prior

stuff
I
had
to
take
care
of
so
I'm
sure
you
guys
all
had
a
great

the
prior
to
art
in
the

legislative
people
in
the
park
on
Saturday.

was
very
hot,

it
was
very
fun.

activities
for
everybody
to
do.

Hawthorne

and
basically
just
getting
all
that
in
order
and
getting
my
trying
to
get
my
meeting
set

for
them
and

summer
internship
celebration
for
the
pay
program,
which
is
philanthropy
and
youth
through
the
Berrie
foundation
we
had.
Let's

they
started
their
intern
program
in
20
in
2009,
with
about
five
or
six
interns,
and
now
they
have
at
least
double
of
the
double
the
number
any
rate.

was
a
fantastic
about
a
90-minute
program,
followed
by
a
lunch
with
pretty
much
all
of
these
interns.

I'll

plus
it's
a
fun
colored
book.
So
it's
entertaining
to
look
at
and
of
itself,
but
we
had
students
from
all
of
at
least
presenting
from
all
three
Fargo
South,
North
and
Davies
in
regard
to
their
internships
and
fun,
to
just
listen
to
these
kids
they're,
so
fabulous
and
they're,
so
they're
so
interested
in
being
involved
in
the
community,
and
they
talk
about
that.
