Description
Fargo Public Schools - Board of Education Meeting - Live Broadcast - July 9, 2019
A
C
A
D
A
Well,
refresh
you
at
this
time
the
board
will
have
comments
from
the
public.
We
ask
that
each
speaker
who
has
signed
up
to
address
the
board
state
their
name
and
address
for
the
record.
We
would
also
like
that
speakers
refrain
from
using
this
form
to
criticize
or
complain
about
a
specific
employee
by
name.
The
board
is
interested
in
your
comments
and
will
listen
carefully,
but
is
not
obligated
to
respond
or
debate
issues
in
this
forum.
Should
you
desire
a
written
response
to
a
specific
question?
D
Take
maybe
a
minute
and
a
half
of
X
I
talk
really
fast,
so
thomas
lawrence,
I
reside
at
27,
119,
half
Street
north
here
in
Fargo
I
currently
have
the
I
privilege
of
serving
on
the
building
capacity
usage
task
force.
This
is
I,
believe
the
you're,
the
third
or
fourth
task
force
I've,
been
on
with
the
school
district
I've
seen
a
lot
of
good
things
come
out
of
a
lot
of
these,
and
you
know
some
frustrating
things
as
well
and
that
tighten
my
involvement
with
the
engaging
with
the
schools.
D
The
principals
and
I
remember
when
we're
on
the
on
the
task
force.
Originally
the
facility
planning
task
force
and
there's
the
board
members
here
that
I've
served
on
that
with
that
those
are
not
ranked
on
purpose,
because
each
one
of
them
is
they.
They
are
all
important
and
by
ranking
those
I
overheard.
A
lot
of
members
on
that
task
force
that
went
basically
went
down
the
list
and
all
this
must
be
the
reason
it's
up
higher
here.
D
Getting
a
little
ahead
of
myself?
There
and
I
believe
there's
too
little
emphasis
on
the
walkable,
safe
routes
and
neighborhood
schools.
Majority
of
this
was
talking
about
middle
school
and
high
schools
and
some
people.
They
said
it
was
an
elementary
or
elementary
school.
Only
well
I.
Remember
when
we
did
that
for
the
guiding
principles.
D
It
was
emphasized
for
elementary
schools,
not
only
elementary
schools,
so
in
talking
with
middle
and
high
school
principals,
they
have
concerns
that,
if
these
boundaries
in
another
administration,
if
these
boundaries
get
too
far
away
from
the
middle
and
high
schools
that
have
adversely
affect
a
student's
ability
to
be
there
for
after-school
activities,
seek
after-school
help
academically
if
they
need
to
other
issues.
Is
that
because
of
transportation,
the
only
concerns
coming
out
of
that
task
force?
Was
it
that
the
smallest
and
I
had
dr.
D
gross
and
I
had
few
conversations
about
this,
but
the
the
smallest
biddle
school
feeds
the
largest
high
school,
and
we
didn't
really
have
a
lot
of
conversations
on
the
building
usage
and
capacity
when
it
came
to
just
CBE
and
if
are
there
plans?
Is
there
a
way
that
we
can
expand
CBE
so
that
it
better
feeds
Fargo
South
better
if
he
is
the
highest
capacity?
D
The
plan
for
CTE
itself
is
still
a
it's
stolen
work
stole
a
thing
in
flux,
and
we
had
discussions
about
that.
Taking
some
of
the
burden
off
of
the
overcrowded
schools,
because
you
know
the
number
is
twelve
hundred
and
eleven
hundred
school
of
just
hypothetically
here
as
far
as
capacity,
but
if
those
kids
are
going
someone's
cause
it
going
to
South
that
takes
some
of
that
burden
away.
Go
for
that
for
that
school
day.
So
those
are
fewer
kids
that
are
in
the
seats
in
that
school.
At
that
particular
time.
D
Part
of
my
recommendations
coming
on
to
this
task
force
is
my.
You
know,
I
thought
they
need
to
come
here
and
I'll
make
my
voice
heard.
Having
served
on
that
task
force,
probably
just
above
and
beyond,
of
what
was
in
that
report.
It's
right
now
a
table.
Any
secondary
school
boundary
changes
until
we
know
where
CTE
is
going
because
I
have
a
disruption
for
families
and
students
alike,
seriously.
Consider
adding
capacity
to
CBE,
since
it
does
feed
the
largest
high
school.
D
Any
changes
changes
should
keep
K
through
twelve
together
as
much
as
possible.
Elementary
through
high
school
I
understand
that
it
gets
a
little
trickier
within
the
amount
of
elementary
schools
out
there
are,
but
once
the
you
know
you
reach
at
least
middle
school,
you
should
try
and
keep
those
children
together.
So
you
don't
break
apart
social
groups,
sports
groups,
everything
else,
bringing
back
together
back
and
forth
like
that,
because
they're
really
resilient,
but
it's
something
that
it's
probably
unnecessary.
D
Let's
see
here,
one
thing
to
consider
is
promoting
the
use
of
the
petition
process.
If
you
have,
you
know,
families
that
live
down
south,
but
they
work
up
north.
They
might
not
know
about
the
petition
process
to
have
their
their
children
go
to
a
school
on
the
north
side.
I
know
there
are
a
lot
of
parents
said
just
that
they'll
just
in
dealings.
You
know
every
day
at
our
local
grade
school
neighborhood
school
that
they
did
not
know
about
petition
process
move
one
school
to
another.
D
When
tons
as
going
into
this
the
eyes
representing
McKinley-
and
we
were
under
the
understanding
that
this
was
going
to
be
all
inclusive
boundaries
and
building
usage
task
force,
we
didn't
know
that
we
weren't
going
to
touch
elementary
schools.
So
I
just
want
to
take
just
a
couple
seconds
to
get
some
thoughts
in
on
this
because
of
the
over
an
overemphasis
large
emphasis,
there
wasn't
diversity
for
this
task
force.
D
D
All
these
schools
are
within
close
proximity
of
each
other
and
in
many
cases
the
safest
and
fastest
routes
to
the
school
for
those
children
are
not
where
they
end
up
going.
There
are
cases
were
trolling
up
in
the
North,
Side
economy
or
20
is
Woodcrest
up
there.
They
drive
past
McKinley
to
get
to
Washington.
There
are
children
that
live
in
the
van
Raden
properties
that
have
to
cross
both
Broadway
and
32nd.
To
get
to
McKinley
versus
going
to
Longfellow,
which
is
you
know,
the
for
all
intents
and
purposes
is
the
same
distance
away.
D
D
A
F
Yes,
thank
you.
Excuse
me
per
our
board
policy.
The
canvassing
committee
contacted
each
member
of
the
board
to
determine
the
willingness
of
each
eligible
board
member
to
serve
in
the
role
of
president,
or
vice
president
for
2019
through
2020,
the
following
members
were
reported
as
willing
to
serve
in
the
position
of
president
that
would
be
Rebecca
Knutson
and
Robin
Nelson,
and
the
following
members
announced
that
they
were
willing
to
serve
in
the
position
of
vice-president
myself
and
Kristy
Ulrich
/
GP
e,
an
election
of
each
position,
will
occur
by
sign
paper
ballot
tonight.
E
C
C
C
E
Sure
I
have
about
three
things
on
the
superintedent
report:
first
off
I'd
just
like
to
acknowledge
Fargo
public
schools
activities
director
Todd
Olson.
He
was
recently
named
the
activities
director
and
the
director
in
the
nation
for
this
past
school
year
and
if
you
know
Todd,
you
know
it's
a
very
well
deserved
award
and
I.
Think
the
article
that
was
published
did
a
great
job
of
saying
that
his
focus
has
always
been
on
students
first
and
and
that's
Todd
through
and
through.
So
just
wanted
to
congratulate
him.
E
We're
certainly
proud
to
have
him
as
serving
our
students
in
Fargo
public
schools.
Secondly,
I
know
that
this
week
there's
been
some
coverage
around
a
level
D
facility
and
just
want
to
provide
the
board
with
an
update.
I
know
that
I've
kind
of
communicated
with
the
board
of
where
we
are
it
hasn't
been.
There
aren't
any
new
updates.
Since
our
last
task
force
administration
continues
to
work
with
West
Fargo,
public
schools
and
regional
partners
to
see
how
can
we
provide
a
setting
to
provide
level
D
services
for
our
students,
whatever
updates
that
are
provided?
E
Those
were
information
that
will
be
provided
to
the
board
in
our
long
range
facilities
plan.
So
it's
there's
really
nothing
new.
However,
I
just
wanted
to
kind
of
clarify
some
of
those
things
that
we
are
looking
at
a
school
that
serve
students
for
neurobiological
disorders
that
can
be
inclusive
of
cognitive
disabilities,
autism,
emotional
disturbance,
and
it
would
be
a
school
where
students
are
based
place,
are
based
on
their
IEP
team
and
for
a
small
subset
of
our
student
population,
and
that's
really
just
the
gap
in
services
that
we
don't
offer
in
our
district
per
I.
E
D
a
law,
so
it's
not
as
cool
just
for
challenging
behaviors
or
that
we're
arbitrary
decisions.
Kind
of
get
made
for
placements,
and
one
of
the
top
critical
attributes
coming
out
of
our
task
force,
which
is
important
for
us,
is
to
make
sure
that
the
IEP
team
has
clear
entrance
and
exit
criteria
that
would
be
followed
in
the
school
and
also
have
an
opportunity
for
students
to
transition
back
and
forth
as
special
education
should
be.
E
The
placement
for
students
should
be
their
IEP
should
be
progress,
monitored,
monitored
and
then
based
on
how
the
students
are
performing
that
we,
the
IEP
team,
gets
to
make
those
decisions,
and
all
of
those
things
would
hold.
True.
I
also
wanted
to
clarify
that
this
isn't
a
school
where
Fargo
public
schools
would
change
any
of
their
practices
or
policies
prohibiting
seclusions
or
our
policies
on
when
restraints
occur.
We
follow
national
guidelines
and
we
have
policies
that
prohibit
seclusions,
and
that
wouldn't
happen,
regardless
of
any
school
that
we
offer.
D
E
Three,
our
school
districts
always
had
the
fortune
to
have
a
strong
relationship
with
the
plains.
Art
Museum,
all
of
our
students
could
participate
through
the
Center
for
creativity
there
at
the
elementary
level
and
they
go
through
a
different
grade
levels
and
do
different
projects.
So
our
plains-
Art
Museum
here
in
Fargo,
is
going
through
a
facility's
master
planning
process
and,
as
we
engage
in
that
work
and
continue
to
strengthen
our
powers,
our
partnership
with
the
school
district
they've
asked
me
to
join
their
board.
E
C
B
C
Opposed
no
motion
carries
with
the
approval
of
consent
agenda.
We
approved
the
minutes
of
the
regular
meeting
from
June
25th
the
human
resource
actions
and
in
the
annual
or
biannual
authors
or
authorizations
and
designee
Asians
due
to
official
newspapers
and
banks
and
depositories
item
6d
with
it.
That
was
also
included
on
there,
so
that
is
the
homeless
liaison
authorization
so
on
to
the
business
section,
Building
Authority
membership
member
number-
six-
it
is
the
time
of
year
when
we
need
to
renew
our
memberships,
and
everybody
should
have
that
document
in
front
of
them.

A
C
B
For
those
that
are
looking
for
ways
to
fill
your
afternoons,
July
15th
noon
and
at
the
new
City
Hall,
there
is
going
to
be
a
presentation
put
on
regarding
the
land
development
code
study,
that's
underway,
and
our
briefing
on
what
they're
calling
projects
I
have
no
clue
what
projects
are
going
to
be
briefing
on.
But
if
you're
free
at
noon
on
July
15th-
and
you
want
to
get
a
sense
of
where
the
city's
heading
on
some
of
their
big
issues.
You
might
want
to
stop
down
there
and
that's
it.
Since
the
last
board
meeting.
A
C
B
C
Okay,
well,
I,
didn't
I,
didn't
really
come
prepared
with
the
president's
report
for
obvious
reasons,
but
I
am
gonna
pass
out
the
prepared
one
from
Rebecca
and
then
a
letter
that
I
have
to
you
from
the
FPS
foundation
and
as
these
are
going
around.
This
is
just
a
copy
and
paste
from
Cory
Ernst
at
the
FPS
foundation.
She
is
coordinating
our
walk
into
my
future
event,
which
is
under
the
umbrella
of
our
seeds
for
Hope
program.
This.
C
These
are
after-school
programs
for
children,
a
grades
K
through
five,
and
it
has
to
do
with
student
savings
accounts,
college
savings
accounts
through
the
Bank
of
North
Dakota
and
bringing
all
the
kids.
And
yes,
we
do
bring
1,400
kids
to
campuses
around
the
community
and
we
would
love
you
to
stop
by
and
visit.
C
These
are
great
ways
for
these
students
at
younger
and
younger
ages
to
explore
possible
CTE
opportunities
and,
and
this
year
it's
at
M,
States
I,
believe
so
that
that
what
should
have
some
great
perspective
for
for
our
little
our
little
step
that
go
in
those
schools
and
it's
it's
going
to
be
an
exciting
day.
I
trust
me
it
last
year
at
NDSU
it
was,
it
was
great
fun
and
the
kids
had
a
lot
of
fun
and
then
they
also
talked
about
college
planning,
and
a
lot
of
stem
considerations
are
in
there
too.
C
So
that
is
just
an
invitation
on
behalf
of
the
Fargo's,
the
Fargo
public
school
boards
foundation,
Fargo
Public,
Schools
Foundation
and
my
organization
and
the
Y
and
the
Bank
of
North
Dakota
so
other
than
that
any
highlights
on
Rebecca's
previous
presidents
report.
I
think
it's
all
there
have
you
do
you
need
any
other
updates
from
RSVPs
Amory.
G
One
thing
I
would
know
late
in
the
day
here,
I
got
a
communication
from
the
city
that
there
may
be
a
need
to
push
back
the
joint
meeting
from
next
week
due
to
some
of
the
changes
at
the
Park
District.
So
they're
gonna
communicate
more
with
me,
hopefully
tomorrow,
as
they
look
for
alternative
dates
just
due
to
some
of
those
changes,
so
my
apologies
I
know
that
date
has
been
changing
for
you.
You
know,
unfortunately,
we're
not
the
ones
hosting
that
so
we'll
look
to
join
them
when
we
have
an
updated
date.
