A Central Bank Digital Currency (CBDC) is a new form of digital money with a central bank liability. The goal is to retain all the benefits of central bank money (especially no default risk) and pushing beyond this by improving on multiple dimensions: Settlement Efficiency, Robustness, Privacy, Compliance, Accessibility, and Programmability to name a few.
This workshop is run by blockchain engineers at Banque de France and IBM. The event provides a technical presentation and feedback on the Banque de France Venus CBDC experiment and how Hyperledger Fabric addresses many of the requirements for CBDC use cases. In this talk, we will show how Hyperledger Technologies helped build a CBDC, how it was used to orchestrate interoperability with HTLC, and will offer a deep-dive and hands-on session on the Hyperledger Fabric Token SDK lab.

Creating a Retail CBDC Prototype With Hyperledger Fabric - Imre Kocsis, Budapest University of Technology and Economics
While the debate about CBDCs has been going on for years now, there are very few publicly accessible implementations. This was even more true in 2021, when in a research cooperation with the Hungarian National Bank (MNB), a team at the Budapest University of Technology and Economics (BME) set out to create one - as a prerequisite for researching the future applications of CBDCs in smart contract ecosystems. Join for this talk Imre Kocsis, a lead expert of the team who created this hybrid CBDC prototype, who gives a tour of the design goals, design decisions and the implementation. The technical highlights include an Ethereum-style pseudonymous CBDC ledger over Hyperledger Fabric; financial institutions acting as CBDC minters (by conversion) and end-user transaction relays; and financial institution based "bridging out" of a CBDC to a permissioned Ethereum network, using Hyperledger Cactus. Performance figures are also provided. Maybe even more importantly than a proof-of-feasibility for a Fabric-based retail CBDC, many open questions became apparent; e.g., the regulatory compliance of private blockchains "trusted" with CBDCs. An overview of these challenges will be also given.

Hyperledger Iroha: Enabling CBDC and FinTech Use Cases - Makoto Takemiya, Soramitsu
This is a technical talk discussing in detail the architecture of Hyperledger Iroha and how Iroha is designed to enable CBDC and FinTech use cases. First, notable use cases of Hyperledger Iroha in the Bakong CBDC in Cambodia, as well as numerous proofs-of-concept are used as examples of what Iroha is capable of. Next, the architecture of Hyperledger Iroha v2 is explained. Making Distributed Ledgers Interoperable Using Weaver (Hyperledger Labs) - Venkatraman Ramakrishna, IBM
The emergence of DeFi and CBDC have created a pressing need for blockchain/DLT interoperability. Several research and development efforts have focused on this challenge, as interoperability is a key ingredient for Web3. In this talk, Ramakrishna will present the unique value proposition of Weaver, a Hyperledger Labs project, and show how it advances the state-of-the-art in DLT interoperability by enabling almost any cross-network operation using a combination of basic interoperability modes. He will describe the Weaver architecture, built on design principles of network self-sovereignty, avoidance of DLT modifications, and eschewing trusted mediators and third-party blockchains. Ramakrishna will show how Weaver implements protocols for cross-network data sharing, asset exchange, and asset transfer, leveraging the networks' native consensus mechanisms. These protocols have been used and validated by the Bank of France and HSBC to communicate ledger state and effect delivery-vs-payment across the boundaries of CBDC and securities networks built on Fabric and Corda. He will conclude the presentation with a list of features and supported DLTs in Weaver and the project's future roadmap.

US Digital Currency: Opportunities, Challenges and Strategies - Jim Mason, DTCC
Working in the DLT / blockchain space delivering solutions on different platforms, Jim will review the digital currency landscape with a focus on FinTech solutions for CBDC ( Central Bank Digital Currency ) in the US. CBDCs have been researched by many countries and a few have implemented a CBDC. With the US Executive Order in March 2022, the goal is now to understand the value of a US CBDC in the economy, financial markets and trade and recommend how a CBDC should be implemented. We will identify CBDC directions from the Executive Order and the research the Federal Reserve and other organizations delivered. The Digital Dollar Project, a partnership of Accenture and the Digital Dollar Foundation, is leading the discussion and exploration on US CBDC with other organizations including DTCC. We’ll review work on a Fed Coin, the Hamilton project ( OpenCbdc ) reviewing scalable architecture concepts for a CBDC and the Lithium project ( part of the Digital Dollar Project ) which uses CBDC for immediate settlement of security trades between parties that can be regulatory compliant. Attendees will get a deeper understanding of the goals, challenges and potential benefits of US CBDC.

In April 2021 The Eastern Caribbean Central Bank launched its live CBDC across several island nations. Bitt as the technology partner for this effort built and designed the CBDC which Stephen Phillips, VP of Special Projects, detailed for us in his previous presentation in early 2021 (view here https://wiki.hyperledger.org/display/CMSIG/2021-01-27). Design patterns provide a framework for solving known problem statements. Blockchain proves to be useful and revolutionary in various industries and use cases including but not limited to Supply Chain, Trade Finance, CBDCs, Health care, etc.The major architectural consideration for blockchain-based software applications is, what data and smart contracts should be kept on-chain and what should be kept off-chain. A random design pattern causes tradeoffs among quality attributes. The patterns of the known real-world use cases, from the problem statements to discussions on what makes the problem difficult, its solutions and consequences, and the possible ways to design around multiple platforms and Hyperledger DLTs will be discussed.In addition to that, we also identify the governance design process that could be adopted by someone who is deploying a business in a blockchain network.

Digital Currency Interoperability With Messages - Vipin Bharathan, dlt.nyc
Digital currencies include crypto-currencies, stablecoins, eMoney and CBDCs. There is some interoperability between these systems today. Stable coins, for example, help fiat to crypto-currency interoperability. Most of this interoperability has been created in an ad-hoc fashion. The operators who facilitate this interoperability extract costs. A general description of the challenges facing digital currency interoperability is followed by a deep look at one of the current trends in implementing interoperability; message based interoperability. DLPC to ISO 20022 based systems to xcsi, a Hyperledger labs proposal that was created to formalize the semantics and syntax of such a message based system.

Digital currencies include crypto-currencies, stablecoins, eMoney and CBDCs. There is some interoperability between these systems today. Stable coins, for example, help fiat to crypto-currency interoperability. Most of this interoperability has been created in an ad-hoc fashion. The operators who facilitate this interoperability extract costs. A general description of the challenges facing digital currency interoperability is followed by a deep look at one of the current trends in implementing interoperability; message based interoperability. DLPC to ISO 20022 based systems to xcsi, a Hyperledger labs proposal that was created to formalize the semantics and syntax of such a message based system.

Lessons Learned Launching Bakong, a Hyperledger Iroha-based "synthetic CBDC" - James Edwards, Soramitsu Helvetia AG
Dr. Edwards will address challenges and opportunities facing Bakong, a "synthetic CBDC" built by Soramitsu and the National Bank of Cambodia with Hyperledger Iroha at its core. Bakong utilises a two-tier architecture in which digital currency is created and transactions are written on a ledger maintained by the central bank, while KYC and retail account management are handled by commercial bank partners, taking advantage of Iroha's robust permissions system. This allows Bakong to achieve many benefits of a CBDC without the risk of disintermediation. After reviewing the system's socio-technical context, Dr. Edwards will discuss the task of building a consortium of 21 commercial banks within a fragmented payments ecosystem. He will then introduce next steps for Hyperledger Iroha-based fast payment systems, including a cross-border use-case and some potential features of Iroha v2.

Distributed ledger technologies can without doubt deliver on the mechanics of peer-to-peer transactions. The real issue is creating an ecosystem with a level of transparency and security that consumers, regulators and companies trust. The closer you move to central banks and fiat currencies, the higher the barriers to buy-in and deployment.
