Revenues for transportation services like transit and tolling are down 90% in some US cities. The forecasts for the next 12 to 18 months are poor at best, with some of the hardest hit agencies seeing revenues of only 20-40% of their normal levels. Federal assistance may come, but for now it’s focused on sectors deemed more critical. Recovery for transportation agencies will depend on a return of mobility, new levels of operational efficiency, and the ability to capture every possible transaction. Hyperledger Member Milligan Partners will talk about how blockchain technology can enable everything from ensuring a safe workplace; to reporting on ridership, traffic, and revenue; to system interoperability and agency coordination in smart cities—all with the goal of recovery from the economic impacts of COVID-19.

hopefully
we
can
bring
a
new
perspective
to
working
with
hyperledger
and
bring
some
of
our
experiences
to
the
table.
Milligan
partners

technology
and
operations
consulting
firm.

work
with
toll
roads,
departments
of
transportation,
transit
agencies,
that's
our
that's
the
core
of
our
work,
so
we'll
be
talking
a
lot
about
transportation
today
and
how
things
have
been
affected
by
code.

Personally,
I
started
20
years
ago
in
transportation,
working
for
the
north
texas
tollway
authority
and
then
started
consulting
some
time
after
that.
That
experience
has
always
it
instilled
in
me
public
service
and
the
virtue
of
that
and
what
it
means
to
really
participate
in
government
service
and
how
it
works
in
transportation.
And
so
that's
that
idea
really
carries
over
into
what
we
do
today
and
there's
a
lot
of
things
about
hyperledger
that
really
resonate
with
that
there's
something
very
egalitarian
about
it.

It's
in
the
idea
of
everyone
needs
to
share
a
transponder
id,
and
everyone
needs
to
know
the
status
of
that
id
and
the
updates
to
it
are
incremental
state
changes
and
then,
once
you
know
that
you
can
exchange
transactions
and
so
up
for
us,
a
light
bulb
went
off,
and
that
was
when
we
we
started
in
2016.
We
wrote
a
white
paper
for
toll
interoperability
and
then
shortly
thereafter,
realized
hyper
ledger
for
us
was
the
way
to
go.

They
had
a
digitized
prescription,
program,
pharmaceuticals.
You
could
get
your
prescriptions
and
whatnot
and
finland
did
the
same
thing
with
the
same
blockchain
technology
they
were
using
and
they
said
hey
we're
both
doing
the
same
thing.
We
should
be
interoperable
and
technically
they're
using
the
same
systems.

It's
the
same
information
that
it
should
be
very,
very
easy.
It
took
them
10
years
to
do
that
and
that's
the
same
kind
of
problem
we
have
in
tolling
of
it's
it's
just
hard
politically
to
make
those
changes,
and
you
have
a
lot
of
little
things
that
are
different
when
you
think
about
the
discount
programs,
all
the
regional
rules
of
you
know.
You
have
veterans
discounts,
you
have
discounts
based
on
license
plates,
you
have
discounts
based
on
where
you
live.

Maybe
the
direction
of
travel
even
and
all
those
things
factor
into
the
complications
of
the
rules
around
how
you
handle
your
customer,
how
you
handle
disputes
when
you
have
interoperable
transactions
it
just
it
gets
to
be
very
complicated,
and
then
you
add,
on
top
of
that,
some
of
the
technology
challenges
of
different
parts
of
the
u.s
handle
their
tolling
technology
in
different
ways,
and
so
what
we've
seen
is
they're
interoperable
regions.
You
have
the
northeast
with
easy
pass.
You
have
the
southeastern
states
in
in
a
pocket.

You
have
the
central
states
from
texas
up
and
then
you
have
the
west
coast.
You
have
california,
that's
interoperable
and
then
now
you're,
beginning
to
have
washington
state
oregon
clobbing
on
to
that
interoperable
region.
So
it's
happened
in
groups,
but
doing
it
across
the
country
has
been
challenging.

That
was
our
main
focus
and,
and
it
was
really
efficiency
being
able
to
do
something
that
would
make
it
easier
for
all
the
agencies
involved
and
it
would
equal
out
the
larger
agencies
and
the
smaller
agencies.
That's
another.
One
of
the
points
of
friction
is
the
smaller
agencies.
Don't
always
get
the
same
voice
as
the
larger
agencies.

Larger
agencies
do,
and
so,
with
a
with
a
blockchain
system
you
can,
you
can
handle
the
transactions
on
a
peer-to-peer
basis
and
with
smart
contracts
with
the
chain
code.
We
wrote
in
our
proof
of
concept,
you
can
do
things
like
fees
and
different
arrangements
on
a
peer-to-peer
level
instead
of
having
to
do
it
in
a
blanket
way
across
the
board.

are,
we
all
are
so
that's
probably
a
good
moment
to
to
ask
you
about
this.
I
mean
you
know.
Obviously
we
most
of
the
countries
entered
lockdowns,
some
of
them,
like
my
country,
I'm
living
in

uk
are
still
in
lockdown
and
it
doesn't
seem
like
it
will
pass
anytime
soon.
Obviously,
we
stopped
traveling
and
we
stopped
also
being
comfortable
being
in
public
transportation.

Thankfully,
a
lot
of
toll
roads
have
reserves,
and
especially
some
of
the
larger
agencies
are
going
to
be
okay,
but
there
are
agencies
that
rely
on
revenue
from
other
agencies
and
they're
hit
much
harder,
especially
in
the
new
york
area.
There's
a
lot
of
crossover,
and
so
those
agencies
are
going
to
have
a
harder
time
dealing
with
the
prolonged
drops
in
revenue.

So
I
guess
you
know
there
are
strategies
around
convincing
people
to
use
public
transportation
more
that
I
would
imagine
that
this
is
kind
of
one
of
the
first
things
right.
We
just
have
to
convince
people
to
start
using
what
what
is
the
thinking
there
is
there
like
if
there
is
there
a
just
human
solution
to
this
problem,.

Where
you
know
before
covet
19
everything
was
moving
towards
ride.
Sharing.
You
know
trying
to
move
people
into
different
modes
of
transportation
to
handle
congestion
to
get
vehicles
off
the
road.
You
know,
especially
in
europe
they're
looking
at
sustainability
emissions
guidelines,
and
things
like
that.

Now
that
we're
in
this
new
world
of
operating
public
transportation
is
not
that
attractive
and
it's
not
even
recommended
so
now
things
like
ride
sharing
are
more
difficult.
One
of
the
things
that
we've
seen
is
autonomous
vehicles.
That
idea
is
actually
gaining
ground
because
it
could
be
a
solution.
So
some
of
the
restrictions
for
that
the
regulations
are
being
looked
at
to
hopefully
be
relaxed
from
a
toll
road
perspective.

It
can
be
a
cost
savings
mechanism
when
you
think
about
what
a
digital
id
could
do
for
a
customer
account
and
tolling
and
to
have
something
where
it's
a
common
id
across
all
systems
and
that
interoperability
and
what
that
can
bring
not
just
to
tolling
but
to
other
transportation
services.
That's
something
that
we
really
see
is
a
potential
for
efficiency
and
reduction
in
cost
when
it
comes
to
back
office
operations
and
what
you
have
to
maintain
and
keep
track
of.

yeah,
that's
interesting,
so
going
back
to
daniel's
question.
Could
you
provide
an
example
of
what
interoperability
means
from
a
driver
perspective
going
through
at
all,
or
is
this
solution
seamless
or
an
invisible
to
them,
and
what
would
they
say
see
what
would
they
see
or
notice
differently
or
what
opportunities
might
the
solution
be
to
this
type
of
stakeholder.

So
when
I
was
gonna
say
from
an
opportunity
standpoint,
the
local
interoperability
could
impact
a
customer
in
a
much
greater
way.
You
could
do
things
like
tying
together
transit
and
parking
and
tolling
any
basically
any
user
fee
transportation
service
could
be
all
serviced
if
you
had
a
customer,
a
digital
customer
id
that
could
you
know
that
would
be
so
much
easier
if
you
had
one
app
that
you
could
deal
with,
especially
I
live
in
new
york
city.

That's
one
of
the
big
challenges
is
right
now
there
are
two
basically
two
ways
to
identify
a
vehicle.
You
have
your
transponder
or
you
have
your
license
plate
and
you
are
associated
to
your
vehicle
in
two
ways,
with
the
agency,
the
toll
agency
that
you
have,
where
you
have
an
account
and
you're
associated
to
your
vehicle
through
the
department
of
motor
vehicles
and
those
things
you
can
see
how
I
just
explained
it
there's
a
lot
of
cross
over
there.

There
is
no
one
place
to
do
everything
and
that
actually
creates
issues
for
toll
roads
when
it
comes
to
collection.
So
when
we
talk
about
maximizing
revenue,
if
it
was
easier
for
a
toll
agency
to
know
who
the
customer
was
and
to
know
for
sure
which
vehicle
belonged
to
which
customer
their
cost
of
collection
would
go
down
tremendously,
that's
actually
one
of
the.
When
you
look
at
their
the
life
cycle
of
the
transaction
once
it
goes
into
trying
to
track
down
who
owns
the
vehicle?
That's
where
your
costs
go
up.

Yes,
they
they
probably
come
the
farthest
along
with
that
idea.
That
idea
and
that
moby
being
a
consortium
that
includes
a
lot
of
car
manufacturers,
has
a
lot
of
weight
to
get
that
done.
The
challenge
lies
with
the
dmv,
and
that's
really
you
know
where
I
started
out:
it's
the
politics,
the
that's
really
the
hurdle
to
get
over,
because,
if
we're
successful,
even
in
one
state,
it
doesn't
mean
that
you're
going
to
be
successful
in

other
states
and
that's
a
it
has
to
work
everywhere.
For
that
to
be
successful,.

We
talked
to
folks
in
florida
about
it
and
we
do
a
lot
of
talking
at
the
trade
organization
meetings.
Ibta
is
the
international
tunnel
bridge
tunnel
and
turnpike
association,
and
so
the
word
is
out
there.
It's
it's
encouraging.
This
year,
ibta
actually
chose
to
create
a
blockchain
working
group,
and
I
was
honored
to
be
asked
to
be
the
chair
of
that,
and
so
there
is
a
there's,
a
there's,
a
there's,
an
awareness
now
that
wasn't
there
a
few
years
ago.

So
one
of
the
things
we're
doing
in
the
working
group
is
actually
we
created
a
lab
and
we're
taking
this
opportunity
with
the
working
group
to
do
things
like
test
hyperledger
for
different
use.
Cases
get
agencies.
Maybe
it's
not
the
whole
agency,
but
if
we
have
certain
individuals
from
different
agencies
that
want
to
be
part
of
the
working
group
and
work
in
the
lab,
that's
what
we're
trying
to
do
is
educate
and
engage
conversation
and
build
awareness
really
because
right
now,
it's
about
building
awareness
and
getting
people
to
understand
the
benefits
of
this.

know
one
of
the
things
that
having
having
worked
for
a
toll
agency
myself,
I
understand
the
local
importance
of
what
those
agencies
do
now
being
out
of
that
and
look
at
it
looking
at
things
in
a
broader
spectrum.
It's
very
easy
for
me
to
say:
oh
everyone
should
do
this,
but
that
sometimes
doesn't
take
into
account
what's
very
important
at
a
local
level,
and
so
when
you
talk
about
incentives,
that's
that's
the
challenge
to
deal
with
is
a
state
may
not
care
right
now,
because
they
have
other
things.
They
have
bigger
fish
to
cry.

speaking
of
politics,
do
you
know
how
it
works
around
the
world.
I
mean
it's
kind
of
an
interesting
thing
right,
because
states
are
kind
of
one
country,
but

states
and
europe
is
kind
of
whatever
50
different
countries,
but
we
are
connected
through
theoretically
through
the
european
union.
So
do
you
know,
is
it
if
it's
solved
similarly
differently?
What's
what's
the
deal
there.

Tolling
tolling
itself
works
differently
around
the
world.
From
the
perspective
of
in
the
u.s.
Most
of
the
toll
agencies
are
government
agencies.
They
have
the
right
of
way
for
the
roads,
they
operate
the
roads,
they
collect
the
revenue,
they
do
everything
in
europe
and
other
parts
of
the
world
like
asia
and
australia.

You
have
concessions
where
you,
you
may
have
a
government
that
essentially
says
I'll
lease
this
road
to
you,
you
build
it,
you
operate
it,
you
collect
the
tolls
and
you
keep
the
revenue
to
pay
back
the
investment
and
that's
that's
the
model
in
europe
and
in
most
other
places,
and
then
china
is
a
very
large
market
for
tolling
and
has
various
models
there
too.
But
when
you
look
at
when
you
look
at
the
world,
the
pockets
would
be
the
united
states.

That's
a
good
question
what
we
have
found,
and
at
least
in
our
discussions
with
the
private
companies
that
do
that
they're
interested
in
the
bottom
line,
what's
going
to
make
their
operations
more
efficient
and
they
look
at
it
from
their
network
of
roads.
So
if
blockchain
technology
is
going
to
help
them
be
more
efficient
on
their
projects,
then
they're
interested
in
it,
but
they're
not
really
interested
in
being
interoperable
with
other
companies,
and
that's
where
some
of
the
rub
comes
in.

When
I
started
off,
I
said
blockchain
can
be
a
very
egalitarian
thing:
it's
it's!
When
you
talk
about
distributed
networks
and
everyone
working
together
in
a
consortium
to
do
this,
that's
that
doesn't
always
jive
with
the
profit
model,
and
so
it
really
is
something
that
we
look
at
as
a
a
public
service
enhancement
tool
and
not
so
much
something
that's
going
to
be
as
attractive
to
a
private
company.

What
we
have
found
after
I
guess
for
almost
five
years
now
of
working
with
this
technology
and
and
really
looking
at
how
the
ecosystem
functions
and
what
can
be
beneficial
identity
is
really
the
key,
and
I
don't
know
that.
Well,
I
should
say
if
you
have
a
successful
identity
solution
for
transportation,
it
can
change
everything.

Getting
that
done
is
really
difficult.
So
we
we,
though
our
approach
was,
let's
get
our
foot
in
the
door
with
a
very
small
use
case
and
prove
it
out
and
for
that
fabric
was
perfect
for
the
directions
that
we
think
things
will
go.
It's
going
to
be
much
more
identity
driven,
and
I
think
that's
really.
The
key
to
the
whole
puzzle
was
just
like
in
estonia,
where
they
started
with
a
digital
identity,
and
then
everything
grew
from
that.

we
haven't
crossed
that
bridge,
yet
with
payments,
what
we're
doing
is
you
can
call
it
an
accounting
system
essentially
of
the
transactions,
but
the
money
doesn't
pass
through
the
blockchain
system,
so
the
money
is
still
handled
on
the
side
agency
agency.
There
is,
I
think,
growing
interest
in
things
like
accepting
cryptocurrency
for
payments.

That's
a
brand
new
thing
and
a
very
I
would
say
I
would
say
it's
viewed
as
a
high
risk
thing
for
government
agencies,
but
moving
towards
something
like
a
you
know.
In
the
beginning
we
had
ideas
of,
like
you,
could
easily
tokenize
go
back
to
the
idea
of
a
physical
token
for
a
you
know
you
get
in
the
subway.
You
use
your
token.

we
had
our
learning
curve
when
we
first
started,
but
hyperledger
is
hyperledger
and
there
really
aren't
any
issues
there.
The
performance
increases
that
have
happened
over
the
last
year
or
so
have
been
good.
The
the
growing
of

hyperledger
ecosystem
to
accommodate
more
facets
of
what
we
need
is
growing
faster
than
we
are.

second
thing

I
mentioned
earlier
was:
digital
identity
is
really
critical
and
every
every
turn
we
take.

come
back
to
that.

would
be
so
much
easier
if
we
just
had
a
digital
id
and
without
it
we're
always
making
appropriations
or

sort
of
pseudo
having
ids,
you
know,
but
it's
just
not
the
same
thing.

were
talking
about
it,
I
kind
of
imagined
that
you
were
separately
trying
to
convince
every
agency
to
use
your
technology,
and
then
this
would
be
seamless.
You
mentioned
about
creating
a
consortium
first
and
then
kind
of
offering
them
a
unified
solution,
but
they
are
already
kind
of
willing
to
collaborate.

Is
it
hard
to
build
a
concert?
I
know
that
building
a
business
consortium
is
incredibly
hard
and
there
is
a
lot
of
fear
between
you
know.
Big
players
taking
over
the
small
players
there
are,
there
are
fears.
Around
collaboration
with
in
competitive
environment
seems
like
agencies
are
not
that
competitive.
Is
that
true?
Is
it
easier
or
harder
to
build
a
consortium.

are
existing
consortiums
for
regional
interoperability,
so
those
groups
are
there.
All
of
those
groups
are
working
on
national
interoperability.
So
there's
there's
momentum
for
that.
The
for
us.
The
lesson
was,
make
make
a
stronger
argument
about
that
in
the
beginning,
rather
than
trying
to
go
to
this
agency
or
that
agency.

brings

lesson
we
learned

the
way
was
talk

their
lives

of
talking
about
the
efficiency
of
the
technology,
talk
about
the
results.

proof
of
concept,
it
doesn't
necessarily
change
things.
What
has
changed
for
us
is
that
the
focus
is
different,
and
I
think
that
brings
us
more.
That
brings
us
more
in
tune
with
digital
id,
yes
doing
interoperability
with
a
distributed
ledger
and
using
blockchain,
and
all
that
stuff
will
make
it
easier
and
more
efficient
and
more
real-time
and
all
those
important
things
give
you
more
flexibility
whatever
you
want
to
say
about
it
that
you,
you
know
the
stuff
that
blockchain
brings,
but
the
real
key
when
it
comes
to.

it's
a
revenue
question
and
I
need
to
collect
more
revenue
or
I
need
to,
I
need
to
close
the
gap
that
wasn't
as
important
to
close
before
you
know.
Two
percent
makes
a
big
difference
now,
and
it
didn't
make
that
much
difference
before
where
that
really
happens
is
with
with
knowing
my
customer,
I
need
to
know
whether
it's
my
customer
or
somebody
else's
customer
that
drives
on
my
road.
I
need
to
know
who
they
are.

see
a
vehicle,

to
know
for
sure
who
owns
that
vehicle
and
not
only
do
I
need
to
know
who
it
is.
I
need
the
address.
That's
registered
to
that
vehicle
to
be
correct

those
things
become
incredibly
more
important
when
that
two
percent
becomes
more
important.
Those
things
become
really
important
and
that's
where
a
digital
id
for
a
customer,
a
digital
id
or
a
vehicle
can
really
make
a
difference.
Because
you
can
you
essentially
enter
that
information
only
once
you
don't
have.

I
don't
have
my
address
with
the
total
agency
and
with
the
dmv
and
with
the
transit
agency.
I
don't
have
all
that
information
in
four
or
five
different
places.
It's
in
one
place
and
everybody
gets
it
from
the
same
place
and
that's
the
kind
of
efficiency
that
can
really
have.
I
think
meaningful
impacts
on
trying
to
close
that
revenue
gap.

say
there
are
other
folks
doing
blockchain
stuff
with
transportation
we
we
are
unique
and
that
we're
pushing
an
open
source
model
and
that's
another
reason
we
chose
hyperledger
is
it's
open
source
and
anything
we
do
with
it?

keep
it
open
source
and
we
feel
like
that's
the
right
direction
to
go
for
government
because
it
lowers
their
cost
of
adoption
and
that
model.
Doesn't
I
don't
see
that
happening
in
a
lot
of
different
places?

are,
there
are
some,
I
would
say
some
successful
mobility
service
apps,
but
the
trend
is
the
app
developers,
those
companies
that
have
toll
systems
or
transit
systems
or
whatever
and
and
they've
said
this
to
me,
a
lot
of
them.
They
want
to
be
the
app
for
mobility
as
a
service,
and
we
don't
see
that
direction
as
a
positive
direction.

see
a
mobility
ecosystem
where
you
can
have
through
distributed
ledgers,
essentially
an
interoperability
layer
between
the
the
different
transportation
agencies
and
whatever
apps
are
out
there.
That's
the
kind
of
world
that
we
would
like
to
see
is
something
that's
more
diverse
and
something
that
can
be
more
creative
on
a
local
level
so
that
you
can
have
apps
developed
that
are
specific
to
the
needs
of
a
city
or
a
region
rather
than
having
a
company
that
develops
one
app
and
then
they
try
to
make
that
fit
and
everywhere
they
go.

can

of
look
them
up.
They
are
now
looking
at
energy
as

tried
approaching
them
with
that

talked
to
british
columbia.
We
do
know
some
of
the
toll
roads
there,
but
those
those
again
if
my
memory
serves
me
correctly,
are
concessions
so
that
that's
a
different
environment.
But
if,

if

agency,

it
a
state
or
whatever
wanted
to
push
this
idea,
they
could
do
it
and
that's
that's
where
we
see
a
lot
of
the
progress
you
know
when
you
look
at
smaller
countries
being
ahead
of
the
us
and
blockchain
technology.

the

biggest
value
to
us
has
been
the
community
around
hyperledger,
and
so
whatever,

direction
you
go
doing
it
with
a
community
is

it

ourselves
