Description
Building & Grounds Committee Meeting 2/16/2023 9:00am
C
B
A
Any
public
comments
this
morning,
one
more
time
any
public
comments
Cena.
So
we
have
no
public
comments.
I
like
to
entertain
a
motion
to
approve
the
minutes
of
the
January
12th
meeting,
Mr
Smith
Mrs
Monday.
Second,
all
those
in
favor
signify
by
saying
aye
oppose
okay
motion
carried
okay.
We
have
director
Wes
Andrews
for
our
building
report
today,
I'm
pretty
excited
to
hear
what
he
has
to
say.
D
All
right,
thank
you.
The
first
item
on
the
agenda
is
the
facility
dude
report.
For
last
month
we
had
180
work
orders
in
the
system.
That's
that's
a
pretty
busy
month.
Next
item
is
financial
report.
D
You
can
have
that
in
front
of
you
there
you
can
see
this
year
so
far,
you're
to
date
we're
at
166
964
compared
to
160
369
last
year,
and
there
is
an
error
on
this
report.
I
believe
line
item
54,
600,
Soil,
Conservation
service,
I.
Believe
that's
on
the
report
and
error,
so
I
have
to
get
with
finance
and
have
them
take
a
look
at
that.
D
So
if
you
back
that
number
out
we're,
you
know
within
a
couple
thousand
of
where
we
were
at
this
point
last
year,
but
everything
else
looks
pretty
good
to
me.
I'll,
take
any
questions
on
the
financial
report.
D
A
D
D
We'll
go
and
move
on
to
building
report.
We'll
start
here
at
189,
not
a
whole
lot
to
speak
of.
We
were
working
with
Mr
Rowe
in
getting
the
old
vac
building
ready
for
him.
We,
if
you
remember,
we
had
a
leaking
wall
that
needed
some
tuck,
pointing
on
the
west
side
of
the
old
vac.
So
we've
got
that
taken
care
of.
There
was
some
minor
roof
work
that
had
to
be
done
as
well,
and
the
hot
water
heater
for
that
space
was
shot
as
well.
D
So
we
got
a
new
hot
water,
put
it
or
a
new
hot
water
heater
put
in
there
for
him,
so
that
space
is
ready
to
go.
It's
usable
so
excited
to
see
how
he's
going
to
use
that,
but
we're
watertight
and
in
good
working
condition.
D
Moving
on
to
the
courthouse
basement,
update
I
got
a
couple:
videos
that
we'll
go
over
here
in
a
second,
but
just
to
kind
of
give
you
an
idea
as
to
where
we
stand.
Wiring
is
ongoing.
They're
finishing
up
the
the
rough
end
on
the
the
wiring
floor
prep.
They
begin
to
get
the
floor
ready
to
accept
tile
in
the
bathrooms
and
you'll
see
that
on
the
video
all
the
drywalls
hung
they're,
taping
and
mudding
yesterday
and
today
door
frames
are
in
so
it's
really
moving
along
pretty
well.
D
So
with
that
we'll
go,
I
got
a
couple.
Videos
and
I
apologize.
I
have
two
videos
as
I
was
about
90
percent
done
with
the
video
my
phone
decided
to
shut
off
on
me
for
some
unknown
reasons.
So
we've
got
two
videos,
so
that's
coming
into
from
the
outside
ramp.
That's
going
to
be
where
the
where
the
security
station
is,
and
then
this
is
going
into
jury
assembly.
You
can
see,
there's
quite
a
bit
going
on.
D
D
That's
going
into
another
area
for
jury
assembly.
Can
you
are
you
able
to
pause
that
Joanne
you're
right
in
the
middle,
see
that
I'm
at
the
bottom
right
there
in
the
middle
yeah?
Okay?
So
you
can
see
on
the
wall.
This
is
a
good
spot
too.
So,
on
the
left
there
you
can
see
the
voids
in
the
wall.
That's
going
to
be
for
I
know:
we've
talked
about
cell
phone
lockers,
we've
talked
about
laptop
lockers,
so
that's
going
to
be
one
of
the
areas
where
jurors.
D
When
they
come
in
and
they
have
to
go
up
to
court,
they
can
store
their
phones
or
laptops
or
whatever
they
brought
in.
So
that's
going
to
be
on
the
left
right
there.
So
go
ahead,
join
so
we'll
go
here,
we'll
turn
right
and
then
we're
gonna
go
into
the
back
area.
Here,
go
ahead
and
pause
it
right
there.
So
this
room
here,
if
you
remember,
was
full
of
files.
This
was
chock
full
of
Sandy's
files,
and
this
was
on
the
north
side
of
jury
assembly.
D
D
Here
I
know
it's
hard
to
tell
with
all
the
with
all
the
stuff
in
there,
but
this
is
going
to
be
more
seats
back
here
and
then,
when
we
pull
a
pan
over
here
to
the
to
the
left
right,
there
pause
it
that's
going
to
be
all
the
vending,
so
all
of
the
pop
machines
and
the
snack
machines,
that's
all
going
to
go
into
that
corner
in
the
back
there.
That's
great
so
go
ahead.
D
So
you
can
pause
it
right
there.
So
now
that
was
jury
assembly.
So
when
we
talk
about
how
to
jurors
when
they
come
in
from
the
ramp,
they
go
around
an
integer
assembly.
This
is
one
of
the
new
bathrooms
right
here.
You'll
see
with
the
with
the
blue
tape.
They
were
prepping
the
floor.
So
that's
one
of
the
new
bathrooms
that
we've
added
that's
going
to
be
in
jury
assembly
and
then
this
is
going
to
be
the
flow
of
traffic
out
of
jury
assembly,
so
go
ahead.
D
So
there's
one
of
our
new
bathrooms
left
in
and
then,
as
we
come
out
here
and
we're
going
to
turn
to
the
left,
that's
where
you
come
in
at
right.
There
right
pause
right
there,
so
this
has
been.
This
was
a
huge,
concrete
wall
that
was
right
where
you're
looking,
though
the
wall
had
to
be
taken
out,
and
now
this
gives
us
a
nice
straight
shot
all
the
way
over
to
the
elevator.
D
If
you
remember
before,
when
you
come
out
of
jury
assembly,
you
had
to
like
squeeze
through
a
little
hallway
and
walk
around,
and
it
was
it
wasn't
the
best
we
didn't
have
proper
width.
So
now,
with
this
wall
that
we
took
out,
it's
going
to
be
a
nice
straight
shot
all
the
way
over
to
the
elevator,
so
go
ahead,
and
then
on
the
right.
We
got
more
blue
tape
and
that's
going
to
be
a
larger
restroom
to
the
right.
I
couldn't
go
in
there
because
they
had
just
prepped
the
floor.
That's
a
larger
restroom!
D
That's
going
to
be
a
smaller
restroom
right
there,
and
then
this
is
going
into.
You
can
go
ahead
and
pause
right
here.
This
is
inmate
holding
here,
so
if
there
is
a
inmate
in
the
courthouse
for
trial,
the
first
room-
we're
in
here
is
going
to
be
for
the
correctional
officer
and
then
the
secure
holding
area
you
can
go
ahead
and
hit
play.
You
got
the
windows
there
and
then,
on
the
other
side,
you
can
pause
it.
On
the
other
side,
there
is
where
the
inmate
holding
cell
is
going
to
be.
D
Well,
I
guess
we'll
have
to
talk
to
the
sheriff
for
all
the
specifics,
but
he'll
be
with
a
correctional
officer,
and
then
the
door
will
have
the
appropriate
locking
mechanisms
on
it,
as
well
as
a
bench
with
with
other
locking
mechanisms,
and
the
drywall
that
was
put
in
is
rated
for
security.
Drywall,
there's
wire
mesh.
There's
it's
going
to
be
a
secure
area
within
the
middle
of.
D
D
Down
the
hallway,
there's
a
small
office
there
on
the
left,
there's
the
elevator.
So
when
you
come
down
right
there,
that's
the
elevator
coming
down
from
upstairs.
This
is
going
into
the
new
cafeteria
area.
That's
going
to
be
storage,
we'll
go
in
the
cafeteria
and
you
can
pause
it
here
in
a
sec
okay.
So
this
is
the
new
cafeteria.
If
you
remember
in
the
back
side
of
the
cafeteria
was
a
lot
of
storage,
so
that
was
all
removed.
D
The
cafeteria
was
opened
up,
I
would
say
it's
probably
twice
the
size
as
it
was
before,
but
you
can
get
a
feeling
for
you
know
the
drywalls
taped,
it's
mudded,
it's
very
close
to
being
ready
to
accept
paint
and
then
I
believe
they're
gonna
be
starting
on
the
drop
ceiling
here
pretty
soon
as
well.
So
go
ahead
and
hit
play.
D
Try
it
again
there
you
go
so
that's
coming
out
of
the
cafeteria.
Now
we're
going
to
hang
a
right.
This
is
going
to
be
utilized
by
Miss
sianci
for
her
staff,
and
this
is
where
the
video
cuts
out
here
in
a
minute.
You
can
hit
actually
we'll
just
let
this
go.
It's
it's
gonna
end.
Let's
go
to
video
two.
D
There's
going
to
be
we'll,
let
it
play
here
in
a
second
but
there's
going
to
be
I
believe
we
have
13
workstations,
that's
going
to
be
align
the
exterior
walls
of
the
space,
there's
an
interior
office
that
we
constructed
that
you'll
see
for
the
supervisor
and
then
there's
going
to
be
a
desk
and
a
little
reception
area
into
this
space
as
well.
So
go
ahead
and
hit
play.
D
So
these
will
all
be
offices
or
cubicles
and
then
to
the
left.
You'll
have
The
copier,
fax
machine
there
to
the
left,
and
then,
when
we
get
around
the
corner
here,
you
can
get
a
better
sense
for
the
office
that
we
put
in
there.
So
we'll
go
ahead
and
hit
hit
pause.
So
that's
going
to
be
where
the
supervisor
is
going
to
sit.
D
They
have
an
entrance
on
the
back
of
the
office
in
the
front
of
the
office
as
well
as
some
windows,
so
they
can
see
in
both
directions
where
that
guy's
standing
is
basically
going
to
be
where
the
counter
is
so
like
when
you
go
up
on
the
second
floor
of
the
courthouse
now
there'll
be
a
counter
there
where
the
public
can
come
up
and
the
supervisor
can
see
the
counter
and
then
Sandy
will
have
the
counter
staffed
as
well.
D
So
you
can
go
ahead
and
hit
play,
there's
two
entrances
to
this
space,
so
this
is
going
to
be
the
rear,
that's
more
storage
right
there
and
then
the
hallway
that
we
come
in
right
there.
So
so,
hopefully
that
gives
you
kind
of
a
sense
as
to
where
things
stand
right
now
in
the
courthouse
where
I
judge
cunnington
was
talking
the
other
day
at
his
committee
meeting
about
the
timeline,
we
should
be
substantially
complete
by
the
first
of
April
and
then
I
know.
We've
all
talked
about
the
doors.
D
The
lead
time
on
the
doors
that
aren't
in
until
May,
so
really
considerably
finished
by
April.
1
punched
out
should
be
by
the
first
of
June
is
what
we're
looking
at
right
now,
I'm
working
on
we're
currently
out
for
bid.
D
So
in
Sandy's
area
that
I
showed
you,
we
have
to
purchase
the
seating
and
the
office
furniture
for
her
area,
we're
currently
out
for
bid
on
that
that
was
published
so
I'm
waiting
to
get
bids
on
the
on
the
furniture
for
Sandy's
office
I'm,
looking
at
seating
options
for
jury
assembly,
and
if
you,
if
you
want
to
take
a
look,
we
put
one
of
them
together,
they're
up
on
five
I'm.
D
Looking
at
it's
kind
of
an
airport
style,
seating
kind
of
the
row
bench
type
seating,
we
need
152
seats,
I
want
to
find
something.
That
is,
you
know,
I
guess
a
is
able
to
be
cleaned
well,
but
something
that
is
going
to
last
a
long
time
and
is
going
to
wear
good
for
us.
So
those
are
kind
of
the
things
that
that
I'm
looking
at
right
now,
but
we
do
have
one
of
the
seats
put
together
up
on
five.
D
If
you
want
to
take
a
look
at
it
after
the
meeting
met
with
the
sheriff
a
couple
days
ago
on
cameras,
there's
going
to
be
a
lot,
the
cameras
added
to
the
basement,
I
want
to
say
probably
more
than
30,
as
as
we
walk
through
to
get
proper
coverage
in
all
the
various
areas
and
nooks
and
crannies
I
think
we're
looking
about
30
cameras
down
there.
D
Now,
if
you
remember,
we
talked
about
this
as
well.
We've
got
three
new
air
handlers
going
going
in
the
basement.
Those
Air
Handlers
are
going
to
have
to
be
hooked
up
to
our
Delta
control
system.
That's
how
I
manage
the
heat
in
the
winter
and
air
conditioning
in
the
summer
at
the
courthouse.
So
currently,
as
it's
set
up,
I've
got
Delta
controls
on
Floors,
one
two
and
three,
and
then
I
have
Precision
controls
in
the
basement.
D
So
that's
going
to
be
about
seventeen
thousand
dollars
to
get
everything
on
the
same
system
at
the
at
the
courthouse
basement
now
there
would
have
been
expense
if
we'd
went
the
other
way.
If
I
went
to
Precision
controls
and
stayed
with
them,
there
would
have
been
an
expense
there
to
get
the
three
new
units
on
the
new
system,
and
that's
going
to
be
your
your
thermostats.
That's
going
to
be
your
controls,
that's
going
to
be
your
dampers
and
your
ductwork.
D
That's
going
to
be
the
software
updates,
so
I
need
all
my
software
updated
to
accept
the
three
new
Air
Handlers
that
are
going
to
be
put
in
there.
So
just
wanted
to.
Let
you
guys
know
that
that's
there's
going
to
be
an
additional
expense
to
get
that
on
that.
My
Delta
control
system-
let's
see
I,
think
that's
it
for
the
courthouse.
I
just
went
through
quite
a
bit,
I'm
sure.
There's
questions.
C
Madam
chair,
thank
you
very
much.
Once
I
got
a
question
sure
and
a
comment.
I
know
when
I
was
with
kinky,
City
and
and
I
was
the
chairman
of
Public
Safety
for
National
Night
Out
I
always
moved
my
committee
meeting
over
to
Perry
Farm
and
you
know
the
cops
were
there,
fire
was
there
and
public
was
there.
You
know
we
they
picnic
tables
over.
Then
we
did
that
my
my
comment
for
that
is
that
Madam
chair,
you
think.
C
C
A
F
D
Ideally
I
mean
the
our
Precision
control
system.
We
have
talked
about
this
at
committee.
Probably
a
year
ago,
it's
old
I
mean
I,
think
we're
the
only
talking
to
my
rep
I
we're
one
of
only
a
couple
that
still
use
that
system,
because
the
expense
to
get
everything
switched
over
would
be
I
mean
you're
doing
a
basement
for
17
grand
I
mean.
Could
you
imagine
doing
six
floors
here?
The
old
jail,
the
annex,
I
mean
you're,
talking
considerable
expense.
So
it's
been
cost
prohibitive
to
get
everything
switched
over.
C
C
For
example,
we've
got
two
million
dollars
allocated
for
social
services
for
the
arpa
funds
and
we
have
gone
through
the
15
proposals
and
we
paring
those
down
and
we're
not
going
to
spend
two
million
dollars
and
for
social
services
and
I
know
I,
don't
know
if
we're
going
to
do
a
second
round
of
of
Social
Service
proposals
but
I
know
and
I'm
being
redundant
when
I
say
this
I
know
we're
not
going
to
spend
two
million
dollars
on
social
services,
but
and
then
Andy's
was
saying,
maybe
there's
a
second
round
or
we
could
reprogram
the
balance
that
we
don't
spend
for
social
services.
C
So
all
I'm
saying
to
you
is
that
with
arpa
funds
and
it's
I'm
not
sure
in
my
lifetime,
if
we're
going
to
have
that
kind
of
money
coming
back
to
the
local
governments,
yeah.
D
But
it's
certainly
something
to
consider
and
I
guess
you
know
trying
to
be
frugal
and
responsible
with
my
funds.
I
mean
the
I
look
at
what
I
love
to
have
everything
on
one
system
absolutely.
But
if
I
had
a
choice
and
if
you
said
hey,
I
got
a
bunch
of
money
to
spend
getting
everything
onto
one
platform,
I
would
probably
choose
some
other
things
like
the
air
handlers
in
this
building.
You
know
I've
got
six
floors
and
the
condensers
leak
Freon
or
coolant
refrigerant
every
year.
You
know
so
there's
a
lot
of
things
right
now.
D
Just
so
you're
aware
it's
kind
of
a
convenience
thing
for
me,
I
mean
I've,
got
two
systems
that
I
have
to
go
to
and
I
would
love
to
say.
Yeah
I
got
everything
on
one
system,
but
I
guess
as
I
look
at
our
buildings
and
the
condition
that
they're
in,
if
you
said,
hey,
you
got
a
bunch
of
money
to
spend.
I
would
probably
go
with
some.
You
know
mechanical
upgrades,
especially
in
this
building,
and
maybe
the
old
jail.
C
And
I'm
glad
bones
brought
that
up
because
my
you
know
the
wheel
started
turning
here,
but
you
know
you
just
have
to
prioritize
what
you
want
to
do
right.
It's
not
necessarily
a
wish
list,
but
you
know
you're,
saying
that's
Antiquated
and
we're
one
of
the
only
ones
that
have
those
those
systems
we
got
to
think
about
the
future
as.
E
D
Every
everything
we've
designed
in
the
basement
is
accessible,
so
even
I
mean
poolside
clearance
on
doors.
You
know,
when
you
open
a
door,
you
got
to
make
sure
you've
got
the
right
clearance,
so
I
mean
our
architect.
You
know
we
worked
extensively
with
him,
so
all
of
your
door
frame
or
all
of
your
doorways,
the
bathrooms
I
mean
everything
will
meet
current
code.
Absolutely.
D
Well,
the
security
like
I
said
we
met
with
them
on
the
cameras
and
I,
don't
want
to
discuss
a
whole
lot,
but
there
were
some
things
that
were
identified
that
we're
going
to
have
to
change,
make
some
changes
to.
We
met
with
Sheriff
Downey,
Trent,
Bukowski,
Chad,
gustner
and
myself,
and
we
went
through
the
entire
courthouse
and,
like
I
said,
there
were
some
things
that
were
noted
and,
like
I
said:
I
have,
for
obvious
reasons:
I
don't
want
to
go
into
detail,
but
there
is
there
on
it.
Okay,
they're
working
on
that
thanks.
D
Okay,
so
that
was
the
courthouse
a
lot
going
on
there.
Obviously,
that
takes
up
a
lot
of
my
attention
on
a
daily
basis,
but
we
do
have
a
couple
other
buildings,
obviously
that
that
are
under
my
purview,
the
annex
and
old
jail.
The
new
unit
is
installed
at
the
annex.
D
If
you
remember
our
Chiller
went
down
last
year,
the
new
one
is
in
it's
hooked
up
and
working
with
Precision
controls
to
get
that
onto
the
system
and
that
that's
just
a
matter
of
installing
some
new
parts
on
the
new
unit,
so
not
a
whole
lot.
There
we
had
some
minor
boiler
repairs
at
the
old
jail
other
than
that.
Like
we
talk
about
every
committee,
a
lot
of
a
lot
of
plumbing
leaks.
D
We
currently
have
one
in
a
concrete
wall,
so
we
had
to
open
up
the
wall
to
trace
that
down
and
we
were
able
to
locate
the
leak
and
get
that
fixed
jcdc
Public
Safety
in
the
morgue
had
a
new
hire
that
started
about
a
month
and
a
half
ago
pleased
to
report
that
he
is
doing
outstanding,
absolutely
outstanding,
so
happy
to
report
that
we
talked
about
battery
updates
and
a
lot
of
our
ups
systems
that
came
to
about
nine
thousand
dollars,
and
that
is
done
out
at
jcdc
showers.
D
D
The
we've
got
the
new
unit
going
in
the
morgue
new
HVAC
unit,
going
in
there
we'll
have
to
get
that
similar
to
the
annex.
That'll
just
get
some
software
hookups
to
the
Delta
control
system
for
Mr,
gessner's,
new
negative
air
and
cooling
system
that
he
has
going
in
the
hot
water
heater
out.
There
is
done.
We
talked
about
that.
D
That
was
just
completed
and
then
I
just
received
yesterday
Two
Weeks
Notice
on
we
have
one
of
our
custodians
out
at
Public
Safety
that
are
going
to
be
leaving
us
so
I'll
just
give
you
an
update
on
that.
Currently
I
have
a
gentleman
that's
set
to
retire
soon,
so
I'm
kind
of
working
with
him
on
when
he's
going
to
retire
and
before
I
bring
another
custodian
on
board,
because
I
did
bring
somebody
on
board
to
fill
his
vacancy
once
he
retired,
and
he
hasn't
he
hasn't
retired,
yet
so
I'm
working
with
him
on
that.
C
Let
me
just
mention
this:
the
month
I
go
out
to
the
Jerome
Combs
and
we,
the
NAACP
and
all
the
cops
State
Police
can't
keep
Bradley
Bourbonnais
Saint
Anne.
All
of
them
meet
out
there
with
NAACP
and
I
I
can't
remember
how
long
ago
it
was
and
where
you're
doing
the
entry
entryway
into
the
Bukowski.
D
C
Section
there
yeah
really
amazing.
Thank
you,
I'm
really,
really!
Really,
you
know,
I
mean
I
thought
I
was
going
to
the
White
House
or
something
it
looked
really
impeccable
in
terms
of
the
workmanship
here
again
with
new
people
on
this
committee,
and
some
folks
may
need
to
see
some
of
that
stuff
and
maybe
Madam
chair
again.
Maybe
we
can
do
a
tour.
C
Maybe
next
you
know
a
couple
months
from
now
the
several
months
we
can
move
our
meeting
out
there,
because
you
got
that
that
Command
Center
over
there,
where
we
can
have
the
meetings
and
stuff
and
that's
something
to
think
about
it.
C
It's
kind
of
neat
to
see
that
stuff
out
there,
because
you
got
corner
and
all
of
you
know
jail
and
stuff
and
I'm
sure
some
of
the
Ms
Monday
I,
don't
think
you
ever
been
to
the
jail
right
well,
not
to.
C
G
Want
to
get
my
ID
out
there
and
it
is
a
very
impressive
entryway
for
sure
yeah.
C
A
D
Yeah
we've
done
a
lot
of
upgrades,
I
mean
if
you
consider
for
those
of
you
that
have
been
on
a
committee
a
little
bit.
You
know
the
flooring
at
Jason
or
the
flooring
out
at
Public
Safety
the
LED
light
conversion,
the
painting
that
we've
done
the
courthouse
basement,
remodel
and
I'm
just
going
off
the
top
my
head,
but
there's
more
I,
mean
I.
Think
we've!
You
know,
we've
done
a
lot
over.
The
last
I
would
say
two
years
in
the
upgrading
of
our
facilities,
so
we'll
continue
to
work
work
on
that.
D
The
last
item
on
the
agenda
is
floor.
Scrubber
replacement
and
I'm
happy
to
report
that
the
sheriff
graciously
offered
to
take
care
of
the
expense
on
that.
So
we
can.
We
can
cross
that
off
the
agenda
so.
A
Any
questions
for
Mr
Andrews
at
all,
okay,
is
there
any
old
business
that
we
need
to
discuss
any
old
business.
Any
new
business
I
would
just
like
to
say
Wes
very
impressive.
What
a
change
in
their
basement!
It's
going
to
look
fabulous.
